    The report card is in for the US defense industry’s health

    By: Joe Gould WASHINGTON ― The health of America's defense industrial base ranks a middling “C” due to growing cyber vulnerabilities, a poor ability to surge production in a crisis, and political obstacles for defense budgeting, according to a lead defense trade group's new study. According to the National Defense Industrial Association's second annual “Vital Signs” report, the defense industrial base entered the COVID-19 pandemic in a weakened state despite healthier marks for competition, profitability and demand. The report, released Tuesday, graded eight performance areas from 0 to 100 for an average score of 74 for the year 2020. Government data firm Govini co-produced the data-driven report, which used the Pentagon's 2018 assessment of the defense industrial base as a jumping off point. “The defense industrial base is facing multiple headwinds: industrial security threats, flat future defense budgets, a shortage of skilled, cleared workers and decreased investments in the sciences that fuel U.S. innovation,” NDIA's chief executive, Hawk Carlisle, said in a statement. “Add to these the increased regulatory burdens and barriers for new entrants, which continue to shrink both the number of companies that participate in the DIB and the number of new companies entering the defense marketplace.” He added that the report, which makes no recommendations, ought to drive discussions as the Pentagon ramps up for competition with China and Russia. Though the study predates both COVID-19 and the revelation that elite cyber spies have spent months secretly exploiting SolarWinds' software to peer into computer networks, it raised alarms over industrial security. As data breaches and cybersecurity vulnerabilities both surged, industrial security overall showed “clear and continued deterioration,” ranking the lowest of all with a 56. The industrial base's ability to meet surge demand during a crisis received a failing grade of 66. Companies NDIA surveyed said that in the first 30 days, the industrial base could ramp up quickly but the rate of progress would slow soon thereafter; more than a 100 percent increase would take 180 days. More than half of firms said the availability of skilled labor would be a factor in increasing defense production, and 16.5 percent said a gap in U.S.-based human capital was the most vulnerable part of their supply chain ― in part fueled by a security clearance backlog. The size of the defense industry workforce fell to about 1.1 million people from its mid-1980s peak of 3.2 million, the report said. An analysis of public opinion, congressional action and regulatory action downgraded the “political and regulatory” outlook by 10 points since 2018 ― even prior to the pandemic and a related emphasis on domestic spending. A key factor was a new Cybersecurity Maturity Model Certification framework and its “additional regulatory burdens for all defense contractors,” the report said. Also, public opinion in favor of defense spending saw its largest decline since the Reagan-era defense buildup of the 1980s: A Gallup poll found that 17 percent of respondents felt the United States is spending too little on national defense and military purposes, down from 25 percent in 2019 and 33 percent in 2018. Industry can be pleased the “Demand” category jumped 16 points, corresponding with an increase in contract obligations issued by the Department of Defense. DoD contract obligations grew from $329 billion in fiscal 2017 to $394 billion in fiscal 2020, marking about a 20 percent increase. Foreign military sales also grew by nearly 20 percent over the same time period.     Battle over Air Force’s $1,300 coffee cups heats up

    By: Stephen Losey The Air Force, under fire for throwing down $1,280 apiece to replace in-flight reheating cups after their handles break, is pledging to use 3-D printing to get that replacement cost down to 50 cents. But Sen. Chuck Grassley, R-Iowa, is still wondering why these pricey water heaters are necessary in the first place, and plans to keep pushing the Air Force to find cheaper waysto warm up their coffee. The cups, which plug into outlets on cargo planes to reheat liquids such as water or coffee, have a faulty plastic handle that easily breaks when the cups are dropped. And because replacement parts for the cup are no longer made, the Air Force has had to order a whole new cup when the handle breaks. In an Oct. 2 letter to Air Force Secretary Heather Wilson, Grassley said that 25 replacement cups, each costing roughly $1,280 each, have been bought this year alone, for a total of roughly $32,000. The 60th Aerial Port Squadron at Travis Air Force Base in California spent nearly $56,000 to replace broken cups over the past three years. And the price is rising. Grassley noted that Travis said each cup cost taxpayers $693 in 2016. “Paying nearly $700 for a single cup is bad enough, but it's simply beyond reason to continue to pay ever-increasing prices for something as simple as a coffee cup that is so fragile that it needs to be constantly replaced,” Grassley said. “This latest example of reckless spending of taxpayer dollars gives me no confidence that the Air Force is taking real steps to reduce wasteful spending practices.” In an Oct. 17 letter to Grassley, Wilson said that “it is simply irresponsible to spend thousands of dollars on manufactured parts when we have the technology available to produce them ourselves,” once a supplier either stops producing those parts or goes out of business. Wilson said that in July, she ordered a new Air Force Rapid Sustainment Office to be created to find ways to develop and deliver parts at a fraction of the cost of traditional manufacturing methods. This office has recently shown it can 3-D print replacement handles for the reheating cup for about 50 cents each. Wilson told Grassley that this cup is specially manufactured to plug into aircraft systems, and because it connects to the aircraft, the replacements need to be certified as airworthy by the FAA. This has driven up the cost of buying 391 of these cups since 2016 to $326,785, Wilson said, or about $836 apiece. The water heaters are used on 59 KC-10s, 52 C-5s, and 222 C-17s, Wilson said. But with planes aging, and the average KC-10 at 34 years old, it's harder and harder to find replacement parts for those aircraft, she said. And the price tag for raw materials for those parts is also increasing, Wilson said, with copper and chrome plating costs have increased 180 percent since 2016. Wilson told Grassley that she and Chief of Staff Gen. Dave Goldfein have ordered the new sustainment office to look for items in the procurement process that it can self-produce, or other overpriced items that it can stop buying without hurting the Air Force's mission. Grassley was dissatisfied with Wilson's response, and said he will keep digging. “It leaves me with more questions,” Grassley said. “While I appreciate that the Air Force is working to find innovations that would help save taxpayer dollars, it remains unclear why it cannot find a cheaper alternative to a $1,280 cup. Government officials have the responsibility to use taxpayer dollars efficiently.     October 9, 2019 - Fairfax, VA. – The U.S. Army has selected General Dynamics Mission Systems to provide current generation Army Standard Family (ASF) Shelters, one-side and two-side expandable, and Modified Extendable Rigid Wall Shelters (MERWS) via a firm-fixed price contract valued at $66 million. The estimated completion date of the contract is June 24, 2024. The shelters will be used worldwide by the Army to support applications such as command posts, kitchens, maintenance shops and medical facilities. Their lightweight design and rugged durability enable them to operate in the most extreme environments. The addition of the MERWS requirements will provide greater shelter capacity for deployable conference and communication centers. In anticipation of the Army's growing requirements, General Dynamics is designing the modernized Army Standard Tactical Shelter (ASTS) to be quickly deployed on the ground or on the Army's Family of Medium Tactical Vehicles, enabling rapid deployment and increased mobility. Currently under development, these next generation of ASF shelters will cost significantly less than the current ASF shelters and increase many operating features such as nine-high stacking versus six-high which enables greater transportability. They will have a larger interior operating space and will be lighter than the currently used M1087 Expansible Van, reducing fuel and maintenance costs for the vehicles transporting them. “For over forty years we have provided cost-efficient, durable shelters to meet the changing needs of the Army,” said Jared Strait, a Director of General Dynamics Mission Systems. “The new Army Standard Tactical Shelter – Expandable will provide the Army with the essential flexibility and mobility they need to quickly transport, deploy, and move shelters to support their missions.” General Dynamics Mission Systems is a business unit of General Dynamics (NYSE: GD).
