Rolls-Royce wins Royal Navy’s Type-23 frigate engine contract

Rolls-Royce has received a contract to perform maintenance on the British Royal Navy's Type-23 frigate fleet engines.

Under the £85m contract awarded by the UK Ministry of Defence (MoD), Rolls-Royce will deliver a comprehensive support package to Spey gas turbines.

The contract includes the overhaul of engines, provision of spares, as well as engineering and safety support.

Rolls-Royce will overhaul 30 Type-23 engines from the UK and Nato member states, including Belgium, Portugal, and the Netherlands.

The MoD stated that overhaul of the turbines is a key initiative as they boost propulsion in the Type-23 frigates and serve as a vital component for anti-submarine warfare.

UK Defence Minister Stuart Andrew said: “This £85m contract demonstrates the UK's commitment to modernisation through the maintenance of our formidable Type-23s.

“This work continues the British tradition of supporting our closest allies and solidifying our global position as world-leaders in advanced maritime technology and development.”

The Type-23 frigates can be used to perform a range of operations such as securing the UK's maritime trade routes east of the Suez Canal, and safeguarding British interests in the South Atlantic.

Rolls-Royce will be responsible for project management of the support contract. Scotland-based RWG will undertake the main overhaul and repair work.

Rolls-Royce naval fleet services director Matt Nadin said: “This vital support contract builds upon our Rolls-Royce target to achieve and sustain increased Spey engine availability to the Royal Navy and their Nato partners, the Netherlands, Belgium, and Portugal.”

The contract is expected to allow the navy to cut costs and time related to overhauls.

Rolls-Royce will continue its focus on improving repair schemes, minimising unnecessary work and procuring spares cheaper.

    Nathan Strout The U.S. Defense Department relies on a mixture of military and commercial satellites to connect its war fighters all over the world. And while users can complain that terminals are too bulky or that they should have the roaming capability exhibited in commercial cellphone technology, the system largely works. But that's not the case in the Arctic. “Very simple things become hard when you're in the Arctic, not the least of which is communication. When you are above about 65 degrees north, satellite communication starts to diminish, and above about 70 degrees north it becomes extremely limited except for some of our more exquisite capability — submarines, for example,” said U.S. Northern Command spokesman Maj. Mark Lazane. The U.S. Space Force's primary communications satellite system, Wideband Global SATCOM, is designed to provide connectivity between 70 degrees north and 65 degrees south — basically to the edge of the polar region. The Space Force also operates two Enhanced Polar System satellites — the Arctic complement to the Advanced Extremely High Frequency constellation. EPS satellites provide highly secure, anti-jamming signals, and like its counterpart, EPS is built for high-priority military communications, like that used with submarines. And while elsewhere in the world the military supplements its purpose-built systems with commercial communications satellites, that option is limited in the Arctic. After all, commercial satellites providing coverage of other areas aren't solely serving the military, and the services rely on commercial consumers to offset the costs of designing, building, launching and maintaining a satellite. But there's far less commercial demand for satellite communications in the Arctic than in more populated areas, and commercial satellite coverage reflects that. That leaves U.S. Northern Command with a significant gap in the connections available to its war fighters and platforms. “Connection capabilities [in the Arctic] are limited and lack resiliency. We're challenged in areas from basic point-to-point connections to communication with our distributed sensors,” Lazane said. “Having a reliable broadband communications capability for Arctic operations is the top unfunded priority of USNORTHCOM. With the increase of great power competition in the Arctic, there is a need for additional communications capability and capacity.” But the command thinks it's found a solution in the form of new, proliferated commercial constellations. Private companies OneWeb and SpaceX have launched hundreds of satellites into low-Earth orbit in an effort to provide competitive broadband to users all around the world. USNORTHCOM is asking Congress for $130 million to explore OneWeb's and SpaceX's capabilities in order to provide reliable and potentially cost-effective connectivity to Arctic platforms, installations and war fighters. “Leveraging emerging proliferated low-Earth orbit commercial SATCOM providers in the Arctic enables the United States (and our allies) the opportunity to scale communications capability and capacity quickly in a cost-effective manner,” Lazane said. “The unique capabilities provided by PLEO [proliferated low-Earth orbit] commercial SATCOM providers in the Arctic enables access to high-bandwidth, low-latency communications capability and capacity.” In a Feb.11 letter to Congress, USNORTHCOM Commander Gen. Terrence O'Shaughnessy said that funding for this effort was his No. 1 unfunded priority. If approved, the $130 million in funding will be used for polar communications experiments as well as the fielding of prototype terminals that can connect to commercial PLEO constellations. If those experiments prove successful, USNORTHCOM would need another $110 million in fiscal 2022 for full coverage.     At advent of ambitious mod plan, US Army seeks $190B in FY20

    By: Jen Judson WASHINGTON — The U.S. Army is asking for about $190 billion in fiscal 2020, an increase of roughly $8 billion above last year's budget top line, which will cover the cost of the advent of an ambitious modernization plan, a defense official told Defense News ahead of the White House's FY20 budget request release. Breaking that top line down, the service is requesting roughly $120 billion in its base budget and then another $31 billion in Overseas Contingency Operations-for-base funding. The Army is asking for another $30 billion in traditional OCO funding — which is the account used to pay for wartime operations in theater — and another $10 billion to cover emergency funds, according to the source. The budget is expected to be officially released March 12. OCO-for-base funding is money that could be in the base budget, but is classified as OCO for the purpose of getting around statutory budget caps imposed by the Budget Control Act. Both Congress and the Pentagon have relied on OCO as a workaround for the budget caps in the past.     Lockheed to Retrofit F-35s for Suppression/Destruction of Enemy Air Defenses Role

Tirpak The Pentagon awarded Lockheed Martin a $26.7 million contract on June 1 to develop a structural modification for the F-35 strike fighter to improve its Suppression/Destruction of Enemy Air Defenses capability (SEAD/DEAD). The retrofit design will be applied to both U.S. and foreign F-35s in Lots 14 and 15, and will be completed by August 2022. The contract, issued by Naval Air Systems Command on behalf of all F-35 users, says Lockheed will perform the engineering necessary to modify the aircraft to perform “full up” SEAD and DEAD. When the Air Force declared the F-35 operational in 2016, it described the F-35's SEAD/DEAD suite as able to perform the mission in a “limited” fashion. The need for a structural modification indicates the aircraft will be fitted with new munitions and/or sensors to carry out the role, which usually involves detecting, fixing, and attacking ground-based air defense threats, which can be mobile or stationary. When the service declared initial operational capability for the F-35A, the aircraft was in the 3i configuration, which gave it capability to release satellite-guided bombs. With the 3F version, the F-35 gained capability for the GBU-39 Small Diameter Bomb and AGM-154 Stand-Off Weapon—both used for SEAD/DEAD. The Block 4 upgrade will enable the F-35 to carry the in-development Stand-in Attack Weapon (SiAW). The Navy plans to field its AGM-88E Anti-Radiation Guided Missile, a successor to the HARM anti-radiation missile, and the Air Force is considering the weapon, as well. The ARRGM and HARM home in on the last known emissions of a surface-to-air missile radar at high speed; their presence and success in previous conflicts has dissuaded enemies from turning their radars on in some instances, hence “suppression.” The F-35's ASQ-239 electronic warfare system can passively detect an enemy air defense system's emissions and geo-locate these targets in concert with the F-35's other systems. Air Force leaders have said the F-35, by virtue of its stealth, will become the main platform for the SEAD/DEAD mission in the coming decade.
