Here’s what Japan’s Defense Ministry wants to do with $50.5 billion

MELBOURNE, Australia — Japan's Defense Ministry has requested a budget of $50.5 billion for its next fiscal year, an increase of 1.2 percent over the previous year and the eighth straight year of an increase.

The funds will be used to acquire more Lockheed Martin F-35 fighter jets, including Japan's first short-takeoff-and-vertical-landing F-35B, as well as increasing its Boeing KC-46A Pegasus tanker fleet to six aircraft.

The bulk of the budget request is for costs associated with U.S. military forces stationed in Japan, with $1.9 billion requested to pay the salaries of Japanese citizens employed by the U.S military, supporting training exercises, and performing maintenance on and improvements to U.S. military facilities.

The ministry's request includes $1.08 billion for F-35s, which is made up of $291.3 million for three conventional takeoff and landing F-35As and $795.3m for six F-35Bs.

These will be Japan's first F-35Bs, and it's expected the country will eventually order 42 "B" models, of which 18 will be acquired over the next five years, according to Japan's Mid-Term Defense Plan released late last year. It also has plans to eventually operate 105 F-35As.

The F-35Bs are to be operated from two Izumo-class helicopter destroyers. Japan announced last year plans to convert both ships, which are currently designed to operate helicopters, to be able to handle F-35Bs. Notably, the budget request asks for $29.1 million for “partial refurbishment” to enable F-35B operations.

According to other reports, modifications for the ships include improvements to the heat resistance of their flight decks as well as the installation of additional lighting for aircraft operations. Japanese Defense Minister Takeshi Iwaya added that F-35B deck trials could be conducted with U.S. Marine Corps F-35Bs based in Japan following the modification work.

Beyond the jets

The budget request also asks for $1.05 billion for four more Boeing KC-46A Pegasus tanker aircraft, and $284.8 million for more Raytheon SM-3 Block IIA ballistic missile interceptors.

The request for funding for four KC-46As is a departure from normal procedure, Previously, Japan ordered one tanker each during the 2017 and 2018 fiscal years. According to the ministry, the batch order is a more cost-effective means of acquisition, resulting in $100 million worth of savings.

Given that Japan already awarded contracts to Boeing for two of the three KC-46As previously on order, the budget request for four more tankers suggests the ministry wants funding for the last aircraft and and for an additional order of three KC-46s. Defense News has sought clarification from Japan's Defense Ministry over whether this is the case.

The budget request also includes a number of acquisitions from Japan's defense industry, with $654.3 million for another Soryu-class diesel-electric attack submarine.

And should the budget pass, Kawasaki Heavy Industries will be able to keep its aircraft production lines open, with the ministry seeking funds to acquire three more P-1 anti-submarine aircraft and six C-2 airlifters at $213.4 million and $599 million respectively.

The ministry also wants money for more equipment destined for Japan's land forces: 33 Type 16 wheeled maneuver combat vehicles and seven Type 19 wheeled self-propelled howitzers. The Type 19 is a newly developed eight-wheel drive howitzer sporting a 155mm weapon mounted on the German MAN HX military truck chassis, and it's earmarked to replace the towed FH70 howitzer currently in service with the Japan Ground Self-Defense Force.

The Defense Ministry also wants to continue funding the development of indigenous electronic warfare capabilities.

Japan's next fiscal year begins April 1, 2020. The budget request is not necessarily the actual amount that will be allocated by the Finance Ministry.

    Virtual reality training — for pilots, maintainers and more — expands in 2020

Brad Webb, the newly minted head of Air Education and Training Command, will be expanding the Air Force's experiment with virtual reality training. So far, the Air Force has had success with Pilot Training Next, which uses VR, biometrics and artificial intelligence to better teach aspiring pilots how to fly. Webb is eyeing similar technologies, under the name Learning Next, to improve other forms of technical training. This could include teaching airmen how to maintain aircraft, fly remotely piloted aircraft or perform other technical tasks. These programs allow students' education to proceed more at their own pace, since they are based on competency and are not tied to a timetable, Wright said. A student who already has the fundamentals down can skip the basics and go right to what he or she needs to learn. AETC is now in the process of broadening Pilot Training Next, which has been a demonstration, to the next phase of wider experimentation, Webb said. He and Maj. Gen. Craig Wills, commander of the 19th Air Force, are working on plans to expand Pilot Training Next. By next summer, Webb wants to have set up Pilot Training Next elements at several squadrons, though it wouldn't be across all undergraduate pilot training bases. A few classes after that, Webb expects, Pilot Training Next will be expanded to all UPT bases. The Pilot Training Next expansion will likely be done methodically, at one base first, Webb said, though he would not say which base AETC is looking at. “What has happened in our last couple of years with Pilot Training Next has been an explosion, out of the box, of innovation,” Webb said. “Make no mistake, the Air Force wants this inculcated as fast as we can go,” he said. AETC is already in the “nascent stages” of testing VR and other technology-enhanced training for maintenance and other technical training as part of Learning Next, Webb said. Maintenance Next is a particular priority and is happening on an experimental basis at Kelly Field at Joint Base San Antonio-Lackland in Texas, he said, and using VR for RPA training is also proceeding. As the VR pilot training shows, such programs can accelerate in a hurry, he said. Ethics Webb also wants to cultivate an “environment of excellence, professionalism, ethics and character development” during his time at AETC. Webb, who was previously commander of Air Force Special Operations Command, pointed to the ethical clouds that have fallen over parts of the special operations community in recent years. For example, the Navy relieved the entire senior leadership team of SEAL Team 7 earlier this month over what it described as leadership failures that resulted in a breakdown of good order and discipline while deployed. AFSOC took a hard look at itself, Webb said, to make sure it doesn't allow similar lapses to fester. “For a leader, you can never ... talk about core values enough,” Webb said. “If I had to look myself in the mirror from my last command, I can tell you my team knew our mission and vision of priorities backwards and forwards.” But while airmen at AFSOC understood Air Force core values, he acknowledged he didn't always articulate those values in his everyday “walk-around, talk-around” encounters. That can create problems if leaders assume airmen already know about the core values, he said. When a unit starts to feel the pressure from high operations tempos and a lack of resources, Webb said, that “get-'er-done” mentality can lead to bad decisions if airmen don't have a firm foundation of the Air Force core values. “If you don't have a firm foundation, you can go to a dark place with that ... ‘find a way to yes' mentality,” Webb said. “We've got to always talk about professionalism and ethics, and also always talk about our core values. That will be a capstone” of his time at AETC. Webb said he plans to continue with AETC's recent improvements in how special warfare airmen are recruited and trained, which included standing up the new Special Warfare Training Wing and the special warfare-focused 330th Recruiting Squadron.     USAF Discussing Larger Fighters, Weaponized KC-46, Roper Says

