    Governments of Canada and Manitoba strengthen the aerospace industry

    WINNIPEG, Oct. 10, 2018 /CNW/ - Manitoba has the third largest aerospace cluster in Canada with more than 50 aerospace firms either headquartered or have major centres of operation and where they provide over 4,600 well–paying middle class jobs. Today, the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development and Minister responsible for Western Economic Diversification Canada (WD), together with Scott Johnston, Manitoba Member of the Legislative Assembly for St. James, announced $10 million in funding towards four projects to promote innovation, skills development and growth in Manitoba's aerospace industry. The Government of Canada and the Province of Manitoba worked together to identify initiatives designed to secure the future of aerospace in Manitoba. Together these initiatives address new and emerging competitive pressures, while supporting a growth strategy that addresses the challenge to innovate, maintain technological competencies, and improve productivity. Four projects will benefit from the following investments: Composites Innovation Centre: $1.8 million to establish a collaborative space at Red River College's Smart Factory to develop, demonstrate, and validate new advanced aerospace composite products and processes. Magellan Aerospace Limited: $5 million to introduce enhanced aerospace design, production, and technologies to the Manitoba aerospace industry, reinforcing Manitoba's competitive advantage as a leader in the global aerospace supply chain. West Canitest R&D Inc. (WestCaRD): $1.6 million to expand the range of engine testing capabilities of GE Aviation Test, Research and Development Centre, solidifying Winnipeg as the preferred location for testing of GE engines. Composites Innovation Centre: $1.6 million to administer and deliver the Manitoba Aerospace Fund aimed at supporting product commercialization, process innovation, and business development activities of small- and medium-sized enterprises in the Manitoba aerospace sector. These projects will lead to the creation of high quality jobs, introduce new product design capabilities and manufacturing technologies, facilitate the introduction of innovative composite manufacturing technologies, and expand engine testing capabilities.     By: Jaroslaw Adamowski WARSAW, Poland — Serbia's acting assistant defense minister has announced the ministry is negotiating with a number of Chinese drone manufacturers to acquire UAVs for the Serbian military. Nenad Miloradovic said Serbia aims to buy Chinese drones for its armed forces as well as the technology that will allow the country's defense industry to produce UAVs in the long term. "This package deal, under which we plan to purchase, but also produce reconnaissance drones for the Serbian military, should be implemented shortly," Miloradovic said, as reported by local daily Blic. The official said that Serbia is positioning itself as a military-neutral country, and its government aims to procure weapons and military gear for the country's armed forces from various suppliers. "We don't have ideological prejudices in what concerns buying weapons," Miloradovic said. In a sign of strengthened military cooperation with Russia, Serbia's government earlier this year approved the purchase of six Mil Mi-17 helicopters, complementing acquisitions of other aircraft and weapons from Moscow. In contrast, Serbia signed a deal in 2016 to buy nine H145M helicopters from Dutch-French company Airbus.     Air Force hopes to train 1,500 new pilots each year by 2022 to help solve shortage

    By: Stephen Losey The Air Force hopes to be able to train 1,500 new pilots each year by fiscal 2022 as part of its effort to solve its troubling shortage of aviators. Air Force Secretary Heather Wilson said at a Senate Armed Services readiness and management support subcommittee hearing Wednesday that the Air Force trained 1,160 new pilots in fiscal 2017, and expects to train 1,311 in fiscal 2019, before expanding further. The Air Force has taken several steps to try to improve air crew's quality of life and quality of service, and solve problems that might be leading some to choose to leave the Air Force. Wilson highlighted efforts to reduce operating tempos, revitalize squadrons and restore support staffs so air crew can concentrate on flying, as well as generous incentive pay and bonuses. The Air Force is also working on testing a “fly-only” technical track for interested airmen, and giving air crew greater input on assignments. But, Wilson said, “retention efforts alone will not solve the aircrew shortage," leading the Air Force to beef up its training capacity. Increased pilot training capacity could become even more important as the Air Force seeks to increase its number of operational squadrons from 312 to 386 by the end of 2030. Wilson told lawmakers that restoring readiness must be a top priority of the Air Force. The service is focusing on fixing readiness in the 204 operational squadrons that would be most important in a high-end fight. By the end of 2020, she said the Air Force hopes 80 percent of those units will have the right number of properly trained and equipped airmen. And two years after that, Wilson hopes 80 percent of all 312 operational squadrons will be ready. The Air Force has already made significant progress in cutting the maintainer shortage, Wilson said. Two years ago, the Air Force was short 4,000 maintainers, but by December, that gap is expected to be completely eliminated. But the Air Force's work on maintenance isn't done. Wilson said these new, green maintainers must be seasoned until they have enough experience to do more complicated or unsupervised work.     General Dynamics, AeroVironment join forces to give combat vehicles their own drones

