    IDEaS Communiqué - Second Call for Proposals for Innovation Networks

    As outlined in Canada's defence policy, Strong, Secure, Engaged, adapting and innovating quickly are crucial to developing and maintaining capabilities that address the challenges presented by today's evolving global defence and security environment. To this end, innovation, knowledge, and problem solving are essential for Canada and its allies to mitigate threats and meet evolving defence and security needs. In that context, the Innovation for Defence Excellence and Security (IDEaS) program will foster creativity and ingenuity in Canada by enabling the creation of networks of experts, providing support and opportunities to innovators, and by facilitating the integration and adoption of new capabilities for the defence and security communities. Multi-institutional, multi-disciplinary teams, termed Micro-nets, are invited to submit research proposals on the following Innovation Challenge area from the defence and security community: · Autonomous Systems: Trust and Barriers to Adoption The IDEaS Second Call for Proposals for Innovation Networks will provide non-repayable contribution funding to seed and sustain Micro-nets of at least five investigators from a minimum of three separate institutions or organizations from the academic, non-federal government, public and/or private sectors. A Canadian university must administer the contribution funds. Full details are available in the Innovation Networks Application Guide. Micro-nets must propose interdisciplinary research programs aligned with the Innovation Challenge. Funding will be provided by the IDEaS Transfer Payment Program, a federal government contribution program administered by the Department of National Defence. The total budget for this call is $9,000,000. Each Micro-net can request up to $1,500,000 over three years. Co-funding is not mandatory, however participants from for-profit organizations will be required to contribute up to 50% of their costs.     What is 'the backbone' of the Canadian Army doing in a junk yard?

    Colin Butler Even an expert in armoured fighting vehicles thinks it's a strange place to find what the Canadian Army calls "the backbone" of its combat vehicle fleet. "I'm surprised that vehicles of this importance and significance are being stored in a conventional steel breaker's yard," said Jon Hawkes, the Land Management Editor for military information publisher Jane's Information Group. "Typically they'd be in a military facility of some kind, even if it's sort of, you know, popped out in the back out of the way in the contractors own facility." "For them to be in this breaker's yard is not where I would expect them to be." "Them," in this case are the LAV III, the workhorse of the Canadian Army. You've likely seen them on television, either helping Canadians stricken by some natural disaster, such as the 2013 floods in Alberta, last year's floods in Quebec, or, maybe overseas, carrying our troops into hot zones in such places as Afghanistan and more recently Mali. What are these LAV IIIs doing in a junk yard? So what on Earth are they doing in the back lot of a junk yard? "I think it's interesting," John Hawke said. "You could read that two ways." "On one hand, these things are being quasi-dumped in a corner somewhere to be dealt with later and perhaps that's not caring for them in the best possible way. Although as I say, they're very hardy vehicles. I wouldn't necessarily fear for their status." "Alternatively you could say that someone somewhere is actually being quite smart in finding a very cost-effective solution for storing them for a period of time. I'd imagine it's not hugely expensive to put them wherever this is." Secretive contractors Except, no one working with these LAVs is willing to talk. CBC News first attempted to visit the site in person, but was told to leave the property by staff at the scrap yard. When contacted by phone, Matt Zubick, a member of the family that owns John Zubick's Limited said "I can't talk about that" before he hung up. Steph Bryson, a spokeswoman for General Dynamics Land Systems Canada, declined to comment, referring the question to the Department of National Defence. So why all the secrecy? No secret at all "I find that a bit amusing," said Daniel Le Bouthillier, the head of media relations for the Department of National Defence. "From our perspective, the work is hardly a secret." It turns out the work inside John Zubick's Limited has been happening for the better part of a decade. After Canadian troops deployed in Afghanistan, they quickly realized the army's fleet of LAV IIIs, which they've had since 1997, needed a few tweaks to give soldiers better protection against the Taliban insurgency. Those tweaks involved better armour, blast absorbing seats and other upgrades. However, the LAV IIIs were never designed to handle the extra weight, according to Le Bouthillier. "This additional weight meant more wear and tear and affected the vehicles' what they call 'full mobility potential.' So these upgrades that are happening now address all those issues." The upgrades are being done by London, Ont.-based military manufacturer General Dynamics Land Systems Canada as part of a $1.8 billion refitting and refurbishment program with the Canadian Armed Forces called LAVIIIUP, a deal that was first struck in 2010. The program will see all 550 Canadian-made LAV IIIs, getting new armour and new hulls in order to extend the life of the vehicles until the year 2035. "As part of that process, LAV III hulls, which were not designed to support the weight of upgrades are being sent to a scrap yard, taken apart and melted and this is done because these are considered controlled goods," Le Bouthillier said. "So what you're seeing in that scrap yard are parts that are not being harvested for the upgrades," he said. "These are not drive-in, drive-out full capability vehicles. These are just parts of them. They might look like full vehicles because they're so big. Especially when you look at them from above."     