Rheinmetall expands industry team for Australian IFV bid

Rheinmetall Defence Australia (RDA) has formed a partnership with a Brisbane-based firm to support its proposal to supply the Australian Army with its Lynx KF41 infantry fighting vehicle (IFV).

RDA said on 24 November that Queensland Gaskets, which manufactures gaskets and sealing devices, will join its “growing team of Australian small and medium-sized enterprises (SMEs)” supporting its bid for the Land 400 Phase 3 contract.

If RDA's bid is successful, Queensland Gaskets will supply a range of locally produced precision-cut components for the Lynx vehicle.

RDA also proposes to assemble the vehicle in Queensland at its new Military Vehicle Centre of Excellence (MILVEHCOE) at Redbank, southwest of Brisbane.

Earlier in November, Rheinmetall unveiled the first of three Lynx IFVs that will compete in test and evaluation trials for the Land 400 Phase 3 contract.

Rheinmetall is delivering the vehicles as part of a Risk Mitigation Activity (RMA) set to be conducted in Australia over a 12-month period starting this month. These trials will incorporate tests including lethality, mobility, and protection.

    USAF’s Future Fighter Plan May Limit Growth, Study Says

    By Jen DiMascio The U.S. Air Force's plan for acquiring future fighter aircraft may crimp the service's ability to grow in the future, a study of the USAF's force structure plans indicates. The study, “The Air Force of the Future,” compares the service's force structure plans during times of peak budgets—in fiscal 2020 and fiscal 1985. In fiscal 2020, a budget of $205 billion could support 5,300 aircraft. This is a little more than half of the number that the same amount of money, adjusted for inflation, could support in 1985—9,400. The same holds true for the number of personnel, the report says. It was released Oct. 29 by Todd Harrison, director of the Aerospace Security Project at the Center for Strategic and International Studies, which examined three different studies of the size of the future force. As part of the report, Harrison drills further into the Air Force's spending habits to find that one factor underlying the inability to afford a larger force is the increase over time in operation and maintenance costs. “The average O&M cost per plane is 74% higher today in real terms than in fiscal 2001,” the report says. Looking more closely at maintenance costs, he finds that the most expensive aircraft to operate are the smallest fleets, such as the Boeing E-4 Advanced Airborne Command Post aircraft, the Northrop Grumman E-8 Joint Surveillance Target Attack Radar System and Northrop's B-2 bomber. “This is because the fixed costs of operating the fleet are distributed across more aircraft in large fleets, which brings down the overall ownership cost per plane,” the report says. “The data suggest that the Air Force could reduce operating costs by divesting aircraft that are maintained in small numbers in the current inventory and consolidating the capabilities they provide into common multimission platforms.” Air Force acquisition chief Will Roper is recommending an acquisition strategy dubbed the “digital century series.” It aims to build new fighter aircraft designed to last 3,500 flight hours in batches of hundreds, rather than the current model of pursuing advanced technology for an aircraft type that will last for decades. But Harrison estimates that the operation and sustainment cost of sustaining five different aircraft types of 72 aircraft, or 360 total aircraft, would cost about the same as sustaining 1,800 aircraft of the same type. “That's something the Air Force has got to consider,” Harrison said. “With the digital century series approach, they may end up with a bunch of small fleets and may limit the ability of the Air Force to grow in the future.” https://aviationweek.com/defense/usaf-s-future-fighter-plan-may-limit-growth-study-says

    CAE and Rockwell Collins join forces to develop integrated Live, Virtual, Constructive training solutions

    Companies to demonstrate integrated LVC-enabled capabilities at I/ITSEC 2017 Orlando, Florida, USA, November 27, 2017 - Today at the Interservice/Industry Training, Simulation and Education Conference (I/ITSEC), CAE and Rockwell Collins announced a collaborative agreement to develop integrated Live, Virtual, Constructive (LVC) training solutions. During I/ITSEC, CAE (Booth #1734) and Rockwell Collins (Booth #2201) will conduct several demonstrations of an integrated mission training exercise using fully connected, LVC training elements. A live-flying LVC-enabled L-29 aircraft, operated by the University of Iowa's Operator Performance Laboratory (OPL), will be networked with a variety of virtual simulators and constructive forces to demonstrate an integrated, joint, multi-dimensional mission training environment. The live, real-time LVC training exercises will take place at I/ITSEC at the following times: Tues., Nov. 28 - 12:30 to 1:15 p.m. and 2 to 2:45 p.m. Wed., Nov. 29 - 12:30 to 1:15 p.m. and 2 to 2:45 p.m. Virtual participants in the demonstration will include blue force F/A-18 aircraft simulators as well an E-2 aerial surveillance platform operated in the Rockwell Collins booth, networked to Naval Combat System Simulators (NCSS) and remotely piloted aircraft (RPA) desktop trainers running in the CAE booth. A variety of constructive elements representing enemy and friendly forces will be injected into the live and virtual training systems for the demonstration of immersive LVC training capabilities. Both CAE and Rockwell Collins will jointly conduct distributed command and control tasks during the exercise. "Integrated live, virtual, constructive training is becoming more critical as defense forces look to cost-effectively maintain readiness and prepare for operational missions," said Gene Colabatistto, group president, Defense & Security for CAE.
