Navy C-40 Fleet Deliveries Complete

Adds Two Airplanes, One Squadron

The Navy's C-40 fleet has undergone some major changes in the last few months - adding two airplanes, one squadron and completing its current planned aircraft procurements.

The Tactical Airlift Program Office (PMA-207) took delivery of the Navy's 16th aircraft in June and 17th aircraft on September 26. The Navy's latest C-40A aircraft will be assigned to U.S. Naval Reserve Fleet Logistics Support Squadron (VR) 57.

These last two deliveries have allowed the C-40 fleet to realign and expand its horizons. "The C-40 plays an important role in the Navy Unique Fleet Essential Airlift (NUFEA) fleet," said CAPT Steve Nassau, PMA-207 Program Manager. “These extremely flexible logistics support aircraft are an integral part of every type of maritime mission, from humanitarian assistance to long-range, high priority deliveries.”

The sixth Navy C-40 squadron was established last month. VR-51, nicknamed the Windjammers, deploying from Kaneohe Bay, Hawaii, received two C-40 aircraft from the fleet. The squadron will be fully operational in October, following receipt of its “Safe for Flight” certification. “The Safe for Flight certification is an entire program overview in which the government ensures that all contractor, air crew, and government operating procedures are in place and functioning correctly,” said Darwin Lazo, PMA-207 Medium Lift DAPML. “It is the final certification for a new squadron.”

VR-51 will soon begin entering the VR deployment rotation. “There is always a C-40 deployed to US Central Command (CENTCOM), US European Command (EUCOM) and US Pacific Command (PACOM) to meet mission requirements,” said Donna Elliott, PMA-207 Medium Lift IPTL.

Over the past year, the C-40 fleet logged 24,374 hours of flight time, completed 1,555 missions, transported 95,746 passengers and 20,012,934 tons of cargo. In doing so, the aircraft has maintained a 90% readiness rating and has played a vital role in providing military transport not available with contract or commercial carriers. The C-40, a commercial derivative of the Boeing 737-700C, is the mainstay of the Navy's medium lift capability.

    Nathan Strout WASHINGTON - The Department of Defense wants better batteries for its war fighters, and it's partnering with NanoGraf to develop them. “Just like we civilians are increasingly relying on cell phones and tablets and everything else, the modern soldier is also transitioning towards these really power heavy devices in the field, [like] night vision goggles, weapon optics, all of the communications devices, GPS,” said Chip Breitenkamp, NanoGraf vice president of business development. “All of those things require more and more power. “If you take a look at what the soldier has to bring on the field already, between guns, ammunition, water, food, right now the best estimate that I've seen [...] is that every soldier for ever mission goes out with somewhere between 15 and 25 pounds of batteries just to power all of this stuff,” he continued. NanoGraf wants to build energy dense batteries that reduce that weight while allowing war fighters to operate longer without replacing or recharging their batteries. The company recently announced that DoD had awarded the company a $1.65 million Small Business Innovation Research grant to develop silicon anode-based lithion-ion portable batteries to replace the graphite anode lithium-ion batteries currently used by the military. The goal is to develop batteries with a 50-100 percent increase in runtime. “The technology that we have can be applied to any lithium-ion battery, and what it does is it basically gives the soldier more energy, longer runtime, less weight,” said Breitenkamp. He added that better batteries could enable emerging technologies like small drones and augmented reality devices. He noted that the company can currently get about 30 percent more energy density out of their batteries, and their technology is about 12 months away from being available commercially.     DARPA: In the Sky and on the Ground, Collaboration Vital to DARPA’s CODE for Success

