La ministre des Armées, Florence Parly, accorde une interview à La Tribune. Elle aborde notamment le programme SCAF, soulignant : « les négociations qui sont aujourd'hui en phase finale concernent la réalisation de travaux qui se dérouleront sur la période 2021-2027 et qui visent à mettre en vol un démonstrateur commun à cet horizon. C'est un jalon majeur pour assurer une entrée en service d'un nouvel avion opérationnel en 2040 ». Au sujet du Rafale, la ministre se félicite du choix récent de l'avion de combat de Dassault Aviation par la Grèce et l'Egypte, rappelant que « d'autres compétitions sont encore en cours ». Ces contrats représentent « une bonne nouvelle en termes de visibilité pour la continuité de la chaîne industrielle de Dassault Aviation, Safran et Thales et les plus de 500 sous-traitants, PME et ETI, de l'écosystème Rafale. Nous pouvons placer nos commandes nationales dans un échéancier cohérent au plan opérationnel et par rapport à ce que nous avions budgété ». En matière d'exportations, « l'année 2021 sera exceptionnelle, elle l'est déjà avec 48 Rafale exportés. La dynamique est bonne », souligne la ministre. Florence Parly se félicite par ailleurs de l'attention croissante portée à la souveraineté européenne en matière de défense : l'Europe « commence à s'interroger sur la prise de participation et le rachat de groupes européens par les groupes chinois notamment », estime-t-elle.

    The new Air Force One just racked up its first cost overrun

    By: Valerie Insinna WASHINGTON — Boeing will have to pay $168 million out of pocket to cover increased costs on the VC-25B Air Force One replacement program, the company said Wednesday. Boeing attributed the overrun to “engineering inefficiencies” caused by the impact of COVID-19, but Chief Financial Officer Greg Smith said the program remains on schedule with a projected delivery of the first VC-25B in 2024. However, Boeing's quarterly report to the Security and Exchange Commission noted future risk to the program's cost and schedule as a result of the engineering challenges. “We believe these inefficiencies will result in staffing challenges, schedule inefficiencies and higher costs in the upcoming phases of the program,” the company stated in the report. It was not immediately clear how work on the VC-25B program had been disrupted. “That charge was really associated with COVID-19,” Smith told reporters in an April 29 phone call. “As we have folks working virtually — particularly on the engineering side — as well as that's gone, we certainly experienced some inefficiencies that has caused us to re-evaluate our estimates to complete those efforts. And that's essentially what you saw today in our results and the charge associated with that.” Smith added that although the program team has done a “good job” of managing the program in the face of changes caused by the novel coronavirus pandemic and is “executing very well on many fronts,” Boeing could not mitigate the added cost to the program this financial quarter. Air Force acquisition executive Will Roper said he spoke with Boeing Defense CEO Leanne Caret last night about the problem, but because the issue was “late breaking,” he referred detailed questions to the program office. On Wednesday night, the Air Force released a statement that — like Boeing — attributed the cost increase to “engineering inefficiencies.” Just two weeks ago, Roper praised the progress of the program, which used virtual tools to complete its critical design review in March and wrap up a modification readiness review in April. At the time, the program was on schedule with no disruptions due to COVID-19, he said then. The Air Force One replacement drew considerable attention in 2016 after then-President-elect Donald Trump tweeted that the program was too expensive and should be cancelled unless the cost—then projected as more than $4 billion—came down. In 2018, the Air Force awarded Boeing a $3.9 billion fixed-price contract to modify two 747s into the VC-25B configuration. " There has not been an increase to the $3.90B firm-fixed price contract with Boeing or the $5.3B VC-25B total acquisition cost," said Air Force spokeswoman Ann Stefanek. Although the total price of the program is estimated to hit $5.3 billion once ancillary costs such as new hangars and revised technical manuals are included, the fixed-price ceiling on the $3.9 billion deal ensures that Boeing will have to pay for any cost growth incurred while building the two new Air Force Ones. In February, Boeing began making structural changes to two Boeing 747s at its facility in San Antonio, Texas — paving the way for those jets to become VC-25Bs.     Army Looks to Nature to Improve Body Armor

    By ARL Public Affairs Future soldiers will be better protected in combat by stronger and lighter body armor thanks to innovative work at the U.S. Army Research Laboratory. Materials science engineers are using nature as the inspiration for breakthroughs in additive manufacturing. “My project is to design a system that can 3-D print armor ceramics that will allow production of parts with graded structures similar to an abalone structure in nature that will improve the ceramic armor's toughness and survivability with lower weight,” said Joshua Pelz, a materials science and engineering doctoral candidate at the University of California San Diego. He spent this summer working with Army scientists at ARL's Rodman Materials Science Laboratory at APG to design and build a unique 3-D printer. Two syringes containing distinct, viscous ceramic slurries are connected to a custom-made auger and print head. Pelz took advantage of his computer programming skills to hack into the 3-D printer, tricking it into using its own fan controls to manipulate the ratio of materials being printed. He designed a custom auger and print head and even used the same 3-D printer to create those parts. “Josh found a way to implement our ideas into that machine, take apart machine, take out the polymer FDM heads that are built into it, start to look at how to design the machine to incorporate our ceramic slurries and print those slurries into the head but then he had to do a lot of really basic work looking at how to actually hack the machine,” said Dr. Lionel Vargas-Gonzalez, Ceramics Synthesis and Processing team lead at the laboratory. “We've got people like Josh who were very gifted and talented and can bring all that kind of capability and use a lot to our advantage it's a huge benefit for us.” Current processing techniques used to create ceramic armor are limited by how engineers can combine materials into a stronger composite material. “For ceramics, that's a bit of a challenge because with you can't really do what a one-step additive manufacturing process like you could if a metal or a polymer,” Vargas-Gonzalez said. “We see this as a next avenue for armor because we're going to be able to, in theory, design armor in a way that we can attach multiple materials together into a single armor plate, and be able to provide ways for the armor to perform better than it can be just based on one material alone.” Full article: http://science.dodlive.mil/2018/10/01/army-looks-to-nature-to-improve-body-armor/
