    RNLAF NH90 helicopters to be upgraded with Hostile Fire Indicator System

    DH, Dresden, October 29, 2019 - In 2012, Terma completed a study program for Royal Netherlands Air Force (RNLAF) to identify the best possible way of protecting the NH90 aircraft against IR seeking missiles. The study pointed out the MASE system as the preferred choice giving the best compromise between improved self-protection, mission/aircraft compatibility, cost and fleet commonality. The MASE installation is based on the proven modular Aircraft Survivability Equipment concept consisting of the Terma ALQ-213 EW controller, a modular self-protection Pod equipped with Hensoldt MILDS-F Missile Warning System (MWS), and the latest generation Advanced Countermeasures Dispenser System from Terma. Based on inputs from key operational experts Terma was also contracted for installation of Hostile Fire Indicator System (HFI) to protect the aircraft against small arms fire. This additional capability is fully integrated into the MASE system based on data provided by the Missile Warning sensors. The architecture of the MASE system is highly modularized, thereby prepared for future growth such as Directed Infrared Countermeasures (DIRCM) or new sensors. The Pod is mounted on a dedicated carrier for optimum 360 deg. threat detection and countermeasures dispensing without compromising other NH90 capabilities. Control and operation of the system is provided through the Electronic Warfare Management System, ALQ-213. The MASE concept has previously proven its effectiveness on other aircraft types and has performed very well in several deployments. Providing better self-protection through improved situational awareness, optimized flare dispensing program and automatic mode of operation, thereby reducing aircrew workload. The modularity of the MASE pod has enabled tailoring for a number of helicopter platforms, including AH-64D, EH101, Mi-17, Mi-24, and AS 550 Fennec.     USAF’s Future Fighter Plan May Limit Growth, Study Says

    By Jen DiMascio The U.S. Air Force's plan for acquiring future fighter aircraft may crimp the service's ability to grow in the future, a study of the USAF's force structure plans indicates. The study, “The Air Force of the Future,” compares the service's force structure plans during times of peak budgets—in fiscal 2020 and fiscal 1985. In fiscal 2020, a budget of $205 billion could support 5,300 aircraft. This is a little more than half of the number that the same amount of money, adjusted for inflation, could support in 1985—9,400. The same holds true for the number of personnel, the report says. It was released Oct. 29 by Todd Harrison, director of the Aerospace Security Project at the Center for Strategic and International Studies, which examined three different studies of the size of the future force. As part of the report, Harrison drills further into the Air Force's spending habits to find that one factor underlying the inability to afford a larger force is the increase over time in operation and maintenance costs. “The average O&M cost per plane is 74% higher today in real terms than in fiscal 2001,” the report says. Looking more closely at maintenance costs, he finds that the most expensive aircraft to operate are the smallest fleets, such as the Boeing E-4 Advanced Airborne Command Post aircraft, the Northrop Grumman E-8 Joint Surveillance Target Attack Radar System and Northrop's B-2 bomber. “This is because the fixed costs of operating the fleet are distributed across more aircraft in large fleets, which brings down the overall ownership cost per plane,” the report says. “The data suggest that the Air Force could reduce operating costs by divesting aircraft that are maintained in small numbers in the current inventory and consolidating the capabilities they provide into common multimission platforms.” Air Force acquisition chief Will Roper is recommending an acquisition strategy dubbed the “digital century series.” It aims to build new fighter aircraft designed to last 3,500 flight hours in batches of hundreds, rather than the current model of pursuing advanced technology for an aircraft type that will last for decades.     Navy C-40 Fleet Deliveries Complete

    Adds Two Airplanes, One Squadron The Navy's C-40 fleet has undergone some major changes in the last few months - adding two airplanes, one squadron and completing its current planned aircraft procurements. The Tactical Airlift Program Office (PMA-207) took delivery of the Navy's 16th aircraft in June and 17th aircraft on September 26. The Navy's latest C-40A aircraft will be assigned to U.S. Naval Reserve Fleet Logistics Support Squadron (VR) 57. These last two deliveries have allowed the C-40 fleet to realign and expand its horizons. "The C-40 plays an important role in the Navy Unique Fleet Essential Airlift (NUFEA) fleet," said CAPT Steve Nassau, PMA-207 Program Manager. “These extremely flexible logistics support aircraft are an integral part of every type of maritime mission, from humanitarian assistance to long-range, high priority deliveries.” The sixth Navy C-40 squadron