Six small simulation companies rack up $1M contracts after ‘Shark Tank’-style pitches to US Air Force

ORLANDO, Fla. — On Wednesday, six small businesses pitched U.S. Air Force acquisition leaders on unique training and simulation technologies, each walking away with a $1 million contract in as little as 20 minutes.

The inaugural Simulators Pitch Day at the Interservice/Industry, Training, Simulation and Education Conference was the third “Shark Tank”-style event held by the service in the hopes of broadening its industrial base to include small companies, startups and other firms that don't typically work with the government.

“I thought what they presented was awesome. But actually I felt a sense of accomplishment, which is something that we sometimes don't feel in acquisitions because it often takes forever to get something done,” said Col. Phillip Carpenter, the Air Force's senior materiel leader for the simulators program office.

During a Thursday event that allowed the six companies to take a victory lap by pitching their products to an audience of Air Force and industry officials attending the conference, Carpenter recounted how he felt presenting each company with funding meant to help further develop their products.

“The looks on their faces — I know the feelings that they felt about the opportunity to participate with us in our mission. In 25 years of doing acquisitions it was probably one of the greatest feelings I've ever had,” he said.

Although the Air Force didn't limit the types of technologies that companies could pitch, it sought out several specific technologies including high-end weather effects for gaming environments, high-fidelity simulators that could be deployed to austere locations, cloud-based simulators and artificial intelligence-aided instruction tools.

In the end, Perceptronics Solutions, Information Systems Laboratories, DTI, PlaneEnglish, Take Flight and King Crow Studios were chosen to present 10-minute proposals during a closed-door session with Air Force acquisition officials.

The technologies presented by the companies covered a wide variety of niche gaps in the simulation industry. DTI pitched a stereoscopic 3D display that doesn't require specialized 3D glasses — something the company believes might one day be a useful upgrade for the remote vision system used by KC-46 boom operators. Plane English proposed an aviation radio simulation for aircrews to familiarize themselves with radio chatter.

The other pitches were:

  • Take Flight Interactive's virtual flight instructor.
  • Perceptronics' assessment tool called Train DX, which brings together instructor evaluations, biometrics and data from simulators and other training tools to create a “report card.”
  • King Crow Studios' virtual reality trainer to teach advanced tactics to pilots.
  • Information Systems Laboratories' plug-and-play “sidecar” for flight simulators that better imitates the effects of radar and electronic warfare systems.

“I want to let some of the small companies that might be in the room know that if you're thinking about doing Pitch Day next year, it really wasn't that terrifying,” said Greg Carter, vice president of Information Systems Laboratories.

“I really didn't sleep the night before,” he said, joking that he had nightmares where Carpenter transformed into Shark Tank host Mark Cuban. “[After winning], I slept much better.”

