    A $17 Billion Pot of National-Security Stimulus Aid Goes Begging

    By David McLaughlin and Anthony Capaccio There's a $17 billion pot of money in the pandemic aid package for companies vital to national security -- and no one seems to want it. The $2 trillion rescue package Congress adopted in late March includes loans and loan guarantees specifically for companies “critical to maintaining national security.” The funds at first were seen as largely directed at Boeing Co., which at the time had been pleading for a government bailout. But after selling $25 billion in bonds to investors, the aircraft maker turned down the aid, which would have come with strings attached that it didn't like. With the $17 billion up for grabs, the U.S. defense industry is asking the Trump administration to change the criteria for getting some of it, arguing that the terms are too strict. The Treasury Department, which has sole authority over the $17 billion, has limited the companies that qualify to those whose work is designated DX, which means it ranks highest on the military's list of national priorities, or to companies that have facilities with top-secret security clearances. Only about 20 companies applied by the May 1 deadline, according to the Defense Department. There are about 300,000 companies in the Pentagon's contractor supply chain. Earlier: Defense Firms to Vie for Virus Aid With Boeing Weighing Options “What we're hearing across the board is that the restrictions and requirements on the money are pretty onerous, and a majority of companies just can't apply for the money,” said Hawk Carlisle, president of the National Defense Industrial Association, which represents defense contractors. It's another example of the Trump administration's struggle to help businesses that have been decimated by the pandemic. The initial round of $349 billion aimed at small businesses sparked outrage after large restaurant chains, a professional basketball franchise and numerous publicly traded companies were able to get money while mom-and-pop businesses were shut out. Treasury has approved about $25 billion out of the $35 billion that Congress allocated for payroll assistance to airlines and cargo carriers. Earlier: American Gets Most as Biggest Airlines Win Bulk of U.S. Aid On Tuesday, Democratic Senator Maria Cantwell of Washington asked Treasury Secretary Steven Mnuchin to broaden the criteria for qualifying for loans and reopen the application process. “Treasury's implementation of the loan program has not adequately addressed the needs of the aerospace supply chain and its workforce, which is fundamental to America's industrial base,” she wrote. It's not just the defense industry raising concerns. Ellen Lord, the Defense Department's top acquisition official, told reporters last month that Treasury's criteria may have prevented companies with the greatest need from qualifying. “We have talked with them several times; they have reached out to us,” Lord said. “I am not sure companies with DX-rated contracts are perhaps the ones that have the most critical needs.” She said suppliers already have been giving DX programs priority, which they are required to do under Pentagon rules. The Treasury Department didn't respond to requests for comment. Congress stipulated that companies receiving the national-security loans must provide the government with warrants, equity or senior debt securities and agree to limits on dividends, stock buybacks and executive pay. But it's Treasury's additional criteria that defense firms say are too narrow. It restricted loans to two groups: those with a contract with the DX rating or those with facilities that have top-secret security clearances. Eric Fanning, president of the Aerospace Industries Association, whose members include Lockheed Martin Corp. and BAE Systems Plc, said the criteria should be broadened to cover more companies. A Pentagon spokesman, Air Force Lieutenant Colonel Mike Andrews, said in an email that the Defense Department has determined that only a few programs required a DX rating, but opted to stop releasing their names as of December 2018. Before that, the Pentagon had said there are about a dozen DX programs, including those for the Minuteman III ICBM program, the B-2 bomber, presidential aircraft, missile warning satellites and nuclear-missile submarines. Some of the major companies involved are Boeing, Lockheed Martin, Northrop Grumman Corp. and General Dynamics Corp. The Pentagon doesn't track the number of companies that possess top-secret clearances, but only the number of facilities cleared at that level, spokeswoman Cynthia McGovern said in an email. Like Boeing, the large companies that might qualify for the Treasury loans are able to tap the capital markets to meet their financing needs, especially now that the Federal Reserve is pumping hundreds of billions of dollars into debt markets by buying corporate bonds and bond funds. But many contractors also rely on commercial deals to supplement their government work. With the airline industry facing a sharp and lengthy contraction, aviation suppliers could see a greater need for rescue financing in the near future, said Fanning of the aerospace industry group. Boeing, for example, in late April said it's shrinking its workforce by about 10%, or about 16,000 jobs, to conserve cash. General Electric Co. is cutting about 13,000 jobs in its jet-engine operation.     OCEAN2020, a European Defence Fund initiative, will boost technological research in the naval domain also by the integration of unmanned platforms in surveillance and interdiction missions Leonardo is a leader in systems integration and will lead a team of 42 partner companies including Saab, Safran, PGZ and MBDA, research bodies such as NATO CMRE and the defence ministries of five countries The first operational demonstration will take place in 2019 in the Mediterranean Sea. The demo will involve Leonardo's ‘Hero' and ‘Solo' unmanned helicopters, naval vessels and systems from a number of partners, including Italian Navy's vessels equipped with Leonardo's systems Leonardo was awarded the most important project related to the first European Defence Found's initiative, OCEAN2020, to boost Europe's defence capabilities, issued by the European Union under the ‘Preparatory Action on Defence Research' programme. The competitive selection was conducted by the European Defence Agency and will be contracted in the coming weeks. The OCEAN2020 team, which will be led by Leonardo, comprises 42 partners from 15 European countries. These include the Ministries of Defence of Italy, Greece, Spain, Portugal and Lithuania, with additional support