was established last month. VR-51, nicknamed the Windjammers, deploying from Kaneohe Bay, Hawaii, received two C-40 aircraft from the fleet. The squadron will be fully operational in October, following receipt of its “Safe for Flight” certification. “The Safe for Flight certification is an entire program overview in which the government ensures that all contractor, air crew, and government operating procedures are in place and functioning correctly,” said Darwin Lazo, PMA-207 Medium Lift DAPML. “It is the final certification for a new squadron.” VR-51 will soon begin entering the VR deployment rotation. “There is always a C-40 deployed to US Central Command (CENTCOM), US European Command (EUCOM) and US Pacific Command (PACOM) to meet mission requirements,” said Donna Elliott, PMA-207 Medium Lift IPTL. Over the past year, the C-40 fleet logged 24,374 hours of flight time, completed 1,555 missions, transported 95,746 passengers and 20,012,934 tons of cargo. In doing so, the aircraft has maintained a 90% readiness rating and has played a vital role in providing military transport not available with contract or commercial carriers.     Pentagon and Lockheed Martin reach agreement reducing F-35A cost by 12.8 per cent

    The F-35 Joint Program Office and Lockheed Martin finalized a US$34 billion agreement for the production and delivery of 478 F-35s at the lowest aircraft price during the history of the program. This contract includes all U.S., international partners and foreign military sales aircraft in Lots 12, 13 and 14. In the agreement, the F-35 Enterprise meets and exceeds its long-stated cost reduction targets for each variant – and the F-35A unit price, including aircraft and engine, is now below US$80 million in both Lot 13 and Lot 14, the F-35A unit cost represents an estimated overall 12.8 per cent reduction from Lot 11 costs for the conventional landing variant, and an average of 12.7 per cent savings across all three variants from Lot 11 to 14. “Driving down cost is critical to the success of this program. I am excited that the F-35 Joint Program Office and Lockheed Martin have agreed on this landmark three-lot deal.     Does major joint military procurement really work in the Baltics?

    By: Aaron Mehta WASHINGTON — On paper, the Baltic nations appear to have closely aligned defense modernization needs that make the joint procurement of advanced military equipment a no-brainer. After all, Latvia, Estonia and Lithuania have historically shared national interests, are currently facing a similar threat from Russia and each have relatively small defense budgets. Joint procurement would drive down costs for large defense articles by allowing the smaller Baltic nations to buy in greater numbers. It would also allow the countries to share maintenance responsibilities, which would save money. And it would drive greater interoperability in countering an adversary's simultaneous attack all three nations. But then there's the reality of the situation. “I think there are many misperceptions on Baltic integration,” Janis Garisons, state secretary for the Latvian Ministry of Defence, told Defense News during a September visit to Washington. “I think this is a little bit of a wrong perception that there is a lot of added value in those common procurements.” Garisons, the No. 2 civilian at the ministry, said he is not against joint procurement efforts, but believes such initiatives work best when purchase ammunition, small arms, or chemical, biological, radiological and nuclear defense equipment — purchases already in the works among the European neighbors. But for major defense articles, the legal and logsitical challenges of coordinating a trilateral contract, combined with a lack of major savings, means it might not be worth it. “We do common procurements when it's possible, but I have to say, I haven't seen much savings on those because even if you combine all three numbers, it's not like the U.S. buying together with the U.K. — thousands and thousands. It is still numbers that are very small,” Garisons said. Lithuania's vice minister for defense, Giedrimas Jeglinskas, agrees that joint procurement of major defense articles may never be feasible among the three Baltic nations. “Joint procurement, multinational procurement — I don't think it exists that much in the world,” Jeglinskas told Defense News during a visit to Washington in October. “Most of the programs out there are joint development. But when you talk about something like three-country procurement, it has been really hard for us to achieve.” Like Garisons, Jeglinskas said smaller transactions have proven successful, specifically the joint procurement of mines with Estonia and gas masks with Latvia. But even then, “the syncing of the budgets and the procurement plans for each country [is difficult]. Say we are ready to buy gas masks this year, but the Estonians may buy them two years ahead. And that's just the small things.” Kusti Salm, the director of the Estonian government's Centre for Defence Investment, told Defense News that joint procurement among the Baltic states