    French Defence Staff chief: France is making moves to guarantee its survival in the face of existential threats

    By: Jackson Schneider While I'm writing this article, the world is facing the greatest global crisis of our generation. It is worth asking what a globalized world means after the COVID-19 pandemic, and mainly in the context of the defense industry. Will it feature, as it did until recently, dynamic international trade and financial flows, globally integrated production chains, and an unprecedented flow of people and goods? Or, as many have speculated, will we see more protectionism, with countries protecting their markets and jobs, being more self-absorbed and less integrated? And how will the effects of geopolitical trends, accelerated by the current crisis, unfold in the decision-making of the military segment in a review of strategic plans? Nonstate actors, unconventional wars, terrorism, nationalism, the connection of organized crime with paramilitary movements, radicalism and rogue states are some of the topics with which we are commonly presented. Entirely unpredictable in nature, these trends have the capacity to cause even more damage, marked by new space and cyber weapons. Perhaps we will move from open partnerships, shared defense solutions and industrial integration to a more suspicious environment, where countries will develop individual defense responses, only using partnerships that supplement their ability to succeed. New technologies, communications formats, relationships, economic flows, environmental concerns and geopolitical trends will have significant consequences in our lives. And the repercussions are uncertain. In this environment, the defense sector will face new threats, such as the even more intensive use of cyber and space technology, autonomous applications, and artificial intelligence to attack, threaten, influence, or defend countries, companies and citizens. The prospect of cyber conflicts is worrisome. Software overtakes hardware, and the product is an internet of solutions that we can't truly understand. This is the new world that the defense industry must understand and ultimately act upon. Industry must seek solutions far beyond the conventional, sometimes even distant from our natural comfort zones, either by doctrine or generational conflict. This challenge also sparks opportunity, as it enables countries to form programs to protect their critical infrastructure and sensitive data by encouraging unique solutions, using complementary and controlled partnerships when necessary. This can foster the digital economy and technology of the future. To make it happen, however, a fundamental change to the definition of “defense” is necessary. If we consider the defense realm to be exclusive to the military, these advancements will be limited. The most obvious vector of the defense environment is certainly the military, but the requirements of the post-pandemic world are larger. The public and private sectors must be coordinated. The integrated efforts of various companies are necessary for supporting the implementation of a cyber protection program. Universities and research centers will also be necessary for fostering knowledge and developing critical thinking throughout countries. Nations usually define their defense investment priorities based on military policies and geopolitical strategies — considering eventual threats or interests. They should defend their convictions, territory and population. The defense industry must interact with the world in general, either regionally or globally. Even if we imagine a less globalized world following the pandemic, defense challenges are increasingly global. Outlining regional defense visions and coordinating scientific and technological efforts — involving public and private agents — around the same strategic purpose can ensure the sustainability of our defense industry.     BAE wins Marine Corps contract to build new amphibious combat vehicle

    By: Jen Judson WASHINGTON — BAE Systems has won a contract to build the Marine Corps' new amphibious combat vehicle following a competitive evaluation period where BAE's vehicle was pitted against an offering from SAIC. The contract allows for the company to enter into low-rate initial production with 30 vehicles expected to be delivered by fall of 2019, valued at $198 million. The Marines plan to field 204 of the vehicles. The total value of the contract with all options exercised is expected to amount to about $1.2 billion. The awarding of the contract gets the Corps “one step closer to delivering this capability to the Marines,” John Garner, Program Executive Officer, Land Systems Marine Corps, said during a media round table held Tuesday. But the Corps isn't quite done refining its new ACV. The vehicle is expected to undergo incremental changes with added new requirements and modernization. The Corps is already working on the requirements for ACV 1.2, which will include a lethality upgrade for the amphibous vehicle. BAE's ACV vehicle will eventually replace the Corps' legacy amphibious vehicle, but through a phased approach. The Assault Amphibious Vehicle is currently undergoing survivability upgrades to keep the Cold War era vehicle ticking into 2035. BAE Systems and SAIC were both awarded roughly $100 million each in November 2015 to deliver 16 prototypes to the Marine Corps for evaluation in anticipation of a down select to one vendor in 2018. [BAE, SAIC Named as Finalists in Marines ACV Competition] All government testing of the prototypes concluded the first week of December 2017 and the Marine Corps issued its request for proposals the first week in January 2018. Operational tests also began concurrently. Government testing included land reliability testing, survivability and blast testing and water testing — both ship launch and recovery as well as surf transit. Operational evaluations included seven prototypes each from both SAIC and BAE Systems, six participated and one spare was kept for backup. BAE Systems' partnered with Italian company Iveco Defense Vehicles to build its ACV offering. [BAE Systems completes Amphibious Combat Vehicle shipboard testing] Some of the features BAE believed were particularly attractive for a new ACV is that it has space for 13 embarked Marines and a crew of three, which keeps the rifle squad together. The engine's strength is 690 horsepower over the old engine's 560 horsepower, and it runs extremely quietly. The vehicle has a V-shaped hull to protect against underbody blasts, and the seat structure is completely suspended. SAIC's vehicle, which was built in Charleston, South Carolina, offered improved traction through a central tire-inflation system to automatically increase or decrease tire pressure. It also had a V-hull certified during tests at the Nevada Automotive Test Center — where all prototypes were tested by the Marine Corps — and had blast-mitigating seats to protect occupants. The 3rd Assault Amphibian Battalion, 1st Marine Division out of Camp Pendleton, California, is expected to receive the first ACV 1.1 vehicles.     Here’s what Japan’s Defense Ministry wants to do with $50.5 billion

