French Air Force chief: France and Germany working on export controls for future fighter

WASHINGTON — The French Air Force chief of staff provided top cover for the future Franco-German fighter at a time when the French defense industry is increasingly concerned that cooperation with Germany could curtail its ability to export the system.

“There is a real determination" at the highest levels of government — including French President Emmanuel Macron and German Chancellor Angela Merkel — to agree on export controls, said Gen. Philippe Lavigne during a Feb. 7 roundtable with reporters.

"It's a need for our security, but it's also a need for our industry, and we have to develop this,” he said, adding that Spain has already signed on as an observer to the program and that others are expected to follow.

The French government is generally seen as more supportive of arms sales than its partner in the sixth-generation fighter program, called the Future Combat Air System, or FCAS. While enthusiasm for the program remains high, some French defense industry officials are concerned that Germany's involvement could prevent sales to countries that Berlin considers rogue actors.

But settling an export policy is just one of the many questions about the FCAS program that are still yet to be answered.

So far, France and Germany's concept for FCAS involves a network of swarming UAVs, new weapons and a sixth-generation fighter that can exchange information with each other. FCAS would replace France's Rafale and Germany's Eurofighter around 2040.

“We haven't decided what will be the architecture,” Lavigne said. “Will it be this type of aircraft? Will it be this type of [UAV]? Will it be this type of unmanned combat air vehicle? Will it be this type of missiles? But we know that we will share an architecture.

“The gamechanger is the connectivity between different platforms.”

Earlier this week, the French and German governments awarded €65 million (U.S. $74 million) to Dassault and Airbus for the two-year study that will solidify a path forward for FCAS, and the companies plan to announce demonstrator programs at the Paris Air Show this summer.

Lavigne wasn't clear on how the governments would reconcile different requirements, like France's intention to launch FCAS from aircraft carriers, which could drive different design attributes than a fighter that takes off and lands conventionally.

“Of course we will have national interests in France with the nuclear deterrence. Germany will have different national interests,” he said. However, he stopped short of saying how much commonality is expected between the two militaries.

Until the study is complete, it is “too early to say” whether FCAS will be manned or unmanned. However, Lavigne said a human will continue to be in the loop — especially for nuclear deterrence missions — whether a human is in the cockpit or it is remotely piloted.

“We are open to look at the technical solution,” he said. “For me, it's optionally piloted.”

FCAS' system-of-systems approach is similar to the U.S. Air Force's vision for Penetrating Counter Air, its future air superiority concept. The Air Force hasn't shared which defense companies are involved in conceptualizing or prototyping future technologies that could be pulled into a PCA program of record, but it requested $504 million in fiscal 2019 to push the effort forward, with investments projected to hit $3 billion in FY22.

    Will $95B for R&D make its way to the final defense appropriations bill?

