Is your GPS equipment vulnerable to spoofing? The government wants to test it.

This summer, the Department of Homeland Security's Science and Technology Directorate is hosting an event where owners and operators of critical infrastructure, manufacturers of commercial GPS receivers, and civil industry stakeholders can see how their equipment holds up under a spoofing attack.

“Accurate and precise position, navigation, and timing (PNT) information is vital to the nation's critical infrastructure,” said Bill Bryan, the senior official performing the duties of the undersecretary for science and technology. “[The Science and Technology Directorate] established this program to assess GPS vulnerabilities, advance research and development, and to enhance outreach and engagement with industry. The objective is to improve the security and resiliency of critical infrastructure.”

Slated for this summer, the 2020 GPS Equipment Testing for Critical Infrastructure event will be the third of its type hosted by DHS that allows parties to test their equipment against GPS spoofing in unique live-sky environments. This event will focus mainly on fixed infrastructure applications, though there will be some support for testing ground-based mobile applications.

There are no registration fees for participants, and interested parties have until April 24 to sign up.

Though originally developed as a military tool, GPS technology has become a constant presence in civilian life over the decades, enabling agriculture, telecommunications, financial services, weather forecasting, the electrical grid and more. An RTI International report released last year estimated that a 30-day GPS outage could result in economic losses to the tune of $35-45 billion.

U.S. adversaries are well aware of the country's reliance on GPS, both in the civilian world and by the military, and they have developed tools to degrade, deny or spoof that signal.

In recent months, the U.S. government has raised concerns that relying solely on GPS for PNT data leaves the nation's critical infrastructure vulnerable to attack. To help address this, President Donald Trump signed an executive order Feb. 12 calling for the U.S. to develop alternative sources of PNT data that can supplement or replace the GPS signal, should it become unreliable.

Under that executive order, the White House's Office of Science and Technology Policy will be developing PNT services independent of GPS and other global navigation satellite systems, while at the same time working to increase the resiliency of critical infrastructure by having them incorporate multiple PNT sources.

    A key milestone of the Air Force One replacement program was conducted using virtual tools. It won’t be the last.

    By: Valerie Insinna WASHINGTON — The Air Force One replacement program has hit a major development milestone, and it did so without the in-person meetings that have become more risky in the age of the novel coronavirus, the U.S. Air Force's top acquisition official said on Thursday. The Air Force recently completed the critical design review for the Presidential Aircraft Replacement program, which will replace the legacy VC-25A Air Force One planes with a new variant of the Boeing 747-8 known as the VC-25B. Although the classified portions of the review still must be done via face-to-face meetings in secure spaces, much of it was accomplished using virtual tools and applications, said Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics. “I was really excited that the team was able to shift their CDR [critical design review] and go virtual,” he told reporters in an April 16 teleconference, adding that more programs will shift toward using virtual meetings to conduct key reviews and milestones even after the COVID-19 pandemic subsides. “I don't know if it makes any sense to do CDRs, at least at an unclassified level, outside of tools like this. And we're working really hard to provide the same capabilities at the secret level,” he said. While Roper did not detail which communication tools were used by the program office to conduct the CDR, he described it as being very similar to widely used applications like Zoom, where the briefer can share PowerPoint slides and participants can share thoughts and questions via a written chat function. “It allows a greater level of productivity than a meeting itself,” he said. “In meetings, you have someone speaking and you want to get a question in, but you've got to wait for them to stop, and then everyone else wants to ask a question. It's hugely inefficient. It's just such an antiquated way of sharing information that is ingrained in us.” The Air Force One replacement drew considerable attention in 2016 after then-President-elect Donald Trump tweeted that the program was too expensive at more than $4 billion and should be canceled. After Trump held numerous meetings with Dennis Muilenburg, who led Boeing at the time, the Air Force awarded Boeing a $3.9 billion contract to modify two 747s into VC-25B jets. However, once all costs are included — such as buying a new hangar for the aircraft and the base cost of the 747s themselves — the Air Force will pay $5.3 billion, according to Defense One. That expense includes an $84 million contract awarded to Boeing on Wednesday to modify Boeing 747 technical specifications and manuals to the VC-25B configuration. Roper doesn't project any schedule delays to the program as a result of COVID-19, which has pummeled prime contractor Boeing's commercial business and caused a temporary pause to certain defense production lines. In February, Boeing began modifying the two 747s slated to become VC-25Bs at its facility in San Antonio, Texas. During the first part of the process, Boeing will cut out large pieces of the aircraft's skin and structure and replace that with two specially designed “superpanels,” according to an Air Force release. The VC-25Bs will also receive upgrades including enhanced electrical power, specialized communication systems, a medical facility, a customized executive interior and autonomous ground operations capabilities.     Global defense spending sees biggest spike in a decade

    By: Aaron Mehta WASHINGTON — Global defense spending hit $1.917 trillion in 2019, a 3.6 percent increase over previous year figures and the largest increase in one year since 2010, according to the annual report by the Stockholm International Peace Research Institute. The United States remains the world's largest defense spender in 2019, with its $732 billion representing 38 percent of global military spending, SIPRI has reported. That was followed by China ($261 billion, at 14 percent of global total), India ($71.1 billion, at 3.7 percent), Russia ($65.1 billion, at 3.4 percent) and Saudi Arabia ($61.9 billion, at 3.2 percent). All told, the top five nations accounted for 62 percent of overall military spending. “Global military expenditure was 7.2 percent higher in 2019 than it was in 2010, showing a trend that military spending growth has accelerated in recent years,” SIPRI's Nan Tian said in a statement. “This is the highest level of spending since the 2008 global financial crisis and probably represents a peak in expenditure.” Large year-over-year increases were seen in China (5.1 percent), India (6.8 percent), Russia (4.5 percent), Germany (10 percent) and South Korea (7.5 percent). Regionally, military spending increased in Europe by 5 percent, Asia and Oceania by 4.8 percent, the Americas by 4.7 percent, and Africa by 1.5 percent. Combined military spending by the 29 NATO member states was $1.035 trillion in 2019. SIPRI is widely considered to be the authority on military expenditures and exports, having gathered such data for decades. Other key developments, as noted by the researchers: Together, the top 15 countries spent $1.553 trillion, 81 percent of global military spending. All but three countries in the top 15 had higher military expenditures in 2019 than in 2010, the exceptions being the U.S. (15 percent drop), the U.K. (15 percent drop) and Italy (11 percent drop.) Total military expenditures of the 11 countries in the Middle East for which data is available decreased by 7.5 percent to $147 billion, driven in part by an estimated 16 percent drop from Saudi Arabia. That overall percentage also decreased in 2018. SIPRI was unable to calculate totals from Qatar, Syria, the United Arab Emirates and Yemen. Military spending in South America was relatively unchanged from the previous year, coming in at $52.8 billion. Fifty-one percent of that spending, $26.9 billion, came from Brazil. Combined military expenditures from Africa grew by 1.5 percent to an estimated $41.2 billion in 2019, the first time that region saw a spending increase in five years. That includes plus-ups in Burkina Faso (22 percent), Cameroon (1.4 percent), Mali (3.6 percent), the Central African Republic (8.7 percent), the Democratic Republic of the Congo (16 percent) and Uganda (52 percent). Of the 149 countries SIPRI studied, 10 allocated 4 percent or more of their gross domestic product to the military, which the group defines as the “military burden.” Thirteen countries had a military burden of 3 to 3.9 percent of GDP; 24 had a military burden of 2 to 2.9 percent; 65 had a military burden of 1 to 1.9 percent; and 34 allocated less than 1 percent of their GDP to the military.
