Canada's fighter jet debacle: This is no way to run a military

Opinion: In many NATO countries, national defence is a bipartisan or nonpartisan issue. Those governments don't use defence as a political tool

Last week the United States Marine Corps flew the F-35 joint strike fighter into combat for the first time. That same day, one of the fighters also set a first: crashing in South Carolina — fortunately without the loss of life. As military aviators would remark, crap happens (or words to that effect).

The state-of-the-art fighter jet first flew as a prototype in 2006 and has been flying with the United States Air Force since 2011. The Royal Air Force in the U.K. also uses the F-35. And just this year, in a moment of sheer historical irony, the Royal Australian Air Force took delivery of its first F-35s.

Why irony? Because just as Australia was welcoming its new jets to its defence inventory, Canada was at the doorstep begging for Australia's used F-18s. Defence Minister Harjit Sajjan had come calling because politics had again intervened in Canada's storied but sorry defence procurement planning. Prime Minister Justin Trudeau, not knowing what to do with the obsolescent CF-18s — ordered by his father in the late 1970s for a 1982 delivery — had been musing about buying some Super Hornets from Boeing but had decided not to in a peevish fit of trade retaliation.

Of course the Super Hornets were only a “stop-gap” measure anyway, as both Trudeau and Sajjan emphasized. The contract to replace the entire fleet of aging CF-18s would be delayed again because Trudeau did not want to buy the previous Conservative government's fighter replacement choice: the F-35.

But there's an additional irony here. The F-35 was not just the choice of the Harper government. It was initially selected by the Liberal government of Jean Chrétien. The primary reason: interoperability with our primary allies. The U.S., U.K. and Australia would all be buying the F-35 so it just made sense.

I was working at the House of Commons at the time for the Official Opposition defence critic, who thought the decision to participate in the development, and eventually, the procurement of the F-35, was a refreshing but rare moment of common-sense, non-political defence planning on the part of the government.

    Federal budget shores up cyber defences but is silent on new jets and warships

    By Murray Brewster, CBC News The new federal budget focuses on ones and zeros over tanks and troops by pouring hundreds of millions of dollars into new and improved cyber and national security defences. Several federal departments will not only see upfront cash but promises of long-term spending to counter both the threat of hackers — state-sponsored and otherwise — and cyber-criminals. National Defence, by comparison, is seeing virtually nothing in terms of new spending on the nuts and bolts of the military, other than initiatives outlined in the recently tabled national defence policy. The 2018 budget is, on the surface, a tacit acknowledgement that the nature of threats to national security — the nature of modern warfare itself — is changing. The budget recycles the government's $3.6 billion pledge last December to provide veterans with the option of a pension for life and better services. But cyber-security was, by far, the headline national security measure in the budget. Finance Minister Bill Morneau's fiscal plan sets aside $750 million in different envelopes — much of it to be spent over five years — to improve cyber security and better prepare the federal government to fend off online attacks and track down cyber-criminals. More for CSE It also promises an additional $225 million, beginning in 2020-21, to improve the capacity of the country's lead electronic intelligence agency, the Communications Security Establishment, to gather foreign signals intelligence. The Liberals will soon pass new national security legislation — C-59 — and CSE will receive important new powers and responsibilities to disrupt global cyber threats. "These are brand new tools. They're going to need lots of resources — technological resources, personnel resources — to engage in those kinds of operations," said Wesley Wark, a University of Ottawa professor and one of the country's leading experts on cybersecurity and intelligence, in an interview prior to the budget. The sense of urgency about getting the country's cyber-security house in order is being driven in part by the fallout from Russian hacking and meddling in the 2016 U.S. presidential election, said a former assistant parliamentary budget officer. "With what we've seen south of the border, I think cyber-security and cyber-threat has been elevated in this budget to a high-priority item," said Sahir Khan, now the executive vice president of the Institute of Fiscal Studies and Democracy. The budget creates two new entities to deal with online threats. The first, the Canadian Centre for Cyber Security, will assemble all of the federal government's cyber expertise under one roof — a plan that will require new legislation. The second organization will be run by the RCMP and be known as the National Cybercrime Coordination Unit. It will coordinate all cybercrime investigations and act as a central agency to which the public can report incidents. The budget also includes cash for Public Safety's National Cyber Strategy, which not only aims to protect federal government networks but is meant to collaborate with the corporate financial and energy sectors to boost their defences. Military procurement a work in progress The budget's dearth of new spending on the real-world military — at a time of significant global insecurity — is due to reasons that are partly political and partly organizational, said Khan. The former Conservative government's inability to deliver on promises of new equipment during its nine-year tenure was a political "albatross around its neck," he said. The Liberals may have produced a clear defence policy but they have yet to straighten out the procurement system, he added. The Trudeau government has promised a lot of military capital spending down the road. Khan said it seems determined to keep the issue out of the spotlight in the meantime. What's missing from the new budget is a clear commitment that National Defence will get the cash it needs as those needs arise. "I think there was a lot of clarity in the policy direction coming out of the government [defence] white paper," said Khan. "What a lot of us are trying to understand is whether the money ... is accompanying that change in direction ... so that DND has a stable footing to meet its needs." He said he still has questions about whether promised future spending on fighter jets and warships has been baked into the federal government's long-term fiscal plans. A senior federal official, speaking on background prior to the release of the budget, insisted that military capital spending is welded into fiscal plans going forward into the 2030s. Defence Minister Harjit Sajjan has said repeatedly, since the strategy was released last June, that the defence plan was "fully costed" into the future. Up until 2016, National Defence produced an annual list of planned defence purchases. The Liberals promised to produce their own list of planned acquisitions and table it this year. Khan said it "needs to be presented to Parliament and the public." Training and retaining? The cyber initiatives in Monday's budget drew a mixed response from the high-tech sector. On the one hand, the Council of Canadian Innovators praised budget signals that suggest the Liberals are open to dealing with home-grown companies rather than buying off-the-shelf from major U.S. firms. "The imperative to build domestic cyber capacity is not just economic. It's existential," said Benjamin Bergen, the council's executive director. "Without a domestic capacity in cyber we risk becoming a client state. Innovators welcome the announcement of a new Canadian Centre for Cyber Security, which will allow for information sharing between the public and private sector." What the budget didn't offer was a clear commitment to training and retaining highly-skilled software engineers and IT professionals. "We would have liked to have seen a retention strategy. There wasn't one," said Bergen. "We know Canada produces amazing graduates but we're struggling to keep that talent here." The council estimates there will be up to 200,000 job openings in high-tech by 2020, which will put pressure on the industry and on the federal government as it bulks up its cyber capability. Adam Froman, CEO of the Toronto-based data collection firm Delvinia, was blunt when asked if the federal government will be able to fill all of the cyber-security job openings created by this budget. "They're not going to be able to. Plain and simple," he said. Sajjan, Minister of National Defence, participated in a ceremony at Irving Shipbuilding highlighting the start of construction for the fourth Arctic and Offshore Patrol Ship (AOPS), the future HMCS William Hall. This is the fourth of six such ships to be built at the Halifax Shipyard for the Royal Canadian Navy (RCN) as articulated in Canada's defence policy, Strong, Secure, Engaged. Security in the Arctic is complicated by the region's geography and harsh climate. This new class of vessel was specifically designed to patrol Canada's waters and northernmost regions. It will have the versatility to navigate abroad and contribute to international operations. The Harry DeWolf-class will significantly enhance the CAF's capabilities and presence in the Arctic, better enabling the RCN to assert Arctic sovereignty for years to come.     Military expert suggests Canada may want to consider its own space force

