    Le forum innovation défense, qui se tient du 2 au 4 décembre, en format digital, est l'occasion d'évoquer les ruptures technologiques en cours, dont les métamatériaux. Ces matériaux artificiels conçus au niveau atomique permettraient de rendre les avions de combats et les navires plus discrets vis à vis des radars et sonars adverses. Plusieurs projets de développement sont en cours. Le missilier MBDA mène ainsi des travaux pour exploiter cette technologie afin que ses missiles échappent aux défenses ennemies. « Pour rendre les missiles furtifs, les matériaux sont l'approche principale. Il s'agit d'éviter que des parties du missile n'émettent trop de radiations qui pourraient être détectées », explique Denis Gardin, directeur de l'innovation et des technologies futures pour MBDA.     Fifth missile warning satellite ready for launch, Lockheed Martin announces

    By Ed Adamczyk Dec. 2 (UPI) -- The fifth missile warning satellite of the U.S. Space Force has been constructed and is ready for launch, manufacturer Lockheed Martin announced on Wednesday. The Space Based Infrared System Geosynchronous Earth Orbit, or SBIRS GEO-5, is scheduled to be launched in 2021 aboard a United Launch Alliance Atlas 5 rocket. ULA is a Boeing and Lockheed Martin consortium. The first satellite in the series was launched in 2011, but the newest version features the LM 2100 military combat bus. The bus, the space vehicle that carries the satellite's sensors and electronics, is designed to "provide greater resiliency and cyber-hardening," Lockheed said in a statement. The new satellite also includes "enhanced spacecraft power, propulsion and electronics; common components and procedures to streamline manufacturing, and a flexible design that reduces the cost to incorporate future, modernized sensor suites," according to the company. The next satellite in the series, GEO-6, and future Next Gen OPIR [Overhead Persistent Infrared missile warning] satellites, will also include the upgrade. GEO-6 is expected to launch by 2022, with the OPIR satellites expected to launch beginning in 2025. The constellation of U.S. Space Force missile warning satellites are equipped with powerful scanning and staring infrared surveillance sensors. The sensors collect data useable in discovering missile launches It also supports ballistic missile defense, expands technical intelligence gathering and improves battlefield situational awareness. "SBIRS' role as an ever-present, on-orbit guardian against global ballistic missile threats has never been more critical," Tom McCormick, Lockheed Martin's vice in a statement on Wednesday.     JLTV: New $911M Order Strengthens Oshkosh’s Hand For Recompete

That'll keep production going through a re-competition scheduled for 2022. By SYDNEY J. FREEDBERG JR.on December 02, 2020 at 4:49 PM WASHINGTON: The Army's already shared Oshkosh's Joint Light Tactical Vehicle design with rival companies, who hope to take over the program when a new competition is held in 2022. But, having announced a new $911 million order just yesterday, Oshkosh Defense is confident that it'll fend off all challengers and keep building JLTVs for years to come, general manager George Mansfield told me this morning. “This contract really shows how the Joint Program Office feels about Oshkosh,” Mansfield said. “They're very confident we build a good quality product, [and] we are on time and under budget so far.” In fact, Mansfield said, Oshkosh JLTVs were coming in so much under budget that the military was able to buy more vehicles in less time than the original contract anticipated. (And it did so despite cuts to the JLTV budget in recent years). That's why the Army — which runs JLTV on behalf of all the US armed services and seven foreign customers from Belgium to Brazil — had to issue the new contract this fall. You see, in 2015, when Oshkosh beat aerospace titan Lockheed Martin and Humvee manufacturer AM General, the Army issued a production contract with a maximum value of $6.7 billion and a maximum quantity of 16,901 vehicles. That contract was supposed to last eight years, through 2022. Before it ran out, the Army would hold a new competition, open to all comers, with the winner – perhaps Oshkosh, perhaps a rival – getting a new contract to build JLTVs after 2022. But Oshkosh kept selling JLTVs more cheaply than the 2015 contract had assumed. That meant the military could buy more vehicles more quickly, even with a reduced budget for JLTV. That meant, in turn, that