DoD researchers literally reinvented the wheel with shape-shifting tracks

Wheels are faster on hard surfaces, while a tracked design performs better on soft ground.

Rather than pushing a ground combat vehicle through terrain it doesn't perform well on, why not just slap on some shape-shifting wheels?

A team from Carnegie Mellon University's National Robotics Engineering Center demonstrated the feasibility of such shape-shifting wheel-track mechanisms for the Defense Department recently.

The new technology, dubbed a “reconfigurable wheel-track,” can transition from a round wheel to a triangular track and back again while the vehicle is in motion — allowing for an instant improvement in tactical mobility on shifting terrain.

The wheel-track is part of the Defense Advanced Research Projects Agency's Ground X-Vehicle Technologies, or GXV-T, program, which aims to improve mobility, survivability, safety, and effectiveness of future combat vehicles without piling on more armor, according to a June 22 press release.

“We're looking at how to enhance survivability by buttoning up the cockpit and augmenting the crew through driver-assistance aids,” said Maj. Amber Walker, the program manager for GXV-T in DARPA's Tactical Technology Office. “For mobility, we've taken a radically different approach by avoiding armor and developing options to move quickly and be agile over all terrain.”

The DARPA initiative is looking to build a future in which combat vehicles can traverse up to 95 percent of off-road terrain, including slopes and various elevations.

The new wheel-track design is just one of the contract awardees that recently demonstrated advances on a variety of potentially groundbreaking technologies that meet the program's goals.

DARPA also showcased a new “multi-mode extreme travel suspension” system that allows for "high-speed travel over rough terrain, while keeping the vehicle upright and minimizing occupant discomfort,” the agency said in its statement.

The suspension can move 42 inches upward and 30 inches downward, and keeps itself level on steep grades by adjusting each wheel.

Other enhanced mobility designs include an electric in-hub motor built by QinetiQ, which puts motors directly inside the wheels, offering heightened acceleration and maneuverability with optimal torque, traction, power, and speed over rough or smooth terrain.

“QinetiQ demonstrated a unique approach, incorporating three gear stages and a complex thermal management design into a system small enough to fit a standard military 20-inch rim,” according to the release.

Another new development could impact a vehicle crew's awareness.

Most combat vehicles have small windows. This improves the protection offered to troops, but limits their visibility to spot threats and targets. The GXV-T program is looking at sensor technologies to give mechanized troops their eyes back.

One design by Honeywell International boasts an enhanced 360-degree awareness suite through virtual windows. The company showed that capability off in a windowless cockpit of an all-terrain vehicle with an opaque canopy, according to the DARPA release.

“The 3D near-to-eye goggles, optical head-tracker and wrap-around Active Window Display screens provide real-time, high-resolution views outside the vehicle,” the release reads. “In off-road courses, drivers have completed numerous tests using the system in roughly the same time as drivers in [ATVs] with full visibility.”

No fielding date has been announced by DARPA's offices for the new mobility technologies, but the program could help solve many of the ongoing mobility issues troops have experienced in recent conflicts.

    By: Daniel Cebul WASHINGTON — The U.S. strategic bomber program plays a vital role in U.S. nuclear and conventional posture, providing both penetrating and standoff capabilities that allow the U.S. to hit targets almost anywhere in the world. But as the Air Force expands from 312 to 386 operational squadrons — planning to increase the bomber squadron from nine to 14 — how can the service keep costs within reason? A key to keeping down modernization costs will be the force's ability to field systems that can easily be updated as new technology develops, according to Gen. Timothy Ray, commander of Global Strike Command. “What I really want to drive home is that if we have a force, whatever the size of the force, it has to be affordable,” Ray said at the Air Force Association's annual Air, Space and Cyber Conference on Sept. 18. Ray believes prices will be affordable depending on the service's “ability to field a relevant force as part of our integrated capabilities, both nuclear and conventional, that has a rapid capability to be updated and modified.” Communications systems, weapons, sensors and defensive capabilities are very sensitive to technological change, which “is already going on much faster than what we can field right now using the old legacy processes,” Ray said. Ray pointed to the B-21 bomber as having "the right attributes that are going to set us up for success.” Others suggest that looking at the unit price for bombers is deceptive and does not allow the Air Force to address its critical modernization needs. “It is very easy to look at individual unit cost [per bomber], but that does not equate to value," Retired Lt. Gen David Deptula said. "People, particularly programmers, like to talk about cost, but they don't talk about the effectiveness piece.” This sentiment was echoed by retired Lt. Gen. Bob Elder Jr., who feels the public and some military members do not appreciate the active role bombers play in defending the U.S. As busy as these bombers are, Edler said, “it's a bargain” for how much the Air Force pays for them. Deptula also believes that if the Air Force is serious about modernization, it is past time that requirements for meeting U.S. strategic goals determine force structure, rather than depending on “arbitrary budget lines.” “For way too long our force structure has been solely driven by the budget and not the war-fighting demands of our nation's security strategy,” he said. “I dare say no one will argue with the preamble of the Constitution, which basically talks about how we form government to provide for the common defense, and then to promote the general welfare. It doesn't say the other way around.” “People will say the new enterprise is going to be too expensive, so don't keep it. I don't agree,” Ray said, adding that a more competitive approach will enable the Air Force to drive down procurement and modernization costs. “I have got to know our competitive nature of our approach will draw the talent from industry; or if I'm not quite certain with a technical capability or the capability is so far advanced I can't draw the talent from industry, now I find myself with an important issue,” Ray noted.     India releases details of new defense budget

