Florence Parly lance une initiative européenne de défense à neuf

LUXEMBOURG (Reuters) - Neuf pays européens dont l'Allemagne, la Belgique et le Royaume-Uni ont signé lundi la lettre d'intention de l'initiative européenne d'intervention (IEI) prônée par Paris pour porter une approche novatrice de la défense hors des dispositifs de l'UE.

Par l'IEI, la France ambitionne de doter les Européens d'une capacité d'action et de prévention autonome de l'UE, pour des conflits mais aussi des crises humanitaires ou environnementales, en mutualisant la planification militaire, le soutien aux opérations, l'anticipation et le renseignement.

“Face aux doutes éventuels, il faut affirmer ses convictions”, a déclaré la ministre des Armées Florence Parly à l'issue de la signature.

“Les Européens doivent être forts, les Européens doivent être capables, de plus en plus, d'assurer leur protection et leur souveraineté et donc cette initiative est en faveur de la souveraineté européenne”, a-t-elle ajouté.

L'Allemagne, la Belgique, le Danemark, les Pays-Bas, l'Estonie, la France, le Portugal, l'Espagne et le Royaume-Uni ont signé lundi à Luxembourg le premier acte de l'initiative.

La ministre des Armées, qui a porté le projet qu'Emmanuel Macron avait appelé de ses voeux en septembre lors d'un discours à la Sorbonne, a estimé qu'il répondait en outre aux appels américains pour une Europe qui assume plus sa sécurité.

“Cette étape va permettre de commencer très vite des travaux communs qui impliqueront les états-majors des différentes forces armées”, a-t-elle précisé dans un entretien au Figaro.

“Une première rencontre aura lieu mi-septembre à Paris pour mettre en place un programme de travail concernant l'anticipation, la planification et l'organisation d'exercice”, poursuit-elle, évoquant l'étude de scénarios concrets, “par exemple pour préparer l'exfiltration de ressortissants”.

Absente de la liste des signataires, l'Italie “réfléchit à la possibilité de rejoindre cette initiative, mais n'a pas pris de décision définitive”, a précisé Florence Parly.

Dans un communiqué, elle ajoute que “d'autres pays européens, capables, volontaires et partageant les objectifs de l'IEI, pourront rejoindre l'Initiative européenne d'intervention”.

MOBILISATION PLUS RAPIDE

L'accord à neuf a ménagé des concessions à l'Allemagne sur le maintien d'un lien fort entre l'IEI et la Coopération structurée permanente (Pesco ou CSP), le pacte de défense entériné en décembre dernier par 25 pays de l'Union européenne (excluant un Royaume-Uni sur le départ).

“L'Allemagne ne souhaitait pas que l'Initiative européenne d'intervention soit détachée de la CSP. C'est parce que nous maintiendrons entre les deux mécanismes un lien fort qu'elle a décidé d'adhérer”, a précisé Florence Parly.

En dépit d'inquiétudes quant à l'accumulation de dispositifs, le secrétaire général de l'Otan Jens Stoltenberg a salué la décision, jugeant que l'initiative faciliterait la modernisation des armées européennes et leur rapidité de mobilisation.

“Je pense que cela peut renforcer la disponibilité des forces, car nous avons besoin d'une disponibilité élevée”, a-t-il déclaré à la presse en marge de la réunion des ministres de la Défense et des Affaires étrangères de l'Union européenne.

Paris, qui entend stimuler des réponses européennes plus promptes face aux crises, se place au centre d'une réorganisation des structures européennes de défense post-Brexit, en incluant la puissance militaire britannique au sein de cette nouvelle initiative.

Le ministre allemand des Affaires étrangères, Heiko Mass, a paru lundi partager l'impatience française et a dit souhaiter que la politique étrangère européenne soit décidée par un vote à la majorité à l'avenir, et non par une décision à l'unanimité.

