    Study finds these gaps in Army’s small unit counter-drone capabilities

    Army units at and below the battalion level are unprepared to defeat aerial drones and current plans can't keep up with rapidly evolving technology, according to a recent study. Back in 2016, the Army Research Office asked an outside organization, The National Academies of Science, Engineering and Medicine, to evaluate their counter drone capabilities for battalion and below operations. The report they published earlier this year notes some significant gaps and threats to soldiers with this technology. “Contrary to the past, when U.S. warfighters may have found (improvised explosive devices), now the IEDs will find our warfighters,” according to the report. While the Army and Marine Corps, which also included representatives in the study, are throwing resources at the small drone problem, they are not keeping pace with the threat. “Army time frames are significantly out of sync with the rapidly advancing performance capabilities of individual (small Unmanned Aerial Systems) and teams of sUASs,” according to the report. The report noted that most of the service's counter drone asset work was focused on heavy vehicle platforms or on fixed sites, which leaves smaller units most likely to first encounter the threat more exposed. “Significant quantities of man-portable” counter-drone systems have been fielded, Army spokesman Maj. Chris Ophardt told Army Times in an email. The Army will continue to pursue those capabilities based on emerging threats. Based on his response, which did not include details of capabilities, the Army is pursuing other ways to defeat drones. A large portion of the study was classified, due to operational security concerns. “Future Army C-UAS systems will encompass a variety of potential platforms to include fixed, mobile, and Soldier-portable capabilities,” Ophardt wrote. But beyond the types of systems employed, what they're targeting or attacking also came under fire in the report. The Army and other branches have invested significantly in counter-drone technology, “often focusing on detecting radio frequency transmissions and GPS signals of individual sUASs. However, today's consumer and customized sUASs can increasingly operate without radio frequency (command and control) links.” Drones now available can use automated target recognition, tracking, obstacle avoidance and other software-enabled activities instead of traditional RF and GPS. Ophardt did not divulge specifics of how the Army is addressing this, but responded that the service's counter drone capabilities, “include multiple methods in order to detect, identify and defeat enemy UAS.” A new school began last month at Fort Benning, Georgia to give basic trainees familiarity with small drones. The drone school gives infantry and scouts the ability to fill out a seven-line report when they encounter a drone then relay that info to their headquarters. The students use both fixed-wing and helicopter small drones. They also learn defensive tactics such as how to use dispersal and hiding tactics to minimize casualties from drone-coordinated fires, according to an Army release. Those introductory tactics can help even brand-new soldiers start thinking about how to deal with drone threats. But, at the same time, the low-level tactics currently used for counter drone work have tried to use “kinetic effects,” basically shooting down the drone by interfering with its signals or overheating its circuits. The report noted that method isn't practical on a wide scale for large numbers of troops, especially dismounted units. That path only adds more gear from the equipment to the batteries, to an already overloaded soldier, not to mention the “cognitive load” of training and using another piece of equipment, according to the report. Ophardt responded that the Army's counter-drone strategy included “multiple methods” to detect, identify and defeat” enemy drones. The major provided a similar response when asked about Army efforts at counter-drone tactics, capabilities against swarming drones and collaboratively acting drone groups, which the report remarks will be more prevalent and sophisticated as soon as 2025. Report authors urge Army leaders to adjust their timelines for matching tech development, which are woefully inadequate for the exponential changes in software, hardware and drone capabilities. Current Army time frames consider near-term planning to run from now until 2025; mid-term planning in the 2026 to 2035 window and far-term at the 2036 to 2050. Those efforts mirror vehicle acquisition strategy timelines, not the drone arena. The report pushes for a near-term planning of one to two years, mid-term at the three- to five-year level and far term in drone tech at the six- to eight-year range.     Eastern European NATO allies ramp up drone buys to protect their borders