it ran up against the 2015 contract's 16,901-vehicle maximum this fall, two years ahead of schedule. So, to keep production going, the Army issued the new contract: an additional $911 million for 2,738 more JLTVs, plus 1,001 trailers and other kit. That brings the total on order to 18,073 JLTVs, of which over half – about 9,500 – have already been delivered. What does a JLTV cost? That's tricky. Oshkosh doesn't divulge exact prices. The government's estimated Average Procurement Unit Cost per JLTV is $395,000 (once adjusted for inflation; it's $365,000 in 2015 dollars). If you just divide the dollar value of the new contract by the number of vehicles, the average cost per JLTV has fallen below $333,000. But the actual price per JLTV is actually a lot lower than that, because these contracts always include trailers, specialized mission equipment for different JLTV variants, spare parts and support. The new contract allows the Army to order additional JLTVs through November 2023. That keeps production going through the re-competition, which is scheduled to award a contract in the second half of 2022. Now, the re-compete is not about picking a new design. Instead, it's about giving the Army the option to pick a new manufacturer for the existing design. Under the terms of the original 2015 contract, the government bought the Technical Data Package that shows you how to build a JLTV and can give that data to any company it likes. In fact, several potential competitors have not only gotten the data package, they've actually leased JLTVs so they can reverse-engineer them. But while competitors now have the JLTV design, they don't have Oshkosh's facilities, workforce or their years of experience actually building it. “We've been manufacturing this vehicle for five years,” Mansfield told me. “We know how it's designed because we designed it, we know how to manufacture it, we've got a strong supply base.     Raytheon wins pair of Air Force and Navy IT contracts

    Andrew Eversden WASHINGTON — Raytheon's intelligence and space business announced Wednesday it was awarded a five-year basic ordering agreement for software services by LevelUP, a U.S. Air Force software factory. The award to the defense giant comes after the company announced a $70 million contract for submarine communications sustainment with the Navy. A Raytheon spokesperson was unable to provide a contract value for the Air Force deal. According to Raytheon, the basic ordering agreement will be the “primary avenue” for the Air Force's Platform One system, which serves as the service's primary platform for software development. The deal also impacts the development of the Advanced Battle Management System, the Air Force's platform to enable the Joint All-Domain Command and Control concept. “To combat increasingly fast, capable and agile threats, we must be able to deliver services within hours, or even minutes,” said David Appel, vice president of defense and civil solutions for space and C2 systems with Raytheon Intelligence and Space. “This agreement provides an avenue for the Air Force to achieve that. We're now positioned to rapidly deliver agile cyber solutions to the Air Force and the Department of Defense.” The Air Force decided to create the LevelUP factory after its work developing U.S. Cyber Command's Unified Platform, the combatant command's first major weapons system. The Air Force wanted the factory to help other components with similar software projects. Submarine communications Meanwhile, below sea level, Raytheon was awarded a $70 million contract to provide sustainment services to Navy submarines, the defense giant announced Dec. 1. Under the five-year, indefinite delivery, indefinite quantity contract, Raytheon will provide test, inspection, evaluation and restoration services of Submarine High-Data Rate, or SubHDR, mast components. SubHDR connects submarines to the Defense Department's Global Broadcast Service, a network that allows for one-way communication of data and video files. The SubHDR systems relies on a special mast antenna that connects the subs to networks above the sea. The Global Broadcast Service relies on the Milstar satellite constellation and Defense Satellite Communication System. According to a Raytheon news release, SubHDR “vastly improves a submarine's mission capability and the quality of life for submariners by affording them high-data rate communications with the world outside of the sub.” “The SubHDR system was created to support protected high-data rate communications for submarines,” said Denis Donohue, vice president for communications and airspace modernization systems for Raytheon Intelligence and Space. “SubHDR mast is a protected, secure and survivable system to support all communications needs, from day-to-day messaging to ensuring the commander-in-chief can stay connected with his commanders.” Naval Undersea Warfare Center awarded the contract. https://www.c4isrnet.com/battlefield-tech/it-networks/2020/12/02/raytheon-wins-pair-of-air-force-and-navy-it-contracts/

