    Could soldiers silently communicate using brain signals in the future?

    Andrew Eversden WASHINGTON — A breakthrough in decoding brain signals could be the first step toward a future where soldiers silently communicate during operations. New research funded by the U.S. Army Research Office successfully separated brain signals that influence action or behavior from signals that do not. Using an algorithm and complex mathematics, the team was able to identify which brain signals were directing motion, or behavior-relevant signals, and then remove those signals from the other brain signals — behavior-irrelevant ones. “Here we're not only measuring signals, but we're interpreting them,” said Hamid Krim, a program manager for the Army Research Office. The service wants to get to the point where the machine can provide feedback to soldier's brains to allow them to take corrective action before something takes place, a capability that could protect the health of a war fighter. Krim pointed to stress and fatigue signals that the brain gives out before someone actually realizes they are stressed or tired, thus letting troops know when they should take a break. The only limit to the possibilities is the imagination, he said. Another potential future use is silent communication, Krim said. Researchers could build on the research to allow the brain and computers to communicate so soldiers can silently talk via a computer in the field. “In a theater, you can have two people talking to each other without ... even whispering a word,” Krim said. “So you and I are out there in the theater and we have to ... talk about something that we're confronting. I basically talked to my computer — your computer can be in your pocket, it can be your mobile phone or whatever — and that computer talks to ... your teammate's computer. And then his or her computer is going to talk to your teammate.” In the experiment, the researchers monitored the brain signals from a monkey reaching for a ball over and over again in order to separate brain signals. But more work is to be done, as any sort of battle-ready machine-human interface using brain signals is likely decades away, Krim said. What's next? Researchers will now try to identify other signals outside of motion signals. “You can read anything you want; doesn't mean that you understand it,” Krim said. “The next step after that is to be able to understand it. The next step after that is to break it down into into words so that ... you can synthesize in a sense, like you learn your vocabulary and your alphabet, then you are able to compose. “At the end of the day, that is the original intent mainly: to have the computer actually being in a full duplex communication mode with the brain.” The Army Research Office-backed program was led by researchers at the University of Southern California, with additional U.S. partners at the University of California, Los Angeles; the University of California, Berkeley; Duke University; and New York University. The program also involved several universities in the United Kingdom, including Essex, Oxford and Imperial College.     by Jon Grevatt Rheinmetall Defence Australia (RDA) has formed a partnership with a Brisbane-based firm to support its proposal to supply the Australian Army with its Lynx KF41 infantry fighting vehicle (IFV). RDA said on 24 November that Queensland Gaskets, which manufactures gaskets and sealing devices, will join its “growing team of Australian small and medium-sized enterprises (SMEs)” supporting its bid for the Land 400 Phase 3 contract. If RDA's bid is successful, Queensland Gaskets will supply a range of locally produced precision-cut components for the Lynx vehicle. RDA also proposes to assemble the vehicle in Queensland at its new Military Vehicle Centre of Excellence (MILVEHCOE) at Redbank, southwest of Brisbane. Earlier in November, Rheinmetall unveiled the first of three Lynx IFVs that will compete in test and evaluation trials for the Land 400 Phase 3 contract. Rheinmetall is delivering the vehicles as part of a Risk Mitigation Activity (RMA) set to be conducted in Australia over a 12-month period starting this month.     