Major upgrades incoming for Canada’s fleet of CF-188 Hornets

You can pick your own term. Generation 4.2? Gen 4.3? However you choose to define the upgraded Royal Canadian Air Force (RCAF) CF-188 Hornet, the fighter jet will have “operational parity” in a complex operating environment until the early 2030s.

“It's not Gen 4, but it's not a true Gen 4.5 like the (F/A-18E/F) Super Hornet. It will be somewhere between there,” said BGen Todd Balfe, a CF-188 pilot and special advisor to the Fighter Capability Office. “The term we use is, it brings us to operational parity against current threats. That is an implicit statement recognizing we don't have operational parity right now. And that supports our [objective] of

bridging towards the future fighter.”

Under a program known as the Hornet Extension Project (HEP), the Air Force will upgrade its entire fleet of 94 aircraft to meet international aviation regulations and ensure interoperability with the United States and other allies, including NATO. It will also enhance the combat capability of 36 jets to operate globally against current threats.

The program addresses what the RCAF is calling quantitative and qualitative capability gaps. The delivery and upgrade of 18 operational Australian F/A-18A Hornets, which will expand the current fleet of 76 to 94, gives the Air Force the necessary quantity to meet concurrent NORAD and NATO obligations.

Upgrading the sensors, weapons, countermeasures and mission support of approximately two squadrons worth of fighters will resolve the qualitative concern.

Previously two distinct projects to comply with changing civil aviation regulations and allied capabilities and to modernize combat capability, HEP will be completed in two phases.

The first phase, set to begin shortly on all 94 Hornets, will include automatic dependent surveillance-broadcast (ADS-B) to replace the current transponder, Honeywell GPS/INS systems, Collins Aerospace AN/ARC-210 RT-2036 (Gen 6) radios, airborne Joint Tactical Radios, upgrades to the Lockheed Martin sniper targeting pod, enhanced mission computers and data transfer units, and software updates for the Advanced Distributed Combat Training System (ADCTS) for networked flight simulation exercises.

“It will allow the aircraft to operate in civil airspace out to 2032, but more importantly ... to interoperate with allies,” said Balfe. “Our NATO allies and our U.S. allies are upgrading the interoperability standards on all their fleets of aircraft.”

The second phase, to be completed on the 36 Hornets with the most remaining operational life, will follow shortly after. Though select weapons and sensor systems were upgraded prior to Operation Impact over Iraq and Syria in 2014 and 2015, the CF-188 has not had a major overhaul of its combat capability for almost 15 years, Balfe acknowledged.

The most significant enhancement will be to the sensing capability, in particular the radar. The Air Force will replace the AN/APG-73 mechanically scanned radar, a multimode airborne radar system developed in the 1980s by Hughes Aircraft, now Raytheon, with a vastly improved APG-79(V)4 Active Electronically Scanned Array (AESA) radar, now standard on so-called fifth generation fighters and many allied upgraded fourth generation aircraft.

“An AESA radar gives you much greater detection, less probability of being detected, and more capability to track and identify airborne and even surface targets,” said Balfe. “It is a scaled down version of the radar that is in the Super Hornet.”

The Fighter Capability Office looked across allied F-18 operators for examples and “quickly landed upon the U.S. Marine Corps,” which operates a C variant of the Hornet, he said. “They have embarked upon a very similar upgrade path ... so much of the engineering effort has already been done. We will partner with the Marine Corps and put that in our aircraft.”

The Hornets will also receive a new F/A-18A Wide Band RADOME to “be able to accommodate the full capability of the AESA radar,” he added.

The new weapons package will include the Sidewinder AIM-9X Block II air-to-air short-range missile, the AIM-120D advanced medium range air-to-air missile, and the AGM-154 Joint Standoff Weapon (JSOW), an air-to-surface glide bomb with an unclassified published range of at least 100 kilometres

“All the weapons are currently integrated on Marine Corps F-18s” and are used by select NATO allies, noted Balfe. “They are a significant increase in capability and survivability for our pilots.”

Given the age of the Hornets, which were designed in the 1970s and produced in the 1980s, there would be limited value in modifying the airframe or enhancing the electronic warfare system to further increase survivability — the RCAF is anticipating about seven years of service life once the upgrades are completed in 2025.

