WASHINGTON — A high-stakes test of the U.S. Army's battle command system expected to control air and missile defense shooters and sensors is underway following a delay due to the coronavirus pandemic, Kenn Todorov, Northrop Grumman's vice president for missile defense solutions, told Defense News in a recent interview.
Northrop Grumman is the developer of the Integrated Air and Missile Defense Battle Command System, or IBCS. The system's development and its fielding is the Army's top air and missile defense modernization priority.
IBCS has had a long and marred history due to struggles in previous tests as well as increasing requirements causing a plethora of challenging software changes.
But recent successful tests over the past several years have resulted in a deeper confidence of the system, and the Army has been racing to move through a limited-user test, or LUT, at White Sands Missile Range, New Mexico, to reach a production decision. The test will decide the fate of the program.
The program was supposed to reach initial operational capability last year, but those plans slipped in 2017 by four years following software problems in the system's first LUT in 2016.
IBCS was originally meant to serve as the command-and-control system for the Army's future Integrated Air and Missile Defense system against regional ballistic missile threats, but now the service sees a much more expansive future for the technology, with plans to tie it to sensors and shooters capable of defeating complex threats like unmanned aircraft.
According to Todorov, the Army and Northrop had to take a “COVID pause” to ensure the safety of all of the participants of the LUT before proceeding. Originally, the IBCS test was scheduled for earlier in the spring as COVID-19 was spreading quickly across the United States.
Precautions are taken to ensure participants stay healthy, Todorov said, but he doesn't believe those measures will sacrifice any of the rigor within the test.
The LUT will have a broader range of threats to counter than the original, from ballistic missiles, cruise missiles and air-breathing threats, and this test will include the integration of some joint air assets, Brig. Gen. Brian Gibson, the head of the Army's missile defense modernization effort, told Defense News last year.
Northrop took the extra time from the pause caused by the pandemic to improve the system's readiness and develop policies and procedures to ensure employees take precautions to avoid the spread of the virus during the LUT. The test is expected to go through the month of August and include endurance runs as well as two major flight tests.
In Northrop's second-quarter fiscal 2020 earnings call on July 30, CEO Kathy Warden said that “successful completion of this [engineering and manufacturing development] milestone will support IBCS production, deployment and fielding to execute the Army's [IAMD] modernization strategy,” adding that the program is on track to reach a production decision later this year.
Warden also noted that success with the IBCS program and the Air Force's Advanced Battle Management System puts the company on a path to contribute heavily to an anticipated “next-generation” program called Joint All-Domain Command and Control. JADC2 is expected to provide an information architecture across all service and domains of warfare.
Northrop's IBCS development efforts are seen as a springboard into work it could do to develop JADC2, Todorov said.
He added that the IBCS system in particular has gone through “tremendous advances,” as it has adapted to maturing and changing threats. One of the reasons the system has been able to quickly evolve is due to its designation by Congress — among just a few Defense Department programs — to adopt an agile software-development process that allows the system to be frequently updated with software upgrades or patches, as opposed to big software drops that potentially happen only once a year.

As operation and maintenance costs grow and defense budgets tighten, that trend could accelerate, analysts say. The sea service's future years defense program calls for about $12 billion for unmanned aircraft, surface vessels and underwater systems in fiscal years 2021 through 2025, according to Bloomberg Government. Senior officials have a stated goal of pursuing a 355-plus-ship fleet of manned vessels, but unmanned systems are “probably the future of the Navy,” Robert Levinson, senior defense analyst at Bloomberg Government, said during a recent webinar. About $7.9 billion in the future years defense program would go toward drones, including nearly $4.3 billion for the MQ-4C Triton maritime surveillance aircraft and nearly $1 billion for the MQ-25 Stingray aircraft carrier-launched tanker, according to his presentation slides. An additional $2.2 billion would be allocated toward unmanned surface vessels, or USVs, and $1.9 billion for unmanned underwater vessels, or UUVs. Navy plans call for spending $941 million on USVs and UUVs in 2021 alone, a 129 percent increase relative to 2019, according to the slides. Operations, maintenance and personnel costs could squeeze modernization accounts in the coming years, Levinson noted. The 2021 Navy budget request included $125.8 billion total for those categories. In comparison, the request included $57.2 billion for procurement and $21.5 billion for research, development, test and evaluation. “With this budget being especially flat, you're really seeing the tension particularly in the Navy of, ... ‘Do we spend money on buying new stuff? Or do we need to spend the money on maintaining the stuff we have?'” he said. “You can buy more ships and put more money [into that], but then you need more sailors and you need more training of the sailors,” he noted. The COVID-19 pandemic could exacerbate funding constraints and further incentivize investments in unmanned platforms, Levinson said. “The Navy is really in a tough spot” trying to achieve its force level goals, he added. However, unmanned vessels are generally expected to be less expensive to procure, operate and maintain than manned platforms, which make them attractive as the sea service invests in new capabilities, Levinson noted. By: Mike Yeo MELBOURNE, Australia — Indonesia has expressed interest in acquiring Austria's fleet of Eurofighter Typhoon fighter jets, in yet another surprise defense procurement plan from the southeast Asian country. Indonesia's defense minister, Prabowo Subianto, wrote a letter to his Austrian counterpart, Klaudia Tanner, seeking to initiate negotiations to buy all 15 Typhoons belonging to the Austrian Air Force. In his letter, which was published by Indonesian news outlets, Prabowo said the potential purchase will assist in his aims to continue modernizing the Indonesian Air Force. He added that he understood the “sensitivity” of his proposal, which was likely to be a reference to the continued controversy surrounding Austria's 2002 acquisition of the Typhoon. That purchase has been dogged by questions about cost and the effectiveness of the aircraft. More recently, there have been allegations of corruption related to the original contract award. These culminated in Austria's 2017 decision to retire the aircraft from service this year in favor of a “more effective and cost-effective” solution for the central European country's air defense needs. Indonesia's interest in the fleet comes two weeks after the surprise announcement that the U.S. State Department cleared the country to buy the Bell-Boeing MV-22 tilt-rotor aircraft. Indonesia has been seeking a fighter aircraft to serve alongside its fleet of 23 refurbished early-block Lockheed Martin F-16C/D Fighting Falcon jets. These are all former aircraft operated by the U.S. Air National Guard, and were delivered from 2014 onward. The decision to seek the Austrian Typhoons, which are all Tranche 1 aircraft configured primarily for air defense missions, is a blow to Russian aspirations to sell the Sukhoi Su-35 Flanker interceptor to Indonesia. Indonesia had selected the Su-35 as its next fighter to provide continuity with its existing fleet of Su-27 and Su-30s Flankers acquired in the early part of the last decade. Negotiations for the Russian jets ended in 2018, but Indonesia had been reticent to sign the $1.14 billion contract, reportedly over fears that it may be subject to American sanctions. The sanctions would come from a U.S. law, Countering America's Adversaries Through Sanctions Act, that targets Iran, North Korea and Russia.
