U.S. SPECIAL OPERATIONS COMMAND

Insitu Inc., Bingen, Washington, was awarded a maximum $23,000,000 modification (P00019) for an existing non-competitive, single award, indefinite-delivery/indefinite-quantity contract (H92222-16-D-0031) for Mid-Endurance Unmanned Aircraft Systems (MEUAS) 1.5B intelligence, surveillance, and reconnaissance (ISR) services. Valiant Global Defense Services Inc., San Diego, California, is awarded $15,913,990 for firm-fixed-price task order M67854-19-F-7884 under previously award contract M67854-19-D-7876 to provide support services for the Marine Air Ground Task Force (MAGTF) Training Support Service (MTSS), MAGTF Staff Training Program (MSTP). Services will include pre-deployment training programs to Marine Corps operating forces, as well as command, control, communications, and computer mobile training team training at the functional and executive level to commanders and battle staffs, and technical training for operators and information managers. Work will be performed in Quantico, Virginia, and is expected to be completed by November 2020. Fiscal 2019 operations and maintenance (Marine Corps) funds in the amount of $5,380,849 will be obligated at the time of award and these funds will expire at the end of the current fiscal year. Lockheed Martin Corp., Fort Worth, Texas, is awarded $7,514,515 for modification P00015 to a previously awarded fixed-price-incentive-fee contract (N0001918C1048) to establish organic depot component repair capabilities for the F-35 Lightning II Air Interceptor System in support of the Air Force, Marine Corps and Navy. Work will be performed in Rochester, Kent, United Kingdom (81.6 percent); and Fort Worth, Texas (18.4 percent), and is expected to be completed in March 2023. Fiscal 2017 aircraft procurement (Air Force); and fiscal 2019 aircraft procurement (Navy, Marine Corp. and Air Force) funds in the amount of $7,514,515 are being obligated at time of award, $3,757,257 of which will expire at the end of the current fiscal year.     Budget watchdog warns this fighter could cost three times that of the F-35

    By: Valerie Insinna WASHINGTON — A next-generation air superiority jet for the U.S. Air Force, known by the service as Penetrating Counter Air, could cost about $300 million in 2018 dollars per plane, the Congressional Budget Office states in a new study. At that price, PCA would be more than three times that of the average F-35A jet, which is set at about $94 million to capture both the expense of early production lots and the decline in cost as the production rate increases, according the report, which predicts the cost of replacing the Air Force's aircraft inventory from now until 2050. This sum, while not an official cost estimate from the Pentagon, represents the first time a government entity has weighed in on the potential price tag for PCA. The CBO estimates the Air Force will need 414 PCA aircraft to replace existing F-15C/Ds and F-22s, the Air Force's current fighters geared toward air-to-air combat. It also surmises that the first aircraft will enter service in 2030, based on the service's stated desire to begin fielding PCA around that time frame. The reason for the whopping price tag? Part of it comes down to the cost of new technology. “The PCA aircraft would probably have a greater range and payload, as well as improved stealth and sensor capabilities, than today's F-22; those characteristics would help it operate in the presence of the high-end air defenses that DoD believes China, Russia, and other potential adversaries may have in the future,” the CBO states. The other reason comes down to history. The Air Force doesn't have a great track record when it comes to producing stealth aircraft at the low costs initially envisioned by leadership. Both the B-2 and F-22 programs were truncated in part due to the high price per plane — which in turn contributed to the production rate never accelerating to the point where unit costs begin to decrease. The early years of the F-35 program were also marred by a series of cost overruns that eventually prompted the Pentagon to restructure it. “Containing costs for the PCA aircraft may be similarly difficult,” the report states. The Air Force has said little about PCA since the release of the Air Superiority 2030 flight plan in 2016, which stated a need for a new fighter jet that would be networked into a family of systems of other air, space, cyber and electronic warfare technologies. “The replacement may not be a single platform,” Gen. Dave Goldfein, the Air Force's chief of staff, told Defense News earlier this year. “It may be two or three different kinds of capabilities and systems. And so as we look at air superiority in the future, ensuring that we're advancing to stay ahead of the adversary, we're looking at all those options.” Although Air Force leadership won't say exactly what it's doing to develop PCA or when a new jet may be coming online, it's clearly making investments. In the fiscal 2019 budget, the service requested $504 million for “next-generation air dominance,” its portfolio of future fighter technologies and weapons. The Air Force expects to ramp up funding to $1.4 billion in FY20, hitting a high in FY22 with a projected $3.1 billion