Six small simulation companies rack up $1M contracts after ‘Shark Tank’-style pitches to US Air Force

ORLANDO, Fla. — On Wednesday, six small businesses pitched U.S. Air Force acquisition leaders on unique training and simulation technologies, each walking away with a $1 million contract in as little as 20 minutes.

The inaugural Simulators Pitch Day at the Interservice/Industry, Training, Simulation and Education Conference was the third “Shark Tank”-style event held by the service in the hopes of broadening its industrial base to include small companies, startups and other firms that don't typically work with the government.

“I thought what they presented was awesome. But actually I felt a sense of accomplishment, which is something that we sometimes don't feel in acquisitions because it often takes forever to get something done,” said Col. Phillip Carpenter, the Air Force's senior materiel leader for the simulators program office.

During a Thursday event that allowed the six companies to take a victory lap by pitching their products to an audience of Air Force and industry officials attending the conference, Carpenter recounted how he felt presenting each company with funding meant to help further develop their products.

“The looks on their faces — I know the feelings that they felt about the opportunity to participate with us in our mission. In 25 years of doing acquisitions it was probably one of the greatest feelings I've ever had,” he said.

Although the Air Force didn't limit the types of technologies that companies could pitch, it sought out several specific technologies including high-end weather effects for gaming environments, high-fidelity simulators that could be deployed to austere locations, cloud-based simulators and artificial intelligence-aided instruction tools.

In the end, Perceptronics Solutions, Information Systems Laboratories, DTI, PlaneEnglish, Take Flight and King Crow Studios were chosen to present 10-minute proposals during a closed-door session with Air Force acquisition officials.

The technologies presented by the companies covered a wide variety of niche gaps in the simulation industry. DTI pitched a stereoscopic 3D display that doesn't require specialized 3D glasses — something the company believes might one day be a useful upgrade for the remote vision system used by KC-46 boom operators. Plane English proposed an aviation radio simulation for aircrews to familiarize themselves with radio chatter.

The other pitches were:

  • Take Flight Interactive's virtual flight instructor.
  • Perceptronics' assessment tool called Train DX, which brings together instructor evaluations, biometrics and data from simulators and other training tools to create a “report card.”
  • King Crow Studios' virtual reality trainer to teach advanced tactics to pilots.
  • Information Systems Laboratories' plug-and-play “sidecar” for flight simulators that better imitates the effects of radar and electronic warfare systems.

“I want to let some of the small companies that might be in the room know that if you're thinking about doing Pitch Day next year, it really wasn't that terrifying,” said Greg Carter, vice president of Information Systems Laboratories.

“I really didn't sleep the night before,” he said, joking that he had nightmares where Carpenter transformed into Shark Tank host Mark Cuban. “[After winning], I slept much better.”

    By AARON BOYD The federal intelligence and human resources communities are preparing a coming out party for the first major update to the security clearance process in some 50 years. For the last year, the Suitability and Security Clearance Performance Accountability Council has been working on the Trusted Workforce 2.0 framework, the start of a wide-ranging effort to overhaul how background investigations are conducted. Representatives from the intelligence community, Defense Department, Office of Personnel Management, and Office of Management and Budget are leading PAC's efforts. Over the next two weeks, the team plans to debut the finalized framework to the White House and Congress and offered a group of reporters a first look at what's to come. This is the first time ever that the legislative and executive branches are on the same page with regard to clearance reform, according to Bill Evanina, director of the National Counterintelligence and Security Center, who is leading the framework effort along with OPM Deputy Director Michael Rigas. The two agencies, along with members of the Defense Department, have been working to reduce the crushing backlog of security investigations, which topped 725,000 in early 2018. That backlog has since been reduced to 551,000 as of Monday. But that number is 100 percent above what security professionals consider to be the baseline “steady state” of 220,000 to 250,000 investigations in process at any given time. Key to continuing to decrease the backlog and get the average clearance timeline down below 80 days is a major process overhaul, Evanina and Rigas said. “We realized this is a really big elephant, so we have to take some small bites,” beginning with reducing the backlog, Evanina said. From there, beginning mid-summer, they began to look at the “blue sky perspective,” as Evanina put it: the high-level view of structural, procedural changes that needed to take place. Discussions focused on removing “friction” from the process, said Matt Eanes, director of the PAC program management office, whether by removing the need to vet minor things or allowing investigators to use digital methods.     NATO declares space ‘operational domain,’ but more work remains