    On a brisk February morning in the Yuma, Arizona, desert, a swarm of unmanned aerial vehicles equipped with DARPA's Collaborative Operations in Denied Environment system, or CODE, successfully carried out mission objectives, even when communications were offline and GPS was unavailable. One-by-one, six RQ-23 Tigersharks lifted off, fitted with an array of sensors onboard. Next to the runway at the U.S. Army's Yuma Proving Ground, the mission team inside a small operations center tracked the aircraft and as many as 14 additional virtual planes on an aerial map. The capstone demonstration paired program performer Raytheon's software and autonomy algorithms and Johns Hopkins University Applied Physics Laboratory's White Force Network to create a realistic, live/virtual/constructive test environment. During four demonstration runs, the team activated a variety of virtual targets, threats, and countermeasures to see how well the Tigersharks could complete their objectives in suboptimal conditions. “Exactly how the aircraft continue to work together in degraded conditions is the most challenging aspect of this program,” said Scott Wierzbanowski, the DARPA program manager for CODE in the Tactical Technology Office. “Current procedures require at least one operator per UAV in the field. Equipped with CODE, one operator can command multiple aircraft; and in a denied environment, the aircraft continue toward mission objectives, collaborating and adapting for deficiencies.” Before, if operators lost communications with a UAV, the system would revert to its last programmed mission. Now, under the CODE paradigm, teams of systems can autonomously share information and collaborate to adapt and respond to different targets or threats as they pop up. “CODE can port into existing UAV systems and conduct collaborative operations,” said Wierzbanowski. “CODE is a government-owned system, and we are working closely with our partners at the Air Force Research Laboratory and Naval Air Systems Command to keep each other informed of successes and challenges, and making sure we don't replicate work. In the end, our service partners will leverage what we've done and add on what they need.” The Tigersharks employed in the demonstration are surrogate assets for CODE. Each has about one-tenth the speed and performance of the aircraft planned for integration, but shows traceability to larger platforms. Constructive and virtual threats and effects presented by the White Force Network are appropriately scaled to the Tigersharks' capabilities. “It's easy to take the CODE software and move it from platform to platform, both from a computer and vehicle perspective. It could be a manned aircraft, unmanned aircraft, or a ground vehicle,” said J.C. Ledé, technical advisor for autonomy with the Air Force Research Laboratory. “The concept for CODE is play-based tactics, so you can create new tactics relatively easily to go from mission to mission.” The Naval Air Systems Command (NAVAIR) will take ownership of CODE after DARPA closes out the agency's role in the program this year. It already has built a repository of algorithms tested throughout the development process. “What we're doing with the laboratory we set up is not just for the Navy or NAVAIR. We're trying to make our capabilities available throughout the entire DoD community,” said Stephen Kracinovich, director of autonomy strategy for the Naval Air Warfare Center Aircraft Division (NAWCAD). “If the Army wanted to leverage the DARPA prototype, we'd provide them not just with the software, but an open development environment with all the security protocols already taken care of.” Kracinovich says NAWCAD has a cadre of people with hands-on knowledge of the system, and is ready to help port the capability to any other DoD entity.     Questions about US Navy attack sub program linger as contract negotiations drag