    By: Joe Gould   WASHINGTON — Senate defense appropriators have advanced a proposed $675 billion Pentagon spending measure for 2019, touting its heavy investment in innovation and research to maintain America's military edge. Hewing to the bipartisan, two-year budget deal, the spending bill includes $607.1 billion in base budget funding and $67.9 billion in the war budget. It is $20.4 billion higher than the fiscal 2018-enacted level. The bill contains $95 billion for research and development, the largest R&D budget in the Pentagon's history, adjusted for inflation, according to Senate Appropriations Committee ranking member Dick Durbin, D-Ill. The bill also includes $2.8 billion in added basic research funding the president's budget did not request. The bill also seems to surpass the Senate-passed policy bill's emphasis on future warfare, with $929 million for hypersonics, $564 million to develop advanced offensive and defensive space capabilities, $317 million to develop a directed-energy weapon, and $308 million for artificial intelligence, according to a summary released Tuesday. “This bill sustains U.S. force structure and improves military readiness. It also recommends investments in future technologies needed to defend our nation in an increasingly complex and competitive national security environment,” said Senate Appropriations Committee Chairman Richard Shelby, R-Ala., who also leads the sub-panel. “Our military must maintain its technological superiority. I am pleased that our subcommittee has identified the resources needed to make that happen ― investing in basic research, hypersonics, directed energy, missile defense, cybersecurity, and our test and evaluation infrastructure,” he said. Aviation programs would get $42 billion, to include $1.2 billion for eight F-35 carrier variants and four short takeoff and vertical landing Joint Strike Fighters, and it includes $375 million for the Air Force's Advanced Battle Management System — as well as sustainment of the legacy fleet of JSTARS aircraft. The bill allocates $24 billion toward shipbuilding, which includes two Virginia-class summaries, three DDG-51 destroyers and two littoral combat ships. There's $250 in advance procurement funding for one more DDG-51 in 2020 and $250 million for submarine industrial-base expansion. Munitions would get $18.5 billion, with $125 million to expand procurement for the anti-ship cruise missile LRASM for the Navy, and the JASSM long-range, conventional, air-to-ground, precision-standoff missile for the Air Force and Navy, as well as $57 million for Army industrial facilities. For personnel, the bill supports a military pay raise of 2.6 percent and includes $974 million for defense medical research. The bill's end-strength boost of 6,961 falls below the president's request for 25,900 more troops. The spending bill is several steps from becoming law. The House is due to take up its version of the legislation this week, and the Senate must pass its version of the bill before the two versions are reconciled. The full Senate Appropriations Committee is set to hold its markup on Thursday. The Senate this week passed a “minibus,” which merged funding for energy and water programs, the legislative branch, military construction, and Veterans Affairs. The strategy is meant to ensure passage for domestic spending priorities that Democrats have demanded in recent years. Democrats seem to favor merging the proposed defense spending bill with the coming spending bill for labor, health and human services, education, and related agencies.     Trump has questions about the F-35′s supply chain. Here are some answers.

