    Inside the Army’s futuristic test of its battlefield artificial intelligence in the desert

    Nathan Strout YUMA PROVING GROUND, Ariz. — After weeks of work in the oppressive Arizona desert heat, the U.S. Army carried out a series of live fire engagements Sept. 23 at Yuma Proving Ground to show how artificial intelligence systems can work together to automatically detect threats, deliver targeting data and recommend weapons responses at blazing speeds. Set in the year 2035, the engagements were the culmination of Project Convergence 2020, the first in a series of annual demonstrations utilizing next generation AI, network and software capabilities to show how the Army wants to fight in the future. The Army was able to use a chain of artificial intelligence, software platforms and autonomous systems to take sensor data from all domains, transform it into targeting information, and select the best weapon system to respond to any given threat in just seconds. Army officials claimed that these AI and autonomous capabilities have shorted the sensor to shooter timeline — the time it takes from when sensor data is collected to when a weapon system is ordered to engaged — from 20 minutes to 20 seconds, depending on the quality of the network and the number of hops between where it's collected and its destination. “We use artificial intelligence and machine learning in several ways out here,” Brigadier General Ross Coffman, director of the Army Futures Command's Next Generation Combat Vehicle Cross-Functional Team, told visiting media. “We used artificial intelligence to autonomously conduct ground reconnaissance, employ sensors and then passed that information back. We used artificial intelligence and aided target recognition and machine learning to train algorithms on identification of various types of enemy forces. So, it was prevalent throughout the last six weeks.” The first exercise featured is informative of how the Army stacked together AI capabilities to automate the sensor to shooter pipeline. In that example, the Army used space-based sensors operating in low Earth orbit to take images of the battleground. Those images were downlinked to a TITAN ground station surrogate located at Joint Base Lewis McCord in Washington, where they were processed and fused by a new system called Prometheus. Currently under development, Prometheus is an AI system that takes the sensor data ingested by TITAN, fuses it, and identifies targets. The Army received its first Prometheus capability in 2019, although it's targeting accuracy is still improving, according to one Army official at Project Convergence. In some engagements, operators were able to send in a drone to confirm potential threats identified by Prometheus. From there, the targeting data was delivered to a Tactical Assault Kit — a software program that gives operators an overhead view of the battlefield populated with both blue and red forces. As new threats are identified by Prometheus or other systems, that data is automatically entered into the program to show users their location. Specific images and live feeds can be pulled up in the environment as needed. All of that takes place in just seconds. Once the Army has its target, it needs to determine the best response. Enter the real star of the show: the FIRES Synchronization to Optimize Responses in Multi-Domain Operations, or FIRESTORM. “What is FIRESTORM? Simply put it's a computer brain that recommends the best shooter, updates the common operating picture with the current enemy situation, and friendly situation, admissions the effectors that we want to eradicate the enemy on the battlefield,” said Coffman. Army leaders were effusive in praising FIRESTORM throughout Project Convergence. The AI system works within the Tactical Assault Kit. Once new threats are entered into the program, FIRESTORM processes the terrain, available weapons, proximity, number of other threats and more to determine what the best firing system to respond to that given threat. Operators can assess and follow through with the system's recommendations with just a few clicks of the mouse, sending orders to soldiers or weapons systems within seconds of identifying a threat. Just as important, FIRESTORM provides critical target deconfliction, ensuring that multiple weapons systems aren't redundantly firing on the same threat. Right now, that sort of deconfliction would have to take place over a phone call between operators. FIRESTORM speeds up that process and eliminates any potential misunderstandings. In that first engagement, FIRESTORM recommended the use of an Extended-Range Cannon Artillery. Operators approved the algorithm's choice, and promptly the cannon fired a projectile at the target located 40 kilometers away. The process from identifying the target to sending those orders happened faster than it took the projectile to reach the target. Perhaps most surprising is how quickly FIRESTORM was integrated into Project Convergence. “This computer program has been worked on in New Jersey for a couple years. It's not a program of record. This is something that they brought to my attention in July of last year, but it needed a little bit of work. So we put effort, we put scientists and we put some money against it,” said Coffman. “The way we used it is as enemy targets were identified on the battlefield — FIRESTORM quickly paired those targets with the best shooter in position to put effects on it. This is happening faster than any human could execute. It is absolutely an amazing technology.” Dead Center Prometheus and FIRESTORM weren't the only AI capabilities on display at Project Convergence. In other scenarios, a MQ-1C Gray Eagle drone was able to identify and target a threat using the on-board Dead Center payload. With Dead Center, the Gray Eagle was able to process the sensor data it was collecting, identifying a threat on its own without having to send the raw data back to a command post for processing and target identification. The drone was also equipped with the Maven Smart System and Algorithmic Inference Platform, a product created by Project Maven, a major Department of Defense effort to use AI for processing full motion video According to one Army officer, the capabilities of the Maven Smart System and Dead Center overlap, but placing both on the modified Gray Eagle at Project Convergence helped them to see how they compared. With all of the AI engagements, the Army ensured there was a human in the loop to provide oversight of the algorithms' recommendations. When asked how the Army was implementing the Department of Defense's principles of ethical AI use adopted earlier this year, Coffman pointed to the human barrier between AI systems and lethal decisions. “So obviously the technology exists, to remove the human right the technology exists, but the United States Army, an ethical based organization — that's not going to remove a human from the loop to make decisions of life or death on the battlefield, right? We understand that,” explained Coffman. “The artificial intelligence identified geo-located enemy targets.     Joe Gould WASHINGTON ― An affiliate of government contractor Amentum will buy DynCorp International, the global services provider, the companies announced Thursday. The deal, for undisclosed terms, is expected to close in the fourth quarter of this year. In a joint release, the companies billed the deal as creating a mission-critical support services powerhouse, as they have had, collectively, $6 billion in revenue over the last 12 months. The new entity would employ 34,000 people in more than 30 countries. “The combination of our two companies will accelerate our growth into key new markets such as aviation support services, contractor logistics support, intelligence solutions, and training,” said Amentum CEO John Vollmer. Earlier this year, Amentum launched as a privately held company after the sale of the AECOM Management Services business to affiliates of Lindsay Goldberg and American Securities LLC. The new firm provides mission support and equipment sustainment, information technology, intelligence, nuclear and environmental remediation, among other services. “We look forward to welcoming DynCorp's employees to the Amentum family," Vollmer said. "Our complementary capabilities and cultures will propel Amentum to the top of our market as a leader with differentiated solutions to support our clients' most challenging missions.” In April, DynCorp won a $185 million, nine-month extension to support Army Sustainment Command in Southern Afghanistan under the Logistics Civil Augmentation Program (LOGCAP) IV contract.     Italy eyes path into US Army’s next-gen helo program, thanks to EU pandemic-relief fund

    Tom Kington ROME – Italy is considering using funds handed over by the European Union for its Covid-damaged economy as a way to fund defense technology programs including the U.S. Future Vertical Lift helicopter initiative. The so-called FVL program to build next-generation helicopters is currently being pursued by the United States only, but is listed as a possible target for Italian investment in a document drawn up by Italy's industry ministry and seen by Defense News. The cash would come from the the European Union's 750 billion euro Recovery Fund, conceived this year to help European member states relaunch their economies after the devastation caused by Covid-19 lockdowns. Rome is due to receive the largest share, totalling just over 200 billion euros in grants and loans. Italy's government ministries have come up with hundreds of ideas for investing the money, with a focus on job creation, green technologies, digital programs that include extending broadband internet access, and building new rail lines and hospitals. Defense also features on the preliminary list. The defense funding, the document states, would “allow a technological leap in research, innovation and the construction of very high performance dual use platforms with a reduced environmental impact, total cyber security and digital innovation.” Examples given are “sixth generation aircraft”, a likely reference to Italy's commitment to the UK Tempest program, “advanced submarine technology”, unmanned technology, artificial intelligence and ships. Guido Crosetto, the head of Italian aerospace and defense industry group AIAD, said new developments in marine propulsion could be a focus for naval funding. The surprising item on the list is “FVL new generation helicopters.” Led by the US Army, the Future Vertical Lift program is split into different projects including a Future Attack Reconnaissance aircraft (FARA), with Lockheed Martin's Sikorsky and Bell chosen to build