    Why Microsoft (Not Amazon) Could Win The Pentagon Contract

    Beth Kindig Summary The majority of forecasts favor Amazon for the Pentagon contract while overlooking the partnerships that MS has made with the DoD since Nadella became CEO in 2014. By the first quarter of 2019, Azure Government Secret will support "Secret U.S. classified data or Defense Information Systems Agency (DISA) level 6" which is on par with Amazon. The question that remains is if the Pentagon will want to use Amazon for cloud infrastructure while using Microsoft for operating systems and software. In 2019, the biggest cloud customer in the world will be the United States Department of Defense. The DoD is currently reviewing bids to award a single cloud provider a multi-year contract. Obviously, this isn't your typical enterprise IT department, transferring from on-premise servers, or a startup who needs the flexibility of cloud infrastructure to scale. The program is called the Joint Enterprise Defense Initiative, or JEDI, and its purpose is to move the DoD's massive computing systems into the cloud. This one contract is worth $10 billion, or 25% of the current market, which currently stands at $40 billion in annual revenue. Many prognosticators and reporters unanimously believe the contract will go to Amazon Web Services. This belief is so strong that vendors, such as Oracle and IBM, made a rebuttal to Congress, believing the terms of the proposal favored Amazon. However, the majority of these forecasts overlook Microsoft's strength in security and IT, and the alliances Microsoft has been forming with the DoD since Satya Nadella became CEO in 2014. Admittedly, guessing a company other than Amazon will win the Pentagon contract is a pure gamble, however, there are strong indicators for Microsoft that should not be overlooked. Background on JEDI Contract The Pentagon contract will move 3.4 million users and 4 million devices off private servers and into the cloud. The security risks of using servers outside the Pentagon's domain are offset by physically separated government regions and hybrid solutions that extend on-premise servers by adding the cloud where necessary.     Taking sides: Italian defense industry rep attacks Franco-German fighter deal

    By: Tom Kington ROME — Plans by France and Germany to team up on a next-generation fighter are an affront to Italy and will weaken the European Union, according to the head of an Italian defense industry association. In a strong attack on the Future Air Combat System, or FCAS, deal, Guido Crosetto told Defense News that Italy would seek closer ties with the U.K. as a consequence, despite the U.K.'s pending exit from the EU. “The fighter deal between Germany and France leaves all others on the margins. And since the only other country with equal industrial capabilities is Italy, the deal is clearly against Italy,” he said. “Have France and Germany tried to get the Italy involved? It doesn't look that way,” he added. “Additionally, if two European stakeholders strike deals together, how should the others react? This risks weakening the EU, while giving more justification to those trying to weaken the EU.” Crosetto is the head of the Italian defense industry association AIAD. After signing to pursue a joint fighter last year, France and Germany this month awarded home players Airbus and Dassault a first contract for a concept study worth €65 million (U.S. $73 million), while Safran Aircraft Engines and MTU Aero Engines announced a partnership to supply propulsion. The FCAS program covers both manned and unmanned aircraft, which are due in service from 2040 to replace French Rafale fighters and Eurofighters currently flown by Germany. Showing that Paris and Berlin do want additional partners, Spain signed up Feb. 14, stating it would become an equal partner on the program. But in the belief that Germany and France will call the shots, Crosetto said Italy would do well to sign up with the U.K. to work on the British future fighter known as Tempest. “A jilted partner has the right to look around for other partners, and the U.K. has asked us to join Tempest,” he said. Italy's junior defense minister, Angelo Tofalo, said in December that the country “needed to enter the program immediately.” Crosetto said he was not alarmed by the potential difficulty of doing business with the U.K. if and when it leaves the European customs union, which is due to happen this year. The split will be a headache for Italy's defense champion Leonardo, which owns facilities in the U.K. and would spearhead Italy's work on Tempest. “Brexit would mean more red tape for Leonardo but would not be a difficulty — the Italy-U.K. relationship would remain very positive,” he said. As Germany and France signal progress on FCAS, they are also drawing closer politically in the face of Brexit and the rise of populist governments in Europe, including in Italy. Last month, Italian Prime Minister Giuseppe Conte told Italian daily Corriere della Sera he was upset by France's offer to Germany to get it a permanent seat at the U.N. Security Council, despite long-term plans in Europe to give a new seat to the EU, and not to an individual country. Italy is already involved in a row with France over migrant quotas and Italian support for the gilet jaunes protesters in France, which have targeted the government of Emmanuel Macron. Crosetto said the current rift with Paris was not a cause of Italy's being sidelined on the fighter deal. “That predates the recent rows,” he said. The new Franco-German tie-up suggests the two countries will now look to work together on joint programs that can draw on cash made available by the new European Defence Fund, possibly isolating Italy.     Space Force lays out acquisitions reforms in new report