But the Air Force will add new expendable chaff and flare, the ADM-141C Improved Tactical Air-Launched Decoys, and an Automatic Ground Collision Avoidance System (Auto GCAS). “The system was not technically feasible before,” said Balfe. “It is now. The Marine Corps has found a solution.”

Lastly, the RCAF will expand mission support and security with a new Joint Mission Planning System (JMPS) and security upgrades to portable, temporary secure facilities to conduct simulated weapons training and mission planning for pilots. “These new weapons come with a higher level of security,” he said, noting that the CF-188 operates at secret or below while newer fighters require top secret level classification.

Though the enhanced combat capability might not match that of a true Gen 4.5 or greater aircraft, it will serve as a “transition activity” to the future fighter, which remains “on track,” said MGen Michel Lalumiere, chief of Fighter Capability.

The government still expects to award a contract in 2022 for 88 advanced fighter jets to replace the current Hornet fleet, despite twice adjusting the request for proposals deadline, now set for July 31, and the challenges of coordinating paperwork and other activity among the Fighter Capability Office, the Air Force, other government departments and the three contending companies while working remotely during the coronavirus pandemic.

Balfe suggested the combat systems introduced during HEP Phase 2, many of the which will be the same or similar on the future fighter, “will enable us to begin the transition of our people, our mindset, our procedures and our way of thinking for the capabilities that are going to come with the future fighter. We think HEP is a great bridge toward that path.”

While data from the various sensors will still be “fused” by the pilot rather than an onboard computer, systems in CF-188, the enhanced sensing and data transfer will mean a clearer operating picture among RCAF pilots that can be shared to a degree with allies. “It will bring our pilots into a different level,” he said.

One key approval milestone was reached on June 16 when the U.S. State Department approved the possible military sale to Canada of the AESA radar along with technical and logistics support, the RADOME, radios, data transfer units, the various missiles and tactical guidance units, the ADCTS, Auto GCAS, JMPS and other systems for an estimated US$862.3 million, according to the Defense Security Cooperation Agency. The combined HEP program is estimated to cost about $1.3 billion.

The Air Force is anticipating an initial operating capability of six Hornets through both Phase 1 and 2 in 2023. Full operational capability of the entire 94 aircraft is expected in 2025. “We are doing this very rapidly,” noted Balfe.

That timeline includes the introduction of 18 Australian flyable aircraft as well as delivery of a spares package and up to seven more F/A-18A jets for parts by 2022. So far, five have been delivered and two have completed testing and evaluation after undergoing a conversion program that includes Canadian operational flight program software, cockpit configuration, a naval aircrew common ejection seat, night vision imaging systems, external lighting on the tail, changes to the landing gear and installation of the Lockheed Martin sniper targeting pod.

“The allocation (of the Australian aircraft) will be based upon squadron needs and aircraft fatigue,' said Balfe. “One of the benefits besides helping close that quantitative capability gap, they give us a bigger pool of aircraft over which to distribute the stress and strain of [fighter operations]. They also allow us to have aircraft out of service while they are going through various phases of upgrades under HEP.”

Enhanced combat systems may put the CF-188 on a par with current threats for the next decade, but they don't negate the need for a more modern fighter, Balfe observed. “We have a limited window where the upgraded CF-188 will have operational parity. Past that window, roughly 2032, it will most likely not have operational parity any longer.”

