    States Turn To National Guard To Help Protect Future Elections From Hackers

    DAVE MISTICH In elections past, the integrity of the vote was protected by poll workers and election officials. But in 2018 and likely beyond, elections are being protected by people like the anonymous man who works in the basement of the West Virginia Capitol. He's member of the West Virginia National Guard who is a cybersecurity specialist responsible for monitoring any computer-related threats to the state's elections. Since August of last year, he's been attached full time to the office of Secretary of State Mac Warner. After Russian-backed hackers probed election-related systems in at least 21 states in 2016, election officials, whose focus has traditionally been on making sure that polling places run smoothly and that results are speedily reported, now have to focus on protecting their computer systems. Oftentimes lacking those resources in-house, National Guard specialists have been called in to monitor vital election systems in a handful of additional states, including Colorado, Ohio and South Carolina. Neither the West Virginia National Guard nor Warner's office would permit the soldier to speak on the record, but Warner emphasized how crucial the role is. "We, just like every other government entity and people in business, are getting pinged all the time. Somebody is checking to see are there any open doors [or] open windows for targets of opportunity," Warner said. Warner's current use of the National Guard builds upon his predecessor, Natalie Tennant, who enlisted their cybersecurity expertise to scan the state's election systems for vulnerabilities and patch them in the final stretch of the 2016 election. In January 2017, the outgoing Obama administration designated elections as part of the country's critical infrastructure. That meant new federal resources and scrutiny. The Department of Homeland Security is working to give security clearances to state officials so they can receive intelligence briefings and assessments. Warner, like other state-level election officials, is in the middle of a months-long process of getting cleared. Using Guard soldiers who already have a high-level clearance, "is a way to bridge the gap without causing a problem in that security system process," said West Virginia National Guard Adjutant General James Hoyer. State officials are trying to figure out how to prepare for a threat they had never before anticipated, said Eric Rosenbach, a former Defense Department official who now directs a program on election security at Harvard's Belfer Center for Science and International Affairs. "These state election officials are the pointy tip of the spear for nation-state actors like the Russians trying to attack our democracy. That's never before been their job," said Rosenbach. "If part of [the National Guard's] responsibilities is to protect the things most precious to a state — it kind of makes sense that you would want them to support an effort like that." While the regular military can't be involved in domestic law enforcement due to a post-Civil War federal law known as Posse comitatus, National Guard soldiers are under the jurisdiction of the governor unless they're activated by the federal government. "The threat is new and we need to evolve with the times — as long as it still fits in the right legal framework and we're doing something that, you know, all Americans would agree are part of our democratic traditions," Rosenbach said. Moving forward, Warner sees his office's partnership with the National Guard continuing. "The cybersecurity arena is one of those where we as public officials have to get it right every time. The hackers only have to penetrate one time to do substantial damage," Warner said. "So, it's a foot race that we have to stay one step ahead and it never ends. It just goes on and on." So far, the National Guard has monitored a few small local elections in West Virginia and Warner's office says they have yet to receive a threat that has risen to a level of what they called "actionable."     Rust Costs the Pentagon $21 Billion Per Year

    By Aaron Boyd, The Defense Department isn't doing a good job determining how much to spend to prevent damage from nature's basic chemical reactions. Rust costs the Pentagon more money annually than many of its most expensive weapons systems—up to $21 billion per year, according to a Defense Department-commissioned audit released in March. The report indicates the corrosion of metals that make up modern weapons systems like fighter jets, ships, ballistic missiles and nuclear weapons can sometimes approach one-third of the total operations and maintenance costs of those systems. The problem is so large, in 2002, the department established the Office of Corrosion Policy and Oversight to ensure big-dollar weapons systems weren't taken offline by oxidation and to help branches determine how much money ought to be spent on rust prevention. But the data being reported by the military branches has been inconsistent and the office has yet to issue guidance on how funding levels should be categorized, according to a related audit released Thursday by the Government Accountability Office. For example, “In fiscal year 2017, the Army and Navy used direct costs, such as salary and training costs, to identify their funding levels, but the Army also included other associated costs. The Air Force used the prior year's funding level and adjusted it for inflation,” the report states. These different methods led to funding requests based on different criteria, making it difficult for Congress to determine what an appropriate funding level should look like. It has also led to vastly different funding requests. In 2017, the Army requested $2.4 million and the Air Force $3 million, while the Navy only requested $220,000. Similarly, all three branches either failed to accurately report the supporting data or, in the Air Force's case, did not provide any data at all some years. “The Army data GAO received did not reconcile with data presented in the Corrosion Office annual reports to Congress for five of eight fiscal years,” auditors wrote. “The Navy data did not reconcile for two of eight fiscal years, and there was no supporting documentation identifying how these figures were calculated. Air Force officials did not provide any figures or supporting documentation for four fiscal years, stating that these figures were not available.” Army officials told GAO they're not able to accurately report how much is spent preventing or combating corrosion because many of those duties are performed by personnel who do many other things, as well. This includes the Army's lead corrosion executive, who also serves as the aviation logistics and safety officer for the Army G-4 logistics organization. “The corrosion-related costs of conducting the corrosion executive role are not separated from this other function,” they told GAO. The Navy had a similar issue but took a different tack. The Navy merely requested $220,000 for the corrosion executive's salary, despite the fact that “this method does not capture other costs, such as personnel assigned to other offices that provide support to the corrosion executive.” The misreported numbers don't appear to be malfeasance, according to the GAO report, but a natural consequence of a lack of direction from the Corrosion Office on how to identify funding needs and properly report that data. GAO made three recommendations to the Defense Department: Issue guidance for identifying and reviewing funding levels for performing corrosion executive duties. Ensure that the Corrosion Office develops a process to maintain documentation of its reviews of corrosion planning. Ensure that corrosion executives establish guidance on reviewing the adequacy of corrosion planning. The “Strategic Plan 2019-2023,” released by the country's procurement agency, SSB, is also aiming for the annual revenue of the defense and aerospace industry to rise to $26.9 billion in 2023, from $6.7 billion in 2018. Also by 2023, domestic industry will meet 75 percent of military requirements, up from 65 percent in 2018, according to the plan. To his these targets, the government plans to restructure its defense export incentive system. In addition, Turkey is to launch a government-to-government sales scheme, whereas SSB will open defense export promotion agencies in 20 countries. Other critical targets detailed in the document include switching to a new procurement model; prioritizing programs that minimize dependency on foreign-made systems; and supporting models that bolster Turkey's ability to compete in high-tech markets internationally. Since coming to power in 2002, President Recep Tayyip Erdoğan has sharply increased local input in defense procurement. The government's strong priority to drop off-the-shelf procurement options and instead go for indigenous design and production has produced scores of local programs including drones, naval vessels, armored vehicles, helicopters, trainer aircraft, a new-generation main battle tank and an ambitious program to locally build a fighter jet. But an Ankara-based defense analyst warned that some of the government's targets do not look feasible. “Take the export target, for instance,” the analyst told Defense News. “The original export target for 2023 was $25 billion. Now they have come down to a still-difficult $10.2 billion.