in spending. According to the CBO's analysis, Air Force procurement of new aircraft could peak at about $26 billion in 2033, as the service buys both the F-35 and PCA. Those two fighters, together with the B-21 bomber, are set to be the largest drivers of cost as procurement reaches its height in the mid-2030s. “Although the Air Force could probably modify both retirement plans and replacement schedules to smooth out the 2033 peak, the average annual costs of procuring new aircraft would still be higher than in the recent past: $15 billion in the 2020s, $23 billion in the 2030s, and $15 billion in the 2040s,” the report states. Dealing with an upcoming bow wave CBO's estimates included 35 platforms that will be replacing legacy systems, with six programs making up more than 85 percent of the projected procurement costs cited throughout the report: the F-35, PCA, the KC-46A, the B-21, the C-130J cargo plane as well as the yet-unannounced C-17 replacement. The report envisions a future where the Air Force is allowed to retire all of its legacy fighter and attack aircraft — the A-10, the F-15, the F-16 and even the F-22 — in favor of three aircraft: the F-35, PCA and a light attack aircraft configured to take on low-threat missions. The Air Force has yet to decide whether to buy a light-attack aircraft or how extensive its purchase may be, although the service is expected to put out a request for proposals by the end of the month. “Funding for new fighter aircraft makes up about half of the total projected costs of procuring new aircraft,” the CBO states, with the F-35 set to be the most expensive program through the 2020s until PCA takes its place in the early 2030s. The Air Force could decrease costs in a couple of ways, although all of them come with significant drawbacks. For one, it could extend the lives of its legacy fighter and attack aircraft, and delay programs like PCA. However, the CBO notes that “obtaining replacement parts can be both difficult and expensive, and a refurbished fleet may not provide as many available and mission-capable aircraft as a new fleet.” If the service wants to increase the availability of its inventory without paying the high price associated with developing a new stealth fighter, it could retire its legacy F-15s and F-16s and buy new ones. That option is probably more expensive, but would result in aircraft that are more reliable. The Air Force could also defer the PCA program while allowing some of its legacy aircraft to be retired, the CBO posits.     U.S. Military Given Authority To Defend Against Climate Change

    Lee Hudson The U.S. Congress is providing the military with direct responses to the threat of climate change. The passage of defense policy legislation provides the military with new tools to address the effects of the warming globe on strategic security interests, installations and readiness. In 1990, the U.S. Naval War College issued a report on “Global Climate Change Implications for the United States.” But in recent years, the issue has become politically charged, with the Republican-controlled House of Representatives voting in 2016 on an amendment to block Pentagon action on climate change. Now legislative support for addressing the security effects of a warming planet is growing. The 2018 National Defense Authorization Act (NDAA) characterized climate change as a direct threat to national security. Two years later, lawmakers are uniting around potential solutions. Last month, President Donald Trump signed into law the 2020 NDAA, which includes 10 provisions related to climate security. The bill made it through the Democrat-controlled House and the Senate, past Armed Services Committee Chairman Jim Inhofe (R-Okla.), who wrote a book in 2012 calling global warming The Greatest Hoax. The 2020 NDAA mandates creation of a Climate Security Advisory Council within the intelligence community to ensure analysis is informed by the best possible science. Intelligence experts must incorporate the foresight scientists have in projecting stress on various regions to predict potential crises. Establishing a Climate and Security Council is a positive step, John Conger, director of the Center for Climate and Security, tells Aviation Week. “If you know there is going to be a water shortage in some portion of the world, that would inform, for example, the assessment of whether that region is going to go unstable,” Conger says. Another provision in the bill related to climate-security strategic interests for the U.S. revolves around the Arctic. Section 1752 of the 2020 NDAA directs the Pentagon to consider sites for a strategic port in the Arctic and submit a report to Congress no later than June 2020. The document should include a cost estimate for construction and sustained operations at the site. For years, experts have rallied for the U.S. to have a more permanent presence in the Arctic as melting ice caps begin to open sea lanes to vessels from Russia and other nations. As the Arctic continues to warm, extreme weather has hit hard at existing bases in the continental U.S. In 2018, Hurricane Michael decimated Tyndall AFB in Florida. Tyndall was home to the Air Force's fleet of Lockheed Martin F-22 Raptors. The Air Force is