Arrivée des premiers chasseurs intérimaires à Cold Lake

Gr'ce à la politique de défense du Canada, Protection, Sécurité, Engagement, le gouvernement du Canada s'assure que nous ayons des aéronefs prêts pour les missions, et dont nous avons besoin pour remplir nos obligations nationales et internationales, en prévision de l'arrivée de chasseurs pour remplacer la flotte entière de CF-18.

Aujourd'hui, l'Aviation royale du Canada (ARC) a annoncé l'arrivée des deux premiers chasseurs provisoires, une étape importante et un investissement dans le soutien de notre flotte actuelle de CF-18 Hornet.

Le Canada achète 18 chasseurs et des pièces auprès du gouvernement de l'Australie afin d'accroître rapidement la disponibilité de la flotte de CF-18 et de faire en sorte que l'ARC puisse remplir toutes ses obligations simultanément.

Ces aéronefs sont du même type que la flotte actuelle de CF-18 du Canada et peuvent être intégrés rapidement à notre flotte. Les modifications et les travaux techniques commenceront immédiatement afin qu'ils puissent avoir une configuration semblable à celle des CF-18 du Canada. Le travail continuera d'être effectué par des entreprises canadiennes.

Les livraisons se poursuivront à intervalles réguliers au cours des trois prochaines années, et les aéronefs seront intégrés à la flotte des CF-18 à mesure que les modifications seront complétées. Les derniers aéronefs devraient arriver d'ici la fin de 2021.

Faits en bref

  • Ces deux premiers aéronefs sont le modèle F/A-18A, ce qui signifie qu'il s'agit d'appareils à siège unique.

  • Ces aéronefs se sont rendus de Nellis (Nevada) à Cold Lake (Alberta), où ils participaient à l'exercice RED FLAG.

  • Les modifications et l'entretien de la flotte actuelle de CF-18 continueront d'être nécessaires jusqu'à ce que l'ARC passe à un futur chasseur. Un examen des améliorations de la capacité de combat est en cours.

    DAVID PUGLIESE, OTTAWA CITIZEN The defence and aerospace industry is abuzz about the letters the U.S. government sent to Canada over the upcoming competition to acquire a new fleet of fighter jets to replace the RCAF's CF-18s. In short, the Trump administration has given an ultimatum to Prime Minister Justin Trudeau and his government. If Canada insists that industrial and technological benefits must come from the outlay of $19 billion for a new fighter jet fleet then Lockheed Martin's F-35 stealth jet is out of the race. Full stop. The U.S. argument is that because Canada is a partner in the F-35 program it cannot ask Lockheed Martin to meet specific industrial benefits for a Canadian competition if the F-35 is selected. Under the F-35 agreement, partner nations are prohibited from imposing requirements for industrial benefits as the work is determined on the best value basis. In other words, Canadian firms compete and if they are good enough they get work on the F-35 program. Over the last 12 years, Canadian firms have earned $1.3 billion U.S. for their work on building F-35 parts. The U.S. had boldly stated it cannot offer the F-35 for the Canadian competition if there are requirements to meet for set industrial benefits. But that ultimatum could seriously backfire on the Trump administration. Trudeau and the Liberal government has never been keen on the F-35 (Trudeau campaigned against purchasing the jet). There have also been a number of negative headlines over the last year outlining the increasing maintenance costs for the F-35s, not a good selling point for the jet. The U.S. ultimatum may have just given Trudeau a way out of his F-35 dilemma, particularly if the prime minister can say that it was it was the Americans themselves who decided not to enter the F-35 in the Canadian competition. Trudeau will also be able to point to the other firms ready and keen to chase the $19 billion contract. Airbus, a major player in Canada's aerospace industry, says it is open to producing its Eurofighter Typhoon in Canada with the corresponding jobs that will create. Boeing, which has a significant presence in Canada, will offer the Super Hornet. Saab has also hinted about building its Gripen fighter in Canada if it were to receive the jet contract. To be sure, if the U.S. withdraws the F-35 from the competition, retired Canadian military officers and the defence analysts working for think-tanks closely aligned with the Department of National Defence be featured in news reports about how the Royal Canadian Air Force will be severely hindered without the F-35. Some Canadian firms involved in the F-35 program may complain publicly about lost work on the F-35 program but companies tend not criticize governments for fear they won't receive federal contracts or funding in the future. There will be talk about how U.S.-Canada defence relations will be hurt but then critics will counter that U.S. President Donald Trump used national security provisions to hammer Canada in ongoing trade disputes. And let's face it. Defence issues are rarely a factor in federal elections or in domestic politics.     DAVID PUGLIESE, OTTAWA CITIZEN In May, the federal government announced that it had decided on modernizing the RCAF's search and rescue helicopters rather than take another route, such as purchasing new aircraft. Leonardo was selected to upgrade its Cormorant search-and-rescue helicopters and provide seven additional aircraft. The government doesn't have full details on what this will cost taxpayers as various options have to be sorted out. But it gave an estimate of the project as between $1 billion and $5 billion, a price tag that includes the purchase of simulators and support equipment. Last month, the federal government acknowledged that it had received correspondence from a number of aerospace firms raising issues about the sole-source deal with Leonardo. “We have received some responses,” Pierre-Alain Bujold, a spokesman for Public Services and Procurement Canada, stated in an email to Defence Watch at the time. “PSPC officials are currently reviewing the responses, in collaboration with the Department of National Defence and Innovation, Science and Economic Development Canada.” “Once this review is complete, officials will determine appropriate next steps and inform respondents accordingly,” Bujold added. But industry representatives now report that they have been informed of the government's decision and their concerns were dismissed. The sole-source deal will proceed. (Sikorsky had pitched the Canadian government on new build S-92s. The S-92 is the basis for the RCAF's new Cyclone helicopter. Other companies also suggested it made more sense to have a common fleet of S-92s/Cyclones to conduct maritime missions as well as SAR). But Department of National Defence officials say it was determined that it was more cost effective to stay with the Cormorant fleet as it is a proven aircraft the RCAF knows well.
