Lord hopes to loosen weapon export restrictions in next six months

WASHINGTON — The Pentagon's top weapons acquisition official on Thursday called for another review of what defense technology is export-restricted, in an attempt to ensure the United States remains a defense technology provider of choice for other nations.

Speaking at an event hosted by the Reagan Foundation, Ellen Lord said she has in recent months become “passionate” about revisiting export controls.

“In the next six months, I very much hope to open the envelope, particularly on some of the weapons technology that we can export,” Lord said.

“I am concerned that sometimes we are losing international competitions, because we have — as we have increased our capability, we have not increased the capabilities that we export in a commensurate fashion,” she added. “And we sometimes are having some of our potential customers, typically in the Mideast turn to Russia or China — you see the same thing in India, for instance.”

Export control reform is hardly a new issue. In 2018, the Trump administration unveiled new defense export policies that it said should increase sales of U.S. weapons abroad; during the rollout, officials used some of the same phrasing about the need to think “strategically” as Lord did on Thursday.

And in a process that started under the Obama administration and continued into the Trump administration, the U.S. State Department reviewed the 21 categories on the U.S. Munitions List, moving thousands of pieces of technology into categories that allow for straight commercial sales without a government review.

Many of those technologies that were reviewed are systems that are no longer unique to America, or are so prevalent in commercial systems that to restrict them would be to harm broad swathes of American industry. But Lord's comments indicated that she feels not enough has been done in the realm of making it easier to export defense items.

“We are having a very focused discussion on: Let's rethink this from a strategic point of view” she said. “A lot of this technology — frankly, the magic sauce is in the manufacturing of it, the technical data package doesn't always give it to you. So obviously we have to make sure we're very careful not to have things that could be disassembled and understood and so forth.”

Lord also noted a desire to “beef up” the National Technology and Industrial Base, or NTIB, which currently covers Canada, the United Kingdom and Australia. Countries in the NTIB are considered part of the American defense industrial base, making it easier to collaborate on materiel.

The U.S. remains the largest arms exporter in the world. Per data from the Stockholm International Peace Research Institute, America represented about 35 percent of all arms exports from 2015-2019; Russia, at 18 percent, was a distant second.

    By: Jen Judson WASHINGTON — The coronavirus pandemic has caused another delay for the U.S. Army's plagued M113 replacement program, which has struggled with manufacturing problems as the BAE Systems-made Armored Multi-Purpose Vehicle entered low-rate initial production, according to the company's second quarter fiscal 2020 earnings briefing released last week. The company had to delay delivery of the first LRIP vehicles by roughly four to six months, moving delivery from March to July. But as BAE prepared to move ahead on delivery, the pandemic hit, bringing with it another delay of roughly a month, which pushed the vehicles' delivery date to August. The AMPV program entered LRIP in January 2019, but the program office indicated last year that delivery of the first vehicles would be delayed by two months and the completion of production qualification testing would be delayed by seven months due to tooling and assembly line challenges at BAE's facility in York, Pennsylvania. Because of the issues, the Army's AMPV budget request in FY21 showed the program took a hit. The service indicated it would buy 32 vehicles instead of the 143 planned for the fiscal year, and the program's budget was cut from $445 million to $193 million. The Army and BAE developed “a production approach that would allow us to incorporate efficiencies during LRIP that modernize manufacturing and increase the overall throughput of the program,” Amanda Niswonger, a BAE spokeswoman, told Defense News in an Aug. 3 statement. “This included installing new technology and processes such as robotic welding, digital X-ray, and advanced machining. And we worked closely with the Army to update and refine manufacturing processes to incorporate the most modern weld and inspection technology,” she said. “These changes had an impact on our delivery timeline which was not reflected in the original delivery schedule, but continues to meet the Army's fielding schedule.” The service and BAE had formalized the schedule change just as COVID-19 hit the U.S., which affected a large number of manufacturing facilities and supply chains globally. “We have worked tirelessly to mitigate the impacts from COVID-19 with our employees, supply network, and customer base to keep our manufacturing sites operational and continue to receive parts as needed,” Niswonger said. “Unfortunately we could not overcome all the challenges and our first delivery has slipped one month.” https://www.defensenews.com/land/2020/08/03/pandemic-causes-latest-delay-in-us-armys-m113-replacement-program/

    USAF base to use robotic technology to remove paint from A-10 aircraft

    The 576th Aircraft Maintenance Squadron is leveraging the robotic media blasting technology for the first time to remove paint from the A-10 aircraft at Hill Air Force Base (AFB) in the US. With the use of the new robotic technology, the squadron is expanding its capacity by adding capability. New-generation robots are used to strip paint from A-10 Thunderbolt II aircraft that arrive at Hill AFB for depot overhaul and maintenance. The latest process is expected to reduce man-hours and increase safety by removing employees from the blasting atmosphere, resulting in time and costs savings. 576th Aircraft Maintenance Squadron director Tim Randolph said: “There are going to be across-the-board improvements, including a dramatic reduction in exposure to a Hexavalent Chromium dust environment. “Savings will also be seen with reduced operating time and less power consumption, as well as reduced costs in material. We really haven't found a downside to this system.” The new paint removal process is carried out by two robots, which each have four hose attachments that move independently along both sides of the aircraft. 576th Aircraft Maintenance Squadron Corrosion Control Flight chief James Gill said: “Compared to the manual paint stripping method, the robots use half the amount of blast media at half of the air pressure, while removing an extremely precise thickness, uniformly, across the entire aircraft surface. “This translates into a process that is less stressful on the aircraft skins and saves money in media cost, while creating only half the waste stream.” A new laser burn process is also being tested at the AFB on F-16 aircraft. The squadron expects the application of the process to the A-10s going forward. Combined together, the three processes are capable of reducing the total time an aircraft spends in depot maintenance.