Canada for the third time in a decade is trying to replace its aging F/A-18A/B Hornet fighter jets. With every year the acquisition effort drags on, the condition of the Royal Canadian Air Force's fast-jet fleet grows direr. “The politically-charged competition to replace Canada's aging fleet of fighter jets will rocket forward at the end of May [2019] as the federal government releases a long-anticipated, full-fledged tender call,” Murray Brewster reported for CBC News. Four companies are vying for the multibillion-dollar contract for as many as 88 fighters that would replace the RCAF's 1980s-vintage Hornets, which in Canadian service are designated “CF-18.” Saab, Airbus, Boeing and Lockheed Martin all are in the running, respectively offering the Gripen, Eurofighter, F/A-18E/F and F-35A. The manufacturers will have until the end of 2019 to submit bids, CBC News reported. But the RCAF hardly can wait. The RCAF acquired 138 F/A-18A/Bs from McDonnell Douglas starting in 1982. In early 2019, 85 of the original Hornets, all more than 30 years old, comprise Canada's entire fighter fleet. The Canadian Hornets are unreliable and lack modern systems. In 2010, Canada's Conservative Party government announced plans to acquire 65 new F-35 stealth fighters by 2020. But the government never fairly compared the F-35 to rival fighter types such as the Eurofighter Typhoon, the Auditor General of Canada concluded in a 2018 report. "National Defense did not manage the process to replace the CF-18 fleet with due diligence." In 2015, Liberal Party candidate Justin Trudeau made the F-35 a major issue in his campaign for prime minister. Trudeau won. And in 2017, Ottawa backed off its proposal to purchase F-35s and, instead, launched a new competition to acquire 88 fighters. The aircraft would enter service in 2032, meaning the old Hornets would have to continue flying 12 years longer than the government originally planned. Ottawa briefly considered acquiring 18 F/A-18E/Fs from Boeing in order to bolster the early-model Hornets, but the government canceled the plan during a U.S.-Canada trade dispute in 2017. Canada was left with its original Hornets. In December 2017, the government announced it would spend around $500 million buying up to 25 1980s-vintage F/A-18s that Australia was declared surplus as it acquired its own fleet of new F-35s. The RCAF would add some of the Australian Hornets to the operational fleet and use others as sources of spare parts. But the government has no plan to keep its Hornets combat-ready as they enter their fourth and even fifth decade of service." We found that the CF-18 had not been significantly upgraded for combat since 2008, in part because [the Department of] National Defense expected a replacement fleet to be in place by 2020," the government auditors found. "Without these upgrades, according to the department, the CF-18 will become more vulnerable as advanced combat aircraft and air-defense systems continue to be developed and used by other nations." Against this backdrop, Brewster assessed the current fighter contenders, in particular, the Swedish Gripen and the American F-35. “There has been a rigorous political and academic debate about whether Canada should choose a legacy design from the 1990s, such as the Gripen, or the recently-introduced Lockheed Martin F-35 stealth fighter,” Brewster wrote. “The Swedish air force is about the same size as the Royal Canadian Air Force,” Brewster pointed out, adding that Sweden and Canada also share geographic concerns. “The Gripen is intended for operations in rugged environments, such as Sweden's Arctic region,” Brewster wrote. “Canada's CF-18s occasionally operate from forward bases in the north, but those deployments are infrequent compared with the routine activity of the Swedes.” As part of its commitment to NATO, Canada also must be prepared for high-tech warfare in Europe. The Gripen lacks the radar-evading stealth features that in theory allow the F-35 to penetrate the most dangerous Russian-made air-defenses. But Brewster cited a March 2019 Swedish study that claimed Russian defenses are less fearsome than many observers believe. “Besides uncritically taking Russian data at face value, the three cardinal sins have been: confusing the maximal nominal range of missiles with the effective range of the systems; disregarding the inherent problems of seeing and hitting a moving target at a distance, especially targets below the horizon; and underestimating the potential for countermeasures against [anti-access area-denial]-systems,” Robert Dalsjo, Christopher Berglund and Michael Jonsson explain in their report "Bursting the Bubble." The stakes are high. If Canada fails a third time to buy a new fighter, it might find itself in the same unfortunate situation in which Switzerland has found itself. In April 2019 the Swiss air force is down to just 10 ready fighters with full-time pilots. The crisis is the result of the Swiss public's decision in a 2014 referendum to reject the air force's proposal to buy 22 new fighters to begin replacing 40-year-old F-5 Tigers. The Swiss air force in 2019 plans to remove from service 27 Tigers. The 26 Tigers that remain will perform limited duties. With the F-5 force shrinking and flying part-time, the Swiss air force increasingly relies on its 30 F/A-18C/Ds. To last that long, the F/A-18s need structural upgrades. The upgrade work has sidelined more than half of the Hornet fleet. Switzerland like Canada has relaunched its fighter competition. The same companies and designs that are competing in Canada, plus Dassault with the Rafale, are in the running in Switzerland. Intensive flight testing began in April 2019. Canada like Switzerland likely can't afford to fail again to buy new planes. The old Canadian Hornets probably won't last much longer. "The CF-18 will be disadvantaged against many potential adversaries, and its combat capability will further erode through the 2020s and into the 2030s," Ottawa's auditors warned.     Auditor general trashes Liberal plan to keep CF-18s flying until 2032