    By: Jaroslaw Adamowski WARSAW, Poland — As Russia's military activities in the Baltic and Black seas are mounting pressure on NATO's eastern flank, a number of Eastern European countries are developing programs to acquire unmanned aerial vehicles for their militaries. In Romania, local analysts say the country's Ministry of National Defence aims to boost the military's surveillance, reconnaissance and intelligence (SRI) capabilities by acquiring new drones, ensuring the country's armed forces can efficiently monitor Romanian borders. “Romania wants to increase its SRI capacity in the Black Sea, taking into account that the militarization of the region by Russia is intensively continuing,” George Scutaru, head of the Bucharest-based New Strategy Center think tank and a former member of parliament and government adviser, told Defense News. “At the end of last April, the joint Defense Committees of the Romanian parliament adopted the request of the Ministry of National Defence to start the procurement procedures for five new programs, including the acquisition of UAV systems. Within this program, an acquisition of seven tactical-operative UAV systems is to be carried out.” Romania's previous attempt at purchasing drones for its military came in 2018 under a procedure to buy tactical UAVs for some 250 million lei (U.S. $56 million). The bidders included American firm AAI Corporation, Israel's Aeronautics Limited, BlueBird Aero Systems and Israel Aerospace Industries, as well as Romanian company Ymens Teamnet. However, a Romanian court canceled the tender after some bidders filed complaints. George Visan, the coordinator of the Black Sea Security Program at the Bucharest-based think tank Romania Energy Center, told Defense News it was “known that Romania would like to acquire at least six medium-altitude, long-endurance UAVs as well as a number of smaller tactical UAVs.” Similarly to the failed drone tender from 2018, the new competition is expected to attract bids from the United States, Israeli and Romanian companies. Anticipating the forthcoming procedure, last May, Israel's Elbit Systems signed a memorandum of understanding with local state-run aircraft companies Avioane Craiova and Romaero. “Elbit Systems can easily sell in Romania what it manufactures in Israel, but depending on the order, it is willing to integrate and transfer production here. Avioane Craiova used to produce trainers, IAR-99 aircraft and aero-structures for various manufacturers,” Visan said. The analyst says that, in parallel to its drone procurement programs, the ministry is also funding the development of two UAVs, the medium-range Ultra-20 VTOL and the combat Ultra-20 V drone, by the state-run Research Agency for Military Hardware and Technologies, hoping to secure foreign partners and ensure transfer of technology. “This doesn't preclude other acquisitions,” Visan said. Poland eyes combat, surveillance drones Meanwhile, Poland's Ministry of Defence is developing several acquisition programs to acquire UAVs. To date, the ministry has ordered short-range drones and mini drones, with more programs to procure surveillance and combat drones underway. “In the long-term, the Polish Armed Forces are planning to acquire about a dozen sets of mid-range UAVs under the Gryf program, several MALE combat-reconnaissance UAVs under the Zefir program, and vertical take-off and landing short-range UAVs for the navy under the Albatros program,” a spokesperson for the Polish ministry told Defense News. In 2018 and 2019, Polish privately-owned defense company WB Group secured two orders to deliver a total of 48 mini-drones to the Territorial Defense Forces (TDF), a military branch which comprises volunteers. “We have supplied two types of drones to the Polish military. The first one is FlyEye which, in addition to the TDF, is also used by the artillery forces and special forces in Poland. It can be used in a variety of missions, including reconnaissance, artillery guidance, search and resuce, but also to extend the range of battle management systems. This drone can guide missiles, becoming the heart of an anti-tank system. We have developed FlyEye for more than ten years, and new variants continue to be designed,” company spokesman Remigiusz Wilk told Defense News. “The second one is Warmate which combines reconnaissance capabilities and combat capacities as loitering munition, owing to which it's a highly precise weapon system.” WB Group is also exporting its drones, with Warmate's deliveries to four allies carried out through the NATO Support and Procurement Agency. Most recently, the manufacturer established a subsidiary in Ukraine where its UAVs have been operated by the country's military. “Our drones are combat-proven, and to date, not a single one has been lost over Ukrainian skies carrying out hundreds of challenging missions,” Wilk said. Other countries in the region that plan to acquire drones include the Czech Republic. Last November, Czech President Milos Zeman spurred controversy when he called on the government to buy Israeli UAVs for the armed forces.     Here’s the newest price tag for DoD’s arsenal of equipment

    By: Aaron Mehta WASHINGTON — The Defense Department's portfolio of 121 key defense acquisition programs now has a price tag of $1.86 trillion, according to a new report by the Government Accountability Office. The number comes from the GAO's annual assessment of Pentagon acquisition, delivered to the public on Wednesday. The figure involves a 4 percent increase over the previous year but also factors in, for the first time, 15 major IT investments ($15.1 billion) and 13 middle-tier acquisition programs ($19.5 billion). The vast majority comes from 93 major defense acquisition programs, or MDAP, worth $1.82 trillion. Of those, 85 MDAPs worth a total of $1.8 trillion are already underway, with the rest expected to enter production in the near future. The $1.8 trillion figure marks the largest level of investment in MDAPs since 2011, and an increase of $44 billion over the department's 2018 MDAP portfolio. The current MDAP portfolio has accumulated more than $628 billion in cost growth over the life of its programs — or 54 percent more than the projected cost when programs began — with schedule growth overshooting targets by 29 percent at an average capability delivery delay of more than two years. Over the last year, 42 MDAPs reported a combined total acquisition cost increase of more than $80 billion. Nine programs that saw cost estimates increase by over 25 percent made up more than half of that total. While some of that is driven by increased procurement numbers, such as with the Joint Air-to-Surface Standoff Missile for the Air Force, those changed procurement plans are not the major driver of the cost increase. However, it's not all bad fiscal news: The remaining 43 MDAPs saw a cost decrease of more than $16 billion. And 19 programs that increased procurement managed to drive costs down through those updated plans. One worrisome trend the GAO highlighted is the lack of factoring in cybersecurity to early development of key performance parameters on MDAPs. The watchdog dug into a sample of 42 MDAPs as a test case, it and found that 25 of those programs had zero cybersecurity factored into the key performance parameters. Another 10 programs had one KPP related to cybersecurity, which is unlikely to be enough in the modern, wired world. For the middle-tier programs, which are designed for rapid prototyping and fielding, the GAO warned there is “inconsistent cost reporting and wide variation in schedule metrics” across the programs, adding that this poses “oversight challenges for Office of the Secretary of Defense and military department leaders trying to assess performance.” However, the watchdog agency also said the Department of Defense is in the process of addressing those issues. One notable program challenge identified in the report: The Navy's presidential helicopter replacement program, known as the VH-92A, has yet to “demonstrate that it can meet the requirement to land on the White House South Lawn without causing damage.” Parts of the helicopter are too hot, which will damage the lawn under “certain conditions.” As a result, the program is studying everything from lawn surface treatments to changes in aircraft design. “Due to concurrency in the program, which entered production while simultaneously addressing problems identified during the operational assessment, a design change to address this or other deficiencies discovered in the future may require modifications to units already in production,” the GAO found. https://www.defensenews.com/pentagon/2020/06/03/heres-the-newest-price-tag-for-dods-arsenal-of-equipment/
