    National Defence says $60B warship project delayed until 2030s

    By Lee Berthiaume The Canadian Press Posted February 2, 2021 10:40 am OTTAWA – The Department of National Defence says the first of 15 new warships being built for the Royal Canadian Navy will be delivered years later than expected as officials working on the $60-billion project grapple with unexpected design and construction challenges. The delay means Canada will need to spend more on its 12 aging Halifax-class frigates to keep them floating longer, and is sure to set off a fresh wave of debate and lobbying around what amounts to the largest military procurement in Canadian history. Yet the Defence Department's head of procurement insists the project remains on budget thanks to built-in contingencies, while navy commander Vice-Admiral Craig Baines expressed confidence that his force would not be unduly affected by the delay. That is despite a recent report that outlined concerns about the advanced age of the frigates, which was making it more difficult to find spare parts and conduct other maintenance on the 1980s Halifax-class warships. “When you put ships in saltwater over time, there's going to be an effect,” Baines told The Canadian Press in an interview. “But right now, based on all our estimates on the conditions of the ships, we're very comfortable that we'll be able to transition with this plan.” The delay is nonetheless the latest setback for the new fleet of warships, which are known in military circles as Canadian “surface combatants” and are expected to serve as the Navy's backbone for the better part of the century. The warship project was launched in earnest nearly a decade ago when Irving Shipbuilding in Halifax was selected in October 2011 to build the fleet, with the total cost estimated at around $26 billion and the first ship to be delivered in the mid-2020s. That vague schedule remained largely unchanged, at least on paper, even as the estimated price tag ballooned to $60 billion and Ottawa ordered several smaller ships so Irving would have work until the surface combatants were ready for construction. But Troy Crosby, the Defence Department's assistant deputy minister of materiel, revealed Monday that the first ship is now scheduled for delivery in the early 2030s as officials grapple with the final design and face longer-than-expected construction times. The new warships are based on the Type-26 frigate, which is also being built by the United Kingdom and Australia, but Canadian officials have been making numerous changes to the design to meet Canada's unique military – and industrial – requirements. At the same time, Crosby said the British and Australian experiences have shown that construction of the new vessels will take 7 1/2 years, rather than the original estimate of five years. “So when we look at the overall timeline, we're looking at slightly longer timelines,” he said. “We're looking at the first ship being delivered to us in the early 2030s. ... In this case, we're really more specifically looking at the 2030-31 timeframe.” The schedule slippage comes as the parliamentary budget officer is preparing to release a highly anticipated update on the estimated cost of the warship project. Defence officials have quietly expressed concern the review will show a sizeable increase. Crosby, however, was adamant that the project remains within the $60-billion budget established by the Liberal government in 2017. “The project had originally included a significant amount of contingency that had been put there to address these unknowns,” he said. “That contingency is now being applied, and that's exactly what it's there for. So with that update done, we're still confident at this point that it's going to fit within the budget.” He also said Ottawa will not pony up more money for Irving to retain its workforce as the current plan is to start cutting steel on the first new warship as scheduled in 2023-24, while work on the final design continues. A similar approach is being taken with the Navy's two new supply ships, which are being built in Vancouver. Irving is currently working on a fleet of much smaller Arctic patrol ships for the navy. It originally planned to build five, before the government ordered a sixth in November 2018 to keep Irving's workers busy until the new warships were ready for construction. The government then committed $1.5 billion for two more Arctic patrol ships in May 2019, this time for the Canadian Coast Guard, for the same reason. The delay does mean the navy will need to continue operating its Halifax-class frigates longer, which means investing more money into the ships and managing how and when they are used. Defence analyst David Perry of the Canadian Global Affairs Institute expressed concern about the new delay and what it means for the frigates, some of which are dealing with corrosion and metal fatigue that could limit how long they can remain in service. An internal Defence Department report published last year echoed some of those concerns, saying the navy's maintenance facilities were having an increasingly tough time repairing the frigates thanks in part to a lack of spare parts and the age of the fleet. And while Crosby said the government is working with British and Australian officials as well as industries to find ways to save time, Perry said the warship project has a long history of delays and cost overruns. “At this point in time, this project hasn't met a single one of its major milestones,” Perry said. “So 2030-31 is now the no-earlier-than-that-date for me.” Ottawa has rebuffed repeated calls to scrap its plan to build the ships in Canada, which advocates say could save the country tens of billions of dollars. https://globalnews.ca/news/7614144/national-defence-60b-warship-project/

