UK nears final stage of Skynet competition

LONDON — Britain's Ministry of Defence is about to launch the final stage of a competition to manage ground station capabilities for the armed forces Skynet satellite communications network by early June, say industry executives.

Release of the invitation to negotiate documents to several industry consortia had been expected last week. Although the date appears to have slipped a little, industry executives, who asked to not be identified, say they still expect the MoD to trigger the final stage of the competition “imminently.”

The documents are expected to be issued to selected bidders within the next two weeks. Four bidder groups are in line to be selected for the next stage of negotiations, said people with knowledge of the competition.

The ground control elements of the MoD's existing Skynet 5 network are currently managed by Airbus Defence & Space as part of a long running private finance initiative deal with the MoD originally awarded in 2003.

Part of that deal is now coming to a close with Airbus's hold on the ground control management of Skynet finishing in August 2022.

A one year transition period is expected to kick off in 2021, if Airbus has to handover the role to a challenger.

The new competition, for a program known as the service delivery wrap, aims to compete management of the ground control stations until a new generation of communication satellites are launched around 2028. That phase is being called the enduring capability element of the Skynet 6 program.

Together the service delivery wrap and the enduring capability competitions are the main parts of a Skynet 6 program, which is aimed at taking Britain's satellite communications into a new era at a cost in the vicinity of £6 billion ($7.3 billion).

A new satellite, known as Skynet 6A, is being acquired from Airbus to ensure communication capabilities are not compromised ahead of the new generation of satellites becoming available later in the decade.

Airbus were named preferred contractor for Skynet 6A as far back as 2017 but the full contract for that deal has yet to be signed.

The company, Britain's biggest space contractor, has been working on long lead components of the satellite in order to stay on track. A contract for the manufacturing of long lead items and preliminary design work was signed, but not announced by the MoD and Airbus in March.

A second phase of the Skynet 6A deal covering build, test, launch and deployment is currently working its way through the MoD and wider government approvals process.

A spokesman for Airbus told Defense News “We are working on elements of 6A. We are hoping for a full contract mid-year.”

With one exception, it's not clear who the runners might be in the final stages of the service delivery wrap competition, as the MoD has insisted all contenders sign a non-disclosure agreement preventing all communication with the media and others.

Competing teams are not even allowed to publicly acknowledge they are interested in bidding.

The exception is a team made up of service provider Serco, satellite operator Inmarsat, IT specialist CGI UK and the U.K. arm of defense giant Lockheed Martin.

It announced its teaming arrangement late last year, just ahead of the MoD bringing the shutters down with its non-disclosure order.

The four companies reinforced their bid credentials May 19, announcing they were forming a team known as Athena, after the Olympian god of war and wisdom, to bid for upcoming U.K. and overseas military and civil space capability programs.

Kevin Craven, the CEO for Serco UK & Europe, called Athena an “exciting new team that will deliver enhanced space-based technologies and services from the U.K. Athena will boost British capabilities, as well as the economy, via growth in this fast-moving, developing sector. The launch of Athena also ensures diversity and choice in the U.K. space sector for future sustainable development.”

There was no mention of Skynet 6 in the Athena announcement. It did however say that Athena will “work on a number of opportunities that leverage space-based technologies, their ground-based systems and end-to-end services as they arise, both in the U.K. and internationally.”

A spokesman for Athena declined to comment on whether they were bidding for the service delivery wrap program, but it's clear they are a contender given the announcement of their interest last December when industry prequalification questionnaires had to be returned to the MoD.

It remains a matter of speculation for the moment who the other bidders are. Previously Airbus, Babcock, Boeing, BT and Viasat have all been unofficially linked with having an interest in the competition.

Companies Defense News tried to contact either declined to comment or didn't return calls.

For Serco, who already provide some of the manpower for the current Airbus Skynet ground station operation, the Athena teaming is the latest in a string of announcements over the last few week that have reinforced its position as a space sector services provider here.

In short order the company has secured separate contract extensions to continue to operate and maintain key ballistic missile defense radars at Fylingdales, northern England and as part of the Skynet 5 program providing support to the U.S. Air Force Satellite Control Network (AFSCN) at Oakhanger, southern England.

The U.S. division of the company announced early April it had been awarded a deal to manage and maintain the U.S. Space Force ground-based electro-optical deep space surveillance (GEODSS) system.