    By: Bradley Bowman and Andrew Gabel The North Atlantic Treaty Organization recently declared that space is an “operational domain” for the alliance. Though much work remains to actualize an integrated NATO space posture, the affirmation is an important benchmark as NATO scrambles to meet rapidly evolving space and counter-space threats. Today, space-based assets are an Achilles' heel of U.S. military operations, representing a vital enabling mechanism upon which success often depends. In addition, great power adversaries could target civilian space assets to wreak havoc on the homeland in ways that redound far beyond the military realm. America's enemies have taken notice. “Foreign governments are developing capabilities that threaten others' ability to use space,” according to a 2019 U.S. Defense Intelligence Agency assessment. “China and Russia, in particular, have taken steps to challenge the United States.” Russia has spent decades building up its counter-space arsenal, from cutting-edge electronic warfare capabilities to probable ground-launched anti-satellite weapons. Moscow believes that “achieving supremacy in space” can enable victory in future conflicts. China's People's Liberation Army apparently agrees. Beijing has also identified space superiority — and space denial — as essential planks in its modern “informatized” military strategy. Indeed, China “continues to improve its counterspace weapons capabilities and has enacted military reforms to better integrate cyberspace, space, and EW into joint military operations,” the DIA assessment read. These threats are already materializing. Russia is suspected to be behind nearly 10,000 GPS spoofing incidents — affecting over 1,300 civilian navigation systems — according to a report by C4ADS released last June. China has also targeted America's vulnerability in space, notoriously hacking U.S. weather systems and satellite networks in 2014, after testing an anti-satellite weapon in 2007, which generated a cloud of hazardous space debris. Fortunately, NATO is beginning to respond. In June 2019, NATO approved a new space policy, which NATO Secretary General Jens Stoltenberg has described as an acknowledgment of NATO's reliance upon satellites for a range of fundamental military functions. These include, for example, communications, tracking, early warning, surveillance and navigation. Though only a “framework” for now, it is an important start. Today the U.S. shares space situational awareness data with its NATO allies and vice versa. Yet, there is potential for deeper collaboration in additional areas such as hosted payloads on satellites and communications. And while there is disagreement within the alliance with respect to space weaponization, this tension should not prevent the alliance from forging ahead on a number of important initiatives. Examples include general space-asset resilience (including within the electromagnetic spectrum), space-reliant communication, synchronized threat warning, command and control, and surveillance and reconnaissance. A space sensor layer, for instance, will be critical to tracking and intercepting Russian hypersonic missiles, an emerging threat against which there is currently no adequate defense. NATO must take swift action to redress these areas of exposure. But how? To begin with, NATO could publish a publicly available strategy document analogous to the U.S.-produced National Defense Strategy. This would provide multiyear strategic signposts and, because of its public availability, outside accountability. As proposed by others, NATO could also run annual “Space Flag” exercises akin to the current “Red Flag” exercises, which today help hone large-scale, multinational joint air operations. “Space Flag” could likewise be used to systematically develop and refine space contingencies against red cell adversaries. In addition, NATO could explore co-developing NATO-specific space assets from inception, tailored for NATO's mission and permanently integrated into NATO's command structure. The United States and Europe's combined space experience and infrastructure is a comparative advantage vis-a-vis Russia and China. If put to proper use, it could give NATO's space dominance efforts a significant leg up. Finally, NATO could entertain the formation of a combined NATO-operated space assets pool, to which existing current member states could contribute existing capacity. A study conducted by the NATO-sponsored Joint Air Power Competence Centre found it “demonstrably feasible” to complete multination, multi-satellite constellations. The study suggested such an approach could emulate NATO partnerships related to the E-3A, C-17 and A-400M platforms but would be “potentially conducive to additional flexibility and innovation.” The same report cites the Disaster Monitoring Constellation, or DMC, program — an existing multinational satellite-monitoring program used for disaster relief — as an existing example of effectively marshaling space assets. DMC's shared capabilities “reduce cost, enable sharing, and can be upgraded and expanded to address emerging concerns.” So, too, might a NATO constellation. Officially recognizing space as an operational domain and establishing a framework for a unified space policy are laudable steps forward for NATO — necessary to counter both present and future threats. But waking up to the threat is not enough. Now is the time for tangible and urgent collective action to secure the ultimate high ground.     Esper: Flat budget could speed cutting of legacy programs

    By: Aaron Mehta WASHINGTON — If the Pentagon faces tighter budgets in the coming years, departmental planners should look to cut legacy programs first in order to preserve funding for modernization requirements, Defense Secretary Mark Esper told reporters Tuesday. “Frankly, my inclination is not to risk any in the modernization programs; it's to go back and pull out more of the legacy programs,” Esper said in response to a question about what modernization priorities, such as shipbuilding, might be on the table. “We need to move away from legacy [programs] and we need to invest those dollars into the future. We have a lot of legacy programs out there right now. I could pick dozens out from all branches of the services. So that is where I would start,” he continued. “What that would mean is probably accepting some near-term risk, but I think that is something [that has to happen], given the trajectory that we see China is on, and we know where Russia may be going in the coming years. So that is one place where I would begin, but we're going to be working through this course of action.” The secretary also emphasized that he's not going to “risk the strategic deterrent,” reiterating that modernizing America's nuclear capabilities remains the department's top priority. Budgets were already expected to be flat or decline slightly in the coming years before the coronavirus pandemic, which has required the U.S. government to pump trillions of dollars into the economy. Esper said that “tremendous load” is something the department must consider as it plots a budget strategy for fiscal 2022 and beyond. His comments match what the secretary said Monday during an appearance at the Brookings Institution, where he said the spending spree in response to the spread of COVID-19 means the department's ongoing efforts to find internal efficiencies must continue to bear fruit. The department claimed savings of $6.5 billion in FY19 through process reforms and the sale of obsolete equipment, with another $5.7 billion in spending reallocated from legacy programs to modernization priorities. During the Brookings event, Esper noted that the department will “likely need” extra money from Congress if a fourth coronavirus supplemental fund is worked out, in order to help cover costs for medical supplies procured by the Pentagon. At the start of his press event, the secretary used prepared remarks to note that top defense leaders will be appearing at the Senate Armed Services Committee tomorrow to discuss the Federal Communications Commission's decision to allow Ligado to operate in the L-band spectrum, a move long opposed by the department because of concerns it will negatively impact GPS. Esper said the decision “disregards the many objections of industry and the inner agency, grounded in years of hard data and science. Ultimately this will cause harmful interference to the GPS network, jeopardizing our nation's security, prosperity and way of life.” The secretary declined to comment on why the FCC moved ahead with the decision.