prototypes. Bell and a Sikorsky-Boeing team have each built and flown technology demonstrator aircraft that will inform the Army's other next-generation aircraft pursuit — the Future Long-Range Assault Aircraft (FLRAA). Bell has spent almost three years flying its V-280 Valor tilt rotor while Sikorsky trailed behind with its SB-1 Defiant coaxial aircraft due to manufacturing issues. The US Army said this month that eight militaries around the world had already expressed interest in FVL programs. Brig. Gen. Wally Rugen, director of the Army's Future Vertical Lift Cross-Functional Team, said bilateral deals were being worked on, but did not name the countries. Vincenzo Amendola, Italy's minister for European Affairs, told Defense News that any suggestions about what Italy's EU cash would be used for were a long way off being confirmed. “Italy's plan for spending does not need to be presented to the EU until between January and April 2021,” he said. Crosetto said he was keen to see defense programs make the final shortlist, starting with cash to get involved with FVL. “It's fundamental,” he said. “We are talking about a faster helicopter and we have a world leader in the helicopter business,” he said, referring to Italian defense champion Leonardo. “We cannot ignore it,” he added. “In general, aeronautics needs state aid in normal times, and it is certainly a sector which has been impacted by Covid-19,” he said. Lockheed Martin, which owns Sikorsky, is already holding discussions with Leonardo about teaming on development of Sikorsky's FVL technology, a source with knowledge of the talks told Defense News. “The discussions involve working on a medium-sized civilian version of the coaxial helicopter, with possible government versions also. Lockheed Martin is interested in a European partner to handle European sales and share risk costs,” said the source, who declined to be named. He added, however, that a stumbling block for Leonardo was its need to continue spending money developing its own civilian tilt rotor, the AW609. “It is not clear if Leonardo will have the cash or the engineering capacity to work on the FVL project and the AW609,” he said. A second program which is soaking up helicopter development cash at Leonardo is the AW249, a replacement for the AW129 Mangusta attack helicopter.     The Pentagon is eyeing a 500-ship Navy, documents reveal

Larter and Aaron Mehta WASHINGTON — The Pentagon's upcoming recommendation for a future Navy is expected to call for a significant increase in the number of ships, with officials discussing a fleet as large as 530 hulls, according to documents obtained by Defense News. Supporting documents to the forthcoming Future Navy Force Study reviewed by Defense News show the Navy moving towards a lighter force with many more ships but fewer aircraft carriers and large surface combatants. Instead, the fleet would include more small surface combatants, unmanned ships and submarines and an expanded logistics force. Two groups commissioned by Secretary of Defense Mark Esper to design what a future Navy should look like suggested fleets of anywhere from 480 to 534 ships, when manned and unmanned platforms are accounted for — at least a 35 percent increase in fleet size from the current target of 355 manned ships by 2030. The numbers all come from an April draft of inputs to the Future Navy Force Study conducted by the Office of the Secretary of Defense. While the number will likely have changed somewhat in final recommendations recently sent to Esper, the plans being discussed in April are notable as they reflect what will likely be major shift in the Navy's future — and the expectation is that a larger-than-planned Navy based on the concepts laid out in the documents will remain intact in the final analysis. Esper himself hinted at that in comments last week. In a speech delivered at the think tank Rand, the secretary called for a Navy of “over 350 ships,” specifically by increasing the Navy's shipbuilding funding account. “In short, it will be a balanced force of over 350 ships — both manned and unmanned — and will be built in a relevant time frame and budget-informed manner,” he said. Indeed, the fleet compositions presented in the inputs broadly reflect the concept of a lighter fleet more reliant on unmanned or lightly crewed vessels that Esper described to Defense News in a February interview. “One of the ways you get [to a larger fleet] quickly is moving toward lightly manned [ships], which over time can be unmanned,” Esper said then. “We can go with lightly manned ships, get them out there. You can build them so they're optionally manned and then, depending on the scenario or the technology, at some point in time they can go unmanned.” The Future Naval Force Study, overseen by Deputy Secretary of Defense David Norquist, kicked off in January after Esper decided he wanted an outside take on the Navy's self-review of its future force structure. The OSD-led review tasked three groups to provide their version of an ideal fleet construction for the year 2045, one each by the Pentagon's Cost Assessment & Program Evaluation office, the Joint Staff, the Navy and a group from the Hudson Institute. Those fleets were war-gamed and the results were compiled into the Future Naval Force Study, which was briefed to Esper earlier this month. Ultimately, the Navy is