still coping with the aftermath. While Tyndall is undergoing repairs, F-22s assigned to the 43rd and 95th Fighter Sqdns. have moved to other installations. The jets assigned to the 43rd relocated to Eglin AFB in Florida, while the 95th's aircraft are being spread out across F-22 units at Joint Base Elmendorf-Richardson in Alaska, Joint Base Pearl Harbor-Hickam in Hawaii, and Joint Base Langley-Eustis in Virginia. The military is not just concerned about its coastal bases. A few months after Hurricane Michael floodwaters reached 7ft. (2.1 m), damaging Offutt AFB in Nebraska and causing personnel to move aircraft and munitions to higher ground. The flooding damaged one-third of the Midwestern base, home to the headquarters of the nation's nuclear arsenal, U.S. Strategic Command (Stratcom) and the 55th Wing. The 55th Wing is Air Combat Command's largest wing, with an annual budget of more than $477 million, 45 aircraft, 31 squadrons and 7,000 employees. In total, the damage at Tyndall and Offutt will cost the American taxpayer an estimated $5 billion to rebuild. Air Force Chief of Staff Gen. David Goldfein and former Air Force Secretary Heather Wilson had to beg Congress for $5 billion in emergency funding to begin rebuilding the installations damaged by natural disasters. Section 328 of the 2020 NDAA creates a dedicated budget line item for adaptation to and mitigation of extreme weather on military networks, installations, facilities and other assets. These include loss or obstructed access to training ranges. The bill defines extreme weather as recurrent flooding, drought, desertification, wildfires and thawing permafrost. In 2019, the Air Force submitted to Congress a “Top 10” list of installations at risk of extreme damage from chaging weather. Six of the bases are in Florida—Eglin, Hurlburt Field, Patrick AFB, Homestead Air Reserve Base, MacDill AFB and Tyndall. The base taking the top spot is Vandenberg AFB in California, home to the Space Force's Space Operations Command. The remaining installations at risk are Dover AFB in Delaware and Langley-Eustis in Virginia. “As developed, the above list reflects installations susceptible to the consequences of severe weather events: coastal and inland flooding, wildfires, and/or drought; not necessarily 50-100-year climatic changes,” the submission states. “This list does not look at any specific critical mission implications (i.e., even if the base is subject to flooding because a portion is within a 100-year flood plain, a mission-critical facility may not be impacted because of its location on the base or it is on high ground; e.g. the Stratcom Headquarters Building on Offutt AFB).” The Army assessed six climate vulnerabilities on its military bases in the U.S. The service is most concerned about desertification, or land degradation caused by dry conditions, affecting its installations especially at Yuma Proving Ground and Fort Huachuca in Arizona, Fort Irwin and Camp Roberts in California, Fort Bliss in Texas, White Sands Missile Range in New Mexico, Hawthorne Army Depot in Nevada, Tooele Army Depot in Utah and Pueblo Chemical Depot in Colorado. “The analysis is based on climate science only and is not influenced by strategic or mission considerations,” the Army report says. The majority of the measures to defend the military against climate change to date are reactionary, but Section 2801a of the 2020 NDAA is more preventative, directing the Pentagon to incorporate military installation resilience into master plans; it authorizes funding for climate resilience projects. These installation master plans will specifically assess vulnerabilities to the bases and surrounding communities, identify missions affected by those susceptibilities and propose projects to address those weaknesses. “Until you start incorporating these risks into your master planning process, you aren't going to fully appreciate what you have to do at a particular location,” Conger says. “You can't just throw money at a problem not knowing what you're supposed to do.” The Navy paid attention to climate change early on because the service has the most coastal bases and infrastructures in its inventory. Separate from climate change, a few years ago Congress directed the Navy to study the infrastructure requirements of its shipyards. That assessment found that the dry docks at Portsmouth Naval Shipyard in Virginia were not high enough to deal with sea level rise, Conger says. The 2020 NDAA authorizes $49 million for a project at Portsmouth Naval Shipyard to increase the height of the floodwalls around its dry docks. The shipyard's primary mission is the overhaul, repair and modernization of Los Angeles-class fast-attack nuclear-powered submarines. Climate change is also affecting the U.S. military's readiness levels because of an increasing number of Black Flag days, when the temperature rises to 90F or higher, and training is suspended. This affects units being able to complete a training syllabus on time, Conger says. “It's not like we've never done workarounds in training, but these are things where the training experts in all of the services will have to look at trends and figure out how to adjust what they have to do,” he says. “It is not something they're immune from; it's something they're going to have to accommodate and deal with.” https://aviationweek.com/defense-space/us-military-given-authority-defend-against-climate-change