    Murray Brewster · CBC News Fighter pilots, technicians are in short supply for Canada's fighter jets Canada's auditor general has shot down the Liberal government's handling of the air force's aging CF-18s in a blistering report that raises questions about national security, and even long-term safety, regarding the viability of the country's frontline fighter jets. Auditor General Michael Ferguson's fall report, tabled Tuesday, methodically picks apart the recent policy change at the Department of National Defence, which requires the military to have enough warplanes to meet Canada's commitments to both NORAD and NATO at the same time. From the get-go the policy was a non-starter, and the federal government knew it, said Ferguson. "The fighter force could not meet the requirement because National Defence was already experiencing a shortage in personnel, and the CF-18 was old and increasingly hard to maintain," said the audit. As of April 2018, the air force's CF-18 squadrons faced a 22 per cent shortage in technical positions — and a startling number of technicians were not fully qualified to do maintenance. Fighter pilots are also in short supply. The air force is losing more of them than it is training each year; among those who do remain, almost one third do not get the required 140 hours of flying time per year. At a news conference following the release of the report, Defence Minister Harjit Sajjan conceded that personnel shortages were identified "early on" after the Liberals took over in 2015. "This is a problem we knew we had," he said, pointing the finger at budget cuts made by the previous Conservative government. "This is what happens when you don't put enough resources into the military." The extent of Liberals' own efforts to boost recruiting and retention of pilots and technicians in the three years since the election was the subject of some confusion Tuesday. A written statement from Sajjan said the government "will launch new efforts to recruit and retain pilots and technicians." During the news conference, the minister said the military's top commander had been directed to deal with the problem and that recruiting pilots is "a priority." Pressed for specifics on recruitment, Sajjan said he's "going to leave it to the experts to figure out." Proposed solution 'will not help solve' issues The auditor's report took issue with the Liberal government's strategy to fill the so-called capability gap by buying additional interim aircraft. The current proposal is to buy used Australian F-18s — of approximately the same vintage as Canada's CF-18s — and convert them for further use until the federal government completes the purchase of brand-new aircraft. This plan, the auditor's report said, "will not help solve either the personnel shortage or the aging fleet." Ferguson said an earlier, $6.3 billion plan to buy 18 brand new Super Hornet fighter jets on an interim basis would have been even worse — and the government was told so in no uncertain terms by the air force. "National Defence's analysis showed that buying the Super Hornet alone would not allow the department to meet the new operational requirement," said the audit. "The department stated that the Super Hornet would initially decrease, not increase, the daily number of aircraft available because technicians and pilots would have to be pulled away from the CF-18s to train on the new aircraft." The proposal to buy Super Hornets was scrapped last spring after the manufacturer, Chicago-based Boeing, angered the Trudeau government in a separate trade dispute involving the sale of Bombardier passenger jets. The Opposition Conservatives have long claimed the 'capability gap' was concocted by the Liberals as a way to push off a decision on a permanent replacement for the CF-18s. In the last election, Prime Minister Justin Trudeau pledged not to buy the F-35 stealth fighter, the preferred option of the Harper government. Sparring in the House The report led to sparring in the House of Commons, with the Conservatives seeing the auditor general's assessment as vindication. "Today's report confirms what we have been saying all along," said James Bezan, the defence critic. "Justin Trudeau deliberately misled Canadians by manufacturing a 'capability gap' to fulfil a misguided campaign promise, and in the process has put the safety and security of Canadians at risk." Sajjan, however, believed the report supported the government's position. "The report confirms what we have always known: The Harper Conservatives mismanaged the fighter jet files and misled Canadians for over a decade," he said. "The report confirms a capability gap exists, and started under the Conservatives." In fact, what the report said was that "Canada's fighter force could not meet the government's new operational requirement." It contained objective analysis of how many aircraft would be required to meet various contingencies. Fleet 'will become more vulnerable' Meanwhile, the auditor is warning that the Liberal government has no plan to upgrade the combat capabilities of the CF-18s to keep them current over the next decade while the air force waits for replacements. The last major refurbishment of the war-fighting equipment on the jets happened in 2008, and Department of National Defence planners have done little since because they had been expecting new planes by 2020. National Defence did not have a plan to upgrade the combat capability of the CF-18 even though it will now have to fly until 2032," said the audit. "Without these upgrades, according to the department, the CF-18 will become more vulnerable as advanced combat aircraft and air defence systems continue to be developed and used by other nations." The fact that the CF-18s are not up to date means they will not be able to operate in certain environments where the risk of surface-to-air missiles or advanced enemy planes is great. That, in turn, "would limit Canada's contribution to NORAD and NATO operations," Ferguson said. Sajjan said the department is looking at an upgrade to the combat systems.     Innovation requires experience: AIAC panel

