CSCSU Great Lakes Opens New VMS Lab

GREAT LAKES, Ill. (NNS) -- Center for Surface Combat Systems Unit (CSCSU) Great Lakes held a ribbon cutting ceremony unveiling a new Voyage Management System (VMS) lab for operations specialist (OS) A School July 26.

CSCSU staff overhauled a space that was previously used for chart plotting and converted it into the new VMS lab. Eight instructors were dedicated to the process working a total 320 man-hours creating the lab that will be used in the training of students to meet fleet VMS requirements.

“The dedication of the staff was highly important in this process,” said Chief Operations Specialist James Rodney, leading chief petty officer of CSCSU Great Lakes' operations specialist A School. “Without their hard work and determination to finish the lab, it would not have been ready for the implementation of OS Ready Relevant Learning (RRL).”

The benefits of opening the new VMS lab allows us to alleviate lab bottleneck concerns, which can result in lost training time when another class is already in the lab. CSCSU can also raise their annual throughput of students because of the additional VMS lab.

VMS is a computer-based system for navigation planning and monitoring. Its primary purpose is to contribute to safe navigation. The system is designed to increase the situational awareness of watch standers on the bridge and at other shipboard locations where the system is made available.

The VMS user interface consists of one or more computer workstations that are linked via the ship's network or a Local Area Network (LAN). Multiple workstations and/or remote monitors may be provided, to place a VMS display at any required shipboard location.

The lab is critical to OS “A” students because they are learning about safety of navigation. The addition of 80 hours of classroom and lab time will ensure VMS certified operations specialist report to their follow on commands better prepared to assist the bridge and combat information center watch teams with safe navigation soon after reporting onboard.

“This lab is a benefit to students because they are provided access to the most up to date VMS lab Great Lakes has to offer with the most current version of VMS,” Rodney said. “It benefits CSCSU because it a tool the instructors can use to better provide training to the students and it alleviates potential bottle necks with classes. It benefits the Navy because every OS “A” student is leaving the schoolhouse with a VMS certification and this helps take pressure off the ships because it will lower the number of personnel they will need to send to VMS school in the Fleet.”

On hand to praise the staff was CSCSU Commanding Officer Cmdr. Richie Enriquez.

“Today's ribbon-cutting is a significant accomplishment to better prepare our students and support the fleet," Enriquez said. "The new VMS lab allows us to have a dedicated space for the training of our operations specialist and it is vital to implementing OS RRL curriculum. The time put in to ensure our students receive the highest caliber of training shows the professionalism, excellence and pride CSCSU takes in supporting our mission to develop and deliver surface ship combat systems training to achieve surface warfare superiority.”

    By: Aaron Mehta WASHINGTON — The U.S. State Department has cleared Morocco for a major increase to its F-16 fleet, including both sales of new planes and upgrades to older models. The two potential deals cover the purchase of 25 F-16C/D Block 72 fighters, estimated at $3.787 billion, as well as upgrades to the country's existing 23 F‑16s to the more advanced F‑16V Block 52+ configuration, estimated at $985.2 million. Combined, the two sales could net American contractors roughly $4.8 billion. The new F-16 request represents the single largest notification of fiscal 2019. It is also the second largest purchase requested by Morocco, which in November requested new Abrams tanks. In addition to the 25 new jets, the larger package includes 29 Pratt & Whitney F100-229 engines; 26 APG-83 active electronically scanned array radars; 26 modular mission computers; 26 Link 16 systems; 40 Joint Helmet Mounted Cueing Systems; 30 M61 Al Vulcan 20mm guns; 40 AIM-120C-7 Advanced Medium Range Air-to-Air Missiles; 50 GBU-49 bombs; 60 GBU-39/B Small Diameter Bombs; and assorted other equipment. The upgrade package includes much of the same equipment, with similar quantities of AESA radars, Link 16 systems and weapons. The configuration improves the radars and avionics on the older jets. Per the Defense Security Cooperation Agency, the potential sales “will improve interoperability with the United States and other regional allies and enhance Morocco's ability to undertake coalition operations, as it has done in the past in flying sorties against ISIS in Syria and Iraq.     How GSA is Helping Small Businesses Get Contracts Faster

    By Jack Corrigan A newly launched pilot program lets the agency's contracting experts help push deals over the finish line. Officials at the General Services Administration on Monday said a new pilot program will speed up the government's adoption of innovative technologies by helping companies in the Small Business Innovation Research program more quickly strike deals with federal agencies. Last week GSA launched a pilot that would open up Assisted Acquisition Services to agencies and vendors in the third and final phase of the SBIR program. Run by the Small Business Administration, SBIR is divided into three phases. The first and second phases focus primarily on research and development, and during the third, companies work to commercialize their products. Under the pilot, GSA would collaborate with both customer agencies and SBIR vendors to hammer out initial contracts. After the products become commercialized, GSA would work to make them more widely available across government. Most of the 13 agencies involved in SBIR don't have specialists dedicated to finalizing phase three contracts, and delegating that responsibility to GSA would enable speedier deals and make products more widely available, said Mark Lee, assistant commissioner of the Federal Acquisition Service Office of Policy and Compliance. “Currently there isn't a shared services offering that provides assisted acquisition for SBIR contracts,” Lee said in a conversation with reporters. “[The pilot] would be setting up that capability across government.” While GSA will offer the additional services to all SBIR participants, Lee said he sees the program making a particular impact on the acquisition of cybersecurity and threat detection products, as well as emerging battlefield technologies. The pilot will be led by the GSA Assisted Acquisition Services' Great Lakes regional office and run through the end of fiscal 2019. Depending on the program's success, GSA will determine whether it can offer the service more broadly, said Senior Procurement Executive Jeff Koses. Koses told reporters the program originated after defense agencies approached GSA looking for ways to streamline the contracting process. The pilot comes as part of the administration's larger push to simplify acquisition policy, he said, while still including “a set of guardrails to make sure that we're innovative but with essential controls.” Koses added he hopes accelerating the contracting process would help attract more small businesses to the federal marketplace, which agencies have historically struggled to do. “I think this is a great example of us listening to our customer agencies, our industry partners and the Small Business Administration and [figuring out] where we can provide value in the federal marketplace,” said Lee. “We think this is an opportunity to inject innovation into the federal marketplace, help support commercialization of these unique solutions and ultimately help grow jobs.” https://www.nextgov.com/it-modernization/2018/07/how-gsa-helping-small-businesses-get-contracts-faster/150151/