    Holmes Lays Out ‘Fighter-Like’ Roadmap

Tirpak ORLANDO, Fla.—Air Combat Command is shifting from a “fighter roadmap” to a “capabilities” roadmap that will capture many of the things fighters do today, but likely with new types of unmanned systems and “attritable” aircraft, Air Combat Command boss Gen. Mike Holmes said Feb. 27. Speaking with reporters at an AFA Air Warfare Symposium press conference, Holmes said ACC is grappling with “what is a fighter?” in the future. The fighter mission will give way to “attritable” aircraft and “loyal wingmen” unmanned aircraft, in addition to fighters, and possibly different kinds of manned aircraft. The roadmap will be very much dependent on the theaters in which the assets will be used. “What I would rather build is a capabilities roadmap that shows how we're going to accomplish the missions for the Air Force that we traditionally have done with fighters,” Holmes said. “And the subtlety there is, I would hope, 30 years from now, I'm not still trying to maintain 55 fighter squadrons. I think we will have advanced and there will be some other things that we'll be cutting-in.” The roadmap is in roughly five-year stages, which parallel “natural decision points” affecting chunks of the fleet, Holmes explained. The first stage seeks a replacement for the F-15C fleet, which is now aging out of the inventory. Those aircraft will be replaced by F-35s and the new F-15EXs, Holmes reported. The EXs are needed to reduce the overall age of the fighter fleet “so we can afford to sustain it,” he said, noting the EX is “what's available to us now.” The next stage “will be what we call the pre-block F-16s—the Block 25 and 30 Fighting Falcons—that we're still flying.” Within the next eight years, “depending on budgets and capabilities, we'll have to decide what we'll do about those airplanes,” Holmes said. There is an “opportunity” to cut-in “something new: low cost, attritable [aircraft], loyal wingmen, various things we're ... experimenting with.” After that, ACC will confront “the post-Block F-16s—the Block 40s and 50s—that can fly for quite a bit longer, but there is a modernization bill that would have to be spent to keep them useful,” Holmes said, suggesting further service life extension for the F-16 may be coming. Gen. Arnold Bunch, commander of Air Force Materiel Command, said the F-16 post-block fleet could be extended for as much as another 10 years of service life, starting in the mid-20s. A SLEP would have to focus first on making them safe to fly, he said, and they would need technology insertions to make them relevant, “depending on what you use them for.” The aircraft will already have Active Electronically Scanned Array radars and digital backbones, he noted. Finally, ACC is trying to decide what the Next-Generation Air Dominance system should be. “The equation and the math we use for ‘what is a fighter' still works pretty well for the European environment—the range, payload, and distance problem,” Holmes noted. But “it's not as effective a solution in the Pacific because of the distances,” and for that theater, he said, “I wouldn't expect [NGAD] to produce things that necessarily look like a traditional fighter, or in that traditional swap between range and payload that we've done.” Pacific Air Forces boss Gen. Charles Q. Brown, Jr. said in the future a family of systems approach will be more useful given the size of the area of operations and the differences in the adversary. “The family of systems provides us some level of advantage. If you're looking for a single point solution that has to be a fighter. It's the fighter, but not the information that comes off the fighter, the information the fighter gets from other platforms ... ,” Brown said. “How all that comes together will be important to support the fighter of the future, or whatever capability we have.” Holmes said Will Roper, the Air Force acquisition chief, is thinking about more low-cost “attritable” options for the Pacific, “thinking about that long-range problem, what might we come up with.” He has previously allowed that something akin to a large missileer, potentially a variant on the B-21, could be part of the mix, and ACC is also thinking about an “arsenal plane” concept. “Those discussions are going on, and they should be,” Holmes added. But “it is still ... our responsibility to the rest of the force to control the air and space on their behalf.” Roper's team is working with industry to pursue a new “digital” prototyping approach that Holmes said he's pleased with. He noted that Boeing was able to win the T-7 competition by showing it can “design and build airplanes in a different way and at a cost point nobody expected,” and “we think we have the opportunity to spread that across the other things we're doing.” He also says there is support from Capitol Hill with the approach at this stage, and ACC is working hard to share information on the future of ACC combat capabilities at “the right level” of classification. https://www.airforcemag.com/holmes-lays-out-fighter-like-roadmap/