    By: Valerie Insinna WASHINGTON — During a Thursday morning cable news appearance, U.S. President Donald Trump blasted the F-35's global supply chain and hinted he might intercede to bring more work on the Lockheed Martin-made jet back to the United States. Trump brought up the F-35 during an exchange where Fox Business Network's Maria Bartiromo asked how the president plans to incentivize key U.S. industries — such as pharmaceutical companies — to cut China out of their supply chain. “I could tell you hundreds of stories of the stupidity that I've seen. As an example, we're making a fighter jet. It's a certain fighter jet, I won't tell you which, but it happens to be the F-35,” Trump said. “It's a great jet, and we make parts for this jet all over the world. We make them in Turkey, we make them here, we're going to make them there. All because President [Barack] Obama and others — I'm not just blaming him — thought it was a wonderful thing,” he said. “The problem is if we have a problem with a country, you can't make the jet. We get parts from all over the place. It's so crazy. We should make everything in the United States.” “Could we do it?” Bartiromo asked. “Yeah, we're doing it because I'm changing all those policies,” Trump said. “Look, we make F-35s — very important, the greatest jet in the world — where the main body of the jet is made in Turkey and then sent here.” But if that relationship breaks down, Turkey could refuse to give the United States key F-35 components, Trump said. It was unclear whether Trump actually plans to take action to move additional elements of F-35 back to the United States. In a statement to Defense News, Defense Department spokesman Lt. Col. Mike Andrews said the Pentagon has no comment and referred questions on Trump's statements to the White House. “The Department remains fully committed to the F-35 program, and maintaining a competitive edge with its unique, unmatched 5th generation capabilities. We will continue to aggressively reduce F-35 cost, incentivize Industry to meet required performance, and deliver advanced capabilities to our warfighters at the best value to our taxpayers." he said. A spokesman for Lockheed referred questions to the Defense Department. It's worth noting that while Trump got many broad assertions about the program right, not all of his statements about the F-35 stand up to scrutiny. Here's a point-by-point explainer: Global participation is baked into the very foundation of the Joint Strike Fighter program. The Joint Strike Fighter program — which stems from efforts started in the 1990s — was structured not only to produce planes for the U.S. military but also for key allies. Nations that wanted to be “partners” on the program would help foot the bill for developing the jet in exchange for work producing components on the program. There were several benefits to this structure. From an operational perspective, it would ensure that many of the Pentagon's closest allies were using the same jet, making it easier to send information and coordinate military engagements. From an industrial perspective, having a deep, multilayered global supply chain would theoretically make F-35 production less prone to disruption, and it could make it easier for Lockheed to distribute parts to sustain the jet worldwide. There were also economic advantages for the United States. Having so much international buy-in ensured future sales, which benefited U.S. defense manufacturers and the Defense Department, which can buy its planes more cheaply due to economies of scale. Originally there were nine partner nations on the program: Australia, Canada, Denmark, Italy, the Netherlands, Norway, Turkey, the United Kingdom and the United States. However, the United States expelled Turkey from the program last year after the country purchased the Russian S-400 air defense system. President Barack Obama and his predecessors weren't really to blame for the globalized structure of the program. Historically — at least until Trump — a president hasn't publicly interfered in the F-35 program. The Obama administration was broadly supportive of the F-35, continuing to finance the program even as it hit a number of technical snags that caused cost and schedule to balloon. However, the structure of the program and much of the F-35 supply chain was already set in stone before Obama was sworn into office in 2009. Lockheed Martin won the Joint Strike Fighter contract in 2001 after producing a prototype version of the F-35 known as the X-35 and facing off against Boeing's X-35 demonstrator. At that point, the company would have already cemented much of its supply chain as part of the process of preparing a proposal for the competition. The first F-35 flew in 2006. While there have been changes to the F-35 supply chain since the jet went into production, the more major changes have occurred during block upgrades, when legacy technologies are swapped out for cheaper, improved versions. One example is the transition of the distributed aperture system from a Northrop Grumman to Raytheon product during the upcoming 15th lot of F-35 production. Turkey has an industrial role in building the F-35, and that's changing on the U.S. government's terms. Trump's assertion that Turkey could deny the United States key F-35 components doesn't reflect the current status quo, as it's the U.S. Defense Department that is working to expel Turkey from the program. While it is true that Turkey, as an international partner on the F-35 program, helps to manufacture the jet and build key components, Trump has overstated the role played by Turkey. According to the U.S. Government Accountability Office, Turkey makes about 1,000 different components for the F-35. The Pentagon is set to stop awarding F-35-related contracts to Turkish firms this year. According the GAO, the Defense Department already identified alternate suppliers for all components currently made in Turkey, and the department is working with those suppliers to speed up production. When Trump talks about Turkey building the “main body” of the jet, he is talking about the center fuselage, some of which are built by Turkish Aerospace Industries. However, TAI is only the secondary supplier of the center fuselage, with Northrop Grumman making that component for the majority of F-35s. It is very likely that Northrop will take over production of that structure until another supplier is found to replace TAI.     GA-ASI Conducts Japan Coast Guard Validation Flights

    General Atomics Aeronautical Systems, Inc. (GA-ASI) announced that it will partner with Asia Air Survey (AAS) to hold a series of validation flights for the Japan Coast Guard (JCG) featuring GA-ASI's SeaGuardian beginning in mid-September. The purpose of the flights is to validate the wide-area maritime surveillance capabilities of RPAS for carrying out JCG's missions, including search and rescue, disaster response, and maritime law enforcement. The flights are expected to run for approximately two months and will include support from the Japan Maritime Self Defense Force (JMSDF) at its Hachinohe base in Aomori Prefecture. According to the JCG, the flight validation will be conducted in accordance with “The Policy on Strengthening the Maritime Security Systems,” using Unmanned Aerial Vehicles to perform maritime wide-area surveillance using new technology. “We're pleased to support the JCG's goals of validating SeaGuardian's maritime surveillance performance,” said Linden Blue, CEO, GA-ASI. “We know there is a need in Japan and worldwide for affordable, long-endurance airborne surveillance in the maritime domain.” The SeaGuardian system will feature a multi-mode maritime surface-search radar with Inverse Synthetic Aperture Radar (ISAR) imaging mode, an Automatic Identification System (AIS) receiver, and High-Definition – Full-Motion Video sensor equipped with optical and infrared cameras. This sensor suite enables real-time detection and identification of surface vessels over thousands of square nautical miles.