    A compromise is needed on trans-Atlantic defense cooperation

    By: Hans Binnendijk and Jim Townsend The incoming European Commission president, Ursula von der Leyen, will need to work with Washington to defuse a quietly simmering trans-Atlantic defense cooperation issue that, if left unsettled, could do more long-term damage to the NATO alliance than U.S. President Donald Trump's divisive tweets. The United States for years has sought to stimulate increased European defense spending while minimizing wasteful duplication caused by Europe's fragmented defense industry. Europe has finally begun to deliver: Defense spending is up significantly, and the European Union has created several programs to strengthen its defense industries. But in the process, the EU has created a trans-Atlantic problem. These advances in Europe could come at the expense of non-EU defense industries, especially in the U.S. The European Defence Fund, or EDF, established in 2017, is designed to support the cooperative research and development efforts of European defense industries, especially small and mid-sized firms. Three eligible companies from at least three EU countries need to apply in a coordinated fashion to receive project research and development funding, which can be up to a 100 percent grant for the research phase. Plans call for spending about $15 billion between 2021 and 2027 to strengthen Europe's defense R&D and stimulate innovation. Model projects include the Eurodrone and ground-based precision strike weapons. A second related EU program, Permanent Structured Cooperation, or PESCO, also inaugurated in 2017, focuses more on efforts to foster defense cooperation among subsets of European states. Initially envisioned in the 2009 Lisbon Treaty, PESCO is an effort to develop a more comprehensive European defense consistent with EU's common foreign and security policy needs. Thus far, 25 of 28 EU nations have signed up, with 34 modest cooperative projects agreed to by the European Council. The EU estimates that the inefficiency caused by the lack of adequate defense cooperation costs its members between $25 billion and $100 billion annually. These new EU programs, designed to pool and share scarce defense resources, are intended to help address that problem. But the exclusivity of these approaches favor the defense industries of EU members, and the hostile Trump administration rhetoric toward the EU is only supercharging this controversy. President Trump's negative attitude toward NATO and European leaders has undercut European confidence in American trans-Atlantic leadership and strengthened a call in some European capitals for European “strategic autonomy.” Part of this autonomy is developing a more capable and independent European military supported by a stronger European defense industry. A stronger European military capability is a goal shared on both sides of the Atlantic, but not at the expense of defense cooperation. While European leaders understand that they are probably decades away from real, strategic autonomy and military independence, they are shaping the EDF and PESCO approaches to protect European defense industry by being fairly exclusive of U.S. or other non-EU defense industries. This has U.S. defense officials worried. A May 2020 letter to the EU from two senior U.S. officials stated their “deep concern” about the programs' regulations. While current EDF and PESCO programs are small, U.S. officials are worried they will set precedents and will be a model for more ambitious European defense cooperation in the future. They fear not only that U.S. industry will be cut out, but that two separate defense industry tracks will be established that will undercut NATO interoperability and promote further duplication. Some U.S. officials have threatened U.S. retaliation unless changes are made. EU officials respond that these criticisms are excessive. They note that some American defense firms established in European countries will be eligible, that there is nothing comparable to the “Buy American Act” in Europe, that plenty of trans-Atlantic cooperative projects can take place outside of these two EU programs, that the PESCO projects will be guided by both EU and NATO requirements, and that over 80 percent of European international defense contracts go to U.S. firms anyway. They also note that a deterrent to U.S.-EU defense cooperation is that U.S. arms transfer control regulations create potential American restrictions on the sale to third countries of any U.S.-EU cooperative weapons systems that contain U.S. technology. NATO Secretary General Jens Stoltenberg, who seems caught in the middle, has supported both EDF and PESCO, so long as the results fill NATO capability gaps and do not lead to further duplication. Flexibility will be needed on both sides of the Atlantic to defuse this issue before it becomes too difficult to manage. Some opportunities for third-country participation will be needed. Possible approaches to level the playing field include focusing on modifying PESCO, which is still under development in the EU. One suggestion is to create a “white list” of NATO nations not in the EU (such as the U.S., Canada, Norway, post-Brexit United Kingdom and Turkey) that might be invited to participate in selected PESCO projects on a case-by-case basis. This would at least set a precedent that PESCO does not completely exclude third countries. And it would strengthen EU-NATO defense links. Additionally, formal procedures might be established for closer cooperation between the PESCO project selection process and NATO's defense planning process. This will help avoid duplication and identify at NATO those areas where NATO nations outside the EU could cooperate on PESCO projects, The U.S. might also consider amending its arms export control legislation to waive the third-country transfer review requirement for the export of U.S.-PESCO joint projects if the sale would be made to a country to which the U.S. would have made a similar sale. EU internal negotiations on EDF are finished, and changes will be hard to make. Plus, EDF provides R&D funding grants that use European financial resources. While some $118 million in U.S. Defense Advanced Research Projects Agency funds go to European firms, that is about 3 percent of DARPA's budget. So the U.S. might ask for some modest reciprocity from the EDF. But more constructively, DARPA and the EDF might co-fund R&D for joint U.S.-EU projects. The United States has much to gain from a strong European defense industry. Europe has much to gain from cooperation with the U.S. defense industry. All NATO allies need to stimulate defense innovation to compete effectively with Russia and China. Both sides of the Atlantic have much to lose if this issue further disrupts NATO's already shaky political equilibrium. Hopefully von der Leyen's experience as a former German defense minister will help her to understand the urgency and to find a solution to this problem.     As European defense evolves, here’s how industry is responding