is challenging given the need to sync up defense budget cycles, noting that “the amounts we procure are small and do not always bring us the economies of scale.” While the idea of joint procurement is popular, there is a “genuine disconnect” between the idea and the reality, according to Chris Skaluba, a former Pentagon official who is now the director of the Atlantic Council's Transatlantic Security Initiative. Skaluba points to two reasons for this: The first is that while the Baltic states are concerned about Russia, both Latvia and Estonia are more directly concerned with the threat of “little green men” — a reference to masked soldiers in green uniforms who led Russia-backed separatists in the beginning of the conflict in Ukraine. The concern steps from the high populations of ethnic Russians in Latvia and Estonia. In response, those two countries are focuses on homeland defense, whereas Lithuania is focused on resisting a direct Russian invasion — an approach that requires a different set of equipment. Secondly, America's famously convoluted security cooperation process makes trilateral procurement from the Western ally tricky. Small purchases of ammunition or night vision goggles are doable, but the more advanced the gear, the higher the costs and the stricter the regulations. Throw in three separate national budget cycles and the process “can be daunting and just not worth the squeeze when you're through with all that work,” Skaluba said. “Do I think all sides could be more determined and find creative ways to do this? I do. I think maybe something that is technically difficult but not super expensive, like unmanned aerial vehicles, would be a good test case,” Skaluba said. “But I'm also sympathetic that because of how regulations work, the congressional requirements, having to work through [the U.S. Department of] State and the Pentagon, any major purchase is difficult. Trying to do that times three is three times as hard.” National priorities The question of maintenance is another issue for joint procurement in Garisons' eyes. The idea of having shared maintenance facilities spread across the area — for example, one tank depot in Lithuania and one helicopter depot in Estonia to service all three Baltic nations — creates vulnerabilities during an invasion, he said. “I would be very cautious assuming that we will be able to freely import, to bring everything, all supplies needed. Our goal is to ensure that all the basic things, like small arms, ammunition, the maintenance of vehicles, the maintenance of major equipment — that can be done locally,” he said. “For operational reasons we can't have shared maintenance because during wartime we will not be able to bring vehicles, for example, to any other state. “It complicates common procurements because it is not so easy to agree on joint procurements, where the maintenance base will be held and other issues. For us, I think of paramount importance to have a maintenance base.” Ultimately, Latvian officials and their regional counterparts are making informed decisions about their respective country's security, Skaluba said. “These are all really serious governments. They really feel a threat. They know precisely how they think this would work in a crisis situation and what they need to have available to them,” he said. “At a strategic level, of course it [joint procurement] makes sense, but if you're a politician or defense planner or minister of defense, your first responsibility is to defend your country. And of course you want to make sure you have resources available to you.” While skeptical of joint procurement efforts, Garisons was supportive of joint education and training across the region, calling Baltic military cooperation “as strong as any you can find.” He noted that the three nations share a high-level military education center, the Baltic Defence College in Tartu, Estonia. Estonia's Salm considers interoperability among the Baltic states critical to successful joint procurement efforts. “Defense in Estonia cannot be separated from defense in Latvia and Lithuania, as we form a single region from the military point of view,” he said. One example of that raised by both Salm and Garisons is the creation of NATO's Multinational Division North, a headquarters operation organized by Latvia, Estonia and Denmark. Garisons called it “the first attempt when we will have joint command structure, which will be able also to feed into the NATO command structure.” The command-and-control aspect of joint operations is vital, he added.     The US Air Force’s X-37B spaceplane lands after spending two years in space