Hydro-Québec and the U.S. Army Research Laboratory (ARL) have announced a breakthrough in the lithium-ion battery materials field, publishing their research results(This hyperlink will open a new window) in the Journal of Power Sources(This hyperlink will open a new window). Using a cathode made with new high voltage safe materials, the researchers have achieved a world first: building a 1.2 Ah lithium-ion cell with a voltage of 5 V. “With the high voltage of this new cell, we can reach a very high energy density,” says Karim Zaghib, General Director of the Center of Excellence in Transportation Electrification and Energy Storage. “This highly desirable property can improve batteries used in a wide range of applications.” ARL scientists Jan Allen and Richard Jow, also inventors of this high voltage cathode material, believe that the high cell voltage can, in addition to enabling high energy density, improve the design of devices. Lithium-ion batteries are widely used to power many electronic devices, including smartphones, medical devices and electric vehicles. Their high energy density, excellent durability and lightness make them a popular choice for energy storage. In response to the growing demand for their use in a wide range of products, there are many teams working to improve their storage capacity. In particular, there is great interest in developing new compounds that could increase energy storage capacity, stability and lifespan.     Davie aims to replace Canadian Coast Guard's entire icebreaker fleet

    Kevin Dougherty Shipbuilding firm will start work on icebreaker conversion this summer Chantier Davie Canada Inc., the country's largest shipbuilding firm, is gunning for contracts to build new icebreakers for the Canadian Coast Guard. "Given the age of the Canadian Coast Guard fleet, the entire icebreaker fleet will need to be replaced in the near future," says Alex Vicefield, CEO of Inocea Group, which has owned Davie since 2012. "We have every intention of submitting a world-class proposal together with global leaders in icebreaker design." Until then, Davie, located across the river from Quebec City in Lévis, is in the home stretch of negotiations with the federal government to convert three surplus commercial icebreakers for the Canadian Coast Guard. Under its new management, Davie has made its mark in the industry by turning surplus ships into lower-cost solutions. The first converted icebreaker will be ready in time for the 2018-2019 ice season on the St. Lawrence and Great Lakes. However, when it comes to building new ships, there remain doubts about Davie's ability to deliver at a competitive cost. Canadian ships cost 'twice as much' Marc Gagnon is director, government affairs and regulatory compliance for the Montreal-based Fednav, which operates a fleet of nearly 100 ships. Fednav buys its ships in Japan because, Gagnon says, Canadian-built ships cost "at least twice as much." "Davie no longer has the capacity to build an icebreaker or a frigate," Gagnon said. "To do so, they would have to re-equip their shipyard." Vicefield said Davie is aware of the challenges ahead and has invested $60 million to upgrade its steel-cutting and IT infrastructure. The University of British Columbia's Michael Byers, who argues that Ottawa's current shipbuilding strategy is too costly and needlessly slow, says building government ships in Canada makes sense and Davie is definitely up to the task. "For every $100 million that is spent on building a ship in Canada, you would get several times more than that in terms of knock-on economic activity," Byers said. "And Davie is the logical place to do it. They have a very large shipyard. They have a very capable workforce. The labour costs are relatively low and it's an active shipyard." Asterix 'very impressive' Last year, before Ottawa agreed to sit down with Davie to discuss the icebreaker conversions, Davie delivered the Asterix — a container ship converted into a supply ship for the Royal Canadian Navy — on time and on budget. ​In 2015, when the navy's existing two supply ships were no longer seaworthy, Vicefield and his team proposed converting the Asterix to a naval supply ship for about $600 million. "What they did with the Asterix was very impressive," Byers said. "There is no other shipyard in Canada that could have done that." In comparison, Vancouver-based ​Seaspan was chosen to build two new navy supply ships for $2.6 billion. But the first new supply ship will only be ready in 2020. "This is a cutthroat business and there is a lot of money involved and a lot of politics involved," Byers said. "Davie has the capacity and the experience to build icebreakers, plus they have the lowest costs in terms of labour of any shipyard in the country," he said. The Canadian Coast Guard has an aging fleet of 13 ice-breaking vessels and two hovercraft. Ice still a hazard to navigation Canada's oldest and largest icebreaker, the CCGS Louis S. St-Laurent, was commissioned in 1969. It was to be replaced in 2017 by the CCGS John G. Diefenbaker. But from the initial estimate of $720 million, the Diefenbaker is now expected to cost over $1.4 billion, with delivery in 2022. To meet Ottawa's need for "interim icebreakers," Davie found four icebreakers built for oil and gas drilling off the coast of Alaska that were idled when oil prices fell, putting an end of Shell's Arctic venture. Prime Minister Justin Trudeau agreed to negotiations with Davie to acquire the three smaller ice-breaking vessels, leaving aside the larger Aiviq.     General Dynamics debuts new LAV variants, looks toward ground-based air defence variant

