    ANNE BAUER Pour le patron de la DGA Joël Barre, l'un des principaux défis de 2019 est de donner corps aux multiples programmes en partenariat avec d'autres pays européens. Le dialogue avec l'Allemagne est compliqué. Les restrictions budgétaires présentées mercredi par la loi de finances rectificative 2018 n'auront pas de conséquences significatives sur les livraisons d'équipements aux armées, a promis jeudi le directeur général de l'armement (DGA) Joël Barre. Son administration, chargée de l'équipement des forces, avait anticipé ce gel par une gestion prudente, a-t-il expliqué, en soulignant que les 319 millions d'euros d'annulations de crédits annoncés mercredi ne représentent que 3 % du budget d'équipement de 2018. 12,7 milliards de commandes Cette année, la DGA peut engager 12,7 milliards d'euros contre 11,2 milliards l'an dernier, tandis que le montant prévu en 2019, première année d'application de la nouvelle loi de programmation militaire, atteindra 14,3 milliards d'euros. Parmi les investissements importants, la marine commandera en 2018 et 2019 ses cinquième et sixième sous-marins Barracuda, 4 navires pétroliers ravitailleurs et plusieurs patrouilleurs. L'armée de l'air bénéficiera de la rénovation des avions Rafale au nouveau standard 3, avec notamment le nouveau missile air-air, MICA NG, dont 567 exemplaires seront commandés. Quant à l'armée de terre, elle recevra enfin ses premiers « Griffon », les blindés légers de nouvelle génération. Une année sans panache pour les exportations A l'exportation, l'industrie française de défense enregistre « une année normale », résume Joël Barre, en déclarant s'attendre en 2018 à quelque 7 milliards d'euros d'exportations, comme en 2017 - après 16 milliards en 2016 et 14 milliards en 2015, années de la vente de 12 sous-marins en Australie et de 96 Rafale à l'Egypte, le Qatar et l'Inde. Joël Barre a d'ailleurs confirmé que les négociations avec l'Australie se poursuivaient pour définir l'accord de partenariat stratégique et débloquer une nouvelle tranche de contrats de 1,5 milliard d'euros. Il a par ailleurs confirmé que la DGA avait estimé que « les conditions n'étaient pas réunies » pour que Dassault Aviation participe au futur appel d'offres que souhaite lancer le Canada en 2019 pour acquérir 88 avions de combat. Notamment parce que la France n'appartient pas à l'alliance dite des « Five Eyes » formée par les services de renseignement du monde anglo-saxon (Royaume-Uni, Australie, Canada et Nouvelle-Zélande). Ce qui aurait compliqué l'échange de renseignements avec les Américains. Multiples coopérations européennes Pour la DGA, les principaux défis de 2019 sont toutefois de donner vie à la coopération européenne. Avec le Royaume-Uni, la DGA cherche comment maintenir un courant d'échanges dans l'aviation de chasse « pour garder le contact », tandis que se poursuit le programme commun sur un nouveau missile, capable de remplacer les actuels missiles anti-navires Harpoon et Exocet, ainsi que les missiles de croisière Scalp et Storm Shadow. Deux nouveaux partenariats viennent d'être conclus, avec l'Italie via l'alliance entre Naval Group et Fincantieri, et avec la Belgique, qui vient de signer un accord intergouvernemental avec la France pour s'équiper comme l'armée de terre française en blindés. Reste le partenariat le plus ambitieux mais le plus compliqué à mettre en place : celui pour concevoir avec l'Allemagne le char du futur et le système de combat aérien du futur (Scaf). « Notre espoir est de pouvoir lancer les premières études sur le Scaf en janvier 2019 », a précisé Joël Barre, sans cacher que cet enjeu essentiel en développements technologiques et industriels faisait l'objet de discussions musclées. Pour couronner le tout, le F-35 affiche le prix le plus bas", affirment l'ancien colonel aviateur Luc Gennart, désormais échevin MR à Namur, et le général de brigade Raymond Dory, ex-conseiller militaire du ministre des Affaires étrangères Didier Reynders. "Les retours sociétal et industriel vont pouvoir être maintenant négociés très concrètement entre l'avionneur et les acteurs institutionnels et industriels belges.     Why do some planes in Canada lack potentially life-saving emergency beacons?

