    Plan Outlines Priorities for Federal Agency Engagement in AI Standards Development

    GAITHERSBURG, Md. — The U.S. Department of Commerce's National Institute of Standards and Technology (NIST) has released a plan for prioritizing federal agency engagement in the development of standards for artificial intelligence (AI). The plan recommends that the federal government “commit to deeper, consistent, long-term engagement” in activities to help the United States speed the pace of reliable, robust and trustworthy AI technology development. “The federal government can help the U.S. maintain its leadership in AI by working closely with our experts in industry and academia, investing in research, and engaging with the international standards community,” said Under Secretary of Commerce for Standards and Technology and NIST Director Walter G. Copan. “This plan provides a path to ensure the federal government supports AI standards that are flexible and inclusive—and suited for a world of rapidly changing technologies and applications.” A February 2019 Executive Order directed NIST to develop a plan that would, among other objectives, “ensure that technical standards minimize vulnerability to attacks from malicious actors and reflect Federal priorities for innovation, public trust, and public confidence in systems that use AI technologies; and develop international standards to promote and protect those priorities.” “The Trump administration continues to deliver on the American AI Initiative, the national strategy for U.S. leadership in AI,” said Michael Kratsios, chief technology officer of the United States. “Public trust, security and privacy considerations remain critical components of our approach to setting AI technical standards. As put forward by NIST, federal guidance for AI standards development will ensure AI is created and applied for the benefit of the American people.” The plan recommends the federal government bolster AI standards-related knowledge, leadership and coordination among agencies that develop or use AI; promote focused research on the trustworthiness of AI systems; support and expand public-private partnerships; and engage with international parties. Due to the rapid pace of technology development and changing understandings of the “trustworthiness, accessibility, and human-centered implications of AI,” the plan emphasizes the need for federal agencies to be flexible in selecting AI standards for use in regulatory or procurement actions. It also calls for prioritizing multidisciplinary research and expanding public-private partnerships to advance reliable, robust and trustworthy AI. The plan also highlights related tools that will be needed to support AI, including benchmarks, evaluations and challenges that could drive creative problem solving. NIST developed the plan with extensive public and private sector involvement, including a May 30, 2019, workshop and multiple opportunities for public comment. NIST received comments from more than 40 organizations in industry, academia and government on a draft plan released July 2, 2019.     Will U.S. Defense Cuts Delay Next-Gen Combat Aircraft Programs?

    August 17, 2020 Many nations have suffered significant financial losses as a result of the COVID-19 crisis. Will next-generation combat aircraft programs be delayed by future defense budgets cuts? Aviation Week's Executive Editor for Defense and Space, Jen DiMascio, answers: Even though defense budgets are likely to remain stable in the U.S. during the coming year, relief funding to combat the COVID-19 pandemic is likely to put pressure on spending over time. As a result, projects such as the U.S. Air Force's Next-Generation Air Dominance (NGAD) program could be slowed. Pentagon spending was already predicted to level off in the next few years, and the economic drop-off caused by the novel coronavirus and the torrent of debt the government is taking on to combat the pandemic adds even more pressure. The situation today is even more extreme than during the 2008-09 global economic crisis, according to Craig Caffrey, senior aerospace industry analyst for forecast and MRO at the Aviation Week Network. Caffrey forecasts that COVID-19 could shrink the global economy by 4-6% over the next five years, sending worldwide defense spending down 5%, or $70-80 billion. What all that means for next-generation fighter programs is difficult to say. The U.S. is already sacrificing NGAD funding for near-term needs. A bill to provide $700 billion for defense in fiscal 2021 in the House of Representatives would approximately halve funding for NGAD by $500 million for fiscal 2021 to offset an Air Force shortfall in fighter availability. Could such cutbacks slow development of next-generation efforts? It is hard to say, but constraints on spending are unlikely to ease. In Europe, the UK is aiming to field its next-generation Tempest in 2035. So far, £2 billion ($2.6 billion) has been allocated for technology development and maturation, but Caffrey foresees strong economic headwinds over the next five years. “I don't see where the money comes from for the full scope of Tempest as currently envisaged,” he says. The French-German Future Air Combat System (FCAS) may have more breathing room because the program is not expected to enter service until 2040. In the near-term, France, Germany and their new partner, Spain, are providing government aid to such high-tech programs to retain jobs during the COVID-19 pandemic. The real test will be whether funding can be sustained in 2022-23. Airbus CEO Guillaume Faury is lobbying for efforts such as EuroDrone and FCAS to continue, saying they will be required in the future. “We have the DNA to make them successful,” Faury told Aviation Week's Jens Flottau recently. “Europe feels the need to prepare for the sovereignty of the future, which includes the air and space power to protect your territory from the skies.     By: Gerard O'Dwyer HELSINKI — Finland's left-leaning political parties have cast a shadow of doubt of the fate of the HX-FP fighter procurement program, questioning the number of multirole aircraft that the Finnish Air Force needs to acquire. The Air Force wants to retire its fleet of F/A-18 Hornet jets over the next 10 years. The HX-FP carries an estimated price tag of €11.4 billion (U.S. $12.9 billion). Life cycle service and maintenance are included in this cost. Finland will hold fresh parliamentary elections in April, and the leaders of election campaign-focused Left Alliance, Greens and Social Democratic parties have declared a willingness to revisit the center-right government's plan to purchase 64 multirole fighters. Similarly, the right-wing Finns Party's leadership is also open to reducing the number of aircraft Finland will buy. Defence Minister Jussi Niinistö described the “negative” pre-election positions adopted by the leftists and the Finns Party to the HX-FP program as “irresponsible.” “I am surprised by the positions the leftist parties are taking on the procurement. The purchase of new fighter aircraft is about whether we are interested in defending our country or not. If we reduce the number of planes, then we need to have a debate about which are the priority areas in our defense. In my opinion, this is irresponsible politics,” Niinistö said. The common positions taken by the leftist parties and the Finns Party have assumed a more significant stature given that the Social Democratic Party — which is leading popular polls ahead of the April election — may end up leading Finland's next coalition government in partnership with either the Greens or the Left Alliance. Finland's coalition government parties, the Center and conservative National Coalition, remain firmly supportive of a plan to procure 64 aircraft as part of the HX-FP. Other center-right parties in Parliament, including the Swedish People's Party, the Christian Democrats and Blue Reform, also back the Air Force's plan to purchase 64 jets. “This matter is not about a specific number of planes, but finding an overall solution. The number of fighter jets that can be bought is not written in stone. That number will not be known until responses to the invitation for tenders have been properly processed. We will then have different mapped-out options to examine,” said Sanna Marin, a spokeswoman for the Social Democratic Party. Niinistö is a staunch supporter of the HX-FP and favors the acquisition of 64 planes. He recently told a meeting of Parliament's Defence Committee that the Air Force, were it were not for budgetary spending constraints, ought to have up to 100 multirole fighters at its disposal to provide an enhanced level of air defense for Finland's borders. The dispute over potential HX-FP numbers comes as Lt. Gen.