    By: Tom Kington ROME – Italy is planning to buy up to eight new Gulfstream signals intelligence aircraft and build a maintenance hub for similar aircraft operated by other nations around the Mediterranean. The plans, which were outlined in documents supplied to the Italian parliament, would reinforce Italy's signals intelligence capability as the Mediterranean becomes a flashpoint for regional tensions with neighbors like Turkey and Egypt tussling over the future of lawless Libya. The Italian acquisition was first mentioned in this year's budget document, released in October, which cited the need for ‘multi-mission, multi-sensor' Gulfstream G-550 jets and listed an outlay of 1.23 billion euros. An illustration of the aircraft in the document resembled Israel's ‘Shavit' Signals Intelligence Gulfstream, while the required capabilities listed included command and control, “electronic superiority” and “electronic protection of forces.” Now, the government has sent parliament a second document giving more details of the plan ahead of a vote by the parliamentary defense commission on the purchase. The document calls for the purchase of two aircraft which have already been converted for Sigint missions and equipped with the required systems before the purchase of a further six G-550 jets ready for subsequent conversion. Analysts have suggested the need to buy the unconverted aircraft quickly is due to the Gulftstream G550 going out of production. The aircraft would be based at the Italian Air Force's Pratica di Mare base south of Rome, which is already home to the two Gulfstream 550 Conformal Airborne Early Warning aircraft Italy purchased from Israel's IAI in 2012. With up to 10 G-550s in its fleet, Italy would build up a maintenance operation which would not only serve its own aircraft but be able to “offer services to the Gulfstream fleet operating in Europe and the Middle East, with about 200 jobs created,” the document stated. No indication was given about which company would be contracted to supply the two converted jets or carry out the conversion work on the other six, but the document stated that “given the complexity” of the program, a non-Italian contractor would be brought in. National offset work would be sought the document stated.     Pour le directeur de l'Agence de l'innovation de défense, Emmanuel Chiva, il faut détecter plus vite les technologies capables d'arriver sur le champ de bataille pour imaginer les parades et les évaluer à des fins militaires. L'Usine Nouvelle. - Quel est l'objectif du ministère des Armées avec cette deuxième édition digitale du Forum innovation défense, du 2 au 4 décembre ? Emmanuel Chiva. - Nous souhaitons montrer à un large public la diversité de l'innovation de défense en termes de recherche, de projets et de préparation des futures capacités militaires. Nous voulons attirer des sociétés industrielles et des porteurs de projets innovants en les informant du soutien dont ils peuvent bénéficier. C'est également un moyen de susciter des vocations chez les ingénieurs et les chercheurs. Cet événement sera l'occasion de lancer notre fonds d'investissement dédié à l'innovation de défense et doté de 200 millions d'euros. Quel est le profil des entreprises ciblées ? Nous visons les entreprises qui ont un potentiel dual, à la fois civil et militaire dans des technologies qui sont importantes pour les armées : les technologies quantiques, l'intelligence artificielle, l'énergie, les matériaux... Ce qui nous intéresse, c'est de « capter » des technologies développées par des sociétés déjà établies sur leur marché primaire, mais qui présentent un intérêt pour la défense. Pourtant certaines sociétés innovantes nous disent qu'il n'est pas toujours simple de travailler avec le ministère. Comme le fabricant de drones Parrot... Je suis surpris. Des acteurs comme Parrot sont reçus à l'Agence et nous regardons comment nous pourrions intégrer leurs technologies... C'est