    By: Valerie Insinna WASHINGTON — In the early morning hours of Oct. 27, the U.S. Air Force's X-37B spaceplane landed at NASA's Kennedy Space Center in Florida after a record-breaking 780 days in orbit. What was the Boeing-made plane doing in space for the two years it spent circling Earth? On that point, the Air Force is characteristically elusive, describing the X-37B's activities as “on-orbit experiments” in a news release. “The X-37B continues to demonstrate the importance of a reusable spaceplane,” Air Force Secretary Barbara Barrett said. “Each successive mission advances our nation's space capabilities.” According to the Air Force, the unmanned spaceplane is unique because it allows scientists to test experimental technologies in space for long periods of time. One of those technologies confirmed to be on board the X-37B is the Advanced Structurally Embedded Thermal Spreader, or ASETS-11, created by the Air Force Research Laboratory to “test experimental electronics and oscillating heat pipes in the long duration space environment,” the service said in 2017. “This program continues to push the envelope as the world's only reusable space vehicle. With a successful landing today, the X-37B completed its longest flight to date and successfully completed all mission objectives,” said Randy Walden, head of the Air Force Rapid Capabilities Office. “This mission successfully hosted Air Force Research Laboratory experiments, among others, as well as providing a ride for small satellites.” X-37B Orbital Test Vehicle Mission 5 ended at 3:51 a.m. after the spaceplane landed on the runway of Kennedy's shuttle landing facility on Sunday. That mission began Sept. 7, 2017, when the X-37B took off from Cape Canaveral Air Force Station, Florida, on board a SpaceX Falcon 9 rocket — marking the first launch of the X-37B by Elon Musk's space company. So far, the X-37B has spent 2,865 days on orbit cumulatively over its five missions, with four of those missions extending past the 270-day on-orbit duration requirement to which the plane was designed. The Air Force plans to launch a sixth mission in 2020 out of Cape Canaveral. The service has two X-37Bs, which Walden characterized as “workhorses” during a Oct. 24 event, according to Breaking Defense.     DAVID PUGLIESE, OTTAWA CITIZEN The Department of National Defence's Remotely Piloted Aircraft System (RPAS) Project has entered into a new phase with discussions ongoing with two drone manufacturers. The RPAS project entered the definition phase on April 5 and shortly after the federal government determined two qualified suppliers were eligible for the program, Esprit de Corps military magazine reports. Public Services and Procurement Canada determined that both L3 Technologies MAS Inc. and General Atomics Aeronautical Systems, Inc., along with the U.S. government, were qualified suppliers. Under the government's Invitation to Qualify process, L3 Technologies MAS Inc. proposed the Heron TP aircraft from Israeli Aircraft Industries while the U.S. government and General Atomics Aeronautical Systems, Inc. qualified with the MQ-9 aircraft. “The project team officially initiated engagement with qualified suppliers in July 2019 as part of the Refine & Review Requirements phase,” Defence department spokeswoman Jessica Lamirande explained to Esprit de Corps. “As part of the RRR phase, the project team will continue to engage qualified suppliers and develop a Request For Proposal.” Canada's quest for an uninhabited aerial vehicle system has been under way for years. In 2006 the military laid down plans to have such a drone fleet operational by 2009. That was pushed back to 2012. Over the years the Canadian Armed Forces tried other means to buy a fleet of longer-range UAVs. In 2007 the military tried to push a sole source purchase of Predators but the Conservative government decided against that proposal. During the Libyan war in 2011, senior Canadian defence leaders pitched to the government the idea of spending up to $600 million for armed drones to take part in that conflict. That proposal was also declined. For the Afghan war, the Canadian military purchased the Sperwer, and later leased a Heron drone fleet from MDA of Richmond, BC for missions in Kandahar. Timelines have continually been revised for the drone acquisition program, originally called the Joint Unmanned Surveillance, Target Acquisition System or JUSTAS. The contract had been expected in 2018. But Lamirande said the contract for the RPAS project is now to be awarded in the Fiscal Year 2022-2023. She noted that the RPAS project will procure a new fleet of armed, medium altitude, long endurance drones capable of intelligence, surveillance and reconnaissance and precision strike in support of Canadian Armed Forces operations. The RPAS project will complement existing capabilities, such as the CP-140 patrol aircraft. “This capability will be integrated into a network of systems to enable near real-time flow of information essential to CAF operations, and to support domestic law enforcement and civilian authorities,” Lamirande said. “Additionally, it will significantly expand Canada's ability to contribute to joint intelligence, surveillance and reconnaissance operations with its allies.” The Defence Capabilities Blueprint puts funding for the project at between $1 billion and $4.99 billion but no further details have been provided Lamirande said the release of that RFP is expected in Fiscal Year 2020-2021. https://ottawacitizen.com/news/national/defence-watch/heron-and-mq-9-drones-approved-for-canadian-military-program