    By Peter Rakobowchuk MONTREAL — President Donald Trump's push to create a U.S. space force is being welcomed by military experts in Canada, and the executive director of one defence think tank says Canada should consider following suit. "At some point we might like to think about a space force," Matthew Overton, executive director of the Conference of Defence Associations Institute, said in an interview. "Thinking about space as a separate entity in itself that deserves attention and expertise, I think is a good idea." But it is not something that needs to be done immediately, he added, suggesting Canada should first develop a centre of excellence on space knowledge. Last month, Trump took a first step toward a space force when he signed an order to create a U.S. Space Command, which pulls together space-related units from across military services into a co-ordinated, independent organization. The move comes amid growing concerns that China and Russia are working on ways to disrupt, disable or even destroy U.S. satellites. The U.S. air force has operated a space command since 1982, and its mission is "to provide resilient, defendable and affordable space capabilities for the air force." It also operates the mysterious X-37B space plane, known simply as its orbital test vehicle. The unmanned plane has already completed four clandestine missions, carrying classified payloads on long-duration flights. Overton, who served in the Canadian Forces for 39 years, noted that Canada's Air Force already has a space component. It is led by Brigadier General Kevin Whale, Director General Space. Its mission, a spokesman said by email, is "to maintain space domain awareness, and to develop, deliver and assure space-based capabilities." Overton said Trump's space force makes a lot of sense, but he expects there will be tension as the new entity gets down to work with other branches of the military. He gave the example of the GPS network, which is crucial for land, air and sea forces, but could become a space force responsibility. "What is the relationship with other forces? How do you work out that dynamic?"" Wayne Ellis, who served in the Canadian military for 20 years, agrees that a U.S. space force is a good idea. "I think there's enough activity and potential activity to concentrate resources in that domain, which probably merits a separation from the air force," Ellis, a past president of the Canadian Space Society, said in an interview. "Perhaps now is a good opportunity to look at a totally separate branch — at least for the U.S." He noted that Canadian military personnel have worked side by side with the U.S. military for decades. "A lot of these positions are actually space positions at various bases so, at some point, our posted personnel are going to be interacting with the U.S. space force as it gets set up," he added. James Bezan, the Conservative defence critic, said he wants to see more details about the space capabilities Americans envision. "For Canada, my sense is that we need to watch this and see how it evolves," he said. Before Canada considers creating its own space force, Bezan added, it should focus on making Norad — the bilateral North American Aerospace Defence Command — more effective. "I would think that any co-operation that we do with the States as it relates to North American defence, as it relates to aerospace, should be part of the Norad discussions," he said. Randall Garrison, the NDP defence critic, criticized Trump's plan to launch a sixth branch of the U.S. military. "New Democrats are fundamentally opposed to the militarization of space and believe that space should only be used by all of humanity for peaceful purposes," he wrote in an email. "New Democrats urge the government of Canada to uphold the principles of peaceful space exploration and to engage with our allies on a renewed call for the drafting of an international treaty aimed at the prevention of an arms race in space." Overton pointed out that space has long been exploited for military purposes, and there's no way it can be avoided. "Communications satellites, GPS and intelligence communications, you name it — all that is there," he said. The office of the Minister of National Defence noted in a statement that "space-based capabilities have become essential to Canada's operations at home and abroad. "That is why Canada's defence policy ... commits to investing in a range of space capabilities such as satellite communications, to help achieve global coverage, including the Arctic."
