    Lockheed to Retrofit F-35s for Suppression/Destruction of Enemy Air Defenses Role

Tirpak The Pentagon awarded Lockheed Martin a $26.7 million contract on June 1 to develop a structural modification for the F-35 strike fighter to improve its Suppression/Destruction of Enemy Air Defenses capability (SEAD/DEAD). The retrofit design will be applied to both U.S. and foreign F-35s in Lots 14 and 15, and will be completed by August 2022. The contract, issued by Naval Air Systems Command on behalf of all F-35 users, says Lockheed will perform the engineering necessary to modify the aircraft to perform “full up” SEAD and DEAD. When the Air Force declared the F-35 operational in 2016, it described the F-35's SEAD/DEAD suite as able to perform the mission in a “limited” fashion. The need for a structural modification indicates the aircraft will be fitted with new munitions and/or sensors to carry out the role, which usually involves detecting, fixing, and attacking ground-based air defense threats, which can be mobile or stationary. When the service declared initial operational capability for the F-35A, the aircraft was in the 3i configuration, which gave it capability to release satellite-guided bombs. With the 3F version, the F-35 gained capability for the GBU-39 Small Diameter Bomb and AGM-154 Stand-Off Weapon—both used for SEAD/DEAD. The Block 4 upgrade will enable the F-35 to carry the in-development Stand-in Attack Weapon (SiAW). The Navy plans to field its AGM-88E Anti-Radiation Guided Missile, a successor to the HARM anti-radiation missile, and the Air Force is considering the weapon, as well. The ARRGM and HARM home in on the last known emissions of a surface-to-air missile radar at high speed; their presence and success in previous conflicts has dissuaded enemies from turning their radars on in some instances, hence “suppression.” The F-35's ASQ-239 electronic warfare system can passively detect an enemy air defense system's emissions and geo-locate these targets in concert with the F-35's other systems. Air Force leaders have said the F-35, by virtue of its stealth, will become the main platform for the SEAD/DEAD mission in the coming decade.     SOCOM Multi-Mission Plane Competition Heats Up

    SOCOM has budgeted $106 million in 2021 to buy the first five of up to 75 Armed Overwatch aircraft to perform close air support for its troops on the ground, light attack and ISR missions. By THERESA HITCHENSon June 02, 2020 at 8:01 AM WASHINGTON: Given the fact that the global market for trainers is flat at best, and practically non-existent for light attack aircraft, the competition for Special Operations Command's upcoming Armed Overwatch buy is likely to be fierce. “75 planes is a lot in this market,” Richard Aboulafia, aviation analyst at Teal Group, told Breaking D. SOCOM has budgeted $106 million in 2021 to buy the first five of up to 75 Armed Overwatch aircraft to perform close air support for its troops on the ground, light attack and intelligence, surveillance and reconnaissance (ISR) missions. The planes would replace Air Force Special Operations Command's current fleet of U-28 Draco aircraft. Indeed, Teal Group's January 2020 market analysis on trainers (not including supersonic aircraft) and light attack aircraft finds the total market worth only about $2 billion, compared to up to $30 billion for fighter jets. “Having SOCOM do this with 75 planes to train with less capable allied forces almost makes sense, compared with the totally absurd idea of the Air Force buying hundreds as part of their force structure,” Aboulafia said. He was referencing the Air Force's on-again, off-again romance with the concept of buying up to 300 so-called Light Attack Aircraft to use for training, for close air support by Air Force Special Operations Command, and as strike aircraft for US allies involved in insurgencies such as Afghanistan and Lebanon. After almost a decade of dithering, the service finally in February made a final determination to buy only two each of the Textron/Beechcraft AT-6 Wolverine and the Sierra Nevada-Embraer A-29 Tucanos for continued experimentation. SOCOM officials have stressed that the commands requirements are slightly different than those of the Air Force, focused more on mission capabilities than aircraft design. “Armed Overwatch addresses our requirement for a close air support and intelligence, surveillance and reconnaissance capability that can operate in austere, short take-off and landing environments with minimal manning, infrastructure and sustainment,” Lt. Cmdr. Timothy Hawkins, a SOCOM spokesperson, told Breaking D. And while at least one vendor expressed concerns about speaking with the press due to guidance issued to industry by SOCOM, Hawkins said the guidance used standard language asking vendors not to speak about SOCOM's articulated needs with the goal of protecting ‘controlled unclassified' information. The program is slated to hold a prototype demonstration in November or December — a date that may slip, however, due to the COVID-19 pandemic. At least four aircraft manufacturing teams have confirmed participation in the