    Posted on November 23, 2017 by Chris Thatcher When the federal government delivered its 2017 budget last spring, innovation was mentioned 262 times and served as the focal point for numerous new initiatives. The centrepiece was the Innovation and Skills Plan, a series of proposals that included additional venture capital funding, new support for innovation in key growth areas and superclusters, and Innovation Canada, an initiative to bring siloed projects and funding programs for innovators under one roof. More recently, the government in its 2017 defence policy introduced IDEaS (Innovation for Defence Excellence and Security), a program currently seeking Treasury Board approval that will invest $1.6 billion over the next 20 years to generate solutions to complex challenges across the Canadian Armed Forces. It will also speed up the development of new technologies through contests, sandbox trials, research networks and other programs. The devil is always in the details of such initiatives, and all are in the early stages. Still, they have been widely welcomed by the aerospace sector. However, innovation is not for the inexperienced, four seasoned small business executives cautioned during the annual Canadian Aerospace Summit on Nov. 7. While government programs often appear to be tailored to recent graduates with youthful enthusiasm, true innovation doesn't succeed without business acumen. “It takes experience; it takes patience,” said Gabe Batstone, a self-described serial entrepreneur with over two decades in the tech sector, who recently launched Ottawa-based Contextere, an artificial intelligence firm focused on applications for blue collar workers that has secured funding from BMW, Lockheed Martin and Samsung. Aerospace and defence programs can take years to mature and regulations invariably play a big part in the introduction of any new technology, he said. “To bring emergent technology into complex organizations, it's about procurement [expertise], about sales, about relationships, about [understanding] regulations. The technology is the least difficult part.” In fact, tried and true business practices focused on customer relations are essential to entrepreneurial success. “I was never worried about the technology,” said John Mannarino, president of Montreal-based Mannarino Systems and Software, a company that has grown from a one-man consultancy to over 60 employees specializing in engineering services and airborne software. Rather, innovation has come from listening to customers and suppliers, and that takes time. “I had to learn.” In an address to the Summit, hosted by the Aerospace Industries Association of Canada, Michael Anderson, president of Saab North America, observed that innovation does not happen without an element of risk. “The organization that has the best ability to effectively mitigate risk while providing an environment that promotes risk-taking will eventually be a successful innovator and, of course, a successful business.” But there is a point at which small companies cannot take on more risk, said Dave Muir, president and CEO of Ottawa-based Gastops, a health monitoring firm that has developed sensor and analysis tools for complex aircraft and engines. “The larger companies are pushing risk way more down into the supply chain than they were. As a small fish there is only so far out from the shore you can swim before bad things happen.” The pace of change is also creating challenges for small business, and it's not limited to technology. Development cycles, production schedules, and time to market have all been compressed in recent years. For Patrick Thera, president of SED, a division of Calian that has been developing commercial satellite and ground systems solutions for over 50 years, that means being shrewd about where and with whom to invest. “Key collaborations are very important,” he said, noting that “coopetition” has sometimes made for unexpected partners. “One day you're competing against a fellow company and the next you're partnering with that company.” Gastops, too, has invested far more than previously in establishing collaborative networks to further its innovation. “I strongly believe, especially for a small company, that you cannot do innovation in the aerospace industry by yourself alone in the back room,” said Muir. Adapting to the pace of change can be especially difficult if you don't have the necessary specialized skills in your company. All four executives acknowledged the challenge of finding top software and engineering talent when much larger companies in every sector are pursuing the same people. But they also argued that as products become more sophisticated, expertise in procurement, project management, intellectual property and marketing is critical to innovation and a company's growth.
