£2.8bn armoured vehicle contract secured for British Army

November 5, 2019 - A contract worth £2.8 billion has been signed to provide state-of-the-art armoured fighting vehicles to the British Army.

The Defence Secretary has announced that the army will receive more than 500 Boxer 8×8 high mobility, network-enabled armoured vehicles to transport troops onto the frontline.

Defence Secretary, Ben Wallace, said: “Our men and women of the Armed Forces deserve to have the best equipment to do their job.

“The Boxer vehicle is a leader in its field and I look forward to it arriving in units from 2023.”

The vehicles will form part of the Army's Strike brigades, new units set up to deploy rapidly over long distances across varied terrains.

Boxer is modular by design to meet these requirements – the same vehicle base can be rapidly reconfigured to fill different roles on the battlefield, from carrying troops across deserts to treating severely injured service personnel on the journey to hospital.

Initially the Army will buy a mixture of the troop-carrying variant, ambulances, command vehicles, and specialist designs to carry military equipment.

Sir Simon Bollom, Chief Executive of Defence, Equipment and Support (DE&S), said:

“This is excellent news for the Army and I'm delighted that we can now move forward with a contract for the Mechanised Infantry Vehicle.

“We are looking forward to continuing to work closely with the Army and our partners across industry to deliver the best equipment and support for our troops.”

The UK announced in 2018 that it would re-join the Boxer programme within the Organisation for Joint Armament Cooperation (OCCAR) and explore options to modernise its vehicle fleet and meet the Army's Mechanised Infantry Vehicle requirement.

The UK played a central role in the original design, development and testing of the Boxer. In re-joining the programme last year, the UK reassumed the rights it had as a project partner.

Major General Simon Hamilton, Mechanised Infantry Vehicle Programme lead for the British Army, said:

“I am delighted that we have committed to delivering the Mechanised Infantry capability through the purchase of around 500 battle-winning Boxer vehicles for the British Army. Boxer completes the suite of platforms to equip our new state-of-the-art STRIKE brigade where, alongside Ajax, Boxer's low logistic need, extended reach, high-mobility, and advanced digitisation will ensure STRIKE is ready for any global scenario.”

This contract was signed ahead of the pre-election period due to the strong value-for-money agreement reached with industry and other OCCAR nations, which expires on December 31st 2019, and announced today due to expected market implications. It would be possible for a new Government to take a different position.

The MOD Permanent Secretary, as the Accounting Officer, considered the value for money implications and, on this basis, determined the most appropriate course of action is to proceed with the contract award ahead of the election.

    Eurosatory 2020 : le COGES organisera des rendez-vous B2B en visio-conférences en septembre

    Pour compenser l'annulation d'Eurosatory 2020, la COGES, filiale du GICAT, va organiser des rendez-vous B2B sous forme de visio-conférences les 14 et 15 septembre prochains. Une première pour Eurosatory Contrainte d'annuler le salon Eurosatory 2020 pour cause de coronavirus, la Coges, filiale du Gicat, va organiser, les 14 et 15 septembre prochains, des rendez-vous B2B sous la forme de visio-conférences organisées par Proximum, un prestataire que Coges connaît déjà bien pour avoir organisé de tels rendez-vous dans ses propres salons, à Eurosatory notamment. A ce niveau, et dans l'armement, où la confidentialité incite à des rencontres directes plutôt qu'à des visios sans garantie totale d'interception, cette initiative est une première que forcément les organisateurs de salon vont regarder de près. Les PME et ETI, qui sont représentées dans les salons (qui représentent une énorme effort rapporté à leurs moyens) vont aussi devoir se positionner. Le Gicat à l'initiative Autre difficulté, des problèmes de compatibilité entre créneaux horaires risquent de se produire d'un continent à l'autre. Mais manifestement, le GICAT veut montrer à ses adhérents et à ses clients du salon qu'il est conscient de son rôle d'animation du secteur. D'ores et déjà, la campagne de remboursement d'Eurosatory 2020 est aussi engagée. L'annulation d'Eurosatory a forcément un gros impact pour les rentrées de la Coges, mais aussi pour un écosystème de fournisseurs qui travaillent autour (fabricants de stands, restauration, limousines, etc). Au cabinet de la ministre des Armées, Florence Parly, on mesure amplement l'impact sur les industriels de la filière terrestre. Au GICAT, on rappelle que 50 % du chiffre d'affaires des adhérents proviennent de l'exportation. Et qu'évidemment Eurosatory y concourt à son échelle. Des formules de salons à revoir ? Cette dématéralisation des salons professionnels est une tendance encore faible, mais réelle. Le coronavirus ou covid-19, et son caractère potentiellement récurrent oblige à se poser les bonnes questions pour les salons. D'autres organismes français vont forcément devoir se poser de telles questions, rassembler les rendez-vous, digitaliser. Ceci alors que les dépenses de communications connaissaient déjà de très fortes baisses tendancielles et/ou conjoncturelles avant-même le covid-19, comme chez Thales et Dassault Aviation. La multiplication des salons régionaux et thématiques fragilise aussi les gros salons, et assèche les trésoreries des exposants. Report de trois autres salons Le covid-19 impacte aussi clairement les trois autres salons professionnels détenus par la COGES : le salon Platinum à Monaco (sécurité privée et intérieure) prévu en mai et repoussé aux 2 et 3 février, Shield Africa à Abidjan est décalé de fin janvier aux 7-10 juin (également pour prendre en compte les élections). Enfin, ExpoDefensa à Bogota se tiendra du 29 novembre au 2 décembre. A ce stade, Euronaval 2020 est maintenu et le Sofins reste programmé pour 2021.