contest: Sierra Nevada-Embraer; Textron Aviation Defense; Air Tractor; and Leidos. In an May 18 interview with Breaking D, Textron Aviation Defense's Vice President of Defense Strategy and Sales Brett Pierson stressed the fact that the Beechcraft AT-6E has already shown that it can perform the multiple missions envisioned by SOCOM by virtue of its participation in the Air Force's Light Attack Experiment over the last several years. “It already has the capability to do the kind of missions that SOCOM talks about,” he said. The AT-6 has proven its chops in austere environments, Pierson said, both in landing on unprepared runways, and in the ability to rapidly refuel and re-arm. “During Light Attack Experiment, one of the things we demonstrated was the ability to have pilots refuel the airplane, re-arm rockets, do a quick turnaround and take back off again,” he said. In addition, Pierson pointed out, Textron Aviation Defense has customers all over the world , giving it an established supply chain, as well as manufacturing capability. According to a company fact sheet provided to Breaking D, the AT-6 has “85 percent parts commonality with the T-6” trainer, which “yields low risk, low cost sustainment, world-wide logistics, and low-footprint maintenance.” On the other hand, newcomer to the competition Leidos argues that its new Bronco II has the advantage of being designed specifically with the SOCOM mission in mind. Leidos is partnering on Bronco II with the US arm of South African defense conglomerate Paramount Group (which manufactures the Mwari light reconnaissance aircraft), and aftermarket service provider Vertex Aerospace, based in Mississippi. And the fact that the Bronco II is a prototype means its specifications can be altered more easily to fit exactly what the customer might desire, Richard Jackson, Leidos VP for Business Development & Strategy Airborne Solutions, Defense, told Breaking D in a May 19 interview. “It allows SOCOM, from our perspective, to have greater flexibility in influencing the future of how the aircraft evolves,” he said. The aircraft design is optimized to meet SOCOM's multi-mission profile, Jackson stressed, using modern, modular design approaches and open standards that ensure future subsystem upgrades are easily accomplished. It also has an “interchangeable conformal mission bay” that allows payloads to be rapidly swapped out by a couple of operators “in hours, not days.” “Multi-mission is key word here,” he said. “It can do the surveillance and combat support and combat attack role simultaneously. That is something that SOCOM has touted and is not easily done.” The Bronco II is built specifically to operate in austere environments, he said. For example, it can be rapidly broken down for transport — with one deconstructed aircraft fitting on a C-130 and two fitting in a C-17. “It was designed from a clean sheet,” Jackson said, “purpose built for austere environments. That's something that no other company can say.” Neither Sierra Nevada-Embraer or Air Tractor were available for comment. The A-29 turboprop not only has been involved in the Air Force's Light Attack Experiment, but also used in combat by Afghanistan's air force in the fight against the Taliban. And on April 17, the Sierra Nevada/Embraer team announced that it has successfully flight tested the first of 12 A-29s being built for the Nigerian air force. Air Tractor had offered, with partner L3, the AT-802L Longsword back in 2017 during Phase 1 of the Light Attack Aircraft experiment, but lost out to the AT-6 and A-29 — with Air Force officials citing lack of an ejection seat as a factor. (Air Tractor last November filed a bid protest with the Government Accountability Office that was subsequently dismissed.)     Steve Trimble May 27, 2020 This was supposed to be a relatively easy year for Lockheed Martin's F-35 production. As 2020 began, the stealth fighter program's three-year growth spurt had subsided after annual deliveries more than doubled between 2017 and 2019. Lockheed planned to deliver 141 F-35s in 2020, only seven more than in 2019. But the F-35 supply chain is not immune from the global disruption caused by the COVID-19 pandemic. After signaling during a first quarter earnings call in April that a production slowdown was likely, Lockheed confirmed the impact on May 19. The company issued a new forecast of 117-124 F-35 deliveries this year. If Lockheed is unable to recover in the second half, the slowdown would mark the first year-over-year decrease in F-35 deliveries since the program began. “However, we will accelerate production when we return to pre-COVID-19 conditions and could see this number decrease,” the company says. The company's new financial guidance reflects the lower F-35 delivery total, with net sales for the year falling to a range of $62.25-64 billion from $62.75-64.25 billion. Other large F-35 suppliers include Northrop Grumman (center fuselage, radar), Raytheon Technologies (engine, distributed aper-ture system) and BAE Systems (aft fuselage, electronic warfare suite). It was not immediately clear which customers and variants would be affected