Les États-Unis développent les "Gremlins", de nouveaux drones déployables directement en vol

Via leur agence chargée du développement de technologies militaires, les États-Unis mettent au point un nouveau type de drone. Les X-61A, ou "Gremlins" pour les intimes, sont de petits engins déployés en groupes et directement en vol à l'aide d'avions C-130.

L'agence américaine chargée du développement de nouvelles technologies militaires (Darpa) a annoncé à la mi-janvier avoir effectué avec succès les premiers essais d'un nouveau type de drone, capable d'être largué et récupéré par un avion en plein vol. Le test initial se serait déroulé en novembre dernier. Après avoir été l'ché par un C-130A, l'engin X-61A aurait volé durant un peu plus d'une heure et demie.

Ce test constitue la troisième phase d'un programme baptisé Gremlins, dont l'objectif est le développement d'une nouvelle gamme de drones sans pilote, déployés en nuées, réutilisables et peu coûteux à produire. Les flottes pourraient être déployées depuis des avions éloignés des thé'tres d'opération, afin de garantir une meilleure sécurité pour les opérateurs. Une fois leurs missions terminées, les "Gremlins" seraient récupérés directement dans les airs, avant de passer une journée de réparation et de repartir.

Un drone perdu lors des essais

L'essai de novembre a permis aux équipes de collecter suffisamment de données sur les performances, le fonctionnement et les systèmes de commandes et de contrôles aériens et terrestres des drones. Une anomalie de parachute a entraîné la perte de l'un des cinq appareils. Les quatre autres restent cependant opérationnels et disponibles pour d'autres séries de tests, prévus pour cette année.

La prochaine étape du programme comprendra une évaluation complète des données récoltées, ainsi que l'analyse de l'échec du déploiement du parachute du cinquième drone. S'ensuivra un nouveau vol d'essai durant le printemps au Dugway Proving Ground, un site de tests de l'armée américaine situé dans l'Utah.

D'autres avions pourraient servir pour le transport des engins

Les X-61A "Gremlins" sont développés par la société californienne Kratos Defense & Security Solutions, en collaboration avec, l'entreprise Dynectics, située dans l'Alabama et spécialisée dans les systèmes informatiques.

Conçu par Lockheed Martin, le C-130 est, pour le moment, l'unique appareil servant aux essais des Gremlins. Mais les services en charge du programme envisagent d'adapter d'autres avions pour le transport des drones. Les X-61A peuvent emporter jusqu'à 70 kg de capteurs chacun, ce qui leur permet d'effectuer un grand nombre de missions différentes.

    The military is this close to nabbing Gremlins from midair

    Nathan Strout WASHINGTON — The U.S. military recently came within inches of successfully retrieving three unmanned air vehicles in flight with a C-130 aircraft, bringing the Gremlins program tantalizingly close to a significant milestone. The Defense Advanced Research Projects Agency, the Pentagon's emerging technology arm, wants to demonstrate the ability to launch and recover four cheap, reusable unmanned aerial vehicles — the Gremlins — within 30 minutes in flight. The program uses X-61A Gremlins Air Vehicle (GAV) developed by Dynetics, a Leidos subsidiary. The GAVs are built to dock with a C-130 aircraft via an extension, similar to an airborne refueling operation. Dynetics secured a 21-month, $38.6 million award for the third phase of the Gremlins effort in 2018. While GAVs are relatively small, they have a range of more than 600 miles and can be equipped with a variety of sensors and technologies for different missions. The ability to distribute and collect GAVs from the air could keep them beyond the range of adversary defenses, according to DARPA, expanding the potential impact of unmanned aerial vehicles on the battlefield. Once recovered, GAVs are expected to be mission ready within 24 hours. In the latest demonstration Oct. 28, DARPA made nine attempts to collect the GAVs with a docking mechanism extended from the C-130 aircraft. While none of the attempts was successful, with each GAV eventually parachuting to the ground, DARPA insisted the effort validated all autonomous formation flying positions and safety features. “All of our systems looked good during the ground tests, but the flight test is where you truly find how things work,” said Scott Wierzbanowski, program manager for DARPA's Gremlins effort, in a Dec. 10 statement. “We came within inches of connection on each attempt but, ultimately, it just wasn't close enough to engage the recovery system.” Given the GAVs' performance and the data collected over the nine attempts, Wierzbanowski said success is imminent. “We made great strides in learning and responding to technological challenges between each of the three test flight deployments to date,” he said. “We were so close this time that I am confident that multiple airborne recoveries will be made in the next deployment. However, as with all flight testing, there are always real-world uncertainties and challenges that have to be overcome.” The next attempt will take place in spring 2021. While the Gremlins effort is ongoing, the U.S. Army has made strides in its own effort to retrieve small drones midair. During a recent demonstration, the Army was able to snag air-launched effects (ALE) — effectively small drones — from the air using the flying launch and recovery system (FLAReS).     Federal contractors face great uncertainty as coronavirus spreads

