Army Halts Apache Helicopter Deliveries

For the second time in two years, the Army had to stop accepting Boeing's attack helicopter. The exact reason remains unknown.

The U.S. Army has stopped accepting Apache helicopters from Boeing after the company found that an employee kept “improper” records concerning parts installed on the aircraft.

It's the latest quality-control issue to bedevil America's largest planemaker, which is trying to shift its company's culture and repair its public image after two deadly airliner crashes and a production line that left tools and trash inside new tanker aircraft.

“At this time the Army is still conducting a comprehensive review of a number of Boeing processes, production, and manufacturing plans for critical safety items applicable to all AH-64E aircraft production,” Lt. Col. Brandon Kelley, an Army spokesman, said in an emailed statement.

When it learned of “improper record keeping” at its AH-64 Apache factor in Mesa, Arizona, Boeing “immediately notified the Army,” Steve Parker, vice president and general manager of Boeing Vertical Lift, said in a statement provided by a company spokesman.

“Boeing and the government are jointly reviewing our Mesa quality management processes and procedures,” Parker said. “Flight operations and deliveries will resume when Boeing and the Army are satisfied this issue has been resolved and appropriate corrective action plans have been implemented.”

Boeing no longer employs the worker who kept the improper records, according to a person with knowledge of the issue.

Boeing's Mesa operation builds new Apaches and overhauls old ones with more modern equipment — a process known as remanufacturing. The company continues to build aircraft amid the delivery stoppage, an industry source said.

“The Army will begin acceptance of aircraft once conditions have been satisfied to ensure production processes meet standards for safety and quality and the potential for future quality escapes has been fully mitigated,” Kelley said. “The Army will continue to work with Boeing in reviewing their quality processes and manufacturing of critical safety items and recommend changes as necessary to prevent future delivery of non-conforming product.”

Kelley said that soldiers' lives were not put at risk by the issues.

It's not the first time the Army has suspended Apache deliveries. From March to August 2018, the service halted acceptances after finding a flaw in a part that holds the helicopter's rotors to the aircraft.

Boeing quality-control practices have been called into question by both the commercial industry and the military. The Federal Aviation Administration is investigating potential manufacturing issues on 787 Dreamliner aircraft.

The U.S. Air Force had to halt deliveries of KC-46 tankers on numerous occasions after military inspectors found trash, parts, and tools left inside the aircraft. In March 2019, Will Roper, the head of Air Force acquisition, blamed the company's assembly line culture for the issues.

The coronavirus pandemic has only made things worse for Boeing and its suppliers as air travel evaporates and airlines cancel plane orders. Earlier this year, executives said the company's $34 billion defense business would outperform its typically lucrative commercial business for the first time in more than a decade.

Coronavirus-related factory shutdowns and production slowdowns started taking a toll on Boeing's defense business in the spring. Boeing delivered 54 fewer military aircraft and satellites so far this year when to the first three quarters of 2019, a 31 percent decline, according to company data.

This year, Boeing has delivered 10 KC-46 tankers, less than half of the 21 delivered through the third quarter of 2019.

    UAE issues formal request to buy KC-46A tanker, says Boeing

    By: Mike Yeo SINGAPORE – The United Arab Emirates has emerged as a surprise customer for KC-46A Pegasus, having formally made a request to buy the tanker aircraft, according to manufacturer Boeing. Speaking to reporters at a media event on the sidelines of the annual Shangri-La Dialogue regional security summit in Singapore, Jeff Shockey, Boeing's vice president of global sales for defense, space and security, confirmed that the Middle Eastern kingdom had issued a letter of request for three tankers. The UAE now joins the list of potential markets for the KC-46A, alongside other interested parties such as Indonesia, Israel, Norway, Qatar and NATO. Japan has already joined the U.S. Air Force in selecting the KC-46, with a request for four aircraft approved by the U.S. State Department in 2016 with two having already since been contracted through the Foreign Military Sales program. The UAE's request to buy the KC-46A is a surprise, given it currently already operates three Airbus A330 multirole tanker transports. It currently operates about 150 Lockheed Martin F-16E/F Fighting Falcon and French-built Dassault Mirage 2000 fighter jets. It is unclear if the UAE is holding a competitive tender for additional tankers.     By: Todd South The replacement for the Army's 5.56mm Squad Automatic Weapon could be an entirely new type of light machine gun that fires not only a different caliber round, but caseless ammunition. That's because one of the five companies recently awarded contracts to produce a weapon prototype by this time next year has been building weapons to fire that type of ammo for the past 14 years. A notice posted Thursday included the identities of the five companies: AAI Corporation Textron Systems in Hunt Valley, Maryland. FN America LLC.in Columbia, South Carolina. General Dynamics-OTS Inc. PCP Tactical, LLC. in Vero Beach, Florida. Sig Sauer Inc. in Newington, New Hampshire. The companies were awarded a contract to provide a prototype for the Army's Next Generation Squad Automatic Rifle, or NGSAR. The light machine gun is the first planned major overhaul of small arms in decades. Based on the notice, it appears that FN America has been granted an award to provide two prototypes, while the other four companies will provide a single prototype. Those prototypes will help the Army decide what's possible given their extensive requirements for the new weapon. There will then be an open competition following those submissions, where more companies can try to get in on the weapon that will utlimately replace the M249 SAW and influence the M4 replacement, as well. It is also the first weapon of its type that could mean a dramatic shift in all small arms, with follow-on changes planned for an individual carbine that will likely incorporate the machine gun changes, officials have said. Current efforts include work on a lighter machine gun that fires a government-designed 6.8mm round, which falls between the lighter 5.56mm and heavier 7.62mm used in heavy machine guns. But submissions can include other calibers, so long as they meet accuracy and lethality requirements for the new weapon, officials have said. In the Textron release, the company says the prototype will be based on their cased-telescoped weapons and ammunition portfolio. The company has designed both a carbine and light machine gun variant, which have been displayed publicly in recent years. The NGSAR will be an “intermediate caliber, high-velocity, magazine-fed system,” according to the release. It will weigh less than 12 pounds with ammunition that weighs 20 percent less than the traditional brass case ammo. The weapon will be at most 35 inches long and be able to fire 60 rounds per minute for 15 minutes without a barrel change. Accuracy matters too. A shooter must be able to hit standard targets at 50 meters while standing, with three- to five-round bursts at least 70 percent of the time. The companies also received awards for advanced weapons and fire control technologies, for the Next Generation Squad Weapons Technologies, the umbrella program for advancing small arms, and for the fire control capability. Wayne Prender, vice president of Applied Technologies & Advanced Programs at Textron Systems, told Army Times Thursday that he couldn't discuss details of their fire control submissions configuration. But he did talk about some of the capabilites they plan to provide. “We're offering up a solution set, day/night system optics with a laser range finder, integrated ballistic computer for computation of the target,” Prender said. Last year Textron unveiled a 6.5mm carbine using their ammunition. The NSGW program aims to use an intermediate caliber, likely in the 6mm range, such as their 6.8mm ammunition development. But Prender said he couldn't discuss details of the caliber submission for the weapon prototype.
