    The Air Force’s new trainer jet is attracting the Navy’s and Marine Corps’ interests

    By: Valerie Insinna NATIONAL HARBOR, Md. — The U.S. Navy and Marine Corps are monitoring the development of the Air Force's T-X training jet, but it may be years before they can launch their own competitions to replace the T-45, officials said Monday. “We're watching the T-X. Obviously the Air Force is going through that process,” Lt. Gen. Steven Rudder, the Marine Corps' deputy commandant for aviation, said during a panel at the Navy League's Sea-Air-Space conference. “At some point, we're going to have to replace the T-45. We're going to have to replace the F-5,” he said, referring to the T-45 Goshawk (used by the Navy and Marine Corps to train fighter pilots) and the F-5 (used to simulate adversaries during exercises). “Our adversary requirement is not going away. It only increases. That's another one that with our Air Force counterparts we're watching closely on many different fronts,” he added. Last year, the Air Force chose a Boeing-Saab team to build a new, clean-sheet trainer, awarding the firms a contract worth up to $9.2 billion. Although the service's program of record is 351 T-X jets and 46 simulators, the agreement gives it the flexibility to buy up to 475 aircraft and 120 simulators. A Navy and Marine Corps buy would add several hundred aircraft to the Air Force's eventual order — a massive financial win for Boeing, which bid extremely low on the T-X solicitation with the expectation of raking in big profits during the production stage. Boeing is set to deliver the first simulators to Joint Base San Antonio-Randolph, Texas, in 2023. In fiscal 2024, the Air Force will have enough simulators and trainers to declare its first squadron as operational. Angie Knappenberger, the Navy's deputy director of air warfare, said the timing of a T-X buy could be “problematic” because of the current schedule of the TH-57 replacement, which is taking priority over a new jet trainer. “Once we're able to accomplish that — the helicopter trainer replacement — then we're going to look more forward to something like the T-45 replacement. The service wants to buy 130 helicopter trainers from FY20 to FY23. Knappenberger did not elaborate on why the timing of the T-X program could be challenging for the Navy, but the service plans to finish purchasing new helicopter trainers just as Boeing starts producing and delivering T-Xs to the Air Force. Another key factor may be whether the T-X can be outfitted with the gear necessary for taking off from and landing on aircraft carriers, and how quickly Boeing could complete the engineering work involved. Like Rudder, Knappenberger noted the appeal of buying enough T-X trainers to fill the service's adversary air requirements, saying she's “curious to see” the jet's red air capabilities. The Air Force is also assessing the T-X's ability to conduct other mission sets. “You could imagine a version of the airframe that could be equipped as a light fighter. You can imagine a version that is equipped as an adversary air-training platform,” Air Combat Command head Gen.     Oshkosh wins contract to modernize US Army’s heavy tactical vehicles

    By: Jen Judson WASHINGTON — Oshkosh Defense has won a $346 million award to modernize the U.S. Army's fleet of heavy tactical vehicles, according to a March 30 company statement. The company will recapitalize Heavy Expanded Mobility Tactical Trucks (HEMTT) and Palletized Load System (PLS) trucks with updated technology and safety features. Under the contract, Oshkosh will also build new PLS trailers. Upgrading heavy tactical trucks aligns with the service's need to support operations across multiple domains against near-peer adversaries. “Whether they're hauling rocket launchers and missile defense systems, or transporting mission-critical equipment, the HEMTT and the PLS will continue to be an integral part of the U.S. Army and U.S. Army Reserve heavy vehicle fleets for years to come,” said Pat Williams, the company's vice president and general manager of U.S. Army and Marine Corps programs. “As the military pivots its focus to near-peer adversaries, they can be confident that the [family of heavy tactical vehicles] fleet will continue to serve as a key enabler for combat missions.” Oshkosh has already recapitalized more than 13,700 HEMTTs and 3,400 PLS for the U.S. military since 1995. The company supplies tactical vehicles across the services, including heavy, medium and light. Oshkosh has long held lucrative contracts to supply the services and foreign partners with medium tactical vehicles; it had won a contract to provide a new variant of the vehicle but has yet to begin delivering to the Army. Navistar Defense recently sued the Army over its continued purchase of Oshkosh's family of tactical vehicles without competition, but the U.S. Court of Federal Claims ruled in favor of the service and Oshkosh. Oshkosh also provides the Joint Light Tactical Vehicle to the Army, Marine Corps and Air Force. The vehicle reached full operational capability last year after overcoming some design issues.     Pentagon seeks to classify future year defense spending plans

    By: Aaron Mehta WASHINGTON — The Pentagon has asked Congress to allow it to classify its Future Year Defense Program spending projections, new documents have revealed. The FYDP numbers, which project five years into the future, are considered essential information for the public to see where the Department of Defense expects to invest in the future, and to hold the department accountable when those spending plans change. Information on the request was published Monday by Steven Aftergood of the Federation of American Scientists. Aftergood wrote that the proposal would “make it even harder for Congress and the public to refocus and reconstruct the defense budget.” In its request to Congress, the Pentagon wrote that an unclassified FYDP “might inadvertently reveal sensitive information,” despite the fact the numbers have been unclassified since 1989. “With the ready availability of data mining tools and techniques, and the large volume of data on the Department's operations and resources already available in the public domain, additional unclassified FYDP data, if it were released, potentially allows adversaries to derive sensitive information by compilation about the Department's weapons development, force structure, and strategic plans,” the DoD wrote. It added that there is a commercial concern with the FYDP providing too much information to industry. “The Department is also concerned about the potential harm to its interactions with commercial interests by release of FYDP information prior to the budget year. Exposing resources allocated to future acquisition plans may encourage bids and other development activities not beneficial to the Government,” the proposal read. Seamus Daniels, a budget analyst with the Center for Strategic and International Studies, said in a tweet that “DoD's proposal to eliminate the unclassified FYDP severely limits the public's ability to track how strategy aligns with budgets and how program plans change over time. Serious step backwards in transparency from the department.” Earlier this year, the No. 2 uniformed officer in the Pentagon railed against the department's tendency toward overclassification, calling it “unbelievably ridiculous.” The Pentagon has requested a number of legislative changes this year, in addition to the FYDP classification attempt. Among the notable requests are one that would remove the requirement for the defense secretary to “notify the Senate and House Armed Services Committees whenever the Secretary establishes or modifies an end-of-quarter strength level;” a request for the ability to add an additional 15 general officer billets in the combatant commands and three general officer billets on the Joint Staff, to be filled exclusively by reserve component officers; and a request to rename the assistant secretary of defense for special operations and low-intensity conflict as the assistant secretary of defense for “Special Operations and Irregular Warfare.” https://www.defensenews.com/pentagon/2020/03/30/pentagon-seeks-to-classify-future-year-defense-spending-plans/
