    Budget for secretive military intelligence program hits nine-year spending high

    Aaron Mehta WASHINGTON — The Pentagon's secret intelligence fund received $23.1 billion in appropriated funds for the recently concluded fiscal 2020 — the highest total for the account in nine years. The increased funding for the Military Intelligence Program, or MIP, comes after FY19 saw a rare decrease in year-over-year spending power for the classified account. The funding, which includes both base dollars and overseas contingency operations money, “is aligned to support the National Defense Strategy,” per a four-sentence statement from the Pentagon. The department annually waits until after the fiscal year ends to announce how much money it was given for the fund. The Pentagon requested less than $23 billion for the MIP in its FY20 budget request, meaning Congress gave the fund a slight increase over requested amounts. “The department has determined that releasing this top line figure does not jeopardize any classified activities within the MIP,” the statement read. “No other MIP budget figures or program details will be released, as they remain classified for national security reasons.” According to a 2019 Congressional Research Service report, the MIP funds “defense intelligence activities intended to support operational and tactical level intelligence priorities supporting defense operations.” Among other uses, these dollars can be spent to facilitate the dissemination of information that relates to a foreign country or political group, and covert or clandestine activities against political and military groups or individuals. MIP money also partly goes to U.S. Special Operations Command to pursue “several current acquisition efforts focused on outfitting aircraft — both manned and unmanned, fixed and rotary wing — with advanced ISR and data storage capabilities that will work in multiple environments,” according to CRS. MIP funding went as high as $27 billion in FY10 and sat at $24 billion in FY11. But by FY15, it hit a low point for the decade, at $16.5 billion, per CRS. The MIP then had three straight years of growth, going from $17.7 billion in FY16 to $18.4 billion in FY17, and to $22.1 billion in FY18.     US and UK navies prepare to sign agreement to merge future tech work

Larter and Andrew Chuter WASHINGTON – The U.S. Navy and British Royal Navy are preparing to more closely align their futures in a whole host of warfare areas, the U.S. chief of naval operations announced Tuesday. The U.S. Navy's chief of naval operations and First Sea Lord Adm. Tony Radakin intend to “sign a future integrated warfighting statement of intent that sets a cooperative vision for interchangeablty,” CNO Adm. Mike Gilday announced at the virtual Atlantic Future Forum, being held on board the RN's new aircraft carrier Queen Elizabeth. “We will synchronize pioneering capabilities, strengthen operating concepts and focus our collective efforts to deliver combined sea power together. By organizing our cooperation on carrier strike, underwater superiority, navy and marine integration and doubling down on future war fighting like unmanned and artificial intelligence, we will remain on the leading edge of great power competition.” It is unclear what the specifics of the statement of intent will be, but the U.S. and Royal navies have been focusing heavily in recent years on aligning its capabilities to be useful to each other in combined maritime operations. The message from both navies is that this will continue into the future. Throughout the Royal Navy's effort to get the Queen Elizabeth ready for deployment, the U.S. Navy and Marine Corps have been working closely with the service, training British pilots on the F-35B and getting the ship certified to operate them. The Marine Corps' Fighter Attack Squadron 211 embarked on Queen Elizabeth earlier this month during the ship's group exercise ahead of a deployment next year. The Marines will also mix in with Royal Air Force F-35Bs during the QE's 2021 deployment. In remarks at the forum, Radkin echoed Gilday's remarks, saying the two forces needed to continue to work to align efforts. “Throughout our careers we have had a drive for interoperability with allies,” Radkin said. "But increasingly it feels to us that bar has to be raised. ... The obvious example is the U.S. Marine jets on board the QE carrier. That is an obvious example of interchangeability. “So, we are trying to drive a new standard. Partly to drive all of us to strengthen our interoperability but to go even higher and recognize that interchangeability is going to be an even stronger feature in the future.” Radkin said the services would focus on four areas to grow this “interchangeability”: undersea warfare; carrier operations; aligning the efforts of the U.S. Marine Corps and Navy to become a cohesive fighting unit; and on advanced warfighting programs such as artificial intelligence and cyber. The United Kingdom is in the middle of an integrated defense review, initiated after Boris Johnson was elected prime minster. It was interrupted during the onset of the COVID-19 outbreak but appears to be running again. The review could have sweeping impacts on the British defense budget, but it is unclear where the budget ax will fall. L'Organisation du traité de l'Atlantique nord a publié mercredi ses chiffres sur les dépenses de défense de ses membres. D'après ces données, qui ne sont que des estimations pour 2019 et 2020, les États-Unis devraient encore fournir de très loin le plus gros effort budgétaire, avec des dépenses représentant 3,87% de leur PIB. Les pays de l'Otan, Allemagne en tête, sont budgétairement sous la pression du président américain Donald Trump qui leur réclame un effort plus massif pour arriver à l'objectif de dépenses égales à 2% du PIB. Sur les 30 pays membres, 10 se situeraient au-dessus de ce seuil en 2020, dont la Grèce (2,58%), le Royaume-Uni (2,43%), la Pologne (2,30%) et la France (2,11%).     