Space Force sees SATCOM awards surging to $20 billion this fiscal year
The total value of the contracts to be awarded is a significant jump from the $1.6 billion issued across the portfolio in FY23.

U.S. SPECIAL OPERATIONS COMMAND
Insitu Inc., Bingen, Washington, was awarded a maximum $23,000,000 modification (P00019) for an existing non-competitive, single award, indefinite-delivery/indefinite-quantity contract (H92222-16-D-0031) for Mid-Endurance Unmanned Aircraft Systems (MEUAS) 1.5B intelligence, surveillance, and reconnaissance (ISR) services. The $23,000,000 increase to a ceiling of $273,000,000 prevents gaps in ISR services until all task orders are transitioned to the current competitive MEUAS III contracts. Fiscal 2019 operations and maintenance funds in the amount of $7,354,530 are available for obligation at the task order level. U.S. Special Operations Command Headquarters, Tampa, Florida, is the contracting activity.
NAVY
Valiant Global Defense Services Inc., San Diego, California, is awarded $15,913,990 for firm-fixed-price task order M67854-19-F-7884 under previously award contract M67854-19-D-7876 to provide support services for the Marine Air Ground Task Force (MAGTF) Training Support Service (MTSS), MAGTF Staff Training Program (MSTP). Services will include pre-deployment training programs to Marine Corps operating forces, as well as command, control, communications, and computer mobile training team training at the functional and executive level to commanders and battle staffs, and technical training for operators and information managers. Work will be performed in Quantico, Virginia, and is expected to be completed by November 2020. Fiscal 2019 operations and maintenance (Marine Corps) funds in the amount of $5,380,849 will be obligated at the time of award and these funds will expire at the end of the current fiscal year. This order was competitively awarded under a multiple award task order contract. The Marine Corps Systems Command, Quantico, Virginia, is the contract activity.
Lockheed Martin Corp., Fort Worth, Texas, is awarded $7,514,515 for modification P00015 to a previously awarded fixed-price-incentive-fee contract (N0001918C1048) to establish organic depot component repair capabilities for the F-35 Lightning II Air Interceptor System in support of the Air Force, Marine Corps and Navy. Work will be performed in Rochester, Kent, United Kingdom (81.6 percent); and Fort Worth, Texas (18.4 percent), and is expected to be completed in March 2023. Fiscal 2017 aircraft procurement (Air Force); and fiscal 2019 aircraft procurement (Navy, Marine Corp. and Air Force) funds in the amount of $7,514,515 are being obligated at time of award, $3,757,257 of which will expire at the end of the current fiscal year. This contract combines purchases for the Air Force ($3,757,257; 50 percent); Marine Corps ($1,878,629; 25 percent); and Navy ($1,878,629; 25 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
ARMY
A4 Construction Company Inc.,* Sandy, Utah, was awarded a $12,309,817 firm-fixed-price contract for construction of a Special Operation Forces Human Performance Training Center. Bids were solicited via the internet with eight received. Work will be performed in Fort Carson, Colorado, with an estimated completion date of May 6, 2021. Fiscal 2019 military construction funds in the amount of $12,309,817 were obligated at the time of the award. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity (W9128F-19-C-0018).
DEFENSE LOGISTICS AGENCY
Federal Prison Industries, Inc.,** doing business as UNICOR, Washington, District of Columbia, has been awarded a maximum $9,558,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for parkas. This is a one-year base contract with two one-year option periods. Locations of performance are Washington, District of Columbia; and Kentucky, with a May 2, 2020, performance completion date. By Dean Cheng The Department of Defense has released the latest edition of its report on Chinese military and security developments. Mandated in the fiscal 2000 National Defense Authorization Act, the annual report is an important source of regular updates regarding China's growing military capabilities and its expanding range of security-related activities. Since the People's Republic of China halted the publication of its biennial defense white papers in 2015, there are few other good sources of information on one of the world's largest militaries. An important element of this year's report is the expanded discussion of China's security-related activities, providing a broader, fuller assessment. There is an extensive discussion of China's Belt and Road Initiative, its array of investment projects previously known as the “One Belt, One Road Initiative,” stretching from China to Europe, into the Indian Ocean to Africa, and even across the Pacific to South America. The report discusses the security implications of the Belt and Road Initiative, even though it is primarily a set of economic and political initiatives with limited direct military impact. Ad Feedback This more comprehensive analysis is important, as it captures the Chinese whole-of-society approach to national security. To understand Beijing's challenge to the U.S., it is vital to incorporate not only concerns about the