    Andrew Eversden To stop the spread of the new coronavirus, federal agencies could shutter facilities. States and localities are already issuing shelter-in-place orders. And with obscure rules surrounding telework for federal contractors as well as the potential for supply chain disruptions and employee infections, there could be a new level of unpredictability for the contractor community. “There's both a little bit of stability and a fair amount of uncertainty,” said Alan Chvotkin, executive vice president and counsel at the Professional Services Council, an interest group representing more than 400 government contractors. “Things that were normal yesterday are not normal today. Behaviors that were planned for over the last couple days have been changed as government missions are changing,” he added. In the near term, schedules laid out in contracts will likely experience delays and costs may increase due to disruptions caused by COVID-19, said Jonathan Aronie, head of law firm Sheppard Mullin's government contracts practice group. These disruptions could be caused by employees not coming into work, or their suppliers' employees not working. President Donald Trump said March 18 that he's willing to use the Defense Production Act to force companies to manufacture goods the government needs to fight the virus, like ventilators or masks. These orders become “rated,” essentially allowing the government to skip to the front of the line. That poses other challenges. “While some companies are going to have problems that are slowing them down, other companies are going to have the problems associated with an influx of new orders,” Aronie said. Aronie warned of a complex web of orders that companies could have to fulfill, pulling businesses in different directions. For example, he said, companies could get an order from a hospital, an order from a state government with a preexisting contract, and then a rated order from the federal government as well as agencies without rated authorities — potentially overwhelming and confusing manufacturers. “Somehow you're going to have to make sense of this all,” Aronie said. Effects of telework Across the government, federal employees eligible for telework have generally been allowed to do so. But contractors haven't always followed the same rules. Not allowing contractors to telework could have significant ramifications, experts warned. Many contractors are required by their contracts to work in government facilities. But to stop the spread of COVID-19, access to these facilities could be limited or completely shut off. This conundrum leaves contractors with questions for the government. “Are there going to be access issues? Are contractors going to be asked in some cases to work from home where previously they were going into a government facility? What does that mean from a performance perspective? What does that mean from a cost perspective? How do you work that out with the government?” said Roger Waldron, president of the Coalition for Government Procurement. “These are some of the thing people are thinking about.” On March 20, the Office of Management and Budget's deputy director for management, Margaret Weichert, released a memo urging agencies to “maximize telework for contractor employees.” But, as reported by Federal News Network, Weichert's memo did not mandate telework for federal contractors, leaving industry frustrated. Several interest groups that represent government contractors called on congressional leaders and the White House to allow contractors to work from home. PSC wrote a letter to OMB on March 18 warning that not issuing guidance regarding extending telework flexibility to contractors could lead to layoffs. “The duration of this is a huge uncertainty, if it does get worse before it gets better, if folks are really unable to perform the kind of work that need to be done at some government locations, that'll have some impact on people,” Chvotkin told Federal Times. Over the last few days, several states such as California and New York have begun following shutdown orders that could leave contractors in tenuous positions. A Justice Department memo from March 20 also directed U.S. attorneys general to tell state and local officials that federal employees must be allowed to travel and commute, “even when travel restrictions are in place.” This action didn't mention contractors either. State governments are going to have to “recognize that exceptions are going to be essential and some federal missions are just going to be so important to continue on that they'll have to accommodate them,” Chvotkin said. How does this compare to the government shutdown? This is the second consecutive year that contractors have faced challenges due to a crisis; last year's was the record 35-day government shutdown. Some aspects of the 2019 shutdown and the coronavirus crisis are the same. For example, Aronie said, both increase delays and incur higher costs on contractors. The big difference is that some companies will receive more work, instead of less. Another significant difference is that employees, both from the federal government and contractors, are still working — many federal employees from home. This increase in telework has increased agencies' demands for IT infrastructure as they work to accommodate the rise in telework. Last week, the White House requested several billion dollars for agencies to improve their IT infrastructure. Under the COVID-19 pandemic, the uncertainty is greater than during a government shutdown, experts said, because the ending was solely in the hands of the government. “Even in the shutdown ... everybody recognized that it was going to end sooner or later.     To build stockpiles of weapons, UK looks at two-pronged approach

