US joins G7 artificial intelligence group to counter China

The U.S. has joined an international panel for setting ethical guidelines for the use of artificial intelligence, a move previously dismissed by the Trump administration.

The White House's chief technology officer, Michael Kratsios, told The Associated Press on Thursday it is important to establish shared democratic principles as a counter to China's record of “twisting technology” in ways that threaten civil liberties.

“Chinese technology companies are attempting to shape international standards on facial recognition and surveillance at the United Nations," he said.

The Trump administration had been the lone holdout among leaders of the Group of Seven — the world's wealthiest democracies — in setting up the Global Partnership on AI.

The partnership launched Thursday after a virtual meeting between national technology ministers. It was nearly two years after the leaders of Canada and France announced they were forming a group to guide the responsible adoption of AI based on shared principles of "human rights, inclusion, diversity, innovation and economic growth.”

The Trump administration objected to that approach, arguing that too much focus on regulation would hamper U.S. innovation. But negotiations over the past year and changes to the group's scope led the U.S. to join, Kratsios said.

“We worked very hard to make it clear that it would not be a standard-setting or policy-making body,” he said.

U.S. involvement is important because of the large role that American tech firms play globally and its historic advocacy for human rights, said Kay Mathiesen, an associate professor focused on computer ethics at Northeastern University in Boston.

“U.S. tech companies such as Microsoft, Google and Apple are all concerned about what guidelines they should be following to use AI responsibly,” she said. “Given their global presence, the fact that the U.S. wasn't involved does not mean that they would not end up having to follow any regulations developed by the rest of the G7.”

The U.S. push to scrutinize AI-assisted surveillance tools built by China also fits into a broader trade war in which both countries are vying for technological dominance.

Beijing on Monday demanded that Washington withdraw the latest round of export sanctions imposed on Chinese tech companies accused of playing roles in a crackdown in its Muslim northwestern region of Xinjiang.

    US Army triggers design competition for future attack reconnaissance helicopter

    By: Jen Judson WASHINGTON — The U.S. Army has kicked off a major design competition for its Future Attack Reconnaissance Aircraft by releasing a request to industry on Oct. 3 to submit plans that could lead to a chance to build flyable prototypes in just a few years. The service, in June, released a draft solicitation that outlined its intention to get two different helicopter prototypes flying in 2023. The effort is part of the Army's larger move to procure a family of Future Vertical Lift, or FVL, aircraft in the early 2030s, if not sooner. The Army has been talking about procuring an FVL family of helicopters for the better part of a decade and has debated whether to prioritize the pursuit of a medium-lift helicopter to replace UH-60 Black Hawks and AH-64 Apache helicopters. Alternatively, the service was considering buying an armed reconnaissance helicopter to fill the gap left by the OH-58 Kiowa Warrior's 2014 retirement. With the advent of the Army Futures Command and its focus on six modernization priorities, of which FVL is third, progress is being made at lightning speed to make FVL a reality. The service, through an FVL Cross-Functional Team, led by Brig. Gen. Wally Rugen, has settled on going after both a long-range assault helicopter and a Future Attack Reconnaissance Aircraftsomewhat back-to-back. But the FARA procurement plans are fast-paced and lead straight to a winner through a fly-off competition, which deviates from the way the Army has gone about its future medium-lift helicopter development. While the Army collected designs, reviewed them and selected two teams to build prototypes to fly in a Joint Multi-Role technology demonstration for a medium-lift aircraft, the results will simply inform requirements for the Army to move into a program of record where the service will make a determination on how it will compete, build and procure a long-range assault variant of FVL. With the FARA competition, the Army plans to award four to six initial design contracts in June of 2019, and then nine months later — to avoid camping out in the PowerPoint stage — the service will choose up to two designs to move forward in fiscal 2021 with a fly-off planned to start in the first quarter of 2023 (November 2022 to be specific, according to the solicitation). The Army will choose a winner and move forward into a milestone appropriate to advance the procurement of the helicopter, whether that is a technology development phase or engineering and manufacturing development or even a production phase, Rugen told a small group of reporters in an Oct. 3 media roundtable. It all depends on where the technology stands following the fly-off and what phase of the acquisition process the Army will enter once it chooses a winner, Dan Bailey, the Army's JMR-TD director, said in the interview. “The Army currently lacks the ability to conduct armed reconnaissance, light attack, and security with improved stand-off and lethal and non-lethal capabilities with a platform sized to hide in radar clutter and for the urban canyons and mega cities,” the solicitation states. The helicopter would be the “ ‘knife-fighter' of future Army Aviation capabilities” in a small package with “maximized performance,” it describes. The Army doesn't want to carve out requirements in granite, according to Rugen, and intends to be flexible as technology capability unfolds in the program, but the solicitation does state it wants a 40-foot maximum rotor diameter, and the fuselage should also not exceed 40 feet in width. By staying flexible, the Army hopes to steer clear of some of the mistakes it has made in the past attempting to acquire an armed reconnaissance helicopter. The Army failed three times to procure a new aircraft — the most memorable being the cancellation of the Comanche helicopter program in 2004 after two aircraft were built and $6.9 billion was spent. Rugen said the Army also wants to make sure affordability considerations are driven into the program and the designs from the beginning are a top requirement for industry to consider. The Army also wants the designs to incorporate the Improved Turbine Engine Program, or ITEP,engine that is being competitively developed to replace the engines in Black Hawks and Apaches. The Army is close to choosing a winner from two teams designing engines to move into the engineering and manufacturing development phase of the program within the next few months. The Army plans to spend approximately $15 million per industry participant in the initial design phase. Participants would receive $8.5 million in FY19 and $6.5 million in FY20. The two participants selected to continue into the prototype phase of the program would receive about $735 million each from FY20 to FY23. Rugen and Bailey said industry interest following the release of the draft solicitation in June has been higher than anticipated and included both industry partners that were not expected and all of those that were. Bailey said that, based on industry interest and participation so far, choosing six designs would be a competitive process because there are more than six possible entrants that have expressed interest in submitting designs. Tim Malia, Sikorsky's program director for FVL light development, told Defense News in a recent interview that the Lockheed Martin-owned company planned to use its X2 technology that is used in its S-97 Raider coaxial helicopter program as the centerpiece to its design offering for the FARA competition. The company is already scaling its X2 technology used in Raider up to a medium-lift aircraft — called the SB-1 Defiant that is participating in the JMR technology demonstration and expected to fly by the end of the year. Malia said it would not be difficult to scale the helicopter from the 34-foot main rotor diameter size of the Raider to the desired 40-foot diameter rotor blades envisioned for FARA. The company has also been working on designs to outfit Raider or any aircraft it builds with X2 technology with the ITEP engine. Sikorsky announced Oct. 3 that its Raider aircraft exceeded 200 knots in a flight test at its West Palm Beach, Florida, flight test center.     Members of Congress look to make AI a priority

