The US Air Force is asking for hypersonic weapon ideas as a new arms race with China and Russia heats up

With rivals China and Russia rapidly developing hypersonic weapons able to penetrate defenses to deliver devastating strikes on their enemies, the US Air Force is preparing to enter the arms race in a big way, signaling that the US is not yet ready to cede its competitive advantage in advanced weaponry to adversarial competitors.

The Air Force posted a contracting announcement online Thursday calling for qualified vendors experienced in hypersonic aerodynamics, aerothermal protection systems, advanced hypersonic guidance, navigation and control, solid rocket motors, and so on to assist the service in research on "hypersonic weapon rapid development, production and sustainment."

The multi-award contract, as The Drive first reported, appears to be an open-ended request for any and all hypersonic concepts and development programs.

The Air Force awarded Lockheed Martin a contract in August for an Air-Launched Rapid Response Weapon (ARRW), a hypersonic weapon and the second such contract offered by the Air Force this year. The service awarded a contract to Lockheed in April for a Hypersonic Conventional Strike Weapon (HCSW).

The Air Force reportedly has four different hypersonic weapons programs in the works for the B-52, according to The Drive, as well as submarine-launched and ground-launched systems in development. And, there could certainly be more.

The newfound interest in hypersonic weaponry comes after repeated warnings from senior military officers suggesting that the US was losing its edge to peer competitors. "China's hypersonic weapons development outpaces ours... we're falling behind," Adm. Harry Harris, the former head of US Pacific Command (now called Indo-Pacific Command), said in February.

The head of US Strategic Command warned in March that the US needs to bolster its defenses, explaining to the Senate Armed Services Committee that the US does not "have any defense that could deny the employment of such a weapon against us." The recently-signed 2019 National Defense Authorization Act approves investments in America's missile defense capabilities in the face of certain emerging threats from US rivals.

"The homeland is no longer a sanctuary," Air Force Gen. Terrence O'Shaughnessy, head of US North Command, said recently. "We're in a changing security environment. We used to think about the sanctuary we had with oceans and friendly countries to our north and south, but that's changing with adversaries that are actually able to reach out and touch us now."

In the beginning of August, China tested the Xingkong-2 (Stary Sky-2) hypersonic experimental waverider vehicle able to fly at speeds as high as Mach 6. The hypersonic aircraft reportedly has the potential to be used as a hypersonic strike platform capable of carrying conventional and nuclear payloads and evading modern air and missile defenses.

China, which has made the development of hypersonic systems a national priority, called the test a "huge success."

Russia has also been experimenting with advanced hypersonic systems. For instance, Russia is expected to deploy its Avangard hypersonic boost-glide vehicle on the country's Sarmat intercontinental ballistic missile within the next year or so. The Russians are also developing the hypersonic Kinzhal (Dagger) cruise missile, which could be ready for combat by 2020. While the weapon has only been tested on a MiG-31 fighter, Russia reportedly intendsto mount the weapon on a strategic bomber.

    After COVID delay, high-stakes test of Army’s critical battle command system underway

    By: Jen Judson WASHINGTON — A high-stakes test of the U.S. Army's battle command system expected to control air and missile defense shooters and sensors is underway following a delay due to the coronavirus pandemic, Kenn Todorov, Northrop Grumman's vice president for missile defense solutions, told Defense News in a recent interview. Northrop Grumman is the developer of the Integrated Air and Missile Defense Battle Command System, or IBCS. The system's development and its fielding is the Army's top air and missile defense modernization priority. IBCS has had a long and marred history due to struggles in previous tests as well as increasing requirements causing a plethora of challenging software changes. But recent successful tests over the past several years have resulted in a deeper confidence of the system, and the Army has been racing to move through a limited-user test, or LUT, at White Sands Missile Range, New Mexico, to reach a production decision. The test will decide the fate of the program. The program was supposed to reach initial operational capability last year, but those plans slipped in 2017 by four years following software problems in the system's first LUT in 2016. IBCS was originally meant to serve as the command-and-control system for the Army's future Integrated Air and Missile Defense system against regional ballistic missile threats, but now the service sees a much more expansive future for the technology, with plans to tie it to sensors and shooters capable of defeating complex threats like unmanned aircraft. According to Todorov, the Army and Northrop had to take a “COVID pause” to ensure the safety of all of the participants of the LUT before proceeding. Originally, the IBCS test was scheduled for earlier in the spring as COVID-19 was spreading quickly across the United States. Precautions are taken to ensure participants stay healthy, Todorov said, but he doesn't believe those measures will sacrifice any of the rigor within the test. The LUT will have a broader range of threats to counter than the original, from ballistic missiles, cruise missiles and air-breathing threats, and this test will include the integration of some joint air assets, Brig. Gen. Brian Gibson, the head of the Army's missile defense modernization effort, told Defense News last year. Northrop took the extra time from the pause caused by the pandemic to improve the system's readiness and develop policies and procedures to ensure employees take precautions to avoid the spread of the virus during the LUT. The test is expected to go through the month of August and include endurance runs as well as two major flight tests. In Northrop's second-quarter fiscal 2020 earnings call on July 30, CEO Kathy Warden said that “successful completion of this [engineering and manufacturing development] milestone will support IBCS production, deployment and fielding to execute the Army's [IAMD] modernization strategy,” adding that the program is on track to reach a production decision later this year. Warden also noted that success with the IBCS program and the Air Force's Advanced Battle Management System puts the company on a path to contribute heavily to an anticipated “next-generation” program called Joint All-Domain Command and Control. JADC2 is expected to provide an information architecture across all service and domains of warfare. Northrop's IBCS development efforts are seen as a springboard into work it could do to develop JADC2, Todorov said. He added that the IBCS system in particular has gone through “tremendous advances,” as it has adapted to maturing and changing threats.     Boeing could be out of the Air Force’s competition for next-gen ICBMs for good