People's Liberation Army and the Chinese government, but also consideration of its diplomatic and economic engagement globally. This year's report also exemplifies why issuing an annual report is important. It highlights the various changes that have been undertaken since the announcement in December 2015 of a series of fundamental overhauls and reforms of the People's Liberation Army. It thus provides a new snapshot of the various improvements and changes in the Chinese military as it continues to modernize all of its services. Much discussed, for example, has been the steady extension of the People's Liberation Army's reach. News reports emphasized that it is acquiring systems that will allow it to strike the United States. The report also notes that “one of the most significant [Navy] structural changes in 2017” has been the tripling of the size of the Chinese marine corps. Coupled with China's first official overseas military base (in Djibouti), it is clear that China is expanding its force-projection capacity. As important, however, have been the changes in the People's Liberation Army's organization and doctrine. This year's report devotes substantial discussion to the evolving organization of PLA Army forces, as well as changes in the Central Military Commission, which manages the overall military. These changes are fundamental, but have taken the past two years to become much more visible. The shift from divisions as the cornerstone of China's ground forces to brigades had long been discussed, but only now is there sufficient evidence to gauge Beijing's progress. The changes in the Central Military Commission structure have been even more complex. When the changes were first announced, the commission initially appeared to be expanding from four general departments to 15 departments, commissions, and offices. It is now clear, however, that in fact the commission has shrunk, with only seven members, rather than the pre-reform 10. Of particular note is the removal of the Logistics Work and Equipment Development departments from the main Central Military Commission structure. Après l'Egypte, l'Inde et le Qatar, la Grèce va devenir le quatrième client export de Dassault Aviation pour ses avions de combat. Par Le Parisien Le 24 janvier 2021 à 08h54, modifié le 25 janvier 2021 à 06h57 Après l'approbation, il y a quelques jours, du Parlement en Grèce, Florence Parly, la ministre des Armées, se rend lundi à Athènes pour signer la vente de 18 Rafale pour l'armée de l'air grecque. Ce contrat - ou plutôt ces contrats - estimé à 2,5 milliards d'euros comprend la fourniture de six appareils neufs et douze d'occasion (vendus environ 400 millions d'euros). A cela s'ajoute de l'armement, la formation des pilotes, l'entretien des appareils... En effet, ces chasseurs seront lourdement armés avec des missiles de croisière Scalp, des missiles air-air Meteor (longue portée), missiles air-air MICA (moyenne portée) à guidage infrarouge ou électromagnétique mais aussi des missiles air-mer antinavires AM 39 (Exocet). Les premiers exemplaires de ces Rafale seront livrés dès cet été et les derniers d'ici deux ans. Pour Dassault Aviation, après l'Egypte, l'Inde et le Qatar, c'est la première fois que l'entreprise parvient à équiper une autre armée européenne que la Française. Il faut dire que la Grèce est une vieille cliente. Le pays s'était équipé de Mirage F1 dans les années 70, puis de Mirage 2000 au milieu des années 80. Elle constitue une exception notable pour l'avionneur dans le marché européen, qui achète globalement américain en dehors de l'Eurofighter. Montée des tensions entre la Grèce et la Turquie La montée des tensions entre la Grèce et la Turquie a un peu accéléré les choses. Comme les Etats-Unis sont considérés comme un allié traditionnel de la Turquie, la Grèce a sollicité la France en urgence. Dans un accord intergouvernemental, la Grèce a obtenu de disposer d'avions rapidement, directement prélevés à l'armée française. En même temps, le ministère des Armées en France devrait rapidement passer commande pour l'achat de 12 Rafale neufs pour l'armée française, pour un montant estimé à un milliard d'euros. Pour financer ce futur contrat, l'Hôtel de Brienne va disposer des 400 millions de la vente des appareils d'occasion à la Grèce. Des crédits budgétaires non consommés en raison des retards sur certains programmes d'armement viendront compléter cette enveloppe. Il n'y aura donc pas de réévaluation financière de l'actuelle loi de programmation financière. Une suite de bonnes nouvelles pour Dassault Aviation Malgré la crise sanitaire et la pandémie, Dassault Aviation a le vent en poupe. L'avionneur est toujours sur les rangs avec l'Allemagne sur le programme du système de combat du futur avec un premier vol de cet avion de combat en 2026. Son futur avion d'affaires, le Falcon 6X, a fait ses premiers tours de roue. A cela s'ajoute la participation de l'entreprise pour contribuer à l'effort du Conseil pour la recherche aéronautique civile (Corac), afin de donner une feuille de route vers une aviation décarbonée en 2035... Mais surtout, plusieurs contrats pour le Rafale pourraient être engrangés dans les prochains mois. A la suite d'un premier contrat avec l'Inde, le pays pourrait passer commande pour 36 avions supplémentaires.