    Nathan Strout In a new proposal, the U.S. Space Force is asking Congress to overhaul the tools it uses to acquire new space systems, allowing the new service to move with more agility and keep pace with near-peer adversaries. “Our nation requires a bold Alternative Space Acquisition System that not only matches the pace of change but also manages unpredictability and regularly disrupts our adversaries' threat cadence," the Department of the U.S. Air Force report concludes. “The features outlined in this report will create a new space acquisition approach for the USSF that is the envy of all other services and ultimately enables the USSF to rapidly leverage industry innovation to outpace space threats.” When Congress passed legislation establishing the Space Force as the nation's sixth branch of the armed services in December, it included a provision requiring the Secretary of the Air Force to provide a report by the end of March on whether the military should adopt an alternative space acquisition system. While the Pentagon did deliver a report to Congress in March, it largely kicked the can down the road on any specific acquisitions reforms. Space Force leadership have touted this more detailed acquisitions report as “groundbreaking” in recent appearances. The new report, which was first reported by Bloomberg Government, includes nine specific proposals to improve Space Force contracting, although it doesn't make any suggestions towards unifying the various organizations involved in purchasing space platforms and systems, such as the Space Development Agency, the Space Rapid Capabilities Office, the Space and Missile Systems Center, or the National Reconnaissance Office, which purchases satellites for the intelligence community. Instead, the report's recommendations include changes to the contracting tools and reporting requirements the Space Force will use to acquire new systems, with a focus on increasing flexibility and delegating authority. Three of the suggestions require legislative action, while the remaining proposals will simply require internal Department of Defense adjustments. Perhaps the most important recommendation in the report, according to the Air Force, is the consolidation of budget line items along mission portfolios, such as missile warning or communications, instead of by platform. While this has been done on a limited basis in the past for the Space Rapid Capabilities Office and some classified efforts, it marks a change from standard DoD budgeting practices. Theoretically, this would allow the Space Force to move funding between missile warning systems without having to submit reprogramming requests to Congress, something it did several times last year in order to move up the delivery date for the first Next Generation Overhead Persistent Infrared satellite. The Air Force's repeated reprogramming requests rankled some members of Congress, leading to a fight between lawmakers and the White House over the program's funding for fiscal 2020. The Air Force claims this fix is needed to give program managers the flexibility to adapt to growing threats. According to the report, transparency at the program level would be preserved in future budget documents. This change would not require legislation. Beyond that, the Air Force is asking Congress for permission to push milestone decision authority down the chain of command, similar to what's been demonstrated by the Missile Defense Agency and National Reconnaissance Office. This change would speed up decision making for space programs. The third major change the Air Force is pursuing is authority for the Space Force to use incremental funding for space systems and programs. This “Efficient Space Procurement” coding was used to acquire the fifth and sixth satellites in the Advanced Extremely High Frequency satellites at the same time as well as the fifth and sixth Space-Based Infrared System satellites, resulting in significant savings. The department claims full funding each space vehicle has lead to affordability issues in the past, and can “lead to production breaks, obsolescence, and industrial base impacts.” Instead, the department wants to spread out funding for satellites over multiple years to help keep costs in check and avoid funding spikes.