    By: Valerie Insinna WASHINGTON — General Dynamics and AeroVironment are teaming up to integrate ground combat vehicles with drone technology in preparation for two high-stakes Army and Marine Corps vehicle programs, the companies announced Oct. 8. General Dynamics Land Systems and AeroVironment plan to network GD's entrant for the Marine Corps' armored reconnaissance vehicle, or ARV, program with the drone makers' Switchblade missile and the Shrike 2 unmanned aerial system still in development by the company, said Dave Sharpin, AeroVironment's head of tactical UAS. The first tests will begin this fall. The recently unveiled Shrike 2 is a hybrid vertical-takeoff-and-landing drone, with rotors that allow it to take off and land like a helicopter. It also has fixed wings to provide more endurance and the ability to fly like an airplane. It “will be the eyes in the sky, going out and doing the reconnaissance mission, finding things, reporting them back, and then once we have that situational awareness, then a Switchblade will be launched if we want to go do something kinetic with the target,” he said. The hope, Sharpin said, is to fill a need expressed by the Marine Corps but also relevant to the Army — a vehicle that can interface with a UAS that is organic to it, as well as a new way to strike targets that would be found by the drone. Ultimately, the companies believe they can parlay that concept into offerings for both the Marine Corps' ARV program as well as the Army's Next Generation Combat Vehicle. “The purpose of this partnership is to deliver a decisive advantage to ground combatants, to see first and strike first, across the tactical landscape,” Don Kotchman, U.S. vice president and general manager of General Dynamics Land Systems, said in a statement. “We're confident this integrated capability, expanding the warfighter's situational awareness, survivability and over-the-next-obstacle lethality, will define the market for years to come."     By: Valerie Insinna WASHINGTON — Boeing has made progress on installing a “safety critical” part across the AH-64 Apache fleet, but it will probably take until at least 2020 for the company to finish the retrofit process, Boeing program officials said Tuesday. In April, Defense News revealed that the U.S. Army had suspended AH-64E Apache attack helicopter deliveries due to corrosion the service noticed on the aircraft's strap pack nut, which hold the heavy bolts that attach the rotor blades to the helicopter. The service resumed accepting deliveries on August 31 after Boeing designed a new strap pack nut that will be outfitted on AH-64Es coming off the line. The company has now retrofitted new strap pack nuts on about 25 percent of the Army's AH-64D/Es, Kathleen “KJ” Jolivette, director of U.S. Army Services for Boeing Global Services, said during an Oct. 9 roundtable with journalists at the Association for the U.S. Army annual conference. However, Steve Wade, vice president Boeing attack helicopters, said the fastest the company could move to finish retrofitting the Apache fleet is 2020, saying that “the limiting factor is how fast we can build” retrofit kits. Boeing's best case completion date appears to be at least a full year behind the Army's own projections. In September, Brig. Gen. Thomas Todd, the service's program executive officer for aviation, said that he expected retrofits of the U.S. Army's Apache fleet to occur by 2019, with the strap pack nut replacements paid for by the company.     Army seeks new tactical unmanned aircraft for demo, testing in brigade combat teams