    David Carl, Toronto - Jane's International Defence Review General Dynamics Land Systems Canada (GDLS-C) unveiled two new variants of its light armoured vehicle (LAV) 6.0 family during CANSEC 2018 in Ottowa from 30–31 May. The company also spoke about its LAV 6.0 Air Defence concept, and the LAV 700 currently in production for an export customer. The LAV 6.0 Reconnaissance, or ‘Recce', variant was developed from the LAV 6.0 baseline for the Canadian Army's LAV Reconnaissance Surveillance Suite Upgrade Program (LRSS-UP), a contract awarded to GDLS-C in late 2014 at a cost of CAD287 million (USD216 million) for 66 vehicles. First deliveries of the vehicles to the Canadian Army are expected in the early 2020s. In addition to sharing common features with the LAV 6.0, such as the M242 25 mm chain gun, a double-V hull, and a 450-hp Caterpillar C9 engine, the LAV 6 Recce has extensive sensors for intelligence, surveillance, and reconnaissance (ISR) missions. The detachable electro optic/infrared (EO/IR) surveillance suite, mounted on top of an extendable mast, has a radar, a day/night imager, IR imaging, and a laser pointer/laser rangefinder (LRF) all fitted to a stabilised gimble. The mast can be extended up to 5 m when on the move, or up to 10 m while stationary. The sensors on the mast feed information into the operator control station, which consists of two touchscreen displays, a keyboard, and a primary hand controller. The feed can be duplicated onto an onboard laptop, which can also control the mast while connected to the vehicle. The commander and gunner stations can access the sensor data from their own displays in their respective compartments. On behalf of the Canadian Coast Guard, Public Services and Procurement Canada has issued an Advanced Contract Award Notice (ACAN) to Chantier Davie of Lévis, Quebec, for the acquisition and conversion of three medium commercial icebreakers. This ensures a fair, competitive process allowing any supplier with a comparable option to also submit a proposal before a contract is awarded. The ACAN confirms Canada's intention to enter into a contract with Chantier Davie. Other interested suppliers have 15 calendar days to signal their interest in bidding for this contract, by submitting a “statement of capabilities” that meets the requirements laid out in the ACAN. These ships would provide interim capability for the Canadian Coast Guard, while replacement vessels are being built under the National Shipbuilding Strategy. Icebreakers are essential to ensuring that Canadian ports remain open during Canada's ice seasons, ensuring goods such as fresh produce and fuel are delivered safely.     Safety and situational awareness cited among reasons to not use hearing protection The cost of health claims related to hearing loss among members of Canada's military is rising, due in part to the reluctance of members to wear protective equipment and because the most suitable devices aren't always provided. Explosions, gunfire, engine noise and alarms all contribute to hearing loss among military members. Almost a third of them have chronic hearing problems by the time they retire, according to surveys by Veterans Affairs. A 2016 study obtained by Radio-Canada looked at how to better protect the hearing of members with pre-existing hearing loss, and found that military personnel were reluctant to wear hearing protection. Some of the reasons were: Discomfort. Incompatibility with other head gear. The feeling of isolation that comes with sound dampening. But the biggest reason was that earplugs or whatever other protection device used would impair situational awareness, safety and "interfere with successful completion of the mission," wrote Dr. Sharon Abel, a senior scientist at Defence Research and Development Canada. That has led to increased health costs for the military. The Canadian Forces Health Services Group spent about $890,000 in 2013-14 on health costs related to hearing loss, followed by $937,000 in 2014-2015. In 2015-16, the last year for which data is available, it was close to $1.1 million. Different soldiers, different needs Richard Blanchette, a retired major-general who suffered hearing loss during his years of service, said the Department of National Defence does everything in its power to protect members and it's the responsibility of the members to do their part. Nobody else can do it for them, he told Radio-Canada. Different military members, however, have different issues. Abel's study found while earplugs may reduce the risk of hearing loss for people with normal hearing, they would increase impairment for people with pre-existing hearing loss. Those people would be better served by more specialized protection, she wrote. "Insufficient consideration is given to the selection of devices that will support the auditory tasks being carried out or suit the hearing status of the user." The military has set up an awareness program for its members about hearing loss, said Pierre Lamontagne with Canadian Forces Health Services​. But soldiers remain reluctant to use some of the equipment they may need because it adds to the considerable weight they may already be carrying in the field, he said. Health consequences Lamontagne said he makes recommendations to commanders of the units, but it's the commanders who make the purchases. While about one in five soldiers needs specialized protection for hearing loss, the devices may be purchased based on general rather than individual needs, he said. The consequences of hearing problems are not always recognized because they are invisible, according to Chantal Laroche, a professor of audiology at the University of Ottawa.
