    Army buys $189M counter drone system but already has plans to replace it

    Nathan Strout The U.S. Army has invested another $190 million into a counter-small unmanned aircraft system (C-sUAS), but it's determined that the system will need to be replaced by a U.S. Marine Corps alternative. On July 20, the Army announced it was awarding DRS Sustainment Systems $190 million to develop, produce and deploy the Mobile-Low, Slow, Small Unmanned Aircraft System Integrated Defeat System (M-LIDS). While the system will be deployed, it doesn't have a long-term future with the military. Despite the Army investing in the program for years, M-LIDS is a casualty of redundancy. As the Department of Defense has become more concerned by the threat posed by small drones in recent years, the services have each developed their own C-sUAS responses — mobile, stationary and dismounted. Recognizing the redundancy in that approach, the defense secretary delegated the Army to lead the effort to narrow the number of C-sUAS solutions for use by the joint forces. On June 25, the Army's Joint C-sUAS announced it had selected eight C-sUAS for future investment and deployment by the joint forces. M-LIDS didn't make the cut. But then, about a month later, the $190 million M-LIDS contract was announced, “Mobile-LIDS (M-LIDS) was not selected and will be replaced by the next generation mobile system,” said Jason Waggoner, an Army spokesman. In the meantime, “M-LIDS will be deployed with Army units to the CENTCOM area of operations.” M-LIDS would likely be replaced by the Light-Mobile Air Defense Integrated System (L-MADIS), a C-sUAS developed by the U.S. Marine Corps and the only mobile solution approved by the Joint C-sUAS Office. L-MADIS has already been deployed for testing and was reportedly used to down a drone off the coast of Iran last year. The Joint C-sUAS office told reporters in June that the services were conducting an analysis of how many systems would need to be replaced under the new arrangement. However, leaders were not able to provide a timeline for how quickly they expected to replace those systems. The series of announcements in this market came quickly this summer. Two days after the M-LIDS award, the Army announced a contract for one of the C-sUAS solutions that was included on the list for future investment: the Expeditionary-Low, Slow, Small Unmanned Aircraft System Integrated Defeat System (now known as FS-LIDS). The $426 million contract with SRC Inc. provides for the development, production, deployment and support of FS-LIDS, the only fixed-site solution approved for the joint forces by the Joint C-sUAS Office. “Development of FS-LIDS is complete and systems are being deployed to U.S. forces globally, with a focus in the CENTCOM area of operations,” Waggoner said. “FS-LIDS will remain in use until replaced with newer technologies.” C-sUAS spending hasn't been limited to the Army in recent weeks.     International militaries reveal interest in US Army’s Future Vertical Lift program

    By: Valerie Insinna WASHINGTON — The U.S. Army's Future Vertical Lift program is getting “significant” levels of attention from militaries around the globe, eight of which have already sent letters of interest to the service, the head of the FVL program said Sept. 10. “We're working with multiple international partners on bilateral agreements ... and we're pursuing those letters of interest,” Brig. Gen. Wally Rugen, director of the Army's Future Vertical Lift Cross-Functional Team, said during a panel at the Defense News Conference. Rugen declined to comment on what nations have expressed interest in the program but said that the Army has remained engaged with those countries during the COVID-19 pandemic. “We've done a number of virtual meetings with our partners to keep the momentum up during COVID, and we have very good planning on our 2021 engagements going forward,” he said. “The exportability, interoperability and the cooperation is being studied deeply. [We're] talking about [liaison officers] coming into the FVL office.” The Army intends to develop and field two rotorcraft in the early 2030s as part of the FVL program: future attack reconnaissance aircraft, which will take over the reconnaissance mission currently performed by a mix of the AH-64 Apache helicopter and RQ-7 Shadow drone; and the future long-range attack aircraft, which will replace the UH-60 Black Hawk helicopter. Both are on budget and on schedule, Rugen said. The service recently awarded 10 contracts worth a total of $29.75 million to companies that will develop a series of “air-launched effects” for its future vertical lift aircraft, which could include sensors, mesh networking technologies and other payloads. Future contracts for air-launched effects could present sales opportunities for foreign defense contractors, Rugen said during the panel. “There's a lot of opportunity for our international partners in this space. I think it's very wide open. And the reason it's so wide open is” is that such technologies are “affordable and effective,” he said. In addition to the effort focused on air-launched effects, the Army is in the middle of multiple future tactical UAV demonstrations, which will ultimately pave the way for a replacement of the Shadow drone. Soldiers are assessing the four candidate systems through a series of field tests and exercises: the V-Bat system offered by Martin UAV and Northrop Grumman; Textron's Aerosonde HQ; the Arcturus UAV JUMP 20; and L3Harris' FVR-90. “The soldiers are extremely excited but giving us good feedback,” Rugen said. “They're not being easy on us [on] what to fix, what to do different.     By ARIE EGOZIon June 15, 2020 at 1:02 PM TEL AVIV: The Israeli air force's F-35 special test aircraft is set to arrive in Israel, suitably enough, on the Fourth of July, along with three more Joint Strike Fighters. The arrival will start a planned process of upgrading the IAF's F-35 aimed at making them the main target supplier for the Israeli defense forces. In November another three are scheduled to arrive, bringing the IAF's total to 27 out of the 50 in the current contract. The special test aircraft was officially delivered to the IAF a year ago and some new systems developed by Israel have been installed. But the most sensitive systems will be installed only after the aircraft lands in Israel. Currently, the IAF operates 20 F-35 (Adir) and uses them in combat. One of the key capabilities of the F-35 is its capability to absorb electronic signals from radars and air defense systems and to quickly classify them, geolocate them, and display them to the pilot. Then the aircraft can distribute that data to other combatants. The critical data is collected by the aircraft's passive antennas embedded in the F-35's edges. They feed the signals information to the jet's computers. Using interferometers, the slightest time delay between when a signal hits one antenna compared to another, azimuth and range can be defined and target-quality coordinates created on where the threatening radio frequency emission is coming from. The already very advanced ELINT system of the F-35 is going to be further upgraded by the IAF, working with Israel's defense companies. Since the stealth fighter aircraft first arrived in Israel, some locally-made systems have been partially tested in different scenarios, but the test aircraft will allow these new systems to be put completely through their paces. The test aircraft will enable each of the Israeli F-35s to function as a “Target Generator” for all Israeli ground and naval forces thanks to what some have described as an Israeli-built command-and-control system. The Israeli companies that are developing systems for the IAF's F-35's are reluctant to provide details about the systems under development. Eitan Ben Eliyahu, former commander of the IAF, told Breaking Defense that the F-35 will bring two main capabilities to the Israeli air force's existing ones: “The stealth of course is the obvious one and it is crucial in an area where different forces deploy advanced anti-aircraft systems. “The second capability is the one that allows this aircraft to receive and distribute all kinds of combat data from a long list of sensors.
