Shipyard suspends welding on future carrier John F. Kennedy after small fire

WASHINGTON — A small fire aboard the U.S. Navy's next Ford-class carrier John F. Kennedy has prompted builder Newport News Shipbuilding to shut down all welding this week as the shipyard investigates, according to a statement from Huntington Ingalls Industries, its parent company.

The fire broke out around 10:15 a.m. on Monday and was quickly extinguished by emergency crews, the statement read, resulting in no injuries.

Newport News Shipbuilding is investigating the cause of this incident,” the statement from HII spokesman Duane Bourne read. “There are no known cost or schedule impacts at this time.

“Newport News Shipbuilding secured all hot work on CVN 79 while the cause of the fire is being investigated and a yard-wide stand down was conducted for fire safety. The Navy and Newport News Shipbuilding will restore hot work on CVN 79 once the investigation is complete and any necessary corrective actions are in place.”

Fire safety has been an area of intense focus for the ship repair and shipbuilding industry since last week's fire on the amphibious assault ship Bonhomme Richard. The fire damaged 11 of 14 decks and gutted the ship's island superstructure, according to a letter from the chief of naval operations obtained by Defense News.

    US Air Force relaunches effort to replace MQ-9 Reaper drone

    By: Valerie Insinna WASHINGTON — It has been eight years since the U.S. Air Force canceled its effort to field a successor to the MQ-9 Reaper, but it appears the service might take another swing at developing a new combat drone. On June 3, the Air Force issued a request for information on a next-generation unmanned aircraft with strike, intelligence, surveillance and reconnaissance capabilities, with the intent to accept delivery of the first systems in 2030 and field them in 2031. The solicitation was first reported on by Aviation Week. “With the MQ-9 platform planning for end of service life, a need to identify a solution that continues to provide for this demand is imperative,” the RFI stated. “The purpose of this RFI is to research potential solutions for the Next Generation UAS ISR/Strike platform, the Next Generation Medium Altitude UAS and potential follow-on program to the MQ-9 weapon system.” The Air Force is looking to collect market research on existing technologies as well as systems that are currently under development, with a focus on drones that incorporate advanced technologies such as autonomy, artificial intelligence, machine learning, digital engineering and open-mission systems. In addition, the service is open to attritable technologies — meaning systems that are not cheap enough to be considered expendable, but some losses are still expected in combat. “The Air Force is also interested in researching alternative ways to support future lower-end, lower-cost ISR missions which may include initiatives to modernize, augment, and/or replace existing systems,” the RFI stated. “This RFI inquires about unique and innovative practices that can deliver relevant capability efficiently, timely and at a reduced life-cycle cost.” Although the Air Force has not solidified an acquisition strategy, it intends to hold multiple competitions for the air vehicle itself, as well as its ground control systems and the suite of sensors and data exploitation technology it will use to collect and dissect information. Each technology area will be built to open-architecture standards. Responses to the RFI are due July 20. This latest effort would mark the second time the Air Force has tried to replace the MQ-9 Reaper, currently being manufactured by General Atomics. In its first attempt, known as MQ-X, the service sought to procure a more survivable combat drone that could operate in contested spaces where a Reaper cannot fly. The program was canceled in 2012. Over the years, the Air Force remained mostly quiet about what an MQ-9 replacement could look like. But in 2019, Kenneth Bray, acting associate deputy chief of staff for ISR, said the service has done a fair amount of behind-the-scenes thinking on the topic over the past three to four years. But instead of starting with requirements for the aircraft itself, Bray said the service focused on the data the system would collect and how to optimize the drone's design to to gather and use that information. “We're starting to think not from the sensor or from the platform, we're starting to think from the data and decide: Is it even collecting the right size data, or do I need to have different sensors on those platforms?” he told Defense News. “Are those platforms even relevant anymore, or do I need a different platform because what I need is this type of data, and only this type of platform can get me that type of data? That is how we're going to change our thinking.” In March, Will Roper, the Air Force's top acquisition official, said the service is working on a study that will inform the fiscal 2022 budget and lay out a path for replacing the MQ-9 Reaper. Finding a single replacement to fill the MQ-9′s strike and surveillance mission is unlikely, Roper said, as the service wants to be able to operate in all environments without solely relying on exquisite, pricey systems.     New defense budget bill foresees US-Israel counter-drone cooperation