By Anthony Capaccio Boeing Co. has been cited by the Pentagon's contracts management agency for an increase in incidents of damage to military aircraft or components at three of its facilities. The citation from Army Lieutenant General David Bassett, director of the Defense Contract Management Agency, cited “recent negative trends” in mishaps at Boeing's facilities in Seattle, San Antonio and Mesa, Arizona, “that far exceeds historical rates” and are “not consistent with expected performance.” The results could include damage from parts falling off a cart during transportation or too little overhead “clearance when maneuvering the aircraft or ground support equipment resulting in repairs needing to be made,” Matthew Montgomery, a spokesman for the contracts agency, said in an email. “Our analysis of mishaps indicates a disproportionate number of events occurring at Boeing facilities” since 2018 involving aircraft or parts damaged before delivery to the military, Bassett told Leanne Caret, chief executive officer of Boeing's defense unit, in a previously undisclosed June letter obtained by Bloomberg News. The mishaps add to other indications of challenged performance at units of Chicago-based Boeing, the No. 2 defense contractor after Lockheed Martin Corp. They include problems with parts quality for Apache AH-64 helicopters that led to a recent halt in delivery that's still in effect and a wide-ranging Army-led inspection of the Mesa facility. In addition, Boeing is still struggling to deliver a KC-46 refueling tanker that meets refueling system specifications nine years after the company won the contract. Earlier: Boeing's Arizona Chopper Plant Under Scrutiny by Army Mishaps at Boeing facilities increased from 18% of those tracked by the defense contracts agency for large aviation contractors in fiscal years 2017 and 2018 to 38% in 2019. As of June, they stood at 50%, far exceeding “levels observed in other large DoD aircraft contractors of similar scope over the same time period,” Bassett wrote. The issues included a lack of procedures, a failure to follow those in place and “inattention or supervisory factors” that “contributed to the majority of these mishaps,” Bassett wrote. Of particular concern was Boeing's Seattle facility, where 66% of the company's fiscal 2020 mishaps occurred, he wrote. Since the letter, “Boeing leadership and their employees have responded well” and “have initiated changes that should lead to better quality and mishap outcomes,” Bassett said in a statement. “We look forward to those changes demonstrating enduring improvements in quality and mishap reduction that will improve the products we receive.” Boeing spokesman Todd Blecher said the company didn't have a comment on the Bassett letter.     By Christen McCurdy Nov. 24 (UPI) -- General Dynamics Electric Boat has awarded a $2.2 billion contract to Huntington Ingalls Industries for construction work on the first two Columbia-class ballistic missile submarines. The contract funds design support, construction and delivery of six module sections for the first two Columbia-class vessels, according to Huntington Ingalls. HII's Newport News Shipbuilding division is contracted to deliver the completed modules to General Dynamics for final assembly beginning in November 2022. "We are pleased to be a crucial design and manufacturing contributor to the Columbia-class program," said Charles Southall, Newport News' vice president of Columbia-class Submarine Construction. "This contract continues NNS' longstanding and strong commitment to the Navy's undersea enterprise through the design and construction of major modules and assemblies necessary to achieve program objectives," Southall said. The Columbia class of submarines is slated to replace the Ohio-class ballistic missile submarines, with the lead ship scheduled for delivery to the Navy in 2027. In June, the Navy awarded General Dynamics a contract for the first two vessels in the Columbia class of submarines, as well as Virginia- and Ford-class ships. The initial contract was for $869 million but the deal could total $9.5 billion if all options are exercised.     By Christen McCurdy Nov. 24 (UPI) -- BAE Systems has received a $197.4 million contract from the U.S. Navy for work on the amphibious assault ship USS Wasp, the Pentagon and BAE announced. Under the contract, BAE will drydock and perform maintenance and modernization work on the amphibious assault ship. The company's last maintenance availability aboard the Wasp was from December 2016 to May 2017, when it added modifications to support Joint Strike Fighter operations. The contract includes options that, if exercised, would bring the total value of the deal to $237.7 million. "BAE Systems is very familiar with USS Wasp, performing substantial upgrade work onboard before its forward deployment to Japan three years ago," said Mark Whitney, deputy general manager of BAE Systems Ship Repair and general manager of Norfolk Ship Repair. "Our team of skilled tradespeople and subcontractors look forward to executing another long sustainment period on Wasp, to ensure the ship retains its sharp warfighting capability." This is the second time in four years the contractor has been hired to perform significant work on the ship. BAE's Norfolk shipyard will begin working on the vessel performing hull, tank and mechanical work in February 2021.     MQ-9 Reapers to the UAE: Why Now?