    By: Valerie Insinna WASHINGTON — Boeing's risk reduction contract for the Air Force's Ground Based Strategic Deterrent program is functionally cancelled, the company announced Oct. 21. “Boeing is disappointed in the Air Force's decision to not allot additional funding for the GBSD Technology Maturation and Risk Reduction (TMRR) contract,” said Boeing spokesman Todd Blecher. “The Boeing team has delivered substantial value under the contract, achieved all contract milestones on time and received strong performance feedback from the Air Force.” “Continuing Boeing's TMRR contract would advance the Air Force's objectives of maturing the missile system's design and reducing the risk for this critical national priority capability,” he added. GBSD is the Air Force's program to replace its existing Minuteman III intercontinental ballistic missiles, a major priority for the service as well as for U.S. Strategic Command, which oversees the operations of America's nuclear arsenal. Earlier on Monday evening, Politico reported that the Air Force had sent a letter to Boeing last week declaring its intent to stop funding the TMRR contract. Without additional money from the Air Force to continue work, Boeing expected its funding stream for the GBSD contract to be exhausted on Oct. 18, the company stated in an Oct. 16 letter to the GBSD program office at Hill Air Force Base, Utah. “The Air Force's decision not to allocate any further funding to the TMRR contract requires immediate and irrevocable actions by Boeing to wind down contract performance within the allotted funds. These measures include the reassignment of approximately 300 Boeing employees and the flow-down of a Stop Work notice to all suppliers working on the TMRR contract,” states the letter, which was obtained by Defense News. Air Force spokeswoman Capt. Cara Bousie told Defense News that the service had not cancelled Boeing's TMRR contract. However, she declined to comment on whether the Air Force had sent Boeing a letter stating its intention to curtail funding for the contract. Regardless of the semantics, a decision to cut short the TMRR contract would effectively hand the GBSD award to Northrop Grumman, the sole company competing against Boeing to produce the weapon system. Both Boeing and Northrop were awarded risk reduction contracts worth up to $359 million in 2017, beating out Lockheed Martin for the chance to bring their designs into the production stage. But Boeing withdrew from the GBSD competition in July, claiming that Northrop Grumman's purchase of one of the only two U.S. solid rocket motor manufacturers — Orbital ATK, now known as Northrop Grumman Innovation Systems — gave the company an unfair advantage in terms of being able to offer the lowest-cost system. In a July 23 letter, Leanne Caret, who leads Boeing's defense business, wrote that the current acquisition approach gives Northrop “inherently unfair cost, resource and integration advantages.” “We lack confidence in the fairness of any procurement that does not correct this basic imbalance between competitors,” she stated. Caret added that a joint bid between the two companies was unrealistic, as Northrop would have no incentive to partner with Boeing when it can put forward a solo bid. However, Boeing switched tactics about a month later, with Frank McCall, its director of strategic deterrence systems, telling reporters in September that the company hoped to persuade the Air Force to force Northrop to partner with it. “We think clearly it's time for the Air Force or other governmental entities to engage and direct the right solution. Northrop has elected not to do that,” McCall said during the Air Force Association's annual conference. “So, we're looking for government intervention to drive us to the best solution.” The Air Force did not take Boeing up on that suggestion. Nor did Northrop, which pointedly released its list of suppliers days before the AFA conference. The list — which featured Aerojet Rocketdyne, Collins Aerospace, Lockheed Martin and other major defense contractors — did not include Boeing. Boeing, in its letter to the program office, stated that the dissolution of the risk reduction contract could disadvantage the Air Force as it moves forward with the GBSD program, even if it ultimately opts to sole-source from Northrop. “The Government's decision also prevents Boeing from completing the work left to be performed under the TMRR contract, including the major milestones of a successful Software System Review and Preliminary Design Review,” it said. "We believe this work would provide substantial value to the Government, irrespective of the fact that Boeing will not participate as a prime offeror under the current EMD [engineering, manufacturing and development] solicitation structure for the next phase of the GBSD program. In September, McCall pointed to Boeing's ongoing risk reduction work on GBSD as a positive sign that the service may not be ready to sole-source the program to Northrop. “The service is maintaining our work," he said. “They continue to accept our deliverables, continue to fund our contract. So, I think we're in good shape with the service.” But with the TMRR contract revoked, Boeing's last hope may be an appeal to Congress. Sen. Doug Jones of Alabama as someone who has already raised shown support for Boeing's position, McCall said in September.
