Five F-35 issues have been downgraded, but they remain unsolved

WASHINGTON — The F-35 Joint Program Office has put in place stopgap fixes for five key technical flaws plaguing America's top-end fighter jet, but the problems have not been completely eliminated.

Last June, Defense News reported exclusive details about 13 major technical issues, known as category 1 deficiencies, impacting the F-35. The JPO has since quietly downgraded five of those issues to the lesser category 2.

A category 1 deficiency is defined as a shortfall that could cause death, severe injury or illness; could cause loss or damage to the aircraft or its equipment; critically restricts the operator's ability to be ready for combat; prevents the jet from performing well enough to accomplish primary or secondary missions; results in a work stoppage at the production line; or blocks mission-critical test points.

In comparison, a category 2 deficiency is of lesser concern — something that requires monitoring, but not something that should impact operations.

But downgrading the category doesn't mean the problems are solved, said Dan Grazier, who tracks military issues for the Project on Government Oversight.

CAT 2 programs are still "definitely cause for concern. They are going to have an impact on how the aircraft performs,” Grazier said. "It really depends on what the issue is, but every design flaw has a potential issue on the mission. ... You want to not have flaws, you want these things can be fixed so pilots can get out and do what they need to do.”

Aside from a few basic statements on which projects were downgraded to CAT 2, a JPO spokesperson said the office “cannot disclose any information about how these deficiencies were resolved or downgraded due to their security classification.”

The ALIS sovereign data transfer solution does not meet information assurance requirements.

The Autonomic Logistics Information System, or ALIS, provides the backbone of the F-35, used by the aircraft's operators in virtually all stages of flying and sustaining the Joint Strike Fighter. The system is used to plan and debrief missions, order spare parts, walk maintainers through repairs, and view technical data and work orders. (A potential replacement, named ODIN, is in the works.)

But some international partners on the F-35 program have expressed concerns that data flowing through ALIS to the United States government — and to Lockheed Martin — could give both the U.S. military and the American defense contractor a window into that country's flight operations, including when and where its F-35s are flying.

Those concerns were so high that two countries threatened to leave the program entirely if a fix was not quickly applied, according to the original documents viewed by Defense News.

That fix is now in, according to the JPO, which said that on April 29, 2019, an update to ALIS included an initial version of a new Sovereign Data Management tool.

“The SDM tool permits F-35 operators more control over the types of Prognostics and Health Management (PHM) data that are transferred to the F-35 Operations Center,” the JPO said.

Incorrect inventory data for complex assemblies continues to result in grounding conditions.

This particular deficiency involves supplies or components that, upon installation, are not actually listed and tracked in ALIS as designed. Those require specific, almost daily requests to software engineers to have data corrected in the system. While those requests can catch some problems, the issue is not always detected by the user.

These “holes,” as the JPO calls them, do not collect data on how parts are used after installation, which means a part might be breaking down from heavy use. Yet, that part won't be flagged by ALIS as an at-risk piece.

As a result, it's less likely that issues developing from wear and tear or a lack of replacement parts will be discovered until such an issue has become an acute problem, possibly leading to a grounding of the aircraft.

The issue was downgraded to a CAT 2 deficiency on Jan. 13, 2020, “due to ALIS data quality improvements that have been made in the two years since this DR [deficiency report] was written,” according to the JPO. “The quality improvements have reduced the frequency and magnitude of issues that have impacted operational units' abilities to quickly release aircraft for flight following maintenance.”

The F-35B and F-35C experienced incongruous lateral and longitudinal control response above a 20-degree angle of attack.

One of the most eye-opening issues identified in the initial report was that the F-35B and F-35C models used by the Marine Corps and Navy become difficult to control when operating above a 20-degree angle of attack — which would be seen in the extreme maneuvers a pilot might use in a dogfight or while avoiding a missile.

Pilots reported the aircraft experiencing unpredictable changes in pitch, as well as erratic yaw and rolling motions when coming in at that angle of attack..

“It has random oscillations, pitch and yaw issues above [its] 20-[degree angle of attack]," a longtime naval aviator told Defense News last year. "[So] if I had to perform the aircraft — if I had to maneuver to defeat a missile, maneuver to fight another aircraft, the plane could have issues moving. And if I turn around aggressively and get away from these guys and use the afterburner, [the horizontal tail and tail boom] start to melt or have issues.”

The issue was important enough that it accounted for two CAT 1 issues, one each for the two variants impacted by the design issue.

However, the JPO downgraded this issue to a CAT 2 on May 28, 2019, for the F-35C and on July 8, 2019, for the F-35B. The solution involves “improvements in flying qualities that were implemented in software. The improvements provide pilots with an intuitive reference indication for AOA [angle of attack], which allows pilots to more quickly optimize lateral maneuvering during air-to-air maneuvering. These software improvements have been released to all F-35 operators.”