using the feedback from the study to create their shipbuilding plan and fiscal 2022 budget request, the service said in a statement. “The Future Naval Force Study is a collaborative OSD, Joint Staff and Department of the Navy effort to assess future naval force structure options and inform future naval force structure decisions and the 30-year shipbuilding plan,” said Navy spokesman Lt. Tim Pietrack. “Although COVID-19 has delayed some portions of the study, the effort remains on track to be complete in late 2020 and provide analytic insights in time to inform Program Budget Review 22.” The April documents viewed by Defense News included notional fleets designed by CAPE and the Hudson Institute. Defense News did not have access to the Navy's inputs into the FNFS. Neither fleet reviewed by Defense News, nor the fleet developed by the Navy, will be the final composition reflected in the FNFS.     Joey Roulette (Reuters) - A federal judge plans to deny SpaceX's challenge to U.S. Air Force contracts awarded to its rivals, writing in a Thursday court filing that the Pentagon properly assessed the development of SpaceX CEO Elon Musk's Starship rocket system as “too risky and expensive.” Musk's Space Exploration Technologies Corp in its year-long lawsuit had accused the Air Force of unfairly awarding development contracts to Jeff Bezos' Blue Origin and other competitors for new rocket systems in 2018. But in a ruling that was briefly posted online by the court before being sealed, the judge found no wrongdoing by the Air Force in denying the company funds to help develop Starship, a reusable rocket system that Musk envisions will send satellites to orbit and one day ferry humans to the moon and Mars.     Gareth Jennings The United States Department of Defense (DoD) has contracted Lockheed Martin to conduct aircraft carrier trials of its F-35 Lightning II Joint Strike Fighter (JSF) for potential international operators. The award, announced on 24 September, is part of a wider USD245.5 million developmental support contract for DoD and international operators of the F-35 that will run through to March 2022. “[Additional to the wider developmental support work], this modification provides unique sea trials on aircraft carriers for non-DoD participants,” the contract notification stated. Though no further details pertaining to the aircraft carrier trials were disclosed, they are likely to relate to the short take-off and vertical landing (STOVL) F-35B variant of the aircraft. To date, the US Marine Corps (USMC), United Kingdom Royal Navy (RN) and Royal Air Force (RAF), and Italian Navy (Marina Militare Italiana: MMI) have procured the F-35B to equip their respective amphibious assault ships and aircraft carriers, while current F-35A customers, Australia, Japan, Singapore, Spain, and South Korea, have all expressed interest in the STOVL jet's carrier capabilities over recent years, as had Turkey before it was disbarred from the wider JSF programme. Australia was reporting its interest in the F-35B for the Royal Australian Navy's (RAN's) two Canberra-class landing helicopter dock (LHD) amphibious assault ships as far back as 2014.     General Atomics' Sparrowhawk Drone-Launched Drone Breaks Cover

    This low-cost unmanned demonstrator could give larger drones, such as the MQ-9 Reaper, game-changing new capabilities. BY JOSEPH TREVITHICK General Atomics says that it has conducted captive carry tests of its Sparrowhawk, a new small drone that will be able to be launched and recovered in flight. The company says that Sparrowhawk is a demonstrator and was developed specifically to work with other larger unmanned aircraft that it builds, such as the MQ-9 Reaper and MQ-1C Gray Eagle, offering an important stepping stone to all-new capabilities on those existing designs, as well as future ones. The California-based drone's maker said the captive carry tests, in which the drone was carried aloft by an MQ-9, but was not launched, took place between Sept. 16 and 17, 2020. This kind of testing is done to gather data on how a system, as well as the launch platform in many cases, handles the stress of flight. A picture of Sparrowhawk that General Atomics released to The War Zone shows that the drone features a large main wing that is stowed parallel with the main fuselage before launch, after which is swings 90 degrees into a deployed position. The drone also has a v-tail and there appears to be at least one air intake for the propulsion system on the right side. It's unclear what type of powerplant powers the air-launched drone. Sparrowhawk concept art that General Atomics posted on Twitter earlier in September showed a similar configuration, but with two fans at the rear of the fuselage. The company has said that the small drone will offer a reduced acoustic signature, as well as a visual one, compared to its larger designs, such as the MQ-9. It's not clear yet how General Atomics is planning to recover Sparrowhawk in flight and whether unmanned platforms, such as the MQ-9, will be able to carry out this task. "Sparrowhawk iterates on the DARPA Gremlins Program," according to the company. Dynetics, now a subsidiary of Leidos, beat out General Atomics, among others, to build the experimental Gremlins drone, now also designed the X-61A, as well as the airborne recovery system, which is presently mounted