    SOCOM Multi-Mission Plane Competition Heats Up

    SOCOM has budgeted $106 million in 2021 to buy the first five of up to 75 Armed Overwatch aircraft to perform close air support for its troops on the ground, light attack and ISR missions. By THERESA HITCHENSon June 02, 2020 at 8:01 AM WASHINGTON: Given the fact that the global market for trainers is flat at best, and practically non-existent for light attack aircraft, the competition for Special Operations Command's upcoming Armed Overwatch buy is likely to be fierce. “75 planes is a lot in this market,” Richard Aboulafia, aviation analyst at Teal Group, told Breaking D. SOCOM has budgeted $106 million in 2021 to buy the first five of up to 75 Armed Overwatch aircraft to perform close air support for its troops on the ground, light attack and intelligence, surveillance and reconnaissance (ISR) missions. The planes would replace Air Force Special Operations Command's current fleet of U-28 Draco aircraft. Indeed, Teal Group's January 2020 market analysis on trainers (not including supersonic aircraft) and light attack aircraft finds the total market worth only about $2 billion, compared to up to $30 billion for fighter jets. “Having SOCOM do this with 75 planes to train with less capable allied forces almost makes sense, compared with the totally absurd idea of the Air Force buying hundreds as part of their force structure,” Aboulafia said. He was referencing the Air Force's on-again, off-again romance with the concept of buying up to 300 so-called Light Attack Aircraft to use for training, for close air support by Air Force Special Operations Command, and as strike aircraft for US allies involved in insurgencies such as Afghanistan and Lebanon. After almost a decade of dithering, the service finally in February made a final determination to buy only two each of the Textron/Beechcraft AT-6 Wolverine and the Sierra Nevada-Embraer A-29 Tucanos for continued experimentation. SOCOM officials have stressed that the commands requirements are slightly different than those of the Air Force, focused more on mission capabilities than aircraft design. “Armed Overwatch addresses our requirement for a close air support and intelligence, surveillance and reconnaissance capability that can operate in austere, short take-off and landing environments with minimal manning, infrastructure and sustainment,” Lt. Cmdr. Timothy Hawkins, a SOCOM spokesperson, told Breaking D. And while at least one vendor expressed concerns about speaking with the press due to guidance issued to industry by SOCOM, Hawkins said the guidance used standard language asking vendors not to speak about SOCOM's articulated needs with the goal of protecting ‘controlled unclassified' information. The program is slated to hold a prototype demonstration in November or December — a date that may slip, however, due to the COVID-19 pandemic. At least four aircraft manufacturing teams have confirmed participation in the contest: Sierra Nevada-Embraer; Textron Aviation Defense; Air Tractor; and Leidos. In an May 18 interview with Breaking D, Textron Aviation Defense's Vice President of Defense Strategy and Sales Brett Pierson stressed the fact that the Beechcraft AT-6E has already shown that it can perform the multiple missions envisioned by SOCOM by virtue of its participation in the Air Force's Light Attack Experiment over the last several years. “It already has the capability to do the kind of missions that SOCOM talks about,” he said. The AT-6 has proven its chops in austere environments, Pierson said, both in landing on unprepared runways, and in the ability to rapidly refuel and re-arm. “During Light Attack Experiment, one of the things we demonstrated was the ability to have pilots refuel the airplane, re-arm rockets, do a quick turnaround and take back off again,” he said. In addition, Pierson pointed out, Textron Aviation Defense has customers all over the world , giving it an established supply chain, as well as manufacturing capability. According to a company fact sheet provided to Breaking D, the AT-6 has “85 percent parts commonality with the T-6” trainer, which “yields low risk, low cost sustainment, world-wide logistics, and low-footprint maintenance.” On the other hand, newcomer to the competition Leidos argues that its new Bronco II has the advantage of being designed specifically with the SOCOM mission in mind. Leidos is partnering on Bronco II with the US arm of South African defense conglomerate Paramount Group (which manufactures the Mwari light reconnaissance aircraft), and aftermarket service provider Vertex Aerospace, based in Mississippi. And the fact that the Bronco II is a prototype means its specifications can be altered more easily to fit exactly what the customer might desire, Richard Jackson, Leidos VP for Business Development & Strategy Airborne Solutions, Defense, told Breaking D in a May 19 interview. “It allows SOCOM, from our perspective, to