from the Ministries of Defence of Sweden, France, the United Kingdom and Estonia and the Netherlands. European industrial partners include Indra, Safran, Saab, MBDA, PGZ/CTM, Hensoldt, Intracom-IDE, Fincantieri and QinetiQ. A number of research centres include Fraunhofer, TNO, CMRE (NATO) and IAI. “We are extremely pleased with this result, the OCEAN2020 initiative has a high level of strategic and technological-operational value” said Alessandro Profumo, CEO of Leonardo. “It is the leading technological research project dedicated to the very topical issue of maritime surveillance, which is of interest across Europe and to the Mediterranean region in particular. This success has been made possible thanks to the strong collaboration between all 42 team partners which we have the honour to lead.” OCEAN2020 is the first example of a cross-European military research programme to-date. The Leonardo-led bid required a thorough analysis of operational requirements and a technologically-innovative yet operationally-realistic proposal. The research project also will see the integration of unmanned platforms in surveillance and interdiction missions. The success in winning the tender both highlights, and will enhance, Leonardo's strength in naval products and integrated systems. The company's expertise in the domain includes command and control systems, unmanned aircraft, sensors, helicopters for naval applications, communications and weapon systems, on the surface and underwater. OCEAN2020 will see unmanned platforms of different type (fixed wing, rotary wing, surface and underwater) integrated with naval units' command and control centres, allowing for data exchange via satellite, with command and control centres on land. The joint and cooperative use of both manned and unmanned vehicles will also be demonstrated as part of the project. Leonardo would like to thank the Italian Navy which, as a key OCEAN2020 partner, has and will continue to make important contributions to the project. This includes the development of operational scenarios and making available naval assets and helicopters, which will take part in demonstrations. In addition to complex simulation work, OCEAN2020 project will involve two live demonstrations of maritime surveillance and interdiction operations, conducted by European fleets using unmanned aircraft, surface vessels and underwater systems. The first demo, scheduled to take place in the Mediterranean Sea in 2019, will be coordinated by the Italian Navy and will see Leonardo's ‘Hero' and ‘Solo' unmanned helicopters operate from Italian naval units alongside other European partners. The second demonstration, which will take place in 2020 in the Baltic Sea, will be coordinated by the Swedish Navy.     DARPA: Expediting Software Certification for Military Systems, Platforms

    Military systems are increasingly using software to support functionality, new capabilities, and beyond. Before a new piece of software can be deployed within a system however, its functional safety and compliance with certain standards must be verified and ultimately receive certification. As the rapid rate of software usage continues to grow, it is becoming exceedingly difficult to assure that all software considered for military use is coded correctly and then tested, verified, and documented appropriately. “Software requires a certain level of certification – or approval that it will work as intended with minimal risks – before receiving approval for use within military systems and platforms,” said Dr. Ray Richards, a program manager in DARPA's Information Innovation Office (I2O). “However, the effort required to certify software is an impediment to expeditiously developing and fielding new capabilities within the defense community.” Today, the software certification process is largely manual and relies on human evaluators combing through piles of documentation, or assurance evidence, to determine whether the software meets certain certification criteria. The process is time consuming, costly, and can result in superficial or incomplete evaluations as reviewers bring their own sets of expertise, experiences, and biases to the process. A lack of a principled means of decomposing evaluations makes it difficult to create a balanced and trustworthy process that applies equally to all software. Further, each subsystem and component must be evaluated independently and re-evaluated before it can be used in a new system. “Just because a subsystem is certified for one system or platform does not mean it is unilaterally certified for all,” noted Richards. This creates additional time delays and review cycles. To help accelerate and scale the software certification process, DARPA developed the Automated Rapid Certification Of Software (ARCOS) program. The goal of ARCOS is to create tools and a process that would allow for the automated assessment of software evidence and provide justification for a software's level of assurance that is understandable. Taking advantage of recent advances in model-based design technology, “Big Code” analytics, mathematically rigorous analysis and verification, as well as assurance case languages, ARCOS seeks to develop a capability to automatically evaluate software assurance evidence to enable certifiers to rapidly determine that system risk is acceptable. “This approach to reengineering the software certification process is well timed as it aligns with the DoD Digital Engineering Strategy, which details how the department is looking to move away from document-based engineering processes and towards design models that are to be the authoritative source of truth for systems,” said Richards. To create this automated capability, ARCOS will explore techniques for automating the evidence generation process for new and legacy software; create a means of curating evidence while maintaining its provenance; and develop technologies for the automated construction of assurance cases, as well as technologies that can validate and assess the confidence of an assurance case argument. The evidence generation, curation, and assessment technologies will form the ARCOS tools and processes, working collectively to provide a scalable means of accelerating the pathway to certification. Throughout the program's expected three phases, evaluations and assessments will occur to gauge how the research is progressing. ARCOS researchers will tackle progressively more challenging sets of software systems and associated artifacts. The envisioned evaluation progression will move from a single software module to a set of interacting modules and finally to a realistic military software system.