typiquement le type d'innovation qui nous intéresse. De la même manière, nous travaillons avec Franky Zapata [l'inventeur du Flyboard, un engin à sustentation hydropropulsé, ndlr]. Nous réfléchissons à l'utilisation de sa technologie pour envisager un « robot-mule volant » à des fins d'évacuation sanitaire, de transport de munitions... Nous finançons ses travaux pour optimiser ses moteurs en termes d'autonomie et de discrétion acoustique, en partenariat avec l'Office national d'études et de recherches aérospatiales (Onera) et la société Poly-Shape, spécialiste de la fabrication additive à partir de métal. Auparavant, les grands programmes militaires dans le spatial, la dissuasion nucléaire, tiraient l'innovation civile... Aujourd'hui, l'inverse se produit. Pourquoi ? Ce qui a changé, c'est le rythme de l'innovation civile. On assiste à un raccourcissement des cycles entre l'idée, sa réalisation et son emploi sur un marché. La puissance des Gafam et de leurs équivalents chinois, les BATX, change aussi les équilibres. Ils investissent des sommes considérables dans les applications à base d'intelligence artificielle, d'où l'accélération et la démocratisation de l'accès à cette technologie. C'est une source d'opportunités pour les armées. Le secteur civil est mieux placé que nous pour développer certaines technologies car nous n'irons pas plus vite. C'est le cas des processeurs graphiques, tirés par l'industrie du jeu vidéo, ou de la propulsion électrique, tirée par l'industrie automobile. Néanmoins, ces technologies civiles vont nécessiter une adaptation. Une voiture électrique sur une autoroute européenne n'est pas soumise aux mêmes conditions d'emploi qu'un véhicule d'infanterie dans le nord du Mali, où les routes sont sommaires et les stations de recharge inexistantes ! Cette démocratisation des technologies ne représente-elle pas une menace ? Ce qui nous empêche de dormir, ce serait de rater les prochaines évolutions à très court cycle et que nos adversaires s'en emparent alors avant nous. Regardez les groupes terroristes : ils utilisent les drones, l'impression 3D pour fabriquer des armes... Plus vite nous détectons l'innovation, plus vite nous pouvons imaginer les parades pour nous en protéger et les évaluer pour un usage militaire. Nous sommes engagés dans une course. Comment l'agence s'organise-t-elle pour capter cette innovation tous azimuts ? La loi de programmation militaire 2019-2025 prévoit d'augmenter de 25 % les crédits annuels consacrés à l'innovation pour atteindre 1 milliard d'euros en 2022. Avec ses 100 salariés, l'Agence agit avant tout comme un chef d'orchestre de l'innovation. Et dans un orchestre, le chef ne joue pas tous les instruments ! Nous nous appuyons sur un réseau national qui comprend les laboratoires d'innovation des armées et les centres d'expertise technique et d'essais de la Direction générale de l'armement. Nous avons par ailleurs créé une cellule de détection et de captation, une petite équipe chargée de faire en quelque sorte « la chasse et la pêche » à l'innovation. Il s'agit de correspondants qui se rendent dans les incubateurs, les salons, les communautés d'innovations... Ces derniers ont permis à l'Agence de travailler avec la société SEAir, qui fabrique des foils rétractables pour les bateaux à coque semi-rigide. Demain, une embarcation des forces spéciales intégrera cette innovation. Nos équipes n'hésitent pas non plus à se rendre là où on ne les attend pas. Les salons de cosmétique par exemple ! Les géants du domaine réalisent des développements pour le traitement de la peau qui pourraient avoir un intérêt dans le soin aux grands brûlés. Dans certains domaines technologiques, par exemple les missiles hypervéloces, la France ne risque-t-elle pas de se faire déclasser ? Les États-Unis, la Russie et la Chine sont les plus actifs sur ce sujet. Si la France est plus discrète, elle n'a pas forcément de retard du fait des exigences technologiques dans le domaine des véhicules spatiaux liés au programme de dissuasion. Nous avons une expertise reconnue en matière de technologies spatiales, de propulsion, de guidage et de science des matériaux. Nous menons un programme structurant dans le domaine de l'hypervélocité qui s'incarne, par exemple, dans le développement par l'Agence d'un démonstrateur dédié à la montée en maturité des technologies d'un planeur hypersonique. Quelles sont vos priorités en matière de technologies quantiques ? À notre sens, l'ordinateur quantique n'est pas un sujet militaire