Londres entend conclure un traité avec l'Union européenne en matière de sécurité d'ici 2019, en vue notamment de garder après le Brexit accès aux bases de données, contrats d'armement et au partage d'informations au sein de l'Union, un projet soutenu par plusieurs Etats membres mais dont d'autres ne veulent pas.

“Notre engagement dans la sécurité de ce continent est sans conditions”, a déclaré lundi un diplomate britannique, qui déplore la vision idéologique de certains pays pour lesquels le départ du Royaume-Uni de l'Union doit être total.

    Post-Brexit Defense Review Challenged By Costs And Coronavirus

    Tony Osborne Post-Brexit Britain is taking its first steps toward understanding its place in the world and the military capabilities it may need to ensure it can hold onto that status. A review, described by Prime Minister Boris Johnson as the most extensive of its kind since the end of the Cold War, is examining the UK's foreign, defense, security and development policies. And it is proceeding despite the challenges and costs surrounding the COVID-19 pandemic. Although it will examine the work of several government departments—notably the Foreign Office, the Defense Ministry and the Department for International Development—considerable focus is likely to be on defense. It has the largest budget of those under the microscope and an oft-criticized procurement process that some in government are eager to overhaul. The process will run in parallel with the government's comprehensive spending review. That assessment decides UK government spending for the next three years and will deliver its findings potentially as early as this summer. Some critics argue that is simply too soon for a thorough analysis of Britain's future defense needs. “If you are to have a strategy that is worth the name, you must address ends, ways and means together. . . . If you do not do the whole package, including the money, together, then you do not have a strategic review,” Jock Stirrup, a former chief of the Royal Air Force (RAF) and UK Defense Staff, told parliamentary defense committee hearings on March 17. The 2020 review represents a break from the traditional defense-led Strategic Defense and Security Review (SDSR) usually held every five years. Some analysts contend the 2020 edition could shape defense capabilities for decades to come. Jack Watling, Land Warfare research fellow at the London-based Royal United Services Institute (RUSI) says the review would have to make “hard choices” but that these would “determine the trajectory of the UK's defense capabilities for a generation.” He notes that for a post-Brexit Britain looking to expand its trading and security partners, future conflicts may be difficult to avoid. “Security and trade partnerships are closely intertwined. . . . If ‘Global Britain' means diversifying our economic partnerships, it will be necessary to build meaningful security ties as well,” Watling says. The UK must look at its role in the Euro-Atlantic alliance and in the Great Power competition, in addition to other global issues and homeland security, Defense Minister Ben Wallace told Parliament. The review will also “place prosperity and manufacturing at its heart,” he added. The assessment comes at a challenging time for Britain's defense and its equipment-procurement plans. The National Audit Office recently warned that for a third consecutive year there will be shortfalls in the budget. The ministry's plans call for the spending of £183.6 billion ($214 billion) over the next 10 years, equivalent to 42% of the ministry budget during that period. Auditors say the Defense Ministry has a shortfall of at least £2.9 billion over that period, but this could be as high as £13 billion. Although the UK is expanding its intelligence, surveillance and reconnaissance (ISR) capabilities with the upcoming arrival of the General Atomics Protector unmanned aircraft system and deliveries of the Boeing P-8 Poseidon maritime patroller—two of which have already arrived—capability gaps in the ISR mission are imminent. The planned retirement of the RAF's long-suffering Boeing E-3D Sentry fleet has been pushed to December 2022. But the Boeing E-7 Wedgetail, the 737-based platform planned as its replacement, is not due to enter service until the end of 2023, potentially leaving a yearlong capability gap. The RAF also plans to retire its Raytheon Sentinel radar-reconnaissance platform in March 2021. It got several reprieves after its Afghanistan duties ended, but its departure would leave the UK without a standoff ground-moving-target-indicator and synthetic aperture radar platform. Several commitments made in the 2015 SDSR, such as the UK's decision to commit all 138 Lockheed Martin F-35 Joint Strike Fighters across the lifetime of the program, have also not been budgeted, auditors note. Current plans forecast only the costs of the first 48 aircraft. The government says that “decisions on future numbers and aircraft variants will be taken at the relevant time,” but it is unclear whether this will be considered in the review. The British government is aiming to maintain the target of 2% of GDP set by NATO for all allies.     Study finds these gaps in Army’s small unit counter-drone capabilities