    WASHINGTON — As priorities in Europe evolve, particularly with the threat of Russia growing more profound, industry partners are left to adapt. Defense News spoke to Kim Ernzen, vice president of land warfare systems in Raytheon Missile Systems, to find out the company's approach to meeting customer expectations. EU and NATO cooperation on defense is evolving. As they work out roles, is it challenging for industry? From an international or global footprint, we are looking to continue to expand in international marketspaces. As we look particularly to EU and NATO starting to cooperate more, the EU brings some capabilities to the table. Obviously NATO is typically backed more from the U.S. [But] it's how we merge the capabilities together so the fighting forces have what they need when they go into harm's way. From a U.S. defense industry perspective, we like to make sure we protect the latest and greatest. When we look to international, we work through the normal releasability channels to make sure we can release our products. I think there is going to be increased opportunity, because the threats are continuing to evolve. From a pure RMS perspective, we're well positioned to support [combatting] those threats. We continue to work closely not only with the U.S.-based customer, but through them, the international partners to look at the capabilities they may need. Missile defense remains a huge priority in Europe, but how have hybrid warfare tactics, particularly from Russia, influences defense strategies and as a result the investments? As we as a nation look at how to pivot from urban warfare of the last two decades to what many would consider more traditional warfare, but with added complexities of things like cyberattacks, EW. So now you go into overmatch capability, a long-range standoff capability. Army is focused on how to get long-range precision fires that supports the [combatant commands] in the international footprints, being able to protect the European front against advancing Russia threats. And it's got to have that standup capability, they also have to be able to see further. From a company perspective, we're involved in the PRSM [program] — the new Long Range Precision Fire competition between us and Lockheed Martin. And we're also working to enhance the sighting capability on the vehicle, so they can see farther and identity threats sooner. We see a lot of exercises in Europe. Does industry have enough of a seat at the table? We don't necessarily engage one-on-one with the exercising activities that go on; we'll get feedback through customer communities. This is something we talk with our customers about continually: the more we can be engaged, the more we can bring to bear, whether company investments, a spin on the product; the more we can partner with the customer community, sooner, the better it is for them and us as well. We just haven't necessarily always done that. We've seen a great deal of emphasis on increased defense spending of our European allies. Have you seen a bump up? Or if not, where do you see them focusing in on in terms of spending? We have seen a modest increase, particularly across the munitions fronts. Everyone [is looking] in the cupboard drawer, wanting to make sure they have the right stockpiles should they need to go into any engagement with the enemy. We're also continuing to see internationally more system integrated solutions. Not just coming forward with a product, but how a system would work and operate so they can be more nimble in the battlefield. That's a transition we're seeing. The FMS system can be painful to work through. Have their been improvements? We need to look at [whether we] can start converting more programs to direct commercial sales, depending on where we're at in a lifecycle of a product, and what it is we're trying to protect or throttle. FMS is a slow an laborious process. It hinders industry from capitalizing on market opportunities. The more we can change the paradigm and partner with the government side to do more [direct sales], the more they will benefit long term because they get the volume to drive down prices, and allow us to recoup funds to invests in future technology. But there are challenges, because each branches has organizations that support foreign military sales. There's a balance. As more and more countries seek indigenous capacities as well as a return on defense investments domestically, has the nature of partnership changed? Part of partnering with some of these countries involves offset requirements. Often as we start to partner with indigenous capable industries, it used to be ok to [offer up] basic machining. But there is more pull for being able to put high levels of noble work into these countries. Some are more advanced in capabilities, and as we look to partner, how to do we strike that balance, leveraging some technology they may bring to bear, with what we're trying to keep domestically and protected? It's an interesting paradigm.