by the potential shortfall of 18-24 F-35 deliveries in 2020. The Defense Department is closely watching the F-35, its single-largest production system. So far, senior acquisition officials expect the overall impact of the novel coronavirus on weapon system production to be manageable. But the Pentagon leadership considers the military aircraft industry an exception. Although demand and domestic U.S. military spending remain intact, the military aviation supply chain's links to the collapsing commercial aircraft market is causing delays. “I think [military] aviation has had a more acute sensitivity to supplier disruptions, largely driven by the massive upheaval in the commercial aviation market,” said James Geurts, assistant secretary of the Navy for research, development and acquisition. “Many of the aerospace companies were blended between military and commercial, and with commercial just falling through the floor, their abilities to stay open and keep their workforce has been a little bit more challenged.” Another sector Geurts is watching is the market for command, control, communications and computers and intelligence (C4I). “We're trying to track all of it,” he says. “But the most immediate impact we've seen has been on aviation.” Lockheed's F-35 assembly line in Fort Worth was hit hard by the COVID outbreak in mid-April. One employee, Claude Daniels, died after reporting COVID-19-related symptoms to a supervisor. Another F-35 employee, who survived, broadcast a Facebook Live video from his hospital bed, pleading with his unionized co-workers to sanitize their workspaces even if it is not in their job description. The company's management has said that the F-35 assembly line adopted new protocols in response to the COVID-19 pandemic, which included regularly sanitizing equipment and quarantining employees exposed by co-workers or others to the virus. The COVID-19 response is not the only pressure on the F-35's production system. Lockheed exceeded the overall delivery target by three aircraft in 2019, but slower production of the less mature F-35C airframe nearly caused the company to miss the annual goal. To compensate, Lockheed moved up deliveries of four F-35As originally scheduled for 2020 to the end of 2019, allowing the company to beat the delivery target by three aircraft instead of missing it by one. Before the impact of the virus, the F-35's global supply chain was already strained by the three-year production ramp-up from 2017 to 2019. Late part deliveries jumped to 10,000 in 2019 from 2,000 in 2017, according to a May report by the Government Accountability Office (GAO). Monthly parts shortages, meanwhile, leaped to 8,000 in July 2019 from 875 a year before, the GAO says.     May 29, 2020 - A Eurofighter flight test campaign dedicated to the configuration chosen by Kuwait, with E-SCAN radar and other important enhancements, is certainly demanding and complex. Mario Mutti, Head of Project Test Pilot Fighters and Standardization of Leonardo's Aircraft Division, tells us how it is proceeding. Leonardo ISPA 6 (Instrumented Series Production Aircraft) is the most advanced Eurofighter Typhoon test aircraft with E-SCAN radar and it recently joined the other EF Typhoon test aircraft after the successful completion of an important lay-up in November last year. "The testing campaign for the new radar is particularly demanding - Mario Mutti, Head of Project Test Pilot Fighters and Standardization of Leonardo's Aircraft Division tells - there is a need for very large and dedicated work areas, the support of other aircraft that act as "smart" targets, an extremely accurate post-flight data analysis that involves multiple sites (in Italy and partner Countries) and optimizes the "set-ups" of the next flight. A very complex flight test system. The Italian Air Force contributes in a fundamental way: the aircraft available in support of test flights are always on time and offer a very consistent capability both quantitative and in terms of skill. The complex scenarios planned in flight are possible only thanks to the experience of the military pilots and our two-seater prototype that allows for synergy, even in the cockpit, between test pilot and flight test engineer." This challenging programme was completed as planned notwithstanding the difficulties created by the pandemic conditions under which the teams were operating; all flight test points were tested and all the required evidences obtained to provide final clearance on Kuwait's Typhoon. The tactical advantage given by the radar's Antenna Repositioner – allows a field of regard 50 per cent wider than conventional E-SCAN fixed plate systems - was clearly evident since the early stages of development. "The COVID emergency did not stop us, on the contrary, it strengthened us! - Mutti continues - Very stringent procedures, always in line with national and corporate protocols allowed us to operate with a motivated team that has challenged adversity with great dedication and sense of responsibility. International sharing is actually more difficult and efforts are being made to restore it to maximum effectiveness." With