    Army units at and below the battalion level are unprepared to defeat aerial drones and current plans can't keep up with rapidly evolving technology, according to a recent study. Back in 2016, the Army Research Office asked an outside organization, The National Academies of Science, Engineering and Medicine, to evaluate their counter drone capabilities for battalion and below operations. The report they published earlier this year notes some significant gaps and threats to soldiers with this technology. “Contrary to the past, when U.S. warfighters may have found (improvised explosive devices), now the IEDs will find our warfighters,” according to the report. While the Army and Marine Corps, which also included representatives in the study, are throwing resources at the small drone problem, they are not keeping pace with the threat. “Army time frames are significantly out of sync with the rapidly advancing performance capabilities of individual (small Unmanned Aerial Systems) and teams of sUASs,” according to the report. The report noted that most of the service's counter drone asset work was focused on heavy vehicle platforms or on fixed sites, which leaves smaller units most likely to first encounter the threat more exposed. “Significant quantities of man-portable” counter-drone systems have been fielded, Army spokesman Maj. Chris Ophardt told Army Times in an email. The Army will continue to pursue those capabilities based on emerging threats. Based on his response, which did not include details of capabilities, the Army is pursuing other ways to defeat drones. A large portion of the study was classified, due to operational security concerns. “Future Army C-UAS systems will encompass a variety of potential platforms to include fixed, mobile, and Soldier-portable capabilities,” Ophardt wrote. But beyond the types of systems employed, what they're targeting or attacking also came under fire in the report. The Army and other branches have invested significantly in counter-drone technology, “often focusing on detecting radio frequency transmissions and GPS signals of individual sUASs. However, today's consumer and customized sUASs can increasingly operate without radio frequency (command and control) links.” Drones now available can use automated target recognition, tracking, obstacle avoidance and other software-enabled activities instead of traditional RF and GPS. Ophardt did not divulge specifics of how the Army is addressing this, but responded that the service's counter drone capabilities, “include multiple methods in order to detect, identify and defeat enemy UAS.” A new school began last month at Fort Benning, Georgia to give basic trainees familiarity with small drones. The drone school gives infantry and scouts the ability to fill out a seven-line report when they encounter a drone then relay that info to their headquarters. The students use both fixed-wing and helicopter small drones. They also learn defensive tactics such as how to use dispersal and hiding tactics to minimize casualties from drone-coordinated fires, according to an Army release. Those introductory tactics can help even brand-new soldiers start thinking about how to deal with drone threats. But, at the same time, the low-level tactics currently used for counter drone work have tried to use “kinetic effects,” basically shooting down the drone by interfering with its signals or overheating its circuits. The report noted that method isn't practical on a wide scale for large numbers of troops, especially dismounted units. That path only adds more gear from the equipment to the batteries, to an already overloaded soldier, not to mention the “cognitive load” of training and using another piece of equipment, according to the report. Ophardt responded that the Army's counter-drone strategy included “multiple methods” to detect, identify and defeat” enemy drones. The major provided a similar response when asked about Army efforts at counter-drone tactics, capabilities against swarming drones and collaboratively acting drone groups, which the report remarks will be more prevalent and sophisticated as soon as 2025. Report authors urge Army leaders to adjust their timelines for matching tech development, which are woefully inadequate for the exponential changes in software, hardware and drone capabilities. Current Army time frames consider near-term planning to run from now until 2025; mid-term planning in the 2026 to 2035 window and far-term at the 2036 to 2050. Those efforts mirror vehicle acquisition strategy timelines, not the drone arena. The report pushes for a near-term planning of one to two years, mid-term at the three- to five-year level and far term in drone tech at the six- to eight-year range.