    David Burke · CBC News More than half of the 27,000 civil aircraft in Canada aren't equipped with a modern device that could save lives by allowing search and rescue crews to more easily find potential crash survivors, according to the Transportation Safety Board of Canada. Modern emergency locator transmitters, or ELTs, emit radio distress calls that can be picked up by satellites, but many small, private and recreational aircraft use older technology that's of little use to rescuers if a plane goes down, because the signal is unlikely to be picked up. "There's no way to tell where it's coming from, no way to tell the identity of the source," said Steve Lett, head of the Cospas-Sarsat Secretariat, the international organization that runs the satellite-based search and rescue system. "It relies on the luck of having another aircraft possibly flying nearby and that aircraft having its receiver tuned to 121.5 MHz, and also that aircraft not assuming that it's some sort of a test." Search and rescue satellites no longer pick up the 121.5 MHz distress signal, which isn't a problem for large commercial airplanes most Canadians use to travel because they use up-to-date ELTs. Those systems are designed to go off when a plane crashes, sending a signal to orbiting satellites that is relayed to a mission control centre. Local search and rescue crews are then advised where they can find the crash site. "Private aircraft, general aviation aircraft, they are not as closely supervised. They tend to crash much more frequently and yet governments ... the Canadian and U.S. governments included, continue to allow them to fly with only a 121.5 MHz ELT," said Lett, whose organization stopped monitoring the 121.5 MHz frequency in 2009. The older distress signals weren't accurate, so Cospas-Sarsat began monitoring ELTs that emit a 406 MHz radio signal instead. Those signals are digital and capable of providing more accurate location information and even the identity of the aircraft. But in Canada, it is not mandatory for planes to have a 406 MHz ELT. The Transportation Safety Board of Canada determined in 2016 there were approximately 27,000 aircraft registered in Canada that required an ELT, but only 10,086 equipped with a 406 MHz ELT.     By: Burak Ege Bekdil ANKARA — The Turkish government has launched a competition to buy hundreds of multi-rotor micro drones, with scores of local companies having already expressed interest. SSB, Turkey's procurement authority, has said that the planned drones would be used in homeland security missions like search and rescue, surveillance and reconnaissance, remote sensing and mapping. An SSB official said all drone programs come with a “priority” tag. Under the multi-rotor micro drone program, SSB will procure a total of 499 units. Twenty-two companies have replied to SSB's Request for Proposal (RfP). “The level of interest [in the contract] and potential competition during the race reflects the vibrancy of Turkey's fast-growing drone industry,” said Özgür Ekşi, an analyst with C4Defense.com, a defense industry specialist. “Especially when you think that only a decade ago there was not a single drone maker in the country.” Turkey has long prioritized developmental and operation of unmanned systems for its military and for export. The Turkish military was largely dependent on the Israeli-made Heron unmanned aerial vehicles in its fight with Kurdish insurgents in early 2000s when the government-controlled Tusas Turkish Aerospace Industries (TAI) started working on the Anka, Turkey's first indigenous drone. In 2013 TAI won a contract from the Turkish government to supply 10 Ankas and ground control stations. The Anka, a medium-altitude, long-endurance drone, can fly at an altitude of 30,000 feet for 24 hours and can carry up to 200 kg payload. TAI later developed the armed and satellite-controlled versions of the Anka as the country's dependency on drones in its asymmetrical warfare against Kurdish insurgency deepened. The Anka has paved the way for the entry into the market of private sector players. Kale-Baykar, a consortium, has successfully developed the Bayraktar TB-2, a drone system that comes in unarmed and armed versions, and delivered to the military six systems in 2017. The Bayraktar uses the MAM-L and MAM-C, two mini smart munitions developed and produced by state-controlled missile specialist Roketsan. Turkey's local industry also is developing BSI-101, a SIGINT system, for the Bayraktar to end Turkey's dependence on U.S.-made SIGINT systems for drones. The Bayraktar can fly at a maximum altitude of 24,000 feet. Its communications range is 150 kilometers.     DARPA Names Potential Sites for Launch Challenge, Eighteen Teams Prequalify