the above flights, ISPA6 has completed the overall P3Eb Flight Test campaign, which represent a significant step forward to allow the delivery of the Eurofighter to the Kuwait Air Force. "The Eurofighter is always an excellent platform – Mutti comments with satisfaction - and demonstrates its extensive development capability already foreseen in the design phase. Ergonomics are even more optimized and the new radar is perfectly integrated into a general growth of capabilities that includes sensors, weapons and increasingly advanced and performing functions”. The Eurofighter Typhoon ISPA 6 ISPA 6 is one of the three EF Typhoon test aircraft equipped with the Electronic Scan Radar made by the EuroRadar Consortium, led by Leonardo UK in Edinburgh, and it's currently allocated to the EF/NETMA P3Eb (Eurofighter Consortium/NATO Eurofighter and Tornado Management Agency - Phase 3 Enhancements Package b) development programme to perform E-SCAN Entry Into Service flight tests and provide final clearance to the Kuwait customer. After its first flight in the current configuration, at the end of last year, on the 3rd of March ISPA 6 started the so-called “E-SCAN XCR#1” flight test campaign and performed several sorties successfully concluded on the 27th of March. The first sorties were performed in cooperation with Leonardo's IPA2 (Instrumented Production Aircraft) test aircraft and the last ones were conducted in cooperation with Eurofighter Typhoons of the Italian Air Force. Recently ISPA 6 has flown to refine ECCM (Electronic Counter-Countermeasures) Radar capabilities, while in the next months will perform final E-SCAN software release certification flights; then will progress flying to test further E-SCAN software capabilities by the end of the year.     Marietta, Ga., May 29, 2020 — Lockheed Martin (NYSE: LMT) recently delivered the first KC-130J Super Hercules tanker assigned to Marine Aerial Refueler Transport Squadron 452 (VMGR-452), the Marine Forces Reserve squadron at Stewart Air National Guard Base, New York. The consequences of aircraft being grounded cascade down to our industry — to original equipment manufacturers (OEMs), maintenance, repair and overhaul workers (MRO) and ongoing work relating to Canada's assets in space. With longer lead times in supply chain slowdowns, the devastating economic effects of this crisis are going to reverberate across our industry for years to come,” said Mike Mueller, senior vice-president, AIAC. “Competitor countries are making aerospace a key part of their economic recovery plans. Canada needs to take similar steps — not only to retain our current position but also to be ready for the global market opportunities that will emerge when the industry recovers,” said Mueller. AIAC recommends the following actions the Government of Canada can take immediately to help ensure best possible outcomes and long-term stability for Canada's aerospace sector: 1. Develop a pragmatic and proportional plan to allow people to begin flying again. 2. Adapt Canada's job retention program and liquidity measures to support employees in industries that will take longer to recover. 3. Rapidly expand government support for green technologies to enable the decarbonization of key sectors, particularly transportation and aviation. 4. Establish a new long-term investment bank to support and foster essential manufacturing supply chains through the market transformation ahead. 5. Advance public procurement projects, particularly in defence and space projects, to help stimulate and sustain high-tech supply chains through the difficult months ahead. 6. Establish a Canadian sector strategy for aerospace that includes civil, defence and space. “There is a need now, more than ever, for the Federal Government to work with us on a long-term sectoral strategy for Canada's aerospace industry. Ensuring a strong Canadian aerospace sector will be crucial to rebuilding Canada's economy given aerospace's substantial contributions to our nation's economic health on an annual basis — $31 billion in revenues, over $25 billion to GDP and nearly 215,000 jobs,” said Mueller.     2020 CF-18 Demo Team season cancelled due to COVID-19

    The Canadian Forces CF-18 Demo Team recently issued the following statement regarding the status of the team's 2020 scheduled season: Unfortunately, due to uncertainty regarding COVID-19, the cancellation of most air shows on our 2020 schedule and to protect the health and safety of spectators and our team members, we have made the difficult decision to cancel the 2020 CF-18 Demo Team season. We are disappointed that we won't get to see any of our amazing and supportive fans this summer. We know that this is a difficult year for our airshow community and want to say thank you to the organizers and countless volunteers who worked so hard to prepare to host us at their shows this year. We truly appreciate your efforts and can't wait to work with you again in the future. While we won't be able to bring you imagery and video of a new paint scheme and team, we will be looking at other ways of interacting with all of you throughout the next year.
