    Air Force to dole out nearly $1 billion for ABMS development

    Nathan Strout The Air Force will dole out up to $950 million over the next five years to develop and enable its Joint All Domain Command and Control concept, according to a May 29 contract announcement. JADC2 is a new data architecture being pushed primarily by the Air Force for multidomain operations across the service branches. Under JADC2, the Department of Defense wants to connect any sensor to any shooters, regardless of domain. For instance, one aspect of JADC2 is ensuring that data collected by space-based sensors can be processed, transferred to a command-and-control node where it can be fused with other sensor data, and distributed to the appropriate shooter in near-real time. The Air Force has pursued this JADC2 vision by investing in the Advanced Battle Management System family of systems. ABMS seeks to bring the internet of things to the battlefield with an open architecture. The Air Force began testing ABMS last year and is set to conduct its next test in August or September. The Air Force contracts, with a ceiling of $950 million total, will provide maturation, demonstration and proliferation of JADC2-related capabilities across platforms and domains. Contractors will be expected to leverage open-system designs, modern software and algorithm developments to enable the JADC2 vision. Twenty-eight companies will compete for task orders under the new indefinite delivery, indefinite quantity contracts. Several of the vendors selected are not traditional DoD contractors, highlighting the Air Force's desire to include novel commercial approaches to ABMS. “We want a wide variety of companies, and we definitely want fresh blood in the ABMS competition, so there is a lot that can be contributed from companies that are commercially focused, that know a lot about data, that know a lot about machine learning and [artificial intelligence] and know a lot about analytics. Those are going to be the most important parts of the Advanced Battle Management System,” Assistant Secretary of the Air Force for Acquisition, Technology and Logistics Will Roper told reporters May 14. While the announcement didn't delineate what each of the vendors would bring to the table, multiple vendors on the contract have provided technologies that fit into the JADC2 concept as well. For example, Persistent Systems supports the Wave Relay Tactical Assault Kit program, which provides multidomain communications and situational awareness to Air Force convoys. In a news release, Silvus Technologies announced it would supply its StreamCaster Mobile Ad hoc Networking radio systems for ABMS under the contract. Silvus says its technology can provide a high-bandwidth, tactical-edge network that connects assets across domains. That technology fits into meshONE, a part of ABMS focused on battlefield networks. MeshONE was used in the December 2019 ABMS test, and the new contract will provide more equipment for future tests. No funds were issued at the time of the award.     Australia commits to Triton in $5 billion deal

    By: Nigel Pittaway MELBOURNE, Australia — Prime Minister Malcolm Turnbull announced on June 26 that the Australian government will purchase six Northrop Grumman MQ-4C Triton unmanned surveillance aircraft. The initial investment in the Triton capability is AU$1.4 billion (U.S. $1.03 billion), which includes AU$200 million to enter into a cooperative development program with the U.S. Navy; and AU$364 million for major infrastructure works at two Royal Australian Air Force bases. The total cost of the deal, including whole of life sustainment costs, is estimated to be AU$6.9 billion Australian dollars (U.S. $5.1 billion). The first aircraft will be delivered in 2023 and the last in 2025. They will be based at RAAF Base Edinburgh in South Australia and at Tindal in the Northern Territory, but are also likely to be forward-deployed to other airfields around the continent, including a string of bare bases to the north and north-west. The announcement marks the Gate 2 milestone in the Australian Defence's Force's Air 7000 Phase 1B program, which seeks to acquire a high altitude, long endurance maritime surveillance platform to complement its eventual fleet of 12 Boeing P-8A Poseidon manned maritime patrol aircraft. Australia's Triton program earlier achieved Gate 1 approval in 2014, and the 2016 Defence White Paper affirmed the government's commitment to the acquisition of the capability, subject to the successful completion of the U.S. Navy's Triton development program. At that time the requirement was for seven Tritons , one less than the six announced yesterday, and was initially capped at AU$4 billion, although this did not include through-life sustainment costs. “The Triton will complement the surveillance role of the P-8A Poseidon aircraft through sustained operations at long ranges as well as being able to undertake a range of intelligence, surveillance and reconnaissance (ISR) tasks,” according to a joint statement by Prime Minister Turnbull, Minister for Defence Marise Payne and Minister for Defence Industry Christopher Pyne. “Together these aircraft will significantly enhance our anti-submarine warfare and maritime strike capability, as well as our search and rescue capability.” Minister Pyne said that the Triton will be responsible for surveillance of Australia's areas of maritime responsibility, which represents over 10 percent of the world's surface. “They will provide surveillance and reconnaissance across the Indian Ocean, the Pacific Ocean and the Southern Ocean as far as Antarctica,” he said. “Triton provides unprecedented endurance and 360-degree coverage through its unique sensor suite,” commented Doug Shaffer, Northrop Grumman's vice president of Triton programs. “Australia has one of the largest sea zones in the world over which it has rights to use marine resources, also known as an Economic Exclusion Zone. As a flexible platform, Triton can serve in missions as varied as maritime domain awareness, target acquisition, fisheries protection, oil field monitoring and humanitarian relief.” The Australian Defence Force estimates Triton is capable of establishing a ten-hour orbit in the Southern Ocean, south of Heard Island, or similar efforts to the north of Guam and to the East of Fiji in the Pacific Ocean, from bases around the country. Australia is interested in the multi-intelligence (MULTI-INT), also known as integration functional capability 4 version of the Triton. This features several enhancements over the baseline aircraft and includes a signals intelligence payload which, in U.S. Navy service, is intended to replace the Lockheed EP-3E Aries surveillance platform. The cooperative development program Australia has signed with the U.S. Navy is similar to the agreement it has with the Navy regarding P-8A spiral development and will seek to influence the further development of the MULTI-INT Triton to meet Australia's specific needs. Items of interest are understood to include the integration of a weather radar system, for prolonged operations in tropical conditions where daily thunderstorms are a fact of life, and a ground moving target indicator to facilitate overland ISR missions in addition to the blue water maritime surveillance role. “This cooperative program will strengthen our ability to develop advanced capability and conduct joint military operations,” Prime Minister Turnbull said. https://www.defensenews.com/global/asia-pacific/2018/06/27/australia-commits-to-triton-in-5-billion-deal/

