Bids were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 21, 2025. U.S. Army Corps of Engineers, St. Louis, Missouri, is the contracting activity. NAVY Yahata Marine K.K., Yokohama, Japan, is awarded an estimated $61,000,000 under previously awarded Request for Proposal N68171-20-R-0001 multiple award of firm-fixed-price, indefinite-delivery/indefinite-quantity contracts to provide husbanding, management and integration services consisting of general charter and hire, utilities, force protection, communications and land transportation services to support maritime forces of the Department of Defense, other U.S. government agencies, and other nations to include Navy ships, Marine Corps, Military Sealift Command (MSC), Air Force, Army, Coast Guard, North Atlantic Treaty Organization (NATO), and other foreign vessels participating in U.S. military or NATO exercises and missions. The contracts on the multiple award will run concurrently and will include a five-year base ordering period with one five-year option with individual requirements performed under task orders when specific dates and locations are identified. If the option period is exercised, the total estimated value of the contracts combined will have a ceiling value of $2,122,000,000. The ordering period of the contract is expected to be completed by October 2025; if all options are exercised, the ordering period will be completed by October 2030. This company will perform work in three geographic regions: Southeastern Asia 1 (49%); Oceania (26%); and Japan (25%). Due to the fact that the specific requirements for husbanding support cannot be predicted at this time, more specific information about where the work will be performed cannot be currently provided. Fiscal 2021 operations and maintenance (Navy) funds in the amount of $3,000 will be obligated to fund the contract's minimum amount, and funds will expire at the end of the current fiscal year. Additional funds will be obligated at the task order level with the appropriate fiscal year funding as issued by the main type commanders for each area of responsibility. Typical funding issued by each of the customers include operations and maintenance (Navy) funds from U.S. Fleet Forces Command; and working capital funds (Navy) from MSC. The Naval Supply Systems Command Fleet Logistics Center, Sigonella, Naples Detachment, Italy, is the contracting activity (N68171-21-D-0036). Alabama Shipyard LLC, Mobile, Alabama, is awarded a $17,902,644 firm-fixed-price contract (N32205-21-C-4010) for a 76-calendar day shipyard availability for the regular overhaul and dry-docking of USNS Washington Chambers (T-AKE 11). The contract includes options which, if exercised, would bring the total contract value to $19,278,302. Work will be performed in Mobile, Alabama, and is expected to be completed by March 20, 2021. Funds in the amount of $17,902,644 are obligated in fiscal 2021 using working capital funds (Navy). This contract was competitively procured with proposals solicited via the beta.SAM.gov website and two offers were received. The Military Sealift Command, Norfolk, Virginia, is the contracting activity. DEFENSE LOGISTICS AGENCY The National Industries for the Blind,** Alexandria, Virginia, has been awarded a maximum $8,728,339 modification (P00008) exercising the second one-year option period of a one-year base contract (SPE1C1-19-D-B043) with four one-year option periods for moisture wicking t-shirts.     Thales Alenia Space wins two contracts from ESA to study future upgrades to Europe’s EGNOS Navigation System

    Cannes, May 18, 2020 – The European Space Agency (ESA) has awarded two contracts to Thales Alenia Space, the joint company between Thales (67%) and Leonardo (33%), concerning EGNOS (European Geostationary Navigation Overlay Service). These contracts, fully financed under the European Commission H2020 programme concern study phases on the system evolution. They will call on Thales Alenia Space's expertise as program prime contractor for over 25 years to study and develop upgrades for the EGNOS satellite navigation system. The first contract concerns possible upgrades for EGNOS aeronautical services, designed to improve performances in order to increase landing safety under limited visibility conditions (from current CAT-I to CAT-II), over the current EGNOS footprint, focused on Europe. The second contract will study changes required to extend its aeronautical services worldwide. Based on state-of-the-art technologies, this upgrade will call on the A-RAIM (Advanced Receiver Autonomous Integrity Monitoring) concept and the global coverage of the Galileo satnav constellation. RAIM is an already deployed technology that assesses the integrity of signals in the receivers that are part of a global positioning system, mainly GPS. Galileo will now be incorporated in the advanced version of this concept, A-RAIM, to provide enhanced horizontal guidance performance, not possible with RAIM using only GPS. The new concept would thus provide “safety of life” aeronautical services, including approaches with vertical guidance, thanks