    Teams focus on qualification phase in challenge aimed at launching small payloads on short notice OUTREACH@DARPA.MIL 11/6/2018 DARPA has narrowed the potential launch locations for the DARPA Launch Challenge to eight, with options for both vertical and horizontal launch. The challenge will culminate in late 2019 with two separate launches to low Earth orbit within weeks of each other from two different sites. Competitors will receive information about the final launch sites, payloads, and targeted orbit in the weeks prior to each launch. The potential sites are spread across the United States: California Spaceport, Vandenberg Air Force Base Cape Canaveral Spaceport, Florida Cecil Spaceport, Jacksonville, Florida Mid-Atlantic Regional Spaceport, Wallops Island, Virginia Mojave Air and Space Port, California Naval Outlying Field, San Nicolas Island, California Pacific Spaceport Complex Alaska, Kodiak Spaceport America, Truth or Consequences, New Mexico Eighteen teams have prequalified to participate in the challenge, passing the first hurdle in the milestone process by proposing a viable solution for flexible and responsive launch. The diverse pool of applicants reflects the growth of the small commercial launch industry, and its potential to support emerging national security needs. “Response from teams with different ways of achieving flexible and responsive launch solutions on short notice has been tremendous,” said Todd Master, program manager for the Launch Challenge in DARPA's Tactical Technology Office. “The different approaches to technologies used, launch requirements, fuel use, and teaming are a testament to the evolving space community.” To successfully pass the qualification phase, potential competitors must complete three discrete applications. Potential competitors submitted pre-qualification applications in mid-October, and the DARPA Launch Challenge application is due by Nov. 30. Teams also must submit and receive acceptance of an FAA license application by Feb. 1, 2019. The complexity of commercial space transportation regulations can present challenges for both new and experienced applicants. Teams are encouraged to consult with the FAA well in advance of submitting a launch license application to reduce programmatic risk by identifying and addressing potential regulatory questions or issues. If teams successfully complete all three steps, they will qualify for the launch phase and receive an initial $400,000 cash prize. Teams successfully completing the first launch will receive a $2 million prize.     David J. Bercuson With 18 diesel electric submarines, four so-called “helicopter destroyers” that look suspiciously like small aircraft carriers, 43 destroyers and destroyer escorts, 25 minesweepers and training ships, fleet oilers, submarine rescue ships and other vessels, Japan's navy — the Maritime Self-Defense Force — is the second largest in Asia and one of the largest in the world. It is also highly advanced technologically and is growing all the time. The two 27,000 ton Izumo-class helicopter destroyers, the largest in the fleet, with flat flight decks and islands on the starboard side of the vessels, are small compared to the United States Navy's Nimitz-class aircraft carriers (approximately 100,000 tons) or Britain's new Queen Elizabeth-class carriers (65,000 tons). But if equipped with the new short-take-off-and-vertical-landing F-35B stealth fighter they will still pack a powerful punch. And Japan is considering adding more of these aircraft carriers to its fleet and advanced U.S.-style Aegis class destroyers, capable of shooting down medium-range ballistic missiles. The irony in all of this is that Japan's post Second World War constitution still contains a provision — Article 9 — that prohibits it from possessing any offensive military capability. In the early 1950s, Japan began to build its self-defence forces and now has a powerful navy, a modern medium-sized air force that will soon fly the F-35 along with specially built F-15s, alongside more than 300 fighter aircraft and 50,000 personnel, and a growing land army and marine sea landing capability. Are these military assets “defensive” in nature? Partly, but aircraft carriers, high-speed destroyers, modern fighter aircraft and assault ships are surely as offensive as they are defensive. And Japanese Prime Minister Shinzo Abe has made it plain that in less than two years, he intends to seek to change the Japanese constitution to drastically curtail any obligation Japan has to maintain a purely defensive capability. In other words, he will ask the Japanese people and legislature to bless what Japan has already done. That could be more problematic than people realize. Like Germany, Japan suffered greatly in the Second World War. Virtually all its great cities were levelled either with atomic bombs (Hiroshima and Nagasaki) or fire raids that were carried out by giant B-29 bombers at low altitude at night. The attacks burned the heart out of Japan's cities. In March 1945, 100,000 people were killed in one night in a fire raid on Tokyo and many acres of the city were burned to the ground. Submarine blockades of Japan drastically curtailed food and fuel supplies. Hundreds of thousands of Japanese soldiers were killed either in the United States' march across the Pacific or in the Russian invasion of Manchuria near the end of the war. Japan was a prostrate nation by the end of 1945 and its ancient system of government was a shambles.