    By: Jen Judson WASHINGTON — The Army is calling for ready-to-fly future tactical unmanned aircraft systems that it can demonstrate with a select group of brigade combat teams in an effort to ultimately replace its Shadow UAS with something that better meets the needs of units in the field, according to Brig. Gen. Thomas Todd, the program executive officer for Army Aviation. The service dropped a solicitation to industry on Sept. 28 stating its desire to procure up to two non-developmental UAS that would fit either into the category of 21- to 55-pound drones or weigh under 1,320 pounds (UAS group 2 or 3), according to the document posted to the Federal Business Opportunities website. The Army has been looking for UAS that could operate independently from a runway and perform better in austere conditions than its current system at the tactical level. Earlier this year, the outgoing director of Army aviation in the Army's Office of the Deputy Chief of Staff for operations, planning and training, told Defense News that the Army sees a potential “quick win” when it comes to replacing Shadow. And the Army's Future Vertical Lift Cross-Functional Team — part of Army Futures Command — has already begun examining the possibility of new capabilities for both manned and unmanned future flight. The Army has acknowledged there are likely quite a few ready-to-go options when it comes to a new tactical UAS. So, it will take the approach of “buy, try, decide” to get after the possible replacement of Shadow, Todd told Defense News in an interview shortly after the solicitation was released. The plan is to assess what is offered and choose three vendors to supply 12 UAS to six BCTs that will evaluate them for a period of time in realistic environments. Each BCT will be given two UAS from each of the three chosen vendors, Todd said. The Aerospace Industries Association of Canada is putting Charest in the cockpit to coax funding commitments and a long-term plan from the federal government amid fears the country's star is fading. "The industry has come to the conclusion that we sort of need a reset in terms of what the future of the industry is in Canada," Charest said in a phone interview from Paris. "There is a sense that we're in a world where there's much more competition. And it's not that we're doing badly, but the world is really moving fast." Charest, a former federal minister who served as premier of Quebec from 2003 to 2012, highlighted government's "very critical role" in funding, research and training for civil and defence aviation. "The Trump administration has decided to create a new division for space," he noted, referring to a newly announced military branch the U.S. president has dubbed Space Force. "We can't stand still," Charest said. Jim Quick, president of the aerospace industry group, said Canada is "not keeping up" with the sector growth and innovation of countries such as France, Germany and the United States, which have long-term strategies in place. Britain is targeting 10 per cent of the global space market within 12 years, he pointed out. Luxembourg aims to dig into space mining such as harvesting asteroid's for rare and precious metals. Quick said the new initiative, called Vision 2025, will push Ottawa to include a long-term space plan in its budget next year, alongside a commitment to help provide advanced robotics for the Lunar Gateway -- described as a third-generation Canadarm. Charest, a partner at the McCarthy Tetrault law firm, will lead discussions with government and industry officials in several cities, including Toronto, Montreal, Vancouver and Halifax, culminating in a report on aerospace priorities. Aerospace leads Canada's manufacturing sector in innovation-related investment, spending over $1.8 billion on research and development in 2017 -- nearly one-quarter of total manufacturing research expenditures, according to the association. Nonetheless, Ottawa's investments in space as a percentage of GDP have dropped to 18th globally from eighth place in 1992, according to the association. The sector's manufacturing employment has fallen by five per cent since 2012.     Government of Canada Signs Defence Cooperation Arrangement with Mexico

    News release October 9, 2018 – Ottawa – National Defence / Canadian Armed Forces Canada and Mexico share a common interest in addressing issues of mutual concern, in order to advance our respective nations' security and prosperity. Both countries are committed to establishing stronger defence ties and enhancing hemispheric relations. Highlighting those mutually shared priorities, Defence Minister Harjit Sajjan today signed the Canada-Mexico Defence Cooperation Arrangement with General Salvador Cienfuegos Zepeda, Secretary of National Defense and Admiral Vidal Francisco Sob‎erón Sanz, Secretary of the Navy. The signing of a bilateral Canada-Mexico Defence Cooperation Arrangement is an important step forward in the evolving Canada-Mexico relationship. Both Canada and Mexico's commitment to establishing stronger defence ties has resulted in measured progress in defence engagement over the last few years including high-level visits, strategic and operational dialogue, and training opportunities. Mexico has been a member of the Military Training and Cooperation Program (MTCP) since 2004. For 2018/19, 73 MTCP course allocations to Mexico are planned, subject to in-year change, including senior staff positions on the prestigious National Security Program, Joint Command and Staff Program, and Army Operations Course.