    By: Mike Yeo MELBOURNE, Australia — Japan's Defense Ministry has requested a budget of $50.5 billion for its next fiscal year, an increase of 1.2 percent over the previous year and the eighth straight year of an increase. The funds will be used to acquire more Lockheed Martin F-35 fighter jets, including Japan's first short-takeoff-and-vertical-landing F-35B, as well as increasing its Boeing KC-46A Pegasus tanker fleet to six aircraft. The bulk of the budget request is for costs associated with U.S. military forces stationed in Japan, with $1.9 billion requested to pay the salaries of Japanese citizens employed by the U.S military, supporting training exercises, and performing maintenance on and improvements to U.S. military facilities. The ministry's request includes $1.08 billion for F-35s, which is made up of $291.3 million for three conventional takeoff and landing F-35As and $795.3m for six F-35Bs. These will be Japan's first F-35Bs, and it's expected the country will eventually order 42 "B" models, of which 18 will be acquired over the next five years, according to Japan's Mid-Term Defense Plan released late last year. It also has plans to eventually operate 105 F-35As. The F-35Bs are to be operated from two Izumo-class helicopter destroyers. Japan announced last year plans to convert both ships, which are currently designed to operate helicopters, to be able to handle F-35Bs. Notably, the budget request asks for $29.1 million for “partial refurbishment” to enable F-35B operations. According to other reports, modifications for the ships include improvements to the heat resistance of their flight decks as well as the installation of additional lighting for aircraft operations. Japanese Defense Minister Takeshi Iwaya added that F-35B deck trials could be conducted with U.S. Marine Corps F-35Bs based in Japan following the modification work. Beyond the jets The budget request also asks for $1.05 billion for four more Boeing KC-46A Pegasus tanker aircraft, and $284.8 million for more Raytheon SM-3 Block IIA ballistic missile interceptors. The request for funding for four KC-46As is a departure from normal procedure, Previously, Japan ordered one tanker each during the 2017 and 2018 fiscal years. According to the ministry, the batch order is a more cost-effective means of acquisition, resulting in $100 million worth of savings. Given that Japan already awarded contracts to Boeing for two of the three KC-46As previously on order, the budget request for four more tankers suggests the ministry wants funding for the last aircraft and and for an additional order of three KC-46s. Defense News has sought clarification from Japan's Defense Ministry over whether this is the case. The budget request also includes a number of acquisitions from Japan's defense industry, with $654.3 million for another Soryu-class diesel-electric attack submarine. And should the budget pass, Kawasaki Heavy Industries will be able to keep its aircraft production lines open, with the ministry seeking funds to acquire three more P-1 anti-submarine aircraft and six C-2 airlifters at $213.4 million and $599 million respectively. The ministry also wants money for more equipment destined for Japan's land forces: 33 Type 16 wheeled maneuver combat vehicles and seven Type 19 wheeled self-propelled howitzers. The Type 19 is a newly developed eight-wheel drive howitzer sporting a 155mm weapon mounted on the German MAN HX military truck chassis, and it's earmarked to replace the towed FH70 howitzer currently in service with the Japan Ground Self-Defense Force. The Defense Ministry also wants to continue funding the development of indigenous electronic warfare capabilities. Japan's next fiscal year begins April 1, 2020.
