    France to Launch Future Combat Air System demonstrator in 2021

    France will launch the Future Combat Air System (SCAF) demonstrator next year as part of the enhancement of the armed forces' operational capabilities. Florence Parly, Minister of the Armed Forces, made the announcement as part of the discussion of the Finance Bill (PLF) for 2021 in the French parliament on Thursday. In addition to the SCAF demonstrator, equipment deliveries include 157 Griffon and 20 Jaguar armored vehicles for the Army, a new Multi-Mission Frigate (FREMM) for the French Navy and three new aircraft-MRTT Phénix for the French Air and Space Army. The Senate adopted the bill which provides a budget hike of 4.5% compared to the 2020 budget. In 2021, the army's budget is increased to 39.2 billion euros, 1.7 billion euros more than in 2020. The main thrusts of this budget are the ramp-up of major facilities, support for the French economy and the dynamism of the regions, and an investment effort in terms of innovation, recruitment and the Family plan, Parly said. Minister Parly was quoted as saying in a MoD release, "the 2021 defense budget assignment for the third consecutive year, followed the commitments and financial trajectory of the Military Program Law (LPM) 2019-2025.” The (FCAS- French acronym SCAF) a French-German-Spanish project, received the go-ahead to commence the demonstrator phase in February this year.     Maritime Administration inks a deal for two more multi-mission support ships

Larter WASHINGTON – The Maritime Administration has inked a deal for two more training ships for its prospective Merchant Marine officers in a move that could provide the Navy with a suitable hull for special mission auxiliary ships in the future. MARAD contracted for two additional National Security Multi-Mission Vessels, adding on to the two it purchased last year. The ships are destined for use at Maine Maritime Academy in Castine, Maine, and Texas A&M Maritime Academy in Galveston, Texas. The contract, announced Jan. 19, with Philly Shipyard in Philadelphia, Pennsylvania, is worth approximately $600 million. If the last ship is contracted, it would bring the total buy to $1.5 billion, according to the marine trade publication gCaptain. The NMSVs are also national assets that can be used in humanitarian assistance missions, can accommodate up to 1,000 people and includes a modern medical facility. The vessels could also prove useful in the Navy's quest to identify a flexible hull that can meet a series of missions as it seeks to replace its aging logistics fleet, Sal Mercogliano, a former merchant mariner and maritime historian at Campbell University, told Defense News last year. “Those vessels serve as a potential hull form for maybe a hospital ship, maybe a command ship, an aviation logistics ship, a sub tender: There's potential there,” Mercogliano said. Questions remain around how the Navy will replace some of its special mission ships, such as the aging hospital ships, and the NMSV is worthy of consideration. For moving lots of tanks and howitzers across long distances, the NSMV isn't well-suited.     Leonardo sees market opportunity for M-346 attack variant in Middle East

BEIRUT — After the first order of its fighter attack variant of the M-346, Italian firm Leonardo is marketing the fighter jet in the Middle East, industry officials told Defense News, while noting that the training version was tested in the United Arab Emirates, Kuwait and Qatar. “M-346 has been tested in Kuwait under hot conditions, passing all the tests successfully, and then it was also tested with the Italian Air Force in November 2018 in Qatar,” a Leonardo official said. Defense News spoke to the official during a tour of the company's facilities in Venegono Superiore, Italy. Leonardo would not identify the M-346FA customer or the contract value, despite inquiries by Defense News during and after the tour. The deal comes in the wake of increased interest for trainer jets — both those solely used for training and those able to perform close-air support missions — from Mideast countries seeking to expand their respective fighter fleets. “There is an increasing need for trainer jets in the MENA [Middle East and North Africa] region as countries there work to expand their fighter fleets. The MENA nations have requirements for trainers also able to perform close‐air support missions," said Marco Buratti, Leonardo's senior vice president of international marketing and strategic campaigns. “Among the most notable examples that have chosen Leonardo's training approach is the UAE's national aerobatic team, Al Fursan — widely recognized as one of the best in the world and considered as a UAE national pride — which uses the Aermacchi MB‐339 aircraft,” he added. “The Emirati pilots were trained in Italy and the UAE under the supervision of the Frecce Tricolori pilots using Italian aircraft and training systems.” Leonardo offers its trainer customers the opportunity to send personnel to its International Flight Training School, where it trains pilots in four phases: primary training/screening; basic-advanced training; lead-in to fighter training; and an operational conversion unit. Leonardo is a member of the Eurofighter consortium, which builds the Typhoon fighter jet. Oman, Qatar, Kuwait and Saudi Arabia are among those in the Gulf region who have ordered the aircraft. Meanwhile, in Europe, Italy has joined the United Kingdom's Tempest program for a next-generation fighter. Will the M-346 be the chosen trainer for that effort? “M-346 demonstrated its capability as [a] trainer for Eurofighter and F-35. It is early to speak about Tempest program because we don't know yet how it will be inserted in the combat environment," a Leonardo official told Defense News.