The program is looking for cheap aircraft that can be acquired quickly to fill roles currently filled by advanced aircraft. Critics have said such aircraft would expose US pilots to more risks, however. The US Air Force started the second phase of its Light Attack Experiment on Monday, putting the A-29 Super Tucano and AT-6B Wolverine aircraft through more testing at Holloman Air Force Base in New Mexico. Air Force officials have touted light-attack aircraft as a cheap option to address low-end threats, like ISIS or other militant groups, and free up advanced platforms, like the F-22 and F-35, to take on more complex operations. Air Force chief of staff Gen. David Goldfein has described the light-attack aircraft as part of a networked battlefield, connecting and sharing information with partner forces in the air and on the ground. "We're looking at light attack through the lens of allies and partners," Goldfein told the Senate Armed Services Committee. "A big part of the Light Attack Experiment is a common architecture and an intelligence-sharing network, so that those who would join us would be part of the campaign against violent extremism." Phase 2 of the experiment The latest phase of the Light Attack Experiment will be a three-month, live-fly experiment intended to gather more information about each aircraft's capabilities, networking ability, and potential interoperability with partner forces, the Air Force said in a release. The first phase of the experiment took place at Holloman in August with four aircraft. In February, the Air Force announced that it had narrowed the field to the two current aircraft. The second phase at Holloman comes in lieu of a combat demonstration, which Air Force Secretary Heather Wilson said in February the service would forgo. "This second phase of experimentation is about informing the rapid procurement process as we move closer to investing in light attack," Lt. Gen. Arnie Bunch, the military deputy at the office of the assistant secretary of the Air Force for acquisition, said in the release. Fighter, attack, and special-operations pilots will take part in this phase of the experiment, working with test pilots and flight engineers from the Air Force, Air National Guard, and Air Force Reserve. They will carry out day and night missions doing air interdiction, close air support, armed overwatch, and combat search and rescue. Addressing the Air Force's pilot shortage Adding light-attack aircraft to the fleet would mean more airframes on which pilots could train in order to maintain their qualifications and prepare to transition to more advanced aircraft — helping address a pilot shortage caused in part by bottlenecks in the training pipeline. "If we can get light attack aircraft operating in permissive combat environments, we can alleviate the demand on our 4th and 5th generation aircraft, so they can be training for the high-end fight they were made for," Bunch said in the release. The Air Force has not committed to pursuing a contract for a light-attack aircraft after the experiment, however. Lt. Gen. Jerry Harris, deputy chief of staff for requirements, told Flight Global that the Air Force hasn't made a final decision, though he said service has reserved more than $2 billion over the next six years should it go forward with production. Critics have said operating such aircraft, even in permissive environments, will expose pilots to more risk. "The last time the US did this in Vietnam, oh boy, it really wasn't pleasant," Richard Aboulafia, vice president of analysis for aerospace-consulting firm Teal Group, told Air Force Times in February. "They took a lot of casualties, for predictable reasons. It's low, it's slow and vulnerable, and the air defense environment has become a lot more sophisticated."     Pierre Tran PARIS ― The U.S. Army's test-firing of a 30mm gun turret from CMI Defence is seen by the Belgian firm as putting it in a privileged position for an upcoming tender for greater firepower for the Stryker combat vehicle, a company spokesman said. “We're in pole position, “ Xavier Rigo, communications manager of CMI Defence, told Defense News on June 18. “That does not mean we will win the race, but it puts us in a very good position. We are very proud to have been selected for tests, a real recognition for our team and our equipment.” That test-firing stems from a cooperative research and development agreement CMI signed in 2015 with the U.S. Army Armament Research, Development and Engineering Center, which is seeking a lethality upgrade for the Stryker. CMI adapted the turret to fit the U.S. requirement for linkless ammunition, he said. ATK supplies the 30mm gun, which CMI fitted to its turret. The Belgian company also supplies a 105mm gun turret for a bid led by SAIC in the U.S. tender for the Mobile Protected Firepower program. CMI has fielded its Cockerill 3105 turret, which uses its turret and 105mm cannon, with the latter built in a factory in northern France. A Cockerill 3105 turret was among the products on display at the CMI stand at the Eurosatory trade show, which ran June 11-15. The stand at the show two years ago used the Cockerill brand name. BAE Systems, General Dynamics Land Systems and SAIC are the competitors in that Mobile Protected Firepower competition, Rigo said. The next step is a down-select to two bidders, which will be asked to build and supply 12 prototype vehicles for tests. In Europe, CMI is ”in discussion with the Belgian government“ in its search for a role in Belgium's planned €1 billion (U.S. $1.2 billion) acquisition of the Griffon and Jaguar armored vehicles from the French Army Scorpion program. Those talks are exploring the possibility for CMI to participate in local production and maintenance of the Scorpion vehicles, he said. The Belgian project, dubbed Capacité Mobilisé, or CAMO, sparked debate, as the planned acquisition boosted French contractors Arquus, Nexter and Thales, but left CMI turrets by the wayside. CMI has delivered 130 gun turrets and is building some 20 turrets per month to supply GDLS, which has a contract with a Middle Eastern country, he said, declining to identify the client nation. Those turrets are based on four modules, armed with 30mm, 90 mm, 105 mm, and both 105mm and 30mm guns. There are both manned and unmanned versions of the turret. Canadian broadcaster CBC reported March 19 that GLDS Canada has sold to Saudi Arabia combat vehicles armed with 105mm and 30mm guns for ”heavy assault,” anti-tank and direct-fire support. CMI conducted a firing demonstration of its six Cockerill gun turrets June 15 at the French Army Suippes firing range, eastern France. Some 60 representatives of foreign army delegations attended, the company said in a statement. The Belgian company had been one of the bidders for Arquus, the then-Governmental Sales unit of Volvo Group, until the Swedish truck maker canceled the sale.