to inputs from GPS and Galileo via EGNOS. “Today's contracts are key for satellite navigation in Europe and bolster Thales Alenia Space's European leadership in state of art satellite navigation systems, including Safety of Life services”, said Benoit Broudy, head of the Navigation business at Thales Alenia Space in France. He added: “Our successes on export markets, as in South Korea, validate our innovative approach that allows us to offer increasingly powerful and agile solutions to meet the evolving requirements of customers from around the world.” About EGNOS EGNOS, a European Union flagship program, is a satellite navigation system designed to improve positioning signals delivered by GPS. Developed by Thales Alenia Space as prime contractor, EGNOS was first deployed in 2005, began operating in open service mode in 2009 and provided Safety of Life service starting in 2011. The GNSS R&D activities are financed by the European Commission H2020 programme. They are managed by the European Space Agency through a delegation agreement from the European Commission. Safety of Life service, a success in export markets The EGNOS Safety of Life service is used to carry out precision airport approaches, especially landings, without requiring ground guidance systems. Building on its expertise in this field, Thales Alenia Space won a contract in 2016 from the Korean space agency to supply the Korean Augmentation Satellite System (KASS). With its Safety of Life capability, KASS is a regional Korean navigation system that will initially be used for aviation. It will provide critical services at several points of each flight, especially landing, so that, airports no longer need ground landing aid facilities. Along the same lines, in early 2019 ASECNA, the air navigation safety agency for Africa and Madagascar, chose Thales Alenia Space to handle a Phase B project that will include the supply of a pre-operational service in 2020 for a Satellite Based Augmentation System (SBAS) in sub-Saharan Africa, to provide an optimized satellite-based solution to support the growing air traffic in this region. The project recently took a major step forward, with validation of the system's architecture and main performance characteristics. This study is being carried out jointly by ASECNA and Thales Alenia Space, with funding from the European Union, as part of an ambitious program to develop the aviation sector in Africa. Set for completion by the end of the year, it also includes the supply of a pre-operational service, along with demonstrations of how to use the service in conjunction with partner airlines. Thales Alenia Space has now completed acceptance testing of the demonstrator, which will subsequently be deployed at various sites.     Financial pressures on Boeing’s commercial biz results in another $155M charge for the KC-46 tanker

    By: Valerie Insinna WASHINGTON — Boeing must pay another $151 million out of its own pocket for the KC-46 program, but this time the charge isn't associated with technical problems that have plagued the tanker's development. While Boeing announced its second-quarter earnings Wednesday, it said the KC-46 charge was “primarily driven by additional fixed-cost allocation resulting from lower commercial airplane production volume due to COVID-19.” In short, because Boeing's commercial plane production has slowed down, it's costing more to produce the KC-46, a derivative of the Boeing 767 airliner that is manufactured on the 767 production line in Everett, Washington, and converted into a military tanker. Greg Smith, Boeing's chief financial officer, said with the ramp down of production on some commercial airliners, certain fixed costs have been transferred to other programs. “That's essentially what took place with tanker,” he told reporters during a media roundtable. “It was notable on tanker because of the margin that we're booking on, and therefore turned it into a reach-forward loss. There was impact on some of the other [commercial derivative] programs, but it was not really material at all.” Boeing is locked into paying any costs associated with the KC-46 that exceed the $4.9 billion firm fixed-price ceiling on its 2011 contract with the U.S. Air Force. The latest charge means Boeing will have spent more than $4.7 billion in company funds on the KC-46 program — almost equivalent to the Air Force's own investment in the program. But Smith pointed to the lack of performance-related losses for the KC-46 this quarter as a sign that the program is progressing. “We've still got a lot of work to do, but [we're] making good progress,” he said. Despite the tanker charge, Boeing's earnings for its defense and space sector were a bright spot for the company, which continues to grapple with financial distress caused by the coronavirus pandemic's impact on the travel industry and the ongoing grounding of the 737 Max. Boeing Defense, Space & Security logged $7 billion in new orders this quarter, including an award for three additional MQ-25 tanker drones for the U.S. Navy and 24 AH-64E Apache helicopters for Morocco.