    By: Jessie Bur Congress and the executive branch need to make a more concerted effort to address and prepare for the rise of artificial intelligence, Reps. Will Hurd, R-Texas, and Robin Kelly, D-Ill., said in a white paper released Sept. 25. The congressmen, who serve as the chairman and ranking member of the House IT Subcommittee, compiled information gathered in past congressional hearings and meetings with experts to argue for the criticality of federal input in the many facets of AI. “In light of that potential for disruption, it's critical that the federal government address the different challenges posed by AI, including its current and future applications. The following paper presents lessons learned from the Subcommittee's oversight and hearings on AI and sets forth recommendations for moving forward,” Hurd and Kelly wrote. “Underlying these recommendations is the recognition the United States cannot maintain its global leadership in AI absent political leadership from Congress and the executive branch. Therefore, the Subcommittee recommends increased engagement on AI by Congress and the administration.” According to the White Paper, under current trends the United States is soon slated to be outpaced in research and development investments by countries like China that have prioritized artificial intelligence investment. “Particularly concerning is the prospect of an authoritarian country, such as Russia or China, overtaking the United States in AI. As the Subcommittee's hearings showed, AI is likely to have a significant impact in cybersecurity, and American competitiveness in AI will be critical to ensuring the United States does not lose any decisive cybersecurity advantage to other nation-states,” Hurd and Kelly wrote. Hurd characterized the Chinese investment in AI as a race with the U.S. “It's a race, we all know this, and one of the things we need [is] a national strategy, similar to what we've seen in the conversations around quantum computing yesterday at the White House. What we saw almost a decade ago when it came to nanotechnology. And part of that strategy does include increasing basic research, opening up data sets and making sure the U.S. is playing a part, leader on ethics when it comes to artificial intelligence,” said Hurd in a Sept. 25 press call. The paper applauded current investments in R&D, such as the Defense Advanced Research Projects Agency's creation of the Artificial Intelligence Exploration program, and encouraged government hosting more “Grand Challenges” like those conducted by DARPA to encourage outside-government innovation. “I do believe the federal government has a role, because we're sitting on data sets that could be used as a backbone of a Grand Challenge around artificial intelligence,” said Hurd, who added that the National Oceanic and Atmospheric Administration, healthcare agencies and many other components of the federal government possess the data to administer meaningful AI competitions. “I think this would be a maybe a great opportunity for a public private partnership,” added Kelly on the press call. The paper also identified four primary challenges that can arise as AI becomes more prevalent: workforce, privacy, bias and malicious use. AI has the potential to both put portions of the workforce out of a job as more tasks become automated and increase the number of jobs for those trained to work with artificial intelligence. Hurd and Kelly called on the federal government to lead the way in adapting its workforce by planning for and investing in training programs that will enable them to transition into AI work. As with many technologies, AI has the potential to infringe on privacy, as intelligent products or systems such as virtual assistants constantly collect data on individuals. That data could be exploited by both the company that created the technology and hackers looking to steal personal information. “The growing collection and use of personal data in AI systems and applications raises legitimate concerns about privacy. As such, federal agencies should review federal privacy laws, regulations, and judicial decisions to determine how they may already apply to AI products within their jurisdiction, and—where necessary—update existing regulations to account for the addition of AI,” Hurd and Kelly wrote. The white paper also calls on federal agencies to make government data more available to the public for AI experimentation, while also ensuring that any AI algorithms used by agencies to “make consequential decisions about individuals” are “inspectable” to ensure that they operate without coded bias. According to Hurd, the question of whether and how that inspectable information would be made available to the public still needs to be asked. Finally, Hurd and Kelly called on government entities to consider how AI may be used to perpetuate cyber attacks or otherwise cause harm. However, while recommending that agencies look to existing regulation and statute and some limited changes to those statutes, the paper encouraged a similar hands off approach that the federal government took to the development of the internet. “The government should begin by first assessing whether the risks to public safety or consumers already fall within existing regulatory frameworks and, if so, consideration should be made as to whether those existing frameworks can adequately address the risks,” Hurd and Kelly wrote. “At minimum, a widely agreed upon standard for measuring the safety and security of AI products and applications should precede any new regulations.