    By: Vivek Raghuvanshi NEW DELHI — India on Monday allocated $18.48 billion for weapons procurement in its 2021-2022 defense budget amid an ongoing military standoff with China and financial stress on the national economy due to the coronavirus pandemic. Excluding pensions, the new defense budget totals $49.6 billion, an increase of more than 3 percent from the previous year's $47.98 billion. New capital expenditure of $18.48 billion meant for arms procurement witnessed an increase of about 16 percent from the previous year's $15.91 billion. This is the highest-ever increase in capital outlay for defense in the last 15 years, according to Indian Defence Minister Rajnath Singh. An additional $2.84 billion was spent on emergency arms purchases in the summer of 2020 to deal with the ongoing confrontation with China. The budget's revenue expenditure meant for maintenance of existing weapons, pay and allowances, and recurring expenses is set at $29.02 billion, compared to $28.75 billion in the previous defense budget. Officials in India point to the COVID-19 pandemic as disrupting the economy and thus affecting the government's income and driving spending decisions. Consequently, the defense budget might not be as high as it would've been were there not a pandemic, said Amit Cowshish, a former financial adviser for acquisition at the Ministry of Defence. Cowshish noted that the funds may be inadequate for all the planned acquisitions from abroad and at home to be signed during the upcoming financial year, which begins April 1. Capital expenditure is essentially defense funding meant for fresh arms procurement and existing liabilities from previously conducted defense contracts. Revenue expenditure is defense spending meant for the pay and allowances of military personnel as well as the maintenance of weapons and other existing inventory items. The Army will receive $4.9 billion in capital expenditure, which is an increase of 8.17 percent from the previous year's $4.53 billion. “The service could buy additional military vehicles and upgrade its drones fleet,” a senior Army official said. The service's revenue expenditure is set at $20.37 billion, compared to $20.11 billion in the previous budget. The Navy will receive $4.55 billion in capital expenditure, which is an increase of nearly 22 percent from previous year's $3.73 billion. This could pave the way for the service to buy 10 tactical MQ-9 Reaper drones from General Atomics through the U.S. Foreign Military Sales program, an Indian Navy official said. The revenue expenditure for the Navy is $3.19 billion, which is meant for the maintenance of warships and submarines, compared to $3.13 billion in the previous budget. The Air Force will receive $7.2 billion in capital expenditure, which is a hike of 19 percent from the previous year's $6.05 billion. According to a service official, this will go toward a new contract for 83 homemade LCA MK1A Tejas light combat aircraft, an existing commitment to pay for 36 Rafale fighters from France and five units of S-400 missile defense systems from Russia, among other efforts. The Air Force's revenue expenditure is $4.19 billion, compared to $4.1 billion in the previous budget. About $1.55 billion in capital expenditure will go toward the state-owned Defence Research and Development Organisation for new projects, compared to $1.47 billion in the previous budget. DRDO has also been given a revenue expenditure totaling $1.24 billion, compared to $1.2 billion last year. This year, existing liabilities could eat up to 90 percent of the new capital expenditure, which will impact several new weapons procurement efforts, an MoD official said. But if that high percentage is accurate, according to Cowshish, there must be a lot of equipment already on contract. The military will have to make do with whatever amount is left over for acquiring new systems, he noted. “Capability-building and self-reliance ... are long-term projects, which are not dependent entirely on the budgetary allocation in a particular year.