on a C-130 Hercules transport aircraft. It's hard overstate how significant Sparrowhawk, and any further developments it spurs, could be for both General Atomics existing product lines and future unmanned designs. The ability of a large drone to launch smaller ones, all potentially working together semi-autonomously or even as part of a fully-autonomous swarm, could open the door to all kinds of new capabilities, while reducing the risk to the launch platform. “Sparrowhawk extends and multiplies MQ-9-based sensors, reduces manpower and increases ISR [intelligence, surveillance, and reconnaissance] coverage,” David Alexander, President of General Atomics Aeronautical Systems, Inc. (GA-ASI), said in a statement. Beyond providing far more flexible ISR over a larger geographical area, Sparrowhawks may also provide valuable stand-in electronic warfare jamming or even act as decoys to blind and confuse enemy integrated air defenses, which could drastically increase the survivability of the launch platform and even help clear a path for other manned and unmanned aircraft, as well as stand-off missile strikes. Sparrowhawks could potentially carry out their own kinetic strikes if they can be equipped with traditional explosive warheads, although there is no official information yet if arming these unmanned aircraft is a possibility. If it is indeed the case, these drones might able to act as loitering munitions, which would be able to conduct persistent surveillance of designated areas before then carrying out strikes on targets of opportunity or return for recovery and re-launch. General Atomics says that Sparrowhawk is intended to be an attritable platform, as well, despite being designed to be recovered and reused. Attritable designs are those that are low cost enough that commanders can employ them in higher-risk environments that would be off-limits to more expensive exquisite types. “With attritableONE technology that is survivable and precise, Sparrowhawk is a true game changer,” GS-ASI's President Alexander said. This program is part of the U.S. Air Force's expansive Advanced Battle Management System (ABMS) program, which is seeking to develop a host of new highly-networked technologies that will expand the service's ability to gather information and then rapidly analyze and disseminate it, including targeting data that can then be passed to other U.S. military units in the air, on the ground, and at sea. As the name implies, attritableONE is focused on developing new attritable unmanned aircraft. In a recent major demonstration of various ABMS capabilities and associated technologies, an MQ-1C Gray Eagle launched an Area-I Air-Launched, Tube-Integrated, Unmanned System 600 (ALTIUS 600) small drone, acting as an attritableONE testbed. The ALTIUS 600 then positively identified a target that the MQ-1C's onboard sensors had first identified. The U.S. Army has also been experimenting with the ALTIUS 600 as part of its Air Launch Effects (ALE) effort, which also envisions fleets of small drones performing various ISR, deception, and other tasks, which you can read about in more detail in this past War Zone piece. During the recent ABMS demonstration, a General Atomics MQ-9 also carried a Rosetta Echo Advanced Payload (REAP) communications and datalink pod, which includes technology developed under gatewayONE and meshONE, which are also part of the broader ABMS effort. "The REAP pod has been developed under contract from the Air National Guard and demonstrated a communications relay capability for both Link-16 and the Silvus meshONE network providing seamless connectivity between air and ground participants in the demonstration area," according to General Atomics. All told, the Sparrowhawk looks to be an extremely exciting development. It also comes at a time when the U.S. Air Force, the largest operator of MQ-9s, is looking to stop buying those drones due to concerns that they are simply too vulnerable to be useful during a high-end conflict. The ability of Reapers to launch and recover smaller, attritable drones and, by extension, perform a wider array of tasks over a larger geographical area, even in contested environments, could breathe new life into that design.     Tony Osborne On Sept. 27, Switzerland went to to the polls for the second time in six years in a referendum to decide the future of the country's fighter fleet. In 2014, the Swiss populace voted down plans for Saab's JAS 39 Gripen to replace the Northrop Grumman F-5 Tiger. This time, the question was more binary, asking simply whether the country should procure new fighters—a single fleet that would replace both fleets of 30 C/D-model F/A-18 Hornets and 26 Northrop F-5 Tigers. The government-backed “Security Yes” campaign won by the finest of margins, securing 50.1% of the vote. Their winning message said that voting against the proposals could leave the country's airspace unprotected beginning in 2030, when both the Hornets and Tigers will reach the end of their useful lives. The “No to New Fighter Jets” campaign did not rule out the need for an air defense capability but argued that a smaller and lighter aircraft would have achieved the desired capability at a lower cost and in a more environmentally and noise-friendly way. There is now a CHF6 billion budget for a new fighter and a type selection is expected in 2021.