There were unanticipated thrust limits in jetborne flight on hot days.

This particular issue only occurred once, but was so significant that it was identified in the original document as the “No. 1 priority” for the Marine Corps.

The issue was identified aboard the amphibious assault ship Essex, where a Marine pilot performed what is known as a “mode four” operation. That is where the jet enters hover mode near a landing spot, slides over to a target area and then vertically lands onto the ship. It's a key capability for the "B" model, which was designed for its short-takeoff-and-vertical-landing abilities.

The engine — working hard on a day that temperatures cracked 90 degrees Fahrenheit while trying to lift a plane that was heavier than most returning to base — wouldn't generate the needed thrust for a safe, ideal landing. The pilot managed to land, but the issue set off alarm bells in the Marine aviation community.

The JPO initially expected a fix for this issue to be out sometime in 2019, but it wasn't until March 2020 that a mix of nondescript “software updates and procedural adjustments” brought the “propulsion system performance back to original specified performance levels.”

    Special US fund to replace Russian equipment in Europe is shifting its strategy

    By: Aaron Mehta WASHINGTON — A U.S. State Department fund to help European nations replace Russian-made weapons with American equipment has expanded to eight countries, but will be eschewing a second wave of funding in favor of targeted investments. In 2018, the State Department quietly launched a new effort known as the European Recapitalization Incentive Program, or ERIP, a new tool developed alongside U.S. European Command to speed up the process of getting allied nations off Russian gear. The U.S. benefits both strategically — getting partners and allies off Russian equipment to improve interoperability and deny Moscow funds for maintenance — and financially, thanks to the sale of American weapons abroad. ERIP funds, reprogrammed from unused dollars such as regional Foreign Military Financing, come in one-time bursts to help a country buy American-made alternatives to Russian kit. To get the money, the European nation must pledge to not buy Russian equipment in the future, while also at least matching the dollar value of the ERIP grant with domestic funding. The initial funding round consisted of six countries, totaling $190 million in reprogrammed fiscal 2017 dollars. As of last May, the State Department was considering a second round of ERIP grants and was at least in early discussions with Latvia about the funding. But in the time since, the department decided there won't be a second round, but rather ERIP will become a tool best used on a rolling basis. (Discussions with Latvia turned to different pots of money other than ERIP, according to a source.) “There was a lot of discussions about a second round, but the way it's kind of evolving is, rather than look at it as rounds is, look at it as opportunities,” a senior State Department official told Defense News on condition of anonymity. “It's a tool that we can use when opportunities arise for us to work with a partner to make a difference.” All told, the department has given out roughly $277 million in ERIP grants in the last two years — but, the official said, those relatively small dollars helped lock in roughly $2.5 billion in U.S. weapons sales. That's a win in “pure economic terms,” the official said, even before getting into the hard-to-quantify policy and political benefits. “It was a pretty bold decision in trying to help some of these countries acquire a pretty high capability capital intensive, and for some of them it's their first major [Foreign Military Sales] case, period.” Going forward, there may be tie-in money from EUCOM, which could kick in $1-3 million in small grants to nations that received ERIP dollars in order to help nations with maintenance costs on the newly bought American equipment. That money would likely come from DoD's Section 333 authority. Asked about that potential. DoD spokesman Lt. Col. Uriah Orland said the department "continues to work closely with the Department of State in the planning of security assistance with our European partner nations that enables them to reduce their dependencies on Russia's defense industry and build and/or sustain their own defense capabilities.” Targeted, ongoing funding Bulgaria presents a notable example for how the thinking on ERIP is evolving. The country spent several years debating what fighter jet to purchase, with the finalists coming down to new F-16s from Lockheed Martin, secondhand F-16s from Portugal, Eurofighter Typhoons from Italy and Saab Gripens from Sweden. As ERIP was envisioned, it would be used only for rotorcraft or ground vehicles. But with the government in Sofia teetering on the edge of rejecting the Lockheed deal, the U.S. State Department stepped in and used $56 million in ERIP dollars to push the F-16s over the edge and finalize a deal that could exceed $1.6 billion in costs. “For countries where it's a politically contentious issue, whether for economic or political reasons” the fund can help make a deal happen, the official said. “We were able to close that gap with an ERIP grant that enabled them to make the purchase and acquire the capability.” The second nation to get a targeted ERIP