The US State Department has notified Congress it plans to sell 18 battle-ready MQ-9B drones worth an estimated $2.9 billion to the UAE as part of a bigger deal that includes up to 50 F-35 fighter jets, as well as air-to-air and air-to-ground munitions. The UAE would become the first Middle Eastern customer to acquire lethal drones. Why now? The Israeli-UAE normalization of relations laid the foundation for it all, Lebanese strategic expert Naji Malaeb told me. “The path of normalization with Israel and the agreements that paved the way for it included deals that were not announced up until today,” the retired brigadier general said, adding that “more arms sales should see the light in the long run.” According to him, the sale had to be pushed fast given that the new administration in Washington might reconsider the whole matter. “Can we really assume that things remain the same under the Biden administration?” he asked, which explains the “urgency to finalize the deal without missing out on the opportunity to help both the American defense industry and the UAE.” Another reason is the fact that the Trump administration loosened measures to export drones after reinterpreting a Cold War-era arms agreement (the MTCR) between 34 nations to allow U.S. defense contractors to sell more drones to allies. “Trump's CAT policy with its emphasis on drone exports opened the door for such a sale a while ago,” senior fellow at the Middle East Institute and former Pentagon official in charge of security cooperation in the Middle East Bilal Saab told Breaking D in an interview. Abu Dhabi's increased interest in drones is due to its growing military role in the Gulf, Yemen and the Horn of Africa. “With the great role of Turkish Bayraktar drones emerging in both the Libyan and Nagorno Karabakh wars, and the game of regional axes, Turkey and the United Arab Emirates face off on more than one front,” Khattar Abou Diab, professor of geopolitical sciences at the Paris Centre for Geopolitics, told me. Simply, “Washington fears more Turkish independency or not controlling the Turkish situation,” he said, which is why it “provided one of its vital allies in the region with advanced weapons.” Another strategic perspective is the growing naval threat from Iran, I believe. Although the drone variant is yet to be confirmed, the UAE may get hold of the MQ-9B Sea Guardian which can be equipped with maritime surveillance radars, capabilities would be useful to the Gulf state. Military researcher and defense analyst at the Arab Forum for Policy Analysis in Cairo, Mohammad Al-Kenany believes the UAE will be using the Reapers for both land and maritime missions. “The systems won't be specialized to perform certain missions,” he said. Instead, the Gulf country is planning to operate them in missions related to overland ISR and to monitor the maritime activities across the Gulf. “It remains more important to the UAE however to keep a close eye on its waters,” he emphasized, given the ongoing Iranian threats in that area. The details of the deal clearly indicate that the UAE will also be equipped with ASW mission kits, receivers and acoustic processors, thermometric sonobuoys, active and passive sonobuoys and ASW acoustic operator workstations,” Al-Kenany explained, adding that “Iran's small fleet of submarines could well be a driver behind the UAE pursuing ASW capability with its drones.” What The Deal Represents The deal is a win-win situation for the US and the UAE as it clearly represents a huge leap for General Atomics' MQ-9 production line for one and the UAE air force for another. With Chinese and Turkish competitors proving highly successful at selling armed drones on the export market, and indigenous Arab industries quickly becoming more capable in producing their own unmanned vehicles, the agreement puts America on the map again. Saab, however, says he is less concerned about the first part: “We're less worried about competition in that space than we are in fixed-wing aircraft and larger land and air-based platforms. Our competitive advantage in UAS equipment is strong.” The UAE operates dozens of Chinese-made Wing Loong armed UAVs that were used against Houthi rebel leaders in Yemen and against ISIL-affiliated fighters in the Sinai. It produces its own drones, recently unveiling the new Garmousha drone, a light military unmanned aircraft designed to carry payloads of approximately 100kg with an endurance of six hours and 150km. All that shouldn't be a problem however because, “as cheesy or self-evident as it sounds, U.S technology offers greater operational flexibility,” said Saab. Malaeb agrees. “The UAE has long awaited such technologies even with the Chinese armed drones making a significant effect on the battlefields across the MENA region,” he said. “But let's face it, the MQ-9 Reaper is combat-proven, with an excellent operational record, albeit over non-contested skies.” Still, only time will tell the specific details of the deal which could reveal the kind of technology the U.S agreed to grant the UAE, without undermining Israeli military superiority or its military qualitative edge in the region. https://breakingdefense.com/2020/11/mq-9-reapers-to-the-uae-why-now/

    Four factors to consider in keeping NATO relevant

Hamilton The NATO alliance survived four years of U.S. President Donald Trump due largely to strong congressional support and clever leadership by Secretary General Jens Stoltenberg. After the bell ringing and fireworks end in European capitals to welcome President-elect Joe Biden, the alliance will need to realize that it can not go back to business as usual. The world has moved on during those four years and the alliance will need to continue to rejuvenate in order to remain relevant. That rejuvenation process will be enshrined in a new Strategic Concept, which should emerge over the next year or so. Stoltenberg already has a so-called reflection process underway designed to identify key areas where change is needed. Biden's foreign policy team will now weigh in. NATO's rejuvenation might unfold under what we call the “Four Cs.” We should want an alliance that is more coherent, more capable, more comprehensive in scope and with a more co-equal balance of contributions to the common defense. The return of Joe Biden alone will contribute to NATO's coherence, and reverse poisonous trans-Atlantic political relations. But the problem is deeper. Threat perceptions differ markedly across the alliance. There is broad lack of confidence in commitments to the North Atlantic Treaty, including its mutual defense Article V. There is democratic backsliding among several NATO members. Allies are facing off against each