Lale Sariibrahimoglu Tunisia and Indonesia are both interested in acquiring Roketsan guided munitions for their future unmanned aerial vehicles (UAVs), according to Murat İkinci, the Turkish company's general manager. “Countries like Indonesia and Tunisia, which are in search of unmanned aerial vehicles, have a high demand for the procurement of mini smart munitions MAM-L and MAM-C, the main weapon systems mounted on the Turkish UAVs,” İkinci said in an interview with state-owned Anadolu Agency (AA) on 18 October. It was reported earlier this year that Tunisia had ordered six Anka-S systemsfrom Turkish Aerospace Industries (TAI), each with two UAVs. However, Africa Intelligence reported in September that the contract had been cancelled as Tunis could not find the funds. The Anka-S is the version of TAI's Anka family that has a satellite communications capability for beyond-line-of-sight operations. Roketsan's MAM-L and smaller MAM-C laser-guided bombs have been integrated with the Anka.     Ed Adamczyk Oct. 21 (UPI) -- Boeing has received a $30 million U.S. Navy contract will demonstrate advanced missile technologies for use on F/A-18 Super Hornet fighter planes, the company said. Boeing and the Navy's Air Warfare Center Weapons Division will develop the Supersonic Propulsion Enabled Advanced Ramjet, or SPEAR, flight demonstrator, with a first flight scheduled for 2022. The contract comes after the Department of Defense sought information to help the Navy determine technical requirements of future carrier-based land and sea strike weapons systems, a Boeing statement on Tuesday said. The statement cites the company's "prior successes" in work on the experimental X-51A Waverider, a hypersonic weapon capable of traveling at five times the speed of sound, as well as the Triple Target Terminator program. The T-3 was led by the Defense Advanced Research Projects Agency and explored use of very-long-range missiles launched from aircraft to combat hostile aircraft, cruise missiles and on-ground air defense shields. Although no connection between supersonic and hypersonic missiles was announced, the Boeing statement indicates that the capabilities of the demonstrator will be included in future anti-ship and land-attack missiles carried by fighter planes. Boeing-built Navy F/A-18E/F Super Hornets will likely have advanced features added during Block III upgrade programs.     Seapower Staff EAST HARTFORD, Conn. — Pratt & Whitney, a division of Raytheon Technologies Corp., has been awarded a $1.5M contract to conduct an F135 modernization study and operational assessment by the F-35 Joint Program Office to determine specific propulsion system growth requirements for Block 4.2 F-35 aircraft and beyond, the company said in an Oct. 20 release. The study is expected to conclude in March 2021. “This award is a significant milestone for the program and the warfighter, as we look to ensure the F135 propulsion system continues to provide the foundation for all air vehicle capability requirements over the full lifecycle of the F-35,” said Matthew Bromberg, president, Pratt & Whitney Military Engines. “As we look to the future, growth in aircraft capability must be met with matched propulsion modernization. Fortunately, the F135 has ample design margin to support agile and affordable upgrades that will enable all F-35 operators to keep pace with evolving threat environments.” Under this award, Pratt & Whitney will assess F135 engine enhancements required to support future F-35 weapon system capability requirements across all F-35 variants beginning with Block 4.2 aircraft. The scope of the assessment focuses on enhancements addressing improvements to up and away thrust, powered lift thrust, power and thermal management capacity, and fuel burn reduction. Designed with the knowledge that operational environments will evolve and threats will advance, the F135 is postured to meet future F-35 capability requirements. Its modular design and advanced digital architecture allow for the agile development and spiral insertion of both hardware and software upgrades. As part of the study, Pratt & Whitney's GATORWORKS organization will complete the conceptual design and analysis of multiple F135 Engine Enhancement Package (EEP) growth options with phased insertion plans. Leveraging significant U.S. Government and Pratt & Whitney investment in next generation adaptive propulsion technologies, Pratt & Whitney's EEP approach offers low risk, variant-common upgrade options for the F135 that provide increased performance aligned with the program's continuous capability development and delivery strategy and serve as a critical enabler for future capability growth of the F-35 weapon system.     BAE teams up with Elbit on combat vehicle tech

    Jen Judson BAE Systems is teaming up with Elbit Systems of America to develop combat vehicle technology, according to an Oct. 21 BAE statement. “The arrangement is focused on validating and integrating new technologies on combat vehicle systems to deliver advanced warfighting capabilities,” the statement reads. On the eve of the start of the Army's second attempt to hold a competition to replace its Bradley Infantry Fighting Vehicle with an Optionally Manned Fighting Vehicle (OMFV), the announcement could signal BAE's plans to take a shot in the new effort. BAE Systems — Bradley's manufacturer — opted out of the previous OMFV competitive effort because the company felt the requirements and timeline to design, develop and field a new vehicle wasn't realistic. And the Army ended up withdrawing its first solicitation in that competition because just one competitor was able to deliver a physical bid sample within the required timeline. BAE has been quiet about whether it plans to invest its time and money into the new OMFV competition, but a partnership with Elbit, which