have greater flexibility in influencing the future of how the aircraft evolves,” he said. The aircraft design is optimized to meet SOCOM's multi-mission profile, Jackson stressed, using modern, modular design approaches and open standards that ensure future subsystem upgrades are easily accomplished. It also has an “interchangeable conformal mission bay” that allows payloads to be rapidly swapped out by a couple of operators “in hours, not days.” “Multi-mission is key word here,” he said. “It can do the surveillance and combat support and combat attack role simultaneously. That is something that SOCOM has touted and is not easily done.” The Bronco II is built specifically to operate in austere environments, he said. For example, it can be rapidly broken down for transport — with one deconstructed aircraft fitting on a C-130 and two fitting in a C-17. “It was designed from a clean sheet,” Jackson said, “purpose built for austere environments. That's something that no other company can say.” Neither Sierra Nevada-Embraer or Air Tractor were available for comment. The A-29 turboprop not only has been involved in the Air Force's Light Attack Experiment, but also used in combat by Afghanistan's air force in the fight against the Taliban. And on April 17, the Sierra Nevada/Embraer team announced that it has successfully flight tested the first of 12 A-29s being built for the Nigerian air force. Air Tractor had offered, with partner L3, the AT-802L Longsword back in 2017 during Phase 1 of the Light Attack Aircraft experiment, but lost out to the AT-6 and A-29 — with Air Force officials citing lack of an ejection seat as a factor. (Air Tractor last November filed a bid protest with the Government Accountability Office that was subsequently dismissed.)     Air Force Hires Startup To Build Up MDO’s Unified Data Library

    By THERESA HITCHENS WASHINGTON: The Air Force is expanding a key data tool, the cloud-based Unified Data Library (UDL), that may underpin the service's ambitious Multi-Domain Operations push. Air Force leaders (including acquisition chief Will Roper) believe the UDL will be able to mesh data from all types of sensors to provide space situational awareness (SSA) and command and control (C2) for most Air Force missions. The small $37 million contract, awarded Tuesday to Bluestaq LLC, will “expand the Advanced Command and Control Enterprise Systems and Software (ACCESS) project for the Air Force Research Laboratory (AFRL), the Air Force Space and Missile Systems Center (SMC) Data Program Management Office and the Directorate of Special Programs, Space Situational Awareness Division.” ACCESS will feed the UDL, integrating data “from a wide range of sources spanning commercial, foreign, Department of Defense (DoD) and the Intelligence Community (IC),” according to a company press release. The contract, awarded under the Small Business Innovation Research (SBIR) program, appears to fulfill exactly what Roper and other Air Force acquisition officials are pressing for: drawing in small and innovative companies that can move fast to help the service get inside the speed of Moore's Law instead of taking years or decades to develop new software systems. “We can't specify all specific data sets over the next three years because prioritization is dynamic, but the goal is to eventually integrate all of AFSPC data there along with other sources such as commercial space (already there but more coming), multi-domain data from such as air, land, sea, data from other agencies, and even academia,” an Air Force Space Command spokesperson told Breaking D yesterday. The spokesperson noted that the expansion will support Space Command's National Space Defense Center, designed to run future combat operations in space and to integrate Intelligence Community data with that of the military. It also will support the Combine Space Operations Center (CSPOC), that shares space domain awareness information with allies, the spokesperson said, as well as administrative functions. UDL is the brain child of Maj. Gen. Kim Crider, Air Force Space Command's (AFSPC) data integration guru. Crider is charged with developing AFSPC's classified Enterprise Data Strategy and Roadmap to underpin multi-domain command and control (MDC2) operations. “The Unified Data Library consumes, processes, and distributes millions of unique data products daily originating from dozens of commercial, academic, and government organizations across the world to a diverse user base spanning 25 countries,” according to Bluestaq. “The Unified Data Library storefront provides a robust interactive online API to assist users or developers with education and discovery of available dashboards, data streams, services, structures, and formats. The Air Force plans to expand the Unified Data Library to allow different security classification user access levels and fuse data from all types of sensors to provide command and control for most Air Force missions.” Indeed, AFSPC said in its email, “UDL data is available to any partner organization today, depending on clearance, authorization of the data provider, and classification of the data in question.” The UDL also is being tested by the Commerce Department as it readies itself to take over the mission of providing space situational awareness (SSA) information to commercial and foreign satellite operators.