en soi. La recherche d'un tel ordinateur est faite par l'industrie, au niveau mondial. En revanche, le ministère des Armées finance les travaux qui sont spécifiquement liés à une utilisation militaire possible des technologies quantiques. Les technologies de cryptographie post-quantique nous intéressent au premier plan. Nous suivons également de près l'évolution des capteurs quantiques. En particulier les travaux de l'Onera sur les gravimètres quantiques à atomes froids, qui peuvent avoir des applications dans la navigation sans GPS. Vous aviez en prévision la création d'une Red Team au sein du ministère des Armées, qui s'appuierait sur des auteurs de science-fiction. De quoi s'agit-il ? Nous profiterons du Digital forum innovation défense pour faire découvrir les auteurs qui ont intégré cette Red Team et pour rendre publics ses premiers travaux. Son but est d'identifier les menaces auxquelles nous pourrions être confrontés à l'horizon 2060 et la manière de les anticiper d'un point de vue technologique, organisationnel et sociétal... Pour illustrer la démarche, citons l'équipe de Los Alamos du programme nucléaire américain à la veille de la Seconde Guerre mondiale, qui a reconnu s'être inspirée des ouvrages de Robert Heinlein, un auteur de science-fiction, pour mettre au point le concept de la dissuasion nucléaire. Isaac Asimov, auteur de la série « Fondation », a également travaillé pour le gouvernement américain. Nous avons d'abord été surpris par le succès de notre appel à candidatures auprès des personnes travaillant dans le domaine de la science-fiction : auteurs, écrivains, dessinateurs...     E-2D Hawkeye : venir moderniser les moyens de la Marine Nationale

    La DGA a annoncé une commande de trois avions de guet aérien embarqué E-2D Hawkeye à destination de la Marine Nationale. Ils viendront embarquer sur le PANG. Foreign Military Sale. Le Ministère des Armées a rapporté le 20 novembre que la Marine serait prochainement dotée d'avions de guet aérien embarqué E-2D Hawkeye, en remplacement des E-2C actuellement en service. Ce contrat, qui prend la forme d'une FMS, a été formalisé le 4 novembre entre les armées françaises et le gouvernement américain. Prévu depuis plusieurs années, cette commande était inscrite au sein de la LPM 2019-2025 et fait suite à une longue réflexion menée par la Marine nationale, accompagnée par la DGA. Les premières livraisons sont attendues dès 2028. Le retrait du service des E-2C sera corrélé à l'arrivée des E-2D. Moderniser la flotte. Les E-2D Hawkeye, de Northrop Grumman, viendront moderniser la flotte d'aéronefs de la Marine nationale et permettront de remplacer les E-2C Kawkeye, actuellement en service. De par les développements technologiques apportés par ce nouvel appareil, le MinArm parle de « saut de génération ». « Son radar à antenne active, son cockpit et ses liaisons de données sont notamment améliorées et il peut également être ravitaillé en vol », souligne ainsi le Ministère des Armées. Les E-2D seront dotés du radar AN/APY-9 à antenne électronique active, une technologie permettant d'accroître les capacités de détection de l'appareil. Par ailleurs, afin de procéder à une évaluation de la situation maritime, les E-2D emporteront un calculateur, directement développé en France par le SIAé. Enfin, la Marine nationale nous précise que « le système de communication est entièrement modernisé, ainsi que le système de pilotage avec glass-cockpit ». Porte-avions. Tout comme les E-2C qu'ils viendront remplacer, les E-2D Hawkeye seront opérés par la flottille 4F, depuis la base aéronautique navale de Lann-Bihoué. Et tout comme leurs prédécesseurs ils pourront être embarqués sur le porte-avions Charles de Gaulle ainsi que sur le PANG (porte-avions de nouvelle génération). Les travaux d'intégration ont débuté dans ce sens. « Leurs caractéristiques sont d'ores et déjà prises en compte dans la conception du futur porte-avions français. Ils seront donc nativement compatibles », nous explique la Marine, interrogée à ce sujet. MCO. Outre l'acquisition des trois E-2D Hawkeye, la FMS passée avec le gouvernement américain et Northrop Grumman comprend un volet soutien. L'industriel américain sera ainsi en charge de la maintenance des appareils sur les deux premières années. Par la suite, la DMAé prendra le relai et notifiera un nouveau contrat de soutien. Le SIAé s'occupera alors de la cellule et des équipements depuis Cuers et des moteurs depuis Bordeaux. Le montant total du contrat s'élève à 1,850 Md€.
