Industrie de l'armement : la taxonomie, un enjeu pour l’investissement

La Tribune rappelle les enjeux liés à la taxonomie en matière de financement des industries de défense. Le quotidien évoque une note de la Banque de France sur la finance durable, datée d'octobre dernier, qui estimait que « les stratégies d'investissements responsables peuvent revêtir plusieurs formes », dont « des stratégies d'exclusion », et que « certaines entreprises sont exclues en raison de la nature de leur activité (par exemple : tabac, alcool, armement, jeux d'argent) ». Une telle classification avait suscité la réaction de la ministre des Armées, Florence Parly : « J'ai constaté, non sans une grande surprise, qu'un projet qui sera soumis à l'Union européenne place les industries de défense sur le même plan que les entreprises des secteurs pornographique ou des jeux d'argent », avait-elle indiqué, soulignant :« nous ne pouvons pas laisser faire cela sans réagir. La taxonomie influe sur le traitement réservé à un secteur d'activité selon sa classification ». La Tribune rappelle que Guillaume Faury, président du GIFAS et CEO d'Airbus, a estimé, lors de ses vœux à la presse début janvier, que le financement des activités de défense est « un vrai sujet de préoccupation » : « Il existe un certain nombre de réticences, parfois des grandes, des organismes financiers, pour des raisons qui sont plus ou moins systémiques ». Dans ce contexte, « on attend très clairement un message positif », a-t-il expliqué. Soulignant le rôle positif et sociétal de la défense, le dirigeant a déclaré souhaiter, de la part des pouvoirs publics, « une influence sur les critères de sélection des bons investissements. Un investissement qui va dans la défense permet d'assurer la sécurité, la prospérité, l'équilibre et la stabilité » d'un pays en général, et de la France en particulier. Plus particulièrement, Guillaume Faury attend « un message positif et une direction claire des autorités en général sur tout ce qui est ESG (Environnement, Social, Gouvernance) et taxonomie », a-t-il insisté. Le président du comité défense du Conseil des Industries de Défense Françaises (CIDEF), Eric Béranger, par ailleurs PDG de MBDA, avait averti également, en juin 2021, lors du Paris Air Forum organisé par La Tribune : « ce qui va sortir du projet de taxonomie de la Commission européenne va être extrêmement important : si les activités de défense sont qualifiées de non durables et, donc, d'une certaine façon non propice à des investissements financiers, ce sera une prescription très importante à destination de tous les investisseurs ».

    CH-53E Heavy Lift Helicopter Reaches One Million Flight Hours

    Aircraft First Entered Service With The USMC In 1981 The CH-53E Super Stallion helicopter reached a major milestone this year by logging more than one million flight hours since it first entered service with the Marine Corps in 1981. The CH-53E is a versatile machine used for amphibious assault and long-range insertion, delivering troops, vehicles and supplies. This rapid resupply vehicle is still one of the most used aircraft in the United States military air arsenal. “The CH-53E has seen more work than was ever anticipated it would see,” said Major Matthew Baumann, H-53 In-Service, Naval Air Systems Command Heavy Lift Helicopter program office (PMA-261) co-lead. Currently, there are 142 CH-53E Super Stallions in service. Though out of production, the CH-53E is in the middle of a “RESET” – a rolling period of rebuilding, upgrading and increasing safety, reliability and capabilities to lengthen its service life through 2032. According to Baumann, the first 25 helicopters have completed their RESET process, “allowing the squadron commanders to plan for training, operations and maintenance with renewed confidence,” he said. Resetting of the CH-53E fleet is an important segue from the current platform to the new CH-53K King Stallion, which will be its heavy-lift replacement. “The CH-53K is the most powerful helicopter ever built by the United States military,” said Colonel Perrin, PMA-261 program manager. “It will be safer, faster and more capable than any previous heavy lift helicopter in the battlespace.” Its development is currently in the testing and capability requirements phase, with a goal of bringing the CH-53K to fleet Marines by 2024. “It's a game-changer,” said Perrin. “We can't wait to have the K available for fleet use.     Cyber consequences: Attacks are hitting the C-suite

    Ask Charles Bouchard what keeps him awake at night and the chief executive officer of Lockheed Martin Canada won't hesitate: “Our ability to protect our cyber systems.” At a time when access to intellectual property (IP) is raising debate among aerospace OEMs, suppliers, in-service support and MRO (maintenance, repair and overhaul) companies, and governments and militaries, protecting data is a hot topic. Lockheed Martin has seen enough of its IP stolen in recent years to take the problem seriously. But Bouchard believes many industry executives don't truly understand the challenge or the cost. “It's one thing to say, we want the IP. The next question is, can you defend it? Can you protect it? That is a problem today,” he told Skies. “Subcontractors . . . need to protect their data because they are connecting to our systems, especially if IP will be passed to them. How are we going to do that? We have gone beyond putting a guard at the front gate and a lock on the door. [And] for some, it's a significant investment.” Cyber defence is a national imperative, said retired Major-General Robert Wheeler, a 32-year veteran of the United States Air Force and a senior advisor to Avascent Global Advisors. Whether the threat comes from nations or non-state actors such as terrorist or criminal organizations, cyber experts are seeing an increase in frequency and capability “in this particular type of warfare.” “They are going after companies that are not prepared to deal with it, to take their IP and create havoc...,” the former deputy chief information officer in the Office of the Secretary of Defense told executives at the Canadian Aerospace Summit in Ottawa Nov. 7. Modern aircraft, with their vast supply chains and increasingly networked systems, present an attractive “avenue for bad guys to get in.” In a presentation that highlighted recent attacks in Canada, the U.S. and elsewhere, Wheeler showed how the relentless pursuit of corporate and government data has jeopardized military, commercial and critical infrastructure systems and programs. The 2011 attack on Defence Research and Development Canada, for example, was not only a costly systems problem to fix, it also raised questions about what government, industry and research data was exfiltrated. Likewise, the 2015 hack of the U.S. Office of Personnel Management was alarming because the benign-sounding agency houses the security clearances, including digital photo and biometric identification, for government, intelligence and military personnel. “Data is the commodity of the 21st century,” said Wheeler. While the sheer volume of new data might be a sign that more intellectual property is being created and the economy is growing, corporate breaches are keeping pace, and “the cost of each breach is accelerating” in terms of dollars and lost IP. Cyber attacks are also starting to impact the C-suite, he noted. The 2013 breach of Target's payment card system cost chief executive officer Gregg Steinhafel his job, and executives with credit reporting agency Equifax have been “publicly flogged” in the wake of the hack of millions of client records in October. ere may be greater consequences for companies that don't do due diligence, Wheeler suggested, pointing to changes taking shape in the legal regime following the Target attack. While greater investment in cyber defence is important, “this is not a technology issue,” he said. “This is a leadership issue” that requires a change in organizational culture and executives who understand the challenge and can “walk the talk.” It also requires more employee training, not only in best cyber hygiene practices, but also in how to use networking and cyber tools to be more resilient, agile and quick to respond.