Frantzman JERUSALEM — For the first time, the National Defense Authorization Act includes a section on U.S.-Israel cooperation in countering unmanned aerial systems, in the fiscal 2019 version. The cooperation will identify “capability gaps” of the U.S. and Israel in countering UAVs and seek out projects to address those gaps to strengthen U.S. and Israeli security. The new cooperation envisions funding for research and development efforts and identifying costs that foresee close cooperation modeled on previous successful programs that Israel and the U.S. have collaborated on, including missile defense and anti-tunneling initiatives. Israel and the U.S. have been at the forefront of air defense cooperation for decades. U.S. Reps. Charlie Crist and Mike Johnson introduced in February a bill titled “United States-Israel Joint Drone Detection Cooperation Act.” Parts of the bill were included in the NDAA passed in both houses of Congress in July. “I am honored to have our bill included in the NDAA and to see it signed into law by President [Donald] Trump. This is an important step not only for our strongest ally in the Middle East but for the United States as well,” Johnson said in July. The president signed the NDAA into law on the afternoon of Aug. 13. The initiative foresees “joint research and development to counter unmanned aerial vehicles [which] will serve the national security interests of the United States and Israel.” Included as Section 1272 of the final NDAA presented to the president on Aug. 3, the cooperation contains five parts, including identification of the capability gaps that exist, identifying cooperative projects that would address the gaps, assessing the costs of the research and development, and assessing the costs of procuring and fielding the capabilities developed. Reports on the cooperation will be submitted to the congressional defense committees, the Senate Foreign Relations Committee and the House Foreign Affairs Committee. The threat of drones has increased in recent years. On Feb. 10 an Iranian-made drone entered Israeli airspace near the northern town of Beit Shean. It had flown from the T4 air base in Syria. Israel identified and tracked the drone from Syria and sent an Apache helicopter to shoot it down. The drone was revealed to be armed with explosives. Former Mossad chief Danny Yatom said in an interview in April that the drone was sophisticated and “an exact replica of the U.S. drone that fell in their territory,” referring to the American RQ-170 Sentinel, which was downed in Iran in 2011. Iran developed two drones based on the Sentinel, one called Shahed 171 and an armed version dubbed Saeqeh, which debuted in 2016. In 2012, Hezbollah used a drone to try to carry out surveillance of the Dimona nuclear reactor in southern Israel. “It's not the first time and it will not be the last,” warned Hezbollah leader Hassan Nasrallah. Conflict Armament Research reported in March 2017 that kamikaze drones using Iranian technology were being used by Houthi rebels in Yemen against Saudi Arabia and the United Arab Emirates. The UAE has sought to bring attention to this threat during the conflict in Yemen, in which a Riyadh-led coalition is fighting the Houthis. Drones were also used by the Islamic State group to attack U.S.-led coalition forces in Syria and Iraq. And Afghan officials reported an Iranian drone entered their airspace in August 2017. In September 2017, Israel used a Patriot missile to down a Hezbollah drone. Israel used Patriotmissiles twice to down Syrian UAVs near the Golan Heights demilitarized zone in July 2018. The U.S. reportedly used an F-15E Eagle to shoot down an Iranian-made Shahed 129 drone in June 2017 in Syria. The drone was heading for the U.S. base at Tanf, which is located in Syria near the Jordanian border. A systematic examination of the emerging drone threat is in the works. The U.S. Defense Department has been allocating resources to counter UAVs, with U.S. Central Command requesting up to $332 million over the next five years for efforts to counter drones. The U.S. Army has been looking for new missiles to defend against a variety of threats, including drones.
