Canada's fighter jet debacle: This is no way to run a military

Opinion: In many NATO countries, national defence is a bipartisan or nonpartisan issue. Those governments don't use defence as a political tool

Last week the United States Marine Corps flew the F-35 joint strike fighter into combat for the first time. That same day, one of the fighters also set a first: crashing in South Carolina — fortunately without the loss of life. As military aviators would remark, crap happens (or words to that effect).

The state-of-the-art fighter jet first flew as a prototype in 2006 and has been flying with the United States Air Force since 2011. The Royal Air Force in the U.K. also uses the F-35. And just this year, in a moment of sheer historical irony, the Royal Australian Air Force took delivery of its first F-35s.

Why irony? Because just as Australia was welcoming its new jets to its defence inventory, Canada was at the doorstep begging for Australia's used F-18s. Defence Minister Harjit Sajjan had come calling because politics had again intervened in Canada's storied but sorry defence procurement planning. Prime Minister Justin Trudeau, not knowing what to do with the obsolescent CF-18s — ordered by his father in the late 1970s for a 1982 delivery — had been musing about buying some Super Hornets from Boeing but had decided not to in a peevish fit of trade retaliation.

Of course the Super Hornets were only a “stop-gap” measure anyway, as both Trudeau and Sajjan emphasized. The contract to replace the entire fleet of aging CF-18s would be delayed again because Trudeau did not want to buy the previous Conservative government's fighter replacement choice: the F-35.

But there's an additional irony here. The F-35 was not just the choice of the Harper government. It was initially selected by the Liberal government of Jean Chrétien. The primary reason: interoperability with our primary allies. The U.S., U.K. and Australia would all be buying the F-35 so it just made sense.

I was working at the House of Commons at the time for the Official Opposition defence critic, who thought the decision to participate in the development, and eventually, the procurement of the F-35, was a refreshing but rare moment of common-sense, non-political defence planning on the part of the government.

    Canada launches production of new combat vehicles

    ByDylan Malyasov Aug 5, 2020 Canadian Defense Minister Harjit Sajjan said that production on the first Armoured Combat Support Vehicle, or also know as ACSV, has begun in London, Ontario at the General Dynamics Land Systems-Canada manufacturing facilities. These new vehicles will fulfill a variety of combat support roles such as that of Troop/Cargo Vehicle (TCV), ambulance, command post, and mobile repair and recovery, according to a press release issued Tuesday by National Defense. The contract for this project was awarded last September, and since then, a number of subcontracts have been awarded by General Dynamics to allow work to start. These subcontracts represent over $137 million in investments to more than 30 Canadian businesses from coast to coast to coast, creating and sustaining over 400 jobs across the country. This is a big step forward as the government continues to deliver on Strong, Secure, Engaged, Canada's first fully costed and funded defence policy. As per the Industrial and Technological Benefits Policy, General Dynamics will re-invest an amount equal to the value of the contract to create and sustain well-paying jobs across the country. These vehicles will replace the current fleets of M113 Tracked Light Armoured Vehicle (TLAV) and the LAV II Bison. The first vehicle is expected roll off the production line this December, with deliveries occurring through February 2025. Testing, training, and procurement of spare parts will be required before the initial vehicles are distributed to Canadian Armed Forces bases in 2022. “These vehicles will form the backbone of the Army's combat support fleet, and be used on a wide range of operations including domestic disaster relief and international peace support missions,” said Harjit Sajjan. “Thanks to the flexibility found in our defense policy, Strong, Secure, Engaged, work on the vehicles has started years earlier than expected and ensures that we continue to support well-paying Canadian jobs and critical innovation in communities across the country.” The Honourable Navdeep Bains, Minister of Innovation, Science and Industry also added that “Our government has ensured that this contract supports Canadian jobs and provides benefits to Canadian industry, including small and medium-sized businesses. Through the Industrial and Technological Benefits Policy, this project will continue to strengthen key industrial capabilities that support the Canadian Armed Forces and help to keep Canada's economy strong.”

    CAE awarded contract by GA-ASI to develop synthetic training system

    CAE announced on Jan. 24 that the company has been awarded a contract from General Atomics Aeronautical Systems, Inc. (GA-ASI) to develop a comprehensive synthetic training system for the United Kingdom's Protector RG Mk1 remotely piloted aircraft system (RPAS) program. The Protector will be operated by the Royal Air Force and is the U.K.-specific variant of GA-ASI's certifiable MQ-9B SkyGuardian RPAS, which can meet the most stringent certification requirements of aviation authorities. Under terms of the contract, CAE will design and develop a comprehensive synthetic training system that will include desktop and high-fidelity mission trainers specific to the Protector RPAS. The high-fidelity Protector mission trainers will be based on GA-ASI's certifiable ground control station (CGCS) and will be the first simulators developed for this advanced CGCS. CAE will also provide brief/debrief and scenario generation stations as part of the overall synthetic training system. “We are pleased to continue our global training partnership with GA-ASI to support the U.K. Protector program,” said Gene Colabatistto, CAE's group president, defence and security. “Protector will offer a new level of capability in an unmanned air system and will require well-trained aircrews. We will leverage developments we have made over the past several years creating the highest fidelity training devices for the Predator family of remotely piloted aircraft to produce a world-class synthetic training system for the Protector program.” Initial deliveries of the synthetic training system will be targeted for delivery in 2020 to RAF Waddington, the hub of U.K. Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) that will be the main operating base for the Protector. “MQ-9B SkyGuardian, which Protector is based on, represents the next-generation of remotely piloted aircraft capabilities, including longer endurance and automatic take-off and landing,” said David R.     Trudeau receives review of Canadian Forces intelligence activities and process of establishing national intelligence priorities

    DAVID PUGLIESE, OTTAWA CITIZEN The National Security and Intelligence Committee of Parliamentarians (NSICOP) delivered its first annual report Friday to Prime Minister Justin Trudeau. The report includes the two substantive reviews conducted by NSICOP in 2018, and its related findings and recommendations. NSICOP examined the Canadian government's process for establishing the national intelligence priorities. These priorities serve to direct intelligence organizations in the collection and analysis of intelligence. NSICOP also conducted a review of the intelligence activities of the Department of National Defence and the Canadian Forces. The committee examined the scope of these activities, their legal authorities and the existing oversight mechanisms for their control and accountability. “This annual report marks the first time that Canada has had a committee of Parliamentarians with access to classified material and cleared to examine issues of national security and intelligence,” NSICOP chair David McGuinty said in a statement. Trudeau will now consider whether there is any information in the report, the disclosure of which would be injurious to national security, national defence or international relations, or which includes solicitor-client information.