    Steve Trimble Developing larger and longer-ranged fighters, weaponizing the Boeing KC-46 fleet, and possibly fielding a new type of unmanned, small and stealthy tanker are all now in discussion by U.S. Air Force leaders, assistant secretary of the Air Force Will Roper said on Sept. 23. As the head of acquisition, technology and logistics, Roper said he and the new chief of Air Mobility Command, Gen. Jacqueline Van Ovost, are “excited” now about the direction of the long-troubled KC-46 program, as the Air Force and Boeing continue to finalize the Remote Vision System 2.0 upgrade. The KC-46's turnaround, Roper said, is allowing acquisition and mobility officials to turn their attention to addressing another Air Force refueling problem: How to solve a yawning gap between refueling capacity and operational need for inflight refueling, especially at the forward edge of a ring of contested airspace, where large and, for now, relatively defenseless aircraft such as the KC-46 are most vulnerable. Building a more survivable and responsive air refueling capability that can be used in a contested war zone was the focus of a meeting this week between Roper and Van Ovost, he said. “One of those next strategic questions for the Air Force is going to be can you defend a tanker against an onslaught of fighters who know that every tanker you kill, it's like killing a lot of fighters or bombers or drones that it supports,” Roper said. Roper prefers not to take a one-size-fits-all solution, such as a single major new acquisition program that buys only one type of aircraft. Instead, the Air Force should evaluate the solution to the contested aerial refueling problem as an architecture, with multiple options that can be dialed back and forth. One option for reducing demand on tankers is a new fighter aircraft that is designed to carry more fuel. “Maybe having [the] small, currently sized fighters is not the way to go in [the] future,” Roper said. “And since we're all abuzz with digital engineering and thinking about what the future fighter force could look like, thinking about bigger fighters is a natural question.” Another way to make the KC-46 fleet more survivable, and thus operate closer to the forward edge of contested airspace, is to weaponize the aircraft, he said. “We don't put weapons and sensors on tankers to shoot down aircraft, but the current KC-46 is a big airplane with the ability to mount sensors and weapons under the wings,” Roper said. “We just don't do it because we can use a fighter combat air patrol to defend high-value assets.” The Air Force also may need a different kind of tanker in the future, he said. Two options are possible: A larger aircraft than the KC-46 that could carry more fuel, but needs to stay farther away from potential threats, or much smaller, unmanned and stealthy “micro-tankers” that could operate much closer or even inside defended airspace, Roper said. “I expect that as we really look at airpower in the truly contested environment that we'll be looking at fuel very strategically,” Roper said. https://aviationweek.com/defense-space/aircraft-propulsion/usaf-discussing-larger-fighters-weaponized-kc-46-roper-says

    We agreed to explore how we could use the military expertise at EU level to support exchange of information and sharing of best practices among Member States. To do so, we could set up a task force with the European External Action Service, led by the EU Military Staff. Josep Borrell, EU High Representative for Foreign Affairs and Security Policy EU Ministers of defence today held a video conference, chaired by the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell. Ministers discussed the defence implications of the Covid-19 pandemic, focusing in particular on military assistance in the fight against the crisis, and the situation in the EU's military and civilian missions and operations in the framework of the Common Security and Defence Policy (CSDP). Defence ministers shared examples of how their armed forces have contributed to the efforts to counter the Covid-19 crisis by providing transport and logistic support, building hospitals in record time, deploying their medical staff, and supporting the police and other national services. In this context it was decided to explore setting up a task force led by the EU Military Staff to better exchange information and share best practices among EU member states. This would be done in full coordination and complementarity with NATO. EU Defence ministers also discussed the impact of the Covid-19 pandemic on the 17 EU CSDP missions and operations around the world, focusing on the six military operations and missions.