other in the Eastern Mediterranean. There are differing attitudes about Russian behavior around the Black and Baltic sea. There are differences about the endgame in Afghanistan. And there are uncertainties of how the alliance should address China's growing security role in Europe and the global commons. The new Strategic Concept will need to enhance coherence by reaffirming common democratic values and recommitting to the common defense. This will be the most important element of a new Strategic Concept. A review of the Strategic Concept can provide a process through which allies can assess mechanisms to uphold their mutual commitment to strengthen their free institutions, avoid straying from agreed democratic practices and prevent allies from confronting each other militarily. Second, the alliance needs to continue its efforts to strengthen its capabilities in two distinct areas: conventional military might and resilience against so-called hybrid or non-kinetic attacks. Since the Russian annexation of Crimea in 2014, NATO nations have begun to focus again on a major power competitor. Four NATO battlegroups are forward-deployed to the Baltic states and Poland. A small, very high-readiness force and a larger readiness initiative were undertaken to back up those battalions. A mobilization initiative was designed to make sure ready forces can forward-deploy quickly. But European defense budgets constrained by COVID-19 will put those initiatives in jeopardy. The Strategic Concept will need to prioritize those programs. The alliance must also more methodically address unconventional challenges to human security from Russia such as media disinformation, corrosive cyber operations, supply chain disruptions and energy intimidation. The Strategic Concept needs to design resilience programs so that alliance members can better protect the critical functions of our societies to such disruptive dangers. Next, the scope of NATO's mission needs to be more comprehensive. NATO's core tasks of collective defense, crisis management and cooperative security must be expanded to include countering challenges that contribute to global instability. Those challenges would range from managing global warming and pandemics through the refugee crisis to the rise of China. NATO has recently used its mobility and civil defense assets to mitigate the impact of the COVID-19 pandemic. NATO navies have contributed to saving the lives of refugees at sea. In addition, the consequences of a major ice melt will have a significant security impact in the Arctic, along urban coastlines and on further refugee flows. To remain relevant, NATO must begin to define its role in these areas. Stoltenberg has focused the alliance's attention on China. That nation is increasingly partnering with Russia in the military arena including defense industrial cooperation and joint exercises. It also has invested in European strategic infrastructure, created technology dependencies and used coercive diplomacy to stifle European voices. NATO's expanded role should include reducing those dependencies and developing much closer partnership ties with America's Asian allies. Finally, the new Strategic Concept should result in more co-equal trans-Atlantic distribution of military capabilities and responsibilities. This is less about traditional burden-sharing than it is about responding to two historical trends. Europe's response to the Trump years has been to seek greater strategic autonomy. China's military challenge has American planners focusing on Asia first. Many American friends of Europe are discussing a possible new division of labor, with the United States focusing more on China and European militaries focusing on Russia. This, however, could leave Europe poorly defended and open to coercion. The Strategic Concept will need to divine an elegant solution, perhaps with Europe accepting the responsibility to provide half of the capability needed to defend against a major Russian attack. NATO has remained history's strongest alliance precisely because it has adapted to new strategic conditions. It can do so again.     Delay hits production decision for US Army’s critical battle command system

    By: Jen Judson WASHINGTON — A production decision for the U.S. Army's critical battle command system has been delayed, the service confirmed to Defense News. An Office of the Secretary of Defense-level Defense Acquisition Board review was scheduled for Nov. 17, but due to some administrative issues, the board was unable to make a decision on the way forward for a program that has already experienced years of delays and setbacks. The Northrop Grumman-developed battle command system was originally meant to serve as the command-and-control system for the Army's future Integrated Air and Missile Defense System against regional ballistic missile threats, but the service has since expanded its planned role to tie together a much broader array of sensors and shooters capable of defeating other complex threats like cruise missiles and unmanned aircraft. To date, the Army has spent $2.7 billion to develop the system. “A small number of statutory and regulatory documents supporting the Milestone C [production] decision are in the final stages of approval, but not yet fully approved,” an Army spokesperson wrote in an emailed statement. “The program office and OSD directorates will hold technical briefings to obtain final approval signatures on some of the open documents. Document completion is largely administrative.” Specifically, final approval is needed for the program protection plan, the life-cycle sustainment plan and an update to the Capabilities Development Document, the spokesperson said. The principal members of the Defense Acquisition Board “concurred with the program's achievement of all Engineering & Manufacturing Development Phase exit criteria,” the statement noted. Ellen Lord, the undersecretary of defense for acquisition and sustainment, directed a follow-on meeting within 30 days to review document completion status. That review is anticipated to take place in mid-December. The delay in reaching a production decision is not expected to affect the Integrated Air and Missile Defense Battle Command System program schedule — at least in terms of operational testing and other major milestones ahead. The program struggled in 2016 during a limited-user test, but following several soldier checkouts and other test events over the past few years as well as a successful limited-user test this summer, it is expected the battle command system will be approved for production. Once approved for production, it will move into an initial operational test and evaluation phase in 2021.