    All aboard the Sea Train!

    Imagine the following scenario. Four medium-sized U.S. Navy vessels depart from a port along the United States' coast. There's no crew aboard any of them. About 15 nautical miles off the coast, the four vessels rendezvous, autonomously arranging themselves in a line. Using custom mechanisms, they attach to each other to form a train, except they're in the water and there's no railroad to guide them. In this configuration the vessels travel 6,500 nautical miles across the open ocean to Southeast Asia. But as they approach their destination, they disconnect, splitting up as each unmanned ship goes its own way to conduct independent operations, such as collecting data with a variety of onboard sensors. Once those operations are complete, the four reunite, form a train and make the return journey home. This is the Sea Train, and it may not be as far-fetched as it sounds. The Defense Advanced Research Projects Agency is investing in several technologies to make it a reality. “The goal of the Sea Train program is to be able to develop and demonstrate long-range deployment capabilities for a distributed fleet of medium-sized tactical unmanned vessels,” said Andrew Nuss, DARPA's program manager for Sea Train. “So we're really focusing on ways to enable extended transoceanic transit and long-range naval operations, and the way that we're looking to do that is by taking advantage of some of the efficiencies that we can gain in a system of connected vessels — that's where the name ‘Sea Train' comes from.” According to DARPA, the current security environment has incentivized the Navy and the Marine Corps to move from a small number of exquisite, large manned platforms to a more distributed fleet structure comprised of smaller vessels, including unmanned platforms that can conduct surveillance and engage in electronic warfare and offensive operations. While these unmanned vessels are smaller and more agile than their large, manned companions, they are limited by the increased wave-making resistance that plagues smaller vessels. And due to their size, they simply can't carry enough fuel to make the long-range journeys envisioned by DARPA without refueling. By connecting the vessels — physically or in a formation — the agency hopes the Sea Train can reduce that wave resistance and enable long-range missions. In February, the agency released a broad agency announcement to find possible vendors. Citing agency practice, Nuss declined to share how many proposals were submitted, although he did say there was significant interest in the announcement. The agency completed its review of any submissions and expects to issue contracts by the end of the fiscal year. Sea Train is expected to consist of two 18-month periods, where contractors will work to develop and test technologies that could enable the Sea Train concept. The program will culminate with model testing in scaled ocean conditions. If successful, DARPA hopes to see the technologies adopted by the Navy for its unmanned platforms. “What we're looking to do is be able to reduce the risk in this unique deployment approach,” Ness said. “And then be able to just deliver that set of solutions to the Navy in the future, to be able to demonstrate to them that there is, potentially, a new way to deploy these vessels, to be able to provide far more operational range without the risk of relying on actual refueling or in-port refueling.” And while DARPA's effort is focused on medium-sized unmanned vessels — anywhere from 12 to 50 meters in length — the lessons learned could be applied to larger or smaller vessels, manned or unmanned. https://www.c4isrnet.com/unmanned/2020/06/01/all-aboard-the-sea-train/