is a leader in advanced turret solutions, could be a sign that it will participate this time around. “The teaming arrangement will explore crew automation, vehicle protection systems and other defensive and offensive systems for integration into turrets of various cannon calibers and supporting weapon systems for combat vehicles,” according to the statement. “BAE Systems and Elbit America are investing in transformational combat vehicle technologies and turret solutions that will greatly enhance the lethality and survivability of next-generation combat vehicles for the U.S. and international militaries,” Jim Miller, director of business development at BAE Systems, said. “Our relationship demonstrates a commitment to provide our customers with solutions for future battlefields based on our collective combat vehicle expertise.” The day before the announcement, Rheinmetall put out a statement saying it was teaming with Textron Systems to pitch its Lynx41 vehicle for the OMFV competition. Rheinmetall made an unsuccessful attempt last year to enter the OMFV competition with Raytheon as a US-based partner, but said it was unable to get its single Lynx vehicle in existence to the United States by the Army's due date to deliver a physical bid sample. General Dynamics Land Systems is also expected to compete in the OMFV competition. It was the only company to deliver physical bid sample in the last go-around. The Army is not requiring a bid sample in the new OMFV competition. The Army put out a draft solicitation in July and plans to release its request for proposals to industry in December. The service plans to request whitepapers and then choose five prime contractor teams to design rough digital prototypes. The service will then award up to three contracts for a detailed design and prototype phase that will include options for low-rate initial production.     Elta Systems, Hensoldt partner on system to consolidate submarine capabilities

Frantzman JERUSALEM — Israeli company Elta Systems has partnered with German firm Hensoldt to develop a single piece of technology for submarine masts that combines optics, communications and other sensors. The Integrated Communication and Surveillance, or ICS, system combines Hensoldt's optical surveillance optronics mast OMS 150 with Elta's expertise in signals intelligence and satellite communications payloads. Elta, a subsidiary of Israel Aerospace Industries, said the product will address the need to combine operational possibilities on one mast while maintaining the submarine's stealth capability. “The collaboration is part of Elta's new strategy, leveraging our advanced technological experience and know-how accumulated over decades of defense operations. This collaboration will bring value to our customers by offering a unique, cost-effective, compact and high-utility solution,” Elta CEO Yoav Tourgeman said. The ICS system combines optics, radar warning, and monitoring of GPS and communications with other vessels and units. “The data gathered in real time can provide the submarine's crew vital information regarding the enemy's exact location and current situation. It is equipped with a SATCOM and Laser system for secure communications,” according to an Elta statement. The system is being rolled out as part of the European maritime trade show Euronaval, which is being held virtually this year due to the coronavirus pandemic. Brent Sadler, a senior fellow for naval warfare and advanced technology at the Heritage Foundation think tank, said submarine forces are likely to grow in the coming years, which means "the market for periscopes is growing faster than in the recent past.” “So the trend is to reduce the number of masts you stick out of the water,” he added, "so if you have a periscope and need to do radio communications or listen for hostile radar, better to have that on one mast.” According to two sources involved with developing the ICS system at Elta, the new integration seeks to provide submariners with additional capabilities that complement a naval task force. The demand for submarines is increasing, and as they performing less missions strictly alone, the subsurface boats need more sensors and communications tools to work with other vessels as well as airborne and ground assets. Sadler points out that one of the challenges here is not only miniaturizing add-on payloads but also cooling the thermals because these additions and sensors add heat that can be detected. The traditional dilemma for submariners is performing missions successfully while reamining stealthy, according to Elta naval systems expert and retired Israeli Navy commander Shlomi Dor. “You need a communication mast, and adding an ISR capability with SATCOM on the same periscope — it's the only mast that keeps safety for submarine[s] ... and communicate[s] to task force and headquarters, whoever you need to be in touch with. This mast is a very robust solution that I think will contribute a lot for mission's sake all over the world.” The integration of the ICS system on the mast can be done in a refit without changes to existing submarine infrastructure, according to Elta. Michael Sela of Elta told Defense News that the system builds on mature and field-proven sensors, and uses the company's expertise in phased array SATCOM antennas and other technology. It is expected to be operational in the near future. Developments in periscope design, among other technological trends, will impact submarine designs, perhaps making them smaller with taller periscopes, Sadler said. An uptick in submarine purchases means increasing economies of scale that lead to the research and development behind new designs. But Sadler raised concerns about Elta's parent company, IAI, cooperating with China on civil aviation projects. The West, in particular the United States, has raised the alarm over China's involvement in the defense industrial base.