    Lockheed, Bell begin forging prototypes to compete for Army’s future armed recon aircraft

    Jen Judson WASHINGTON — Lockheed Martin's Sikorsky and Bell have each begun to forge the aircraft that will compete to become the U.S. Army's Future Armed Reconnaissance Aircraft (FARA) expected to be fielded by 2030. “It's become very real to me,” Brig. Gen. Wally Rugen, who leads the Army's effort to develop future vertical lift aircraft, told Defense News in a recent interview. “We're seeing forgings, castings, transmissions, gear boxes, blades, cockpits, airframes, real tangible things that are already built, already manufactured and going together,” he said. Final designs on the aircraft are due from both Bell and Lockheed in November, according to Rugen. And despite complications across the defense industry due to the coronavirus pandemic, both vendors “see no problem” achieving that original schedule. The Army will take about a month to review those final designs, Rugen said, and then the service will conduct a readiness review with Army senior leaders in mid-December, where the hope is the program will get the final go-ahead. The service is pushing for the prototypes to fly for the first time in the first quarter of fiscal 2023. One major factor in getting those prototypes airborne is whether the Army's Improved Turbine Engine Program (ITEP) engine is ready to drop into the aircraft. The ITEP engine has been developed to replace the engines in UH-60 Black Hawk utility and AH-64 Apache attack helicopters, but will also be FARA's first engine. Key to progress with that is getting the first engine into testing starting in late 2021, Rugen said. “That is our engine and that is our critical path really through the engine,” he said. General Electric, which is building the ITEP engine for the Army, “understands that,” Rugen said. “They've had a lot of friction to fight through and they're fighting through it very well from what I can see,” he added, referring to the impact of the pandemic on the company's progress. While the ITEP engine schedule has not slipped, it has now essentially lost any padding and is aligned with the original schedule, Rugen said. General Electric and the Army had previously found some ways to accelerate the timeline. In addition to ITEP, the Army is also planning on furnishing a gun and a modular effects launcher to both competitors. The 20mm gun has begun firing live rounds and will fire 285,000 rounds “this year,” Rugen said. The modular effects launcher is in the prototyping phase, but Rugen added that, like the 20mm gun, it will fly at Project Convergence 2021 on a FARA surrogate aircraft. Sikorsky has pitched a design based off of its S-97 Raider that it is calling the Raider X. The S-97 has been flying for more than five years. “These flights have produced tremendous data that inform our flight program, help refine the design of Raider X ... and reduce risk for the program,” Jay Macklin, Sikorsky's business development director for FVL, told Defense News. The company began building physical components last year in anticipation of a contract to build a prototype, he said. Sikorsky also has had key suppliers under contract for more than a year. During the flight test period, Sikorsky plans to be “more focused on validation of design versus traditional methods of fly-fix-fly that have been used on many past aircraft across industry,” Macklin said. Bell unveiled its design — the 360 Invictus — for FARA a year ago just ahead of the Association of the U.S. Army's annual conference. Bell has completed multiple design and risk reviews and reports it is on schedule for its build, according to Chris Gehler, vice president and program director of the Invictus program.