grant has been Lithuania, which in October announced plans to buy six UH-60 Black Hawk helicopters to replace its Soviet-made Mi-8 fleet. The State Department kicked in $30 million of ERIP funding to help complete that deal. In fact, no one piece of equipment has benefited from ERIP as much as the UH-60, of which three of the eight ERIP grants has helped procure. The eight projects to date are: Albania: $30 million for UH-60 procurement. The UH-60 is produced by Sikorsky, a Lockheed Martin subsidiary. Bosnia and Herzegovina: $30.7 million for the Bell Huey II. Croatia: $25 million for Bradley fighting vehicles, manufactured by BAE Systems. Croatia is also working to stand up local maintenance for the equipment. North Macedonia: $30 million for Stryker vehicles, produced by General Dynamics. Slovakia: $50 million for UH-60 procurement. Greece: $25 million earmarked, but the government is still debating what to buy. Likely to either be Bradley vehicles or the M1117 Armored Security Vehicle from Textron. Greece stands out because, as a higher-income nation, they are technically ineligible for Foreign Military Financing dollars, but a political decision was made to support them with ERIP anyway, the official said. Lithuania: $30 million for UH-60 procurement. Bulgaria: $56 million for eight Lockheed-produced F-16s. All of those deals except Greece and Lithuania are under contract, with a letter of request from Lithuania expected in the next few weeks. As to future opportunities, “we always kind of have our eye open, and we rely on the country teams out in the field to bring us these opportunities and think about them,” the official said. Although at the moment there are no potential ERIP projects in the works. “We continue to look at the Baltics, we look at the Balkans,” the official said, adding that “countries within Eastern Europe, the Baltics, the Balkans moving towards a new ground mobility or rotorwing systems with something to divest would be our top candidates.” All of those deals except Greece and Lithuania are under contract, with a letter of request from Lithuania expected in the next few weeks. As to future opportunities, “we always kind of have our eye open, and we rely on the country teams out in the field to bring us these opportunities and think about them,” the official said. À quoi va servir le SLAM-F ? “Le SLAM-F remplacera à terme tous les moyens actuels de guerre des mines (chasseurs de mines tripartites, b'timents remorqueurs de sonars, b'timents bases de plongeurs démineurs)”, rappelle le ministère des Armées dans un communiqué. Concrètement, il permettra aux forces françaises de neutraliser des mines à distance à l'aide de drones, afin de ne plus exposer des plongeurs ou des marins. “Ce système nous permettra de détecter des objets de la taille d'une carte bleue – c'est 30 fois plus petit qu'avec nos moyens actuels. Notre capacité de détection et de neutralisation ira jusqu'à 300 mètres de fond, contre seulement une centaine de mètres avec nos moyens actuels", détaillait la ministre des Armées, Florence Parly, lors d'un discours en mai. Les drones démineurs du programme auront notamment pour mission d'assurer la sécurité d'unités stratégiques de l'armée française : celle des sous-marins nucléaires lanceurs d'engins (SNLE), piliers de la dissuasion nucléaire, ou encore celle du porte-avions Charles de Gaulle. Le ministère des Armées mentionne aussi des usages pour protéger l'accès aux ports français, soutenir le déploiement d'une force d'action navale, sécuriser l'évacuation de ressortissants français ou participer à la prévention de crises. Un programme d'armement à plusieurs étages Comme le système de combat aérien du futur (SCAF), le SLAM-F comportera plusieurs volets. Au coeur de cette architecture, on retrouve des systèmes de drones capables d'être opérés depuis la terre ferme ou depuis un navire militaire dédié. La France et le Royaume-Uni collaborent depuis 2012 sur ce volet baptisé MMCM (pour “Maritime mines counter measures”). En 2015, le groupe français de défense Thales avait été désigné chef de fil industriel de ce volet. “L'étude de définition et la réalisation des prototypes du système de drones ont été confiés à Thales, dont la société Études et constructions aéronautiques [ECA, filiale du groupe Gorgé] sera le principal sous-traitant français”, confirme le ministère des Armées dans son communiqué. Thales avait déjà testé un chasseur de mines ultra-moderne en 2019 en collaboration avec la Marine nationale. Le groupe français fait figure de champion dans ce domaine. "Plus de 30 marines dans le monde sont équipées de sonars de guerre des mines Thales", soulignait Florence Parly en mai. Des livraisons prévues jusqu'en 2030 Le SLAM-F contient trois autres volets : des b'timents de guerre des mines (BGDM) dédiés à la conduite et à la mise en oeuvre des drones, des b'timents bases de plongeurs démineurs nouvelle génération (BBPD NG) et enfin un système d'exploitation des données de guerre des mines (SEDGM). Dans son communiqué, le ministère ne nomme pas d'autres entreprises participant à ce projet. “L'organisation industrielle de SLAM-F sera progressivement définie lors de l'attribution des marchés afférents aux différents volets du programme”, indique simplement le gouvernement. Le calendrier du SLAM-F prévoit la livraison de huit systèmes de drones anti-mines à partir de 2022.