    By: Aaron Mehta WASHINGTON — When the U.K. rolled out its Modernising Defence Programme report last month, it highlighted a need to increase stores of weaponry to deal with threats from great powers around the globe. In his speech unveiling the document, Defence Secretary Gavin Williamson specifically stated that to “improve the combat effectiveness of our forces, we will re-prioritize the current defense program to increase weapon stockpiles. And we are accelerating work to assure the resilience of our defense systems and capabilities.” But what does that actually entail? During a Tuesday visit to Washington, Director for Strategic Planning Will Jessett said the U.K. plans to go about increasing weapon stockpiles in two ways. The first is the easy route: throw money at the problem. And a certain amount — the Ministry of Defence employee wouldn't say exactly how much — of the recent budget increase given by Parliament will indeed be going toward increasing stockpiles of armaments. The second part is more difficult, but goes to a throughline for the strategy document: the need to be smarter about how the British military uses its gear. “We've spend a shedload of money on producing the force structure that we have already. We're not necessarily generating and using it as effectively as we might have done,” Jessett said. “The first thing to do is to make sure that we are making the best of the existing capability that we have, and that [includes] making sure that we've got both the weapon stockpiles and the spares to make sure that you can actual[ly] generate the right numbers of aircraft squadrons." “So some of this will be the new money out of the couple of billion but a lot of this is going to be telling the services themselves,” he added. “There isn't a dollar figure, but there are strong incentives now back on the services to say: ‘Guys, you've got to [use] the capabilities that you've got already.' ” Looking at the Pentagon's efforts over the last few years shows that may be easier said than done. Pushing to find new efficiencies inside the U.S. Defense Department is an annual affair, with the latest attempt delayed by the removal of Chief Management Officer Jay Gibson and the fallout from the resignation of Defense Secretary Jim Mattis. And building up missile stockpiles is a logistical challenge for the department right now, with the Pentagon warning last May that producers of vital parts and materials are on the verge of going out of business or beholden to foreign ownership. Jessett acknowledged the Brexit-shaped elephant in the room, noting that the ability of the MoD to invest funding into new defense priorities will be directly impacted by any deal reached between Britain and the rest of Europe, particularly with foreign-made equipment. “Amongst the reasons we started to face this affordability delta in 2017 were because exchange rates did fall, relative to where they were in 2015,” he said. “I think back to this [question] about the terms of the deal. If we get a deal that's OK, I can imagine, personally, exchange rates not just stabilizing but somewhat improving.