Larter WASHINGTON — The U.S. Navy is months behind schedule getting its latest batch of Virginia-class attack subs under contract, and no resolution appears imminent — leading to mounting concerns that delays on the Virginia will affect the Navy's top acquisition priority, the Columbia-class submarine. The contract for the 10-ship Block V Virginia-class attack submarine was supposed to be signed in April, but Navy and industry sources say that there has been a lot of talk and little agreement between the service and the two shipbuilders, General Dynamics Electric Boat and Huntington Ingalls Newport News. Intended to integrate acoustic upgrades and an 84-foot section for additional strike missile tubes, the delayed contract for the Block V Virginias have instead turned into just the latest warning sign that all is not well in Virginia-land, as schedules have slipped and at least one of the builders is now bleeding profits. Furthermore, it's unclear what the Navy's buying profile for Block V will be, which is subject to both contract negotiations and Congressional action on the fiscal year 2020 budget. The anxiety over Virginia delays, however, are less about Virginia, which is still a strong performing program — especially when compared with other programs such as the Ford-class carrier — but are more driven by the potential for compounding issues bleeding over into the Columbia-class. Both submarines will be drawing on the same workforce and supplier base, which is already showing signs of strain. The Navy says the delays are part of ongoing negotiations and that the schedule should not be affected further since the Navy has already contracted for long-lead time materials, but with the first Columbia expected to be ordered in 2021, the service is facing the reality that it lacks a clear idea of the future of the Virginia program when it is preparing to launch Columbia. The delays center on the integration of the Virginia payload module and just how many the Navy intends to buy. Until this year, the public plan was for Virginia Block V to be a 10-ship class, where the first boat would integrate the acoustic upgrades but the follow-on boats would all integrate the VPM, which is designed to triple the Virginia's Tomahawk payload capacity to 40 per hull. When the Pentagon's 2020 budget request dropped in March, the plan changed, with the total buy expanded to 11 hulls with eight VPM boats. But according to sources who spoke to Defense News, the builder was laying the groundwork for the original plan, which the Navy had already purchased long-lead material toward. The confusion over just how many VPMs the Navy intends to buy has been a major sticking point in the negotiations, with sources telling Defense News that the number of VPMs could still end up as either eight or seven, or potentially even fewer. Complicating matters further is that Congress has yet to weigh in on the fate of the 11th Block V boat, which would mean buying three Virginia's in one year, and some on Capitol Hill have voiced skepticism that the industrial base can support that The Navy's top acquisition official, Assistant Secretary of the Navy for Research, Acquisition and Development James Geurts, is working toward a solution that will balance the needs of the Navy and the needs of the builders, his spokesman said. Geurts "continues to work closely with the program team and industry on negotiating a Block V Multi-Year procurement contract that will be affordable, executable and supports the industrial base,” said Capt. Danny Hernandez. “He wants to ensure we are maximizing the use of taxpayer dollars while at the same time striving for an acceptable level of design and program risk. “Additionally, during this period, the Navy is continuing to fund the shipbuilder for long lead time materials and pre-construction efforts to ensure submarine work continues at the shipyards and with the supplier base.” ‘Worst of Both Worlds' With uncertainty looming about the future of the Virginia class, questions remain about whether that will bleed into Columbia, creating schedule risk that Navy leaders have said for years was untenable. Congress has sought to ease the strain on the supplier base by offering money to help smaller vendors expand to meet demand. And in March, Geurts announced that he was standing up a new program executive officer for Columbia, citing the need to be proactive with any problems that might arise from the competing demands on the industrial base. “These yards are integrated,” defense analyst Dan Goure, a former Bush Administration official who now works for The Lexington Institute, said in an April interview. “When you start messing with the other program on a short-notice basis, you risk the yards being able to deliver on time and at cost for multiple programs. “In a sense you risk the worst of both worlds: You risk further perturbations in the Virginia class, and at the same time risk not being able to get Columbia out on time.” Both General Dynamics and Huntington Ingalls said in earnings calls they expect the Block V contract to be signed by the end of the year. Delays The setbacks seem to be compounding for the Virginia program. Welding issues on missile tubes destined for the Virginia Payload Module and the Columbia-class ballistic missile submarine program have eaten into the schedule margin for both programs. And issues with the supplier base as well as the labor force have caused schedule delays. Industry sources who spoke to Defense News said growing the Virginia-class program from one submarine per year to two submarines per year, which started with the budget in FY11, has put increasing strain on a diminished submarine supplier base, which has put pressure on schedules as the shipyards wait for parts. Huntington Ingalls has dropped 23 percent of its profit margin on the Virginia-class program, according to a second-quarter earnings report analyzed by defense business analyst Jim McAleese. In an earnings call, Huntington Ingalls executives seemed to blame the drop on the schedule delays. Two sources familiar with the issue said profit loss stemmed from labor force issues that resulted from a year-long delay in the Navy contracting for the carrier George Washington's mid-life refueling and overhaul. The delay caused Ingalls to lay off about 1,200 employees, which drew off workforce from the Virginia program because of labor union rules that say that the most recent hires must be laid off first. Those rules forced Huntington Ingalls Industries to lay off workers who were working on the Virginia program, who in turn were then snapped up by other yards; Huntington Ingalls Industries then had to train new employees for the Virginia work. Defense News reported in March that class-wide, Virginia is looking at four-to-seven month delays for delivery, which drives up labor costs. Huntington Ingalls Industries chief financial officer Chris Kastner said on the call that getting the Virginia program back on schedule is a top priority. “Especially when you're a in a serial production line like we are with the Virginia-class,” Kastner said. “If you start to have issues with schedule it does start to affect the synchronization of the line. “We've been working pretty hard to reset that this year, given kind of where we started last year fourth quarter and we made great progress on that." https://www.defensenews.com/naval/2019/08/16/questions-about-us-navy-attack-sub-program-linger-as